The Nordstream gas supplies pipeline which runs 760 miles from northwest Russia under the Baltic Sea to Germany will go into maintenance for 10 days. Russia says that a turbine that is being repaired in Canada could delay resumption of the pipeline that is already down to 40% of its pre Ukraine war supply.  Germany says Russia may turn off the Nordstream pipeline completely in response to more western sanctions. Russia could attribute it to maintenance issues. Germany's manufacturing companies that depend on the gas supplies are already scrambling for other sources. Some like Uniper SE one of Europe's largest utilities are turning to the German government for aid as it turns to the spot market for supplies at much higher prices. France's EDF SA is losing billions of euros under a government imposed price cap on electricity prices. It will be nationalized. Yara fertilizer company with 15 production sites in Europe uses Russian gas to make ammonia for fertilizer. Now it is turning to other sources for ammonia, a key ingredient for nitrogen fertilizer.  WSJ gives examples of many more companies in industries in Germany from glass making to coating steel in melted zinc using furnaces powered by gas, that are affected. Two VW power plants in Wolfsburg will shift back to coal after spending 400 million euros in a conversion to natural gas. The list goes on and on. There is the need to conserve natural gas and LNG supplies to heat and power homes for the winter. Thermostats will be turned down to 62 degrees in many places in Germany, hot showers will be shortened, and every effort made for conservation, and even this may not be enough. ...

Experts say the election of Manuel Lopez Obrador as president of Mexico in June 2018 makes it easier to renegotiate the NAFTA treaty because Mr. Obrador's centre left positions to improve factory conditions and with it factory wages in Mexico, align better with Mr. Trump's goal of raising labor standards in Mexico. Robert Lightnizer, U.S. Trade Representative who leads the U.S. in talks wants to see 40% of the content of auto vehicles that trade duty free within the North American trading bloc of Mexico, Canada and the U.S. to be made at a particular wage level. The wage level the U.S. discussed is $16 an hour. The wage in Mexico is about $8 an hour on average in 2017, with parts plants at $4 an hour, according to the Centre fro Automotive Research. Mr. Obrador is more likely to favor the higher wages for Mexican workers because of his close relationship with the unions in Mexico. Mr. Obrador takes office Dec. 1, 2019, yet a leading member of Mr. Obrador's team will now join in the negotiations as soon as Mr. Obrador is declared president elect by end of June.   ...

Having an adequate supply of N95 masks is critical for each hospital tackling the coronavirus pandemic. The lack of enough masks leaves health care personnel without the basic protection and is a grave emergency. Hospitals are resorting to reuse of the masks in this crisis and this is not a good practice as it increases the chances of infection. President Trump has invoked the Defense Production Act on April 2 against 3M. This gives the federal government more control over 3M's operations to ensure that it goes all out to make the healthcare N95 masks that the hospitals need in this grave emergency. This report in the WSJ covers the situation as of April 3 on the supply of M95 masks for health workers and others. N95 masks block 95% of very small particles. Supply in the U.S. is for 50 million N95 masks. Demand in the U.S. is for 300 million N95 masks as estimated by the Department of Health and Human Services. in March- this is how many are needed by health care workers to fight this pandemic in the U.S. The principal manufacturer is 3M. 3M company has doubled its production since January 2020. The trend before this pandemic was to send production over to China and other countries. This is changing now with the pandemic and the U.S. policy shifting to be self sufficient in medical supplies in the event of an emergency. A policy Peter Navarro, who heads the agency in charge of getting medical supplies, says President Trump is insisting be implemented. Hospital buyers supported the earlier trend to keep costs down, but this appears to be a costly mistake, putting health care workers in hospitals across the U.S. without the basic protection they need. Minnesota based 3M invented the first modern disposable masks in the 1960's. Interestingly 3M continued to make millions of masks in the U.S. even though competitors moved manufacturing overseas. The 50 million disposable masks 3M made globally went to workers in industries where it provided extra safety from metal shavings or other substances, and medical workers. Now 90% of masks go to medical workers. 3M ramped up production globally since January 11 when the pandemic first hit to 100 million masks a month globally, and 35 million a month in the U.S. at plants in South Dakota and Nebraska. 3M says that it will import 10 million masks from its factory in China, which earlier this year was restricted from shipping it outside China as China needed masks for the pandemic. About 10 million more masks are made by two other manufacturers Alpha Pro and Louis Gerson Co.  U.S. Department of Health and Human Services ordered 600 million N95 masks from 5 companies to distribute to hospitals and build up the national medical supply stockpile. 190 million each of this is from 3M and Honeywell and 130 million Owens & Minor Inc.  3M says it will make 50 million a month in the U.S. by June. Honeywell which had moved production overseas, plans to bring back production to the U.S. by making 10 million masks by May at its Rhode Island and Phoenix plants. There is a company in Singapore that makes one million masks a day in China and other Asian countries, Pasture Pharma Pte, but most of it is committed to government agencies in China.   ...

India says China carefully prepared an attack on Indian soldiers in the Galwan Valley mountain ridges, at Ladakh's border with China. 20 Indian soldiers were killed and 76 injured. This report in the Guardian shows satellite images of the Galwan Valley taken by Planet Labs, an imaging company. The images show that days before the clash there was increased activity on the Chinese side, including the damming of a river and the movement of troops and machinery close to the disputed and poorly demarcated border. Australian Strategic Policy Institute says its analysis of satellite images shows PLA Chinese forces regularly crossing into Indian territory temporarily on routine patrol routes. Indian officials also say commanders from both sides met on 13 June and agreed to each retreat back 2 kilometres in the Galwan Valley and Pangong Lake area. For unknown reasons Chinese troops instead of retreating as agreed erected a tent on disputed territory close to Patrolling Point 14. India's 16 Bihar Regiment led by Col Santosh Babu, dismantled the structure in an attempt to push back the PLA troops. According to accounts given to the Hindu newspaper cited here in the Guardian, Babu and his troops later went to the Chinese side to challenge the refusal to retreat, they were ambushed by Chinese forces on the steep mountain precipice. Chinese PLA troops allegedly unblocked the dammed river, releasing a rush of water to destabilise Indian soldiers, and attacked with stones and makeshift spiked weapons. ...

Ford gets $5.9 billion from the Advanced Technology Vehicles Manufacturing Loan Program of the U.S. government. It will use hte money to rettol 11 factories in the midwest. It will help Ford make 13 of its models more fuel efficient. Ford plans to sell 4 models of electric vehicles by 2012. Lawmkers in Congress are pushing to increase the size of the program from $25 billion to $50 billion. The $5.9 billion will be loaned to Ford and given between now and 2011, with Ford beginning repayment in 2012. THe plants are in Illinois, Kentucky, Michigan, Missouri and Ohio, and employ about 35,000 engineering and factory level employees.

Nocera says the National Labor Relations Board and the Obama Administration's action to prevent Boeing from using a North Carolina non-union assembly plant for the Dreamliner is a clear case of regulatory "overreach. Precisely the kind that is not needed as the U.S. focusses on creating jobs and building manufactuing industry. There is no "retaliation" against the union in this case because Boeing is facing long delays and needs the additional facility to meet orders. Missteps by the Detroit automakers include fighting fuel efficiency legislation in 2005, even when the USA faced higher gas prices, and diluting the fuel efficiency legislation with a target of 35mpg for 2020 at a time when Europeans were taking up more aggressive challenges as public opinion there moved in that direction. They also spent heavily in lobbying spending, about $175 million for GM and Ford in the last 10 years, and some would say lobbying against the national interest and the national security interest of the USA, because failure to reduce consumption of oil through fuel efficient cars weakens the economy by sending hundreds of billions of dollars overseas to mideast countries. The closing of plants in states like Alabama, Louisiana, Georgia and Delaware and consolidating their operations closer to home weakened Congressional support, And the foreign auto makers built plants in places in the south like Alabama resulting in Senator Shelby of Alabama becoming allied with them. Rick Wagoner failed to show the vision and leadership needed, and Detroit failed to realize that vision and leadership were required to run these companies. not coming up through the large bureaucracies of these companies. And people associate him with declining market share and a company in decline and asky why. The whole mood of the country is reflected in newspaper columns across the country, in reader comments that run into the hundreds for each article overwhelmingly negative for taxpayer money going to Detroit automakers. This is the situation today and catches the Detroit automakers management, union, dealers, suppliers, by surprise as they have become so used to the status quo and know nothing different....

The 2015 budget for the European Union borders agency Frontex was increased by 17.5% from 97 million euros to 114 million euros, yet it remains underfunded with the huge influx of refugees through Greece and from Turkey. For 2016 the budget increases by 54% to 176 million euros. It is based in Warsaw, Poland. It does not have its own border guards, planes and ships, which are provided to it by the member states of the EU and paid for from its budget. On one hand Chinese environmental officials are aware of the pollution problems in Beijing and Shanghai and other cities. Levels of nitrogen dioxide in Beijing exceed the WHO clean air guidelines by 78%. On the other hand the newly emerging middle class is seeking car ownership, and the local government officials need growth in the car industry to show good GNP and GDP growth numbers on which their performance is judged. Beijing and Shanghai and Anhui province local governments are part owners of some auto companies. About 416,000 people are employed in the Shanghai area auto industry alone and the auto industry in Shanghai pays about 900 millon dollars in taxes, according to government figures. At seven cars per 1000 population car sales are just beginning to take off. And with China's population its clearly not going to be possible to have the same level of ownership as in the US. The same is true for India. This would increase by many times the current demand for crude oil and increase emissions to the point of creating a disaster. And even today because of lax enforcement, and older models on the road, about 40% of vehicles in Beijing have no pollution controls and the other 60% have varying degrees of pollution controls. Experts say changes to the subsidized oil price policy, refineries that produce cleaner gasoline, policies to build more mass transit which has lagged behind in China as car sales took off (and probably more GNP impact from car plants than mass transit which act as inducement for local officials), and stricter fuel efficiency and auto emissions standards are needed....

Local investment companies were allowed to borrow beyond their limits after the financial crisis of 2008. There are about 8000 local investment companies (LIC's) and they were used during 2008-2010 to get funds quickly to projects. The LIC's borrowed for local governments, and borrowed extensively to build roads, railroads, power plants, and other infrastructure and buildings. Northwestern University Professor Shih has followed this carefully, and estimates LIC debt owed to banks at $1.68 trillion, or 34% of China's GDP. Some of the banks have collateral in land, but many banks are relying on the ability of the local governments to pay back the loans. And some of this is in money losing projects.

The owner of a car repair firm in Moscow says speculation for car parts is rampant with parts cost up by 800% and original oil up 1000%. Reports show counterfeit or stolen parts flooding the market. The airline industry is also impacted by the severe shortage of aircraft parts. One Russian pilot says there are enough aircraft wheels and pads for one month maximum. A manager of Sukhoi Superjet says he gives the Russian airline industry one year if nothing changes. Safety concerns of pilots are being ignored says one pilot. Parts are being cannibalized from older planes for new ones to keep them running. With the nation's automobile and airline industries affected in this way the quality of living is affected in Russia only 3 months into this war. Having a large inflow of revenues from oil and gas for the 6-12 month period that it takes Europe to respond, and a large reserve fund of about $610 billion is not a real reflection of the strength of a country. In today's interconnected system of supply chain no degree of industrial strength would allow a nation to wage war through invasion with impunity without finding itself in severe difficulties for the quality of life in the country as the world community responds. The revival of Britain's automobile industry under foreign automakers BMW, Tata Motors and Honda. BMW and Tata Motors Land Rover operate plants at nearly full capacity in early 2014. The "working time account" model at BMW borrows from the German practice of "kurzarbeit" with extra hours put in by workers at times of high demand to be applied to wages when demand slows down. This and lower payroll wages have helped keep British costs down per hour in 2011 for carmakers to 25 euros. It compares with higher costs in France of 45 euros per hour, and 28 euros in Italy, 46 euros in Germany, according to joint research by KPMG and Germany's Association of the Automotive Industry, VDA.

As the USA and Europe move into a deep and prolonged recession China loses some of its biggest export markets and faces a significant slowing down of its economy. China's leaders are pondering how to respond to the crisis which will affect China, and meet the challenges of lower living standards of a neglected rural countryside and farmers compared to the urban coastal areas. This is still where some 800 million of the Chinese people live by official count, so something needs to be done to improve prospects and help generate higher incomes and opportunities for people in the farming countryside. Making land use rights of farmers able to be bought or sold for the first time would generate additional income for farmers, and help consolidate farmland into larger plots, which can use technology and improvements for better yields to keep China self sufficient in agricultural production. Keeping the situation the way it has remained for the last two decades, where local party officials and local leaders controlled the land and where farmers rights were ignored leading to suppression of farmer's protests for illegal land seizures and corruption, may have made it easier for plants to be setup across China and attracted foreign investors. But it has not been good for China's farmers. Chinese party officials at the local level who realized the advantages to them by controlling land and making it easier to set up manufacturing plants with foreign investors may have steered state policy in this direction from the early days after Deng's opening to capitalism and trade. Now with a success in the urban coastal areas and in building infrastructure Chinese leaders in the central government must be faced with a difficult issue of how to move on from here with the loss of China's export markets for its heavily export dependent economy. The need to generate a domestic consumer driven economy must not be lost on the Chinese leadership in Beijing. Something that will keep China's economy moving in the new situation. This is the context in which land use rights may be extended from 30 to 70 years and able to be bought and sold to improve farm incomes and generate internal momentum in the rural areas where most of China's people live. It also offers a contrast to the situation India faces where even the Nano plant of Tata Motors had to be moved from W. Bengal state to Gujarat state over farmers rights to land which in that case was also used as an issue for political agitation. The move by China accelerated industrialization and setting up manufacturing plants as land was taken over by local officials for use with foreign investors but also ended up neglecting the countryside, and created too big a dependence on exports....

Saudi Arabian deputy defense minister Prince Khalid says polls show Saudis younger than 30 years old favor improved relations with Israel. As a first step Israeli planes would be allowed to fly over Saudi Arabia and control over two islands in the region would be handed over to the Saudis.  President Biden as a candidate had concerns about human rights in Saudi Arabia. Following the war with Ukraine and improving Saudi Israel relations it now appears likely that this will have an impact in improving US relations with the Saudis. Prince Khalid visited Washington and William Burns has also visited the Middle East for the Biden administration as it seeks to get Saudi Arabia to increase oil production following the EU oil embargo on Russian oil.  Saudis under Prince Salman who heads the administration are pushing to modernize Saudi Arabia and build ties for a broader relationship with the world than the traditional ties in the Middle East of Arab countries.The Saudis are improving relations with India and India was the first country to ship vaccines to Saudi Arabia. UAE and Qatar have also improved relations with the Modi administration in India. With China  engaged in trade and technology friction with the US after US investment and aid to China during the last 2 decades and the long period of aid to China during the Japanese invasion, the US is building new relationships in Asia, the Pacific and the Middle East. The new Saudi US relationship would be different from that of the old Saudi relationship as Saudi remains a monarchy but under the new administration and a younger generation of Saudis sees itself as a modernizing influence in the region. Biden sees these new factors as it looks to rebuild relationships in Asia.   ...

The World Bank's Jim Yong Kim leads an effort to bring infrastructure development to war torn regions, including $1 billion in investment in the war torn Democratic Republic of the Congo. This would help build hydroelectric power plants, roads and agricultural infrastructure, especially along the border with Uganda and Rwanda. This is where Kim sees the World Bank making the greatest difference. Kim is unique because he brings a background in anthropology and medicine, compared to the background in politics and finance of previous World Bank presidents. He increased committments to sub-Saharan Africa to about $14 billion in the current fiscal year ending June 2013, from $12.2 billion in 2012. This is his first year at the World Bank.

Consumer loan balances for these cities are shown as increasing in these cities from data developed by Equifax and Moody's Economy.com. Some of this could be from more overborrowing but other information suggests that local economies and employment have held up well in these places. Also problem loans at local banks in places like Huntsville, are a low 2%.

This report in The South China Morning Post in Hong Kong, gives insights into the Chinese position in trade war with the U.S.  China has its own internal groups which support China being able to take a leadership role in world affairs. Xi Jinping made giving China a prominent role in the world a feature of his presidency. China  has this internal audience and its own sense that China's resurgence was won with hard work and cooperation, plus dedication of the Chinese people. In the past Japan and South Korea also used state subsidized industries, and subsidies to gain leadership in key business sectors involving high technology. China would see this state subsidies model as its own model of development. From this standpoint the U.S. demands on subsidies as unfair competition could be seen as changing a key part of its economic model.  Asking China to put everything in writing and show tangible proof of enforcement as the U.S. insisted in talks, was too much for the Chinese side. China said trust us to do this, and lift the tariffs based on our verbal assurances. The U.S. having seen decades of no progress on this point, wanted tangible proof before tariffs were lifted. Added to the demands on subsidies were the demands for no more of what the U.S. calls stealing of U.S. technology through forced transfer of technology by U.S. firms as a condition to operate in Chinese markets. With the U.S. lagging in 5G technology and Huawei ahead the issue resonates on the U.S. side. Add to this Mr. Trump's key voter base includes the former Democratic party supporting workers who have shifted to him because of trade agreements and policies of Clinton and Obama that hurt American workers through seemingly endless closure of manufacturing plants from Chinese competition.   ...

With Democrats controlling 51 votes and 11 Republican votes needed in the Senate to reach the 60 votes for passing aid to automakers legislation, the whole issue remains clouded for now. Politicians of both parties made statements but the reality is that there is not enough support in Congress for aid to automakers. And if the $25 billion that has been already approved for retooling plants for higher fuel efficiency is now released for salaries and operations by congressional vote to change this it still has to pass a poosible veto by President Bush. And Republican opposition is hardening as they call for real changes in how these companies are being run and at the same time some Democrats may also support this position.
