The Ukraine, Israel and Indo-Pacific aid bills are passed in the House of Representatives with 316-94 vote on April 19, 2024. Vote rule set with support of Democrats made a simple majority vote sufficient to  pass. It was a significant win for both parties as 165 Democrats and 151 Republicans voted for the bills. 55 Republicans and 39 Democrats voted against. It was as Speaker Johnson had said earlier for each Congressman to vote his conscience. Speaker Johnson said it was the best possible bill "we could get under the circumstances." He said if this wasn't done then Democrats would have bypassed Republican leaders and forced their own package of bills through the House. As a nod to the former president $60 billion in aid to Ukraine has $9.5 billion in forgivable economic loans. Overall similar to what Democrats had passed in the Senate over a month earlier. “I hope at the end we can take care of our responsibilities. Ukrainians desperately need lethal aid right now. DW.com looks at what it means for first Finland, and then Sweden joining NATO. For Finland the invasion of Ukraine where people speak Russian and have close cultural ties comes as a reminder of past history. Under the treaties that ended the war with Napoleon in 1815 after the Congress of Vienna, Finland was given to Russia and Norway wrested from Denmark was given to Sweden. Jens Stoltenberg now head of NATO is a former prime minister of Norway. Russia invaded Finland in 1940, and Germany invaded Norway during that war. As a result there are historical reasons why 62% of Finns support joining NATO.  What this means for NATO- This means NATO's border with Russia will double from 1300 to 2600 kilometres. Finland would be different alone compared to being part of the NATO alliance. For NATO this means 280,000 Finns in its army if mobilized under Finland's compulsory military service would be added to defending the border. Finland already is training with US equipment and training since 2015 and is in a joint defense plan with NATO. Sweden's situation is quite different. It has benefitted from neutrality and never been occupied by any power in the 500 years of European wars for balance of power in the region. In the last 200 years Sweden has acted as a neutral state and stayed out of 2 world wars and other conflicts. For Sweden to join NATO it has to change this historical neutrality and has to be convinced that the invasion of Ukraine and the immense destruction in Ukraine with over 4 million refugees mostly women and children is an event that has changed everything. If Sweden were to join NATO not much could be expected for ground forces as Sweden has a small army. Sweden also has no land border with Russia. Sweden is on the Baltic Sea which is also a border for Russia. Sweden does bring 100 modern fighter aircraft and 8 modern submarines that would secure the Baltic Sea.  If one or both countries were to join NATO this would happen by June and both countries would join NATO immediately after 30 NATO member countries approve this.  ...

Former German chancellor Angela Merkel and foreign minister Steinmeier are singled out for their policies that likely emboldened Russia into its invasion of Ukraine. The DW.com says Merkel's tenure now shows deep seated flaws in leadership with her policies with Russia having gone too far in the other direction and leaving Europe in a vulnerable position. Merkel saw herself as continuing old policies from the period of SPD chancellor Willy Brandt of engaging with Russia, then called the Soviet Union. Yet looking at it closely the policy of Brandt was to reach accomodation with the eastern half of Germany, called the GDR, not to weaken Germany's position. By distancing herself from the US Merkel was in sense out on her own. Consider says DW.com that in 2014 Germany imported 36% of its gas from Moscow, by 2022 when Russia invaded Ukraine it was 55%. The SPD under Gerhard Schroeder and Steinmeier following Schroeder share responsibility with Merkel for this dependence.    A similar integration of the German economy with China's economy happened under the 4 term administration of Angela Merkel. This can be seen in the port of Hamburg. This may have similarly emboldened China in its relations with neighbors in the Indo-Pacific region and with Taiwan. German chancellor Scholz is by one report reading Cambridge historian Brendan Simms- "Europe The Struggle for Supremacy 1453 to the Present." This historical account of the relations of major European states in the 5 centuries before the present period shows the Balance of Power as critical to the liberty and freedom that Britain and Netherlands as well as other countries were able to keep. Sweden was attacked in 1700 with sign of weakness, Britain faced challenges from France in 1700 and in 1800, and allied with the Hapsburgs and German states to maintain its democracy and way of life. Merkel of CSU and Steinmeier of SPD may have failed to realize this when they ignored the history of Europe. The WSJ report on the miscalculations on the German and French side with Sarkozy, Hollande and Macron show that all these leaders failed to grasp that by leaving the issue unsettled of Ukraine's NATO admission they had created the situation that was bad for both Russia and for Ukraine, creating seeds for serious differences that could lead to future conflict and war. By not respecting and giving room to the lessons of history these leaders in Western Europe have created the conditions for the very opposite of what they intended to do.  ...

India's 267 million farmers 44% of the workforce that make it difficult to reduce 39% tariff on imported dairy and grain. Older Americans have lost the memories of famines in India including one in Bihar in the 1960's, not to mention the Bengal famine during the British rule in 1944 in which Britannica says 3 million people lost their lives. By 1965 India depended on US grain. Dhume reminds readers that in as recent as 1966 9 million tons, a quarter of US wheat crop, was sent to India to prevent famine. China had a similar situation of famine and starvation in the 20th century. This is why India and China have focused effort on achieving self sufficiency in food, and  agricultural productivity is one of the great achievements of the 20th century ranking with electricity and other inventions. When it comes to other upscale agricultural products such as walnuts, blueberrries, and almonds, and other, India's middle class would benefit from nutritional benefits of US agriculture in these fields at low or no tariffs. This suggests there is room for opening some sectors other than dairy and grain that are staple to the Indian diet of the vast population. US 50% tariff is motivated by India going from 2% Russian oil imports in 2019, to shifting importing from Saudis and UAE to Russia so that Russia now makes up a third of it's oil imports by 2024. In May it reached 4 million barrels a day dropping to 2 million barrels a day by July 2024.   ...

The Ukraine war is heading in the direction of a wider war, says Antonio Guterres, secretary general of the United Nations. "I fear that the world is not sleepwalking into a wider war, it is doing so with its eyes wide open." On the lack of strategic vision and near term thinking focused on gaining that slight advantage in the near term, and the actions of global finance, he said it was deeply irresponsible and immoral. He says a "radical transformation" is needed, as without it one side will pile up wealth and the other left on the wayside with crumbs.

Demand for political risk insurance in China increased from 25% in 2019 to 68% in 2023, according to insurance broker WTW. Out of 50 insurers only 5 are offering political insurance for China and only for $50 million when most companies needing this insurance are large companies. Putin sought to put the war in patriotic terms. This report in NYT shows a rocket attack on Kramatorsk in Donbas, about 20 miles from Bakhmut where intense battles are taking place.

The market for oil field equipment is tight with 90% utilization, making it harder for larger oil producers to drill more oil wells for shale oil in the US. Large US shale oil producers reduced production when oil prices plunged and did not come back leaving smaller oil producers to increase production as prices went back up in 2021. Oil prices are now expected to reach $100 per barrel for the first time since 2014.  Saudis and Russia are not expected to increase production say experts. The possible Russian invasion of Ukraine and shortage of energy supplies is also a factor. Oil demand in the US and Europe has rebounded with milder covid-19 from Omicron variant and fewer lockdowns. Automobile use is also up in the US with November showing 12% increase in miles driven over the prior year, according to the Federal Highway Administration. Low inventories and resilient demand, and low spare capacity will keep prices surging to $100 from today's price of Brent crude oil at $89 in January 2022.   ...

One of the Russia's goals was to form a rival economic bloc of former soviet republics. Instead the Ukraine invasion has led to disastrous results for the economies of this region which are interconnected. Research from the World Bank shows the Russian economy declining by 11% and with further economic impact upto 25%, Ukraine's economy by 45%, former soviet republics like Tajikistan, Uzbekistan, Kyrgyz Republic, by 30% because of loss of remittances and the fallout from the economic effects on Russia. Belarus would see its economy shrink by 30%, Moldova by 30%, according to the World Bank. 

The miscalculations of all sides from leadership in Russia to that of Merkel in Germany, and the invasion itself, is putting severe economic losses on this part of Europe. Many of these economies will have to take loans from the IMF and the World Bank to remain solvent.

This France24 report looks at the question of whether the policies of four term German chancellor Angela Merkel emboldened Russia under president Putin to launch the invasion of Ukraine. FR24's interview with the vice president of the German Marshall Fund and head of its Berlin office, Thomas Kleine-Brockhoff, shows there are many reasons why Merkel's policies were serious errors that ignored caution from past experience and from other western leaders in the US and Eastern Europe. Kleine-Brockhoff says that "Europe did not go wrong, Germany and France did. France and Germany tend to speak for the rest of Europe. Bit these mis-assessments were made in Paris and Berlin, not elsewhere. Eastern Europe didn't go wrong. Northern Europe did'nt go wrong."  Kleine-Brockhoff says the war in Ukraine calls for an urgent re-assessment of the German and French policy towards Russia. "Not only is the post Cold-War order crumbling before our eyes, so are the strategies employed by Germany and France." Under particular scrutiny comes Merkel's policy, and policy supported by Steinmeier of the SPD, that took German dependence on Russian energy supplies from 36% during the annexation of Crimea to 55% in March 2022 with the invasion of Ukraine. Germany's conservative Die Welt has this to say- "What Germany and Europe have experienced over the last days is nothing short of the reversal of the Merkel policies of guaranteeing peace and freedom through treaties with despots," describing Merkel's policies as "an error." About France Kleine-Brockhoff says there were lofty ambitions under Sarkozy and Macron of European strategic autonomy, which did not correspond to reality, to fantasies of European armies when there was nothing but NATO. It is not dialogue with Putin and Russia that was a problem, says Laure Delcour, international relations expert at the Sorbonne Nouvelle in Paris. Some form of dialogue is necessary she says, but the dialogue has to have clear objectives. We must not confuse cause with consequence, she says. We know  that NATO enlargement had a big impact on Russia's perceptions, but the real problem is how Russia responded to enlargement. "In this case the problem is the consequence."  ...

The challenge for Europe- to come up with peacekeeping force as a security guarantee to Ukraine so that it can reach a peace agreement with Russia, bringing a final end to this war and overcoming fears that it would erupt again in another way or form. With the US central bank raising rates, and the effects of energy shortages on the European economy, parity looks likely says this report in WSJ. US inflation drops to 6% in February 2023 from 6.4% in January. It is the smallest increase since September 2021. Shelter costs rose at 0.8% matching the largest gain since the 1980's. Elsewhere costs increased at at a lower pace for food and gasoline, consumers paid less to heat homes, and prices for used cars, medical services fell. A significant impact on growth is shown for Europe from the drop in oil prices to $77 from a peak of $121 adding as much as 1 to 2 percentage points to growth. A similar impact is expected in the US by keeping prices of oil lower through increase in alternative sources of oil, US increasing oil production, and significantly increased investment in renewable sources. This will help reverse the effects of the Ukraine war on world food and energy supplies and prices through constructive action by the US and its partners in the European Union.

German Foreign Minister Annalena Baerbock says Germany will not be blackmailed. She rejected the idea that Russia is expanding its attacks on Ukraine in response to supply of longer range artillery from the US and Germany saying this was just "new propaganda from the Russian side."

Baerbock also said Germany needs to avoid a situation of being dependent on an aggressor for gas supply. Germany is now "very intensively" looking at its dependencies on China, said Baerbock. This is going to be  for "a sovereign European strategy of independence in critical infrastructure."

Failing states pose immigration issues in the US at the border with Mexico. With a collapsing economy there are 7.1 million refugees from Venezuela. Many have settled in Latin America. Others hundreds of thousands want to cross illegally into the US. As the US has no diplomatic relations with the US making harder to deport them. When Ukraine war started Ukrainians were kept from crossing from Mexico by setting up a legal path for them to come. 78000 Cubans, Haitians and Nicaraguans were crossing in December 2022, this dropped to hundreds by July by setting up a legal path for these people to get a work permit for 2 years legally. Venezuela will require a similar innovative solution at the border.

There are now 2 Lefts in France after the failure of a no confidence motion in parliament on premier Francis Bayrou. Le Monde says the Socialist Party under Faure made a responsible choice to work with "reconciliation" in mind at a difficult time for the slowing European economy, changes in government in US and Germany in 2025, and no settlement in Ukraine. The Socialist party made certain of key changes in the government's policies for the remainder of Macron's term as president as the price of it's support and for ongoing discussions.

The FBI arrests a 21 year old member of the Massachusetts National Air Guard for the US Department of Defense documents leak. He was trained as a cyber transport systems specialist. He was assigned to the 102nd Intelligence Wing at Otis Air National Guard Base, part of Joint Base Cape Cod. There are units at the base that process intelligence collected from drones. Yet there is no explanation of the airman needing to have access to daily slides of the Ukraine war, much less the daily deluge of briefings at the highest level of CIA, NSA, and the Office of the Director of National Intelligence. This remains a question on which there are no answers.

Today Leyen is one of the prominent leaders in the European Union, and leads the fight against the Russian invasion of Ukraine. Leyen has visited places destroyed in the Russian invasion such as Bucha and talked to refugees, mostly women and children She has stated on Twitter after proposing a complete ban on Russian crude oil to Europe- "we want Ukraine to win this war." After a mediocre performance as Minister of Defense Leyen took the position at the EU headquarters in Brussels, where her father had served as a civil servant. Her father was  elected as Minister President of Lower Saxony province after working at EU in Brussels. Leyen went to secondary school in Brussels. Studying economics at London School of Economics before shifting to medicine, getting her degree in 1991. She followed her husband to Stanford University, and after her return to Hanover in 1996 was elected to the state parliament in Lower Saxony in 2003. She joined Merkel's cabinet as Minister of Youth and Family Affairs in 2005, deputy leader of CDU in 2010 and Defense Minister in 2013. ...

Republican McConnell and Democrat Schumer in interviews in recent days with The Washington Post, as the focus on the rest of 2024  is on what will the new US Senate look like, who is in majority, and who is in minority after November. A small faction in his Republican party opposed McConnell's bipartisan compromise. McConnell says after 17 years in the US Senate, that one has to remember what Harry Truman said. Truman America's post war president in 1950's said if you want a friend in Washington, buy a dog. Yet the Post also says the two McConnell and Schumer worked closely for 4 months to negotiate the bipartisan compromise on immigration to close the border. The first time the two sides have come  this close in this century says the Washington Post. Looking at the 22 Republisenators that supported McConnell and voted for the aid to Ukraine one finds most are senior and the majority of the senators with the most experience, compared to a small faction of newcomers without anywhere near the same experience. This is why the dissension in Congress can also be seen as not telling the whole story, when the most experienced people in the Senate and the House of both parties have come together on the big issues even when the fringes of both are engaged in unconstructive confrontation. You could see that when the younger J.D. Vance of Ohio addressed the heads of all the major US banks this past week in a Congressional Senate hearing and the difference when the more experienced Van Hollen of Maryland talked to the same banking heads. And when Senator Tillis of North Carolina one of the older experienced Senate Republicans made a strong plea for aid to Ukraine on the House floor and in his earlier support for the bipartisan change to asylum and parole immigration laws in the US. A broad center is emerging around coming together, around the most experienced people in the US Congress that sets the country in the right direction.   ...
