The best US cities for jobs is changing rapidly in 2021 after the spread of coronavirus. Los Angeles, San Francisco, Chicago, Boston lost jobs. Jobs shifted to hubs in the interior of the country as remote work changed the workplace. Salt Lake City in Utah, Austin in Texas, and Denver became new hubs with environments that included mountains, healthier living, quieter lifestyle, lower costs and efforts to attract employers. Tourist spots suffered with Orlando in Florida moving to 47th place in terms of jobs. The US lost 9 million jobs in 2020 changing how the jobs market in cities looks. The WSJ looks at the changes in this report. Tech hubs such as Raleigh in North Carolina, and San Francisco suffered decline as remote work created new opportunities for cities in the interior of the country. By contrast Salt Lake City was growing twice as fast from 2000 to 2017, and has increased in popularity with surrounding areas of Provo and Ogden in Utah. Asians are highly overrepresented. Hispanic communities are underrepresented in the UC California system colleges but still make up more than whites at 36% of the UC colleges. Whites make up about 17% and are also underepresented. There are imbalances all around and large investment is needed badly at the public school levels to motivate white and minority students who have fallen behind. Strengthening reading comprehension skills by pouring in new resources is a first and fundamental step to give whites and minorities a better chance- it can be done. There are three times as many white families that make less than $50,000 a year as Black and Hispanic families showing huge income gaps in the white segment. Universities by taking into account socioeconomic factors can help bring a more diverse socio economic class than a racially diverse class. This helps the white community after the outsourcing of US manufacturing and shrinking of the white middle class from being highly underrepresented in universities. The black communities have about 2% of the UC colleges with about 5% of the California population. ...

Total compensation and benefits at publicly traded Wall Street banks and securities firms was a record $135 billion in 2010, according to an analysis by the Wall Street Journal. This is up 5.7% from the $128 billion in 2009 for the same firms. The 25 largest financial firms saw revenues increase to $417 billion. Things are going back to where they were before the financial crisis with total compensation and benefits now exceeding the levels in 2007. In 2010 deferred compensation made up half of the total pay compared to being one third of total pay in prior years.

2023 is the year of huge aviation orders. Some even say this may stave off a recession. Biden says this would create 1 million jobs in the US. Modi names about 10 American states that will benefit from India's growing civilian and military aircraft needs. The biggest order in aviation history was one of 500 single aisle planes from Airbus by India's Indigo Airlines. Before this order Air India made an order of 470 planes from Airbus and Boeing. Riyadh Air and the Saudi airline also place large orders. 

WSJ cautions that it takes 6 years for planes on order to be delivered. There are production and regulatory issues. Some of the orders can be pared down. One expert says it is a way to get in line for planes to be delivered by planning ahead as the Indians have done by foresight about rapidly growing demand.

The failure of the 117th Congress to pass key parts of president Biden's agenda for hard hit families and workers in America is now taking place. The 50-50 standoff in the US Senate and failure of two Democrat senators Sinema of Arizona, Manchin of West Virgina to support Biden's Families and Workers Plan leaves key parts of the safety net being left out. This leaves out the education, and paid leave part of the agenda and provisions for utilities to accelerate shift away from coal out of the bill. It fails to implement a new national agenda for upward mobility, child care and paid leave to help stressed out mothers and families. The failure to include even a modest community college 2 years of support at a time when men's college enrollment is dropping to disastrous levels for America's economic competitiveness is a failure of the 117th Congress to grasp the needs of families and workers in America today. Only a new Congress in 2022 can take up the needed action for families and workers in education, health care, child care and help for families. The passage of the infrastructure bill and the current version of the social spending bill can only be seen as a first step in the right direction, after three decades of different administrations neglecting infrastructure, education, healthcare, childcare, elderly care, upward mobility, and climate change. On the plus side as the first step to restore dignity and health of families and workers in America it includes- $150 billion for rental assistance, home buying help, public housing repairs, and building 1 million affordable housing units. $150 billion for federal programs for home health care and community care for older Americans and people with disabilities $165 billion to reduce premiums for people under Affordable Health Care Act, cover additional 4 million through Medicaid, adding hearing coverage but not dental or vision to Medicare. $200 billion for child care tax credit to parents. $400 billion to reduce health care costs and give universal pre-kindergarden for 3-4 year old children. $40 billion for worker training $555 billion for fighting climate change including through tax incentives for sources of energy that are low emission and low carbon. It will be paid for by additional taxes on incomes of very high income earners in annual $1 million plus range, and by having a corporate minimum tax of 15% for large corporations, including on profits overseas, that previously did not pay this tax. A wealth tax on unrealized capital gains of billionaires or other wealth of the richest Americans is left for a future Congress to consider for financing the key parts of climate change provisions, education and health care that were left out. The education and healthcare provisions need to be expanded to restore America's historic mission of upward mobility for all. A provision for Medicare to comprehensively negotiate prices with pharmaceutical companies that would be taken for granted in any advanced country as in Europe, is also left for a future Congress that understands and responds to the dire needs of families and workers in America for affordable healthcare medicine neglected by administration after administration for the last three decades.   ...

Zapotosky of the Washington Post explains what the Supreme Court's partial approval of the Trump travel ban means for visitors to the U.S. He points out that the Supreme Court's version is limited because it only applies it to persons without any bonafide relationship with a person or entity in the U.S.. In addition the Court urged the administration to complete its vetting procedures review. The travel ban was for 6  countries Iran, Sudan, Somalia, Libya, Yemen and Syria. There are conflicts and wars in most of the countries on the list. Also important to bear in mind is that the administration presented its case as one in which this was a temporary measure till vetting procedures are addressed to reduce the "investigative burden."

Food, medicine, cash, pensions, delivered on a massive scale by India Post's 400,000 workers in the world's largest lockdown of 1.4 billion people. Indian Railways 1 million employees are active in delivering essential supplies and transporting food, essential cargo. With over 150,000 branches and reaching out into every corner of the country, India Post is the largest postal network in the world. The post office has started a special service to deliver medicine. As a bank India Post has over 500 million accounts, many of these accounts having direct payments deposited by the government. Postal workers wearing masks and rubber gloves and with multiple hand sanitizers are shown on Indian television helping citizens in inspirational video of India Post. India has another advantage in being able to get money to the tens of millions in each state, and directing it to areas of the economy that have the largest need- 60% of the banking system is state owned. During the first term the government of prime minister Modi launched an effort to get every Indian a bank account in every part of the country, so that money could be directly deposited in each account. A national ID system was implemented that took the digital information of each Indian. The government is now able to get money directly into these accounts. ...

Governor Newsom of California is joining Republican Governors of Montana and Alabama to allow cities to act to limit encampments of the homeless in American cities, taking the case to the US Supreme Court. The Biden Administration is walking a delicate path by supporting rights of the homeless that lower courts support  yet not wanting to see the spread of homeless encampments affect the overall safety and health of cities where homeless encampments affect quality of life in neighborhoods. Homelessness of 600,000 people in the US, with more than half sleeping outside in open spaces and parks is now before the US Supreme Court. The pandemic, the large increase in housing costs in the western states, and the cost of living have pushed many people over the edge, at an alarming rate for four years. Justices ask city attorneys of Grants Pass, and in effect other cities in the US, where are people supposed to go if no other shelter is offered by the city, that they have a right to sleep, and breathe. "Sleeping is a biological necessity- Justice Elena Kagan. "Are they supposed to kill themselves, not sleeping," Justice Sotomayor.  Justices Kavanaugh and Roberts questioned whether judges should be making decision that should be made by policymakers. US Supreme Court is reviewing a lower court ruling upholding rights of homeless people in the US  under the 8th Amendment that is opposed by the city of Grants Pass, Oregon. A small western town of 40,000 people facing a problem of a significant portion of its population, about 8%, having to sleep in parks and in open public spaces because they have nowhere to go. It has only 138 beds from the Gospel Rescue Mission for homeless situations with strict rules. It faces in today's America rising homelessness- affordability of housing affecting people in many states. In 2022 an three judge panel of the 9th Circuit Court of Appeals which covers western states Oregon, California, and Washington upheld a lower court decision barring the city of Grants Pass from enforcing a citywide ban on sleeping in parks at night if no other shelter was available with fines ranging $75 -$295. As a result of this decision encampments of the homeless are increasing in the western states because restrictions on public camping no longer play a deterring role. New EU guidelines require cutting gas consumption by 15% over the next 8 months, and set priorities for which industrial sectors are required to cut back. The EU plan also includes switching from natural gas to nuclear or coal.  EU's Russian gas supplies in June are already less than 30% of what was received on average for the last 5 years. The new guidelines should ensure that Europe gets through the winter with adequate gas supplies in a complete cutoff of gas from Russia. The guidelines for 15% reduction in usage become mandatory in an emergency, and if the new guidelines are slow in being adopted they will also become binding. The safety, security and stability of society will be considered in allocating gas to sectors in the economy and to households. Industrial sectors such as glass and aluminiums would suffer damage to equipment with shutdowns, and chemical industries affecting the operations downstream through shutdowns, new factors that will have to be considered. ...

Presenting the ReARM package in Brussels the European Union president Von der Leyen says- “This is a moment for Europe and we are ready to step up.” The proposals Leyen said “could mobilise close to €800bn of defence expenditures for a safe and resilient Europe." About $650 billion comes from increasing the European spending on defense by 1.5% of GDP from numbers below 2% that reflected underspending on defense. The EU will loosen strict deficit rules. The CDU coalition government in Germany with SPD under Merz that is being setup will remove the debt brake in the German Constitution that limits defense spending to 1%.  Another $150 billion in loans can be generated from joint EU borrowing that could be given to countries. That will Leyen says- “It will help member states to pool demand and to buy together. This will reduce costs, reduce fragmentation, increase interoperability and strengthen our defence industrial base.” The European Investment Bank will participate in the lending. ...

Ivan Penn , Tim Gruber of NYT show how Tim Walz's Minnesota is taking Climate Change Action to be 100% Clean Energy by 2040.  Hovering over Becker, Minnesota, along the Missisisippi river is a coal powered electric plant. Next to corn and potato farms are acres of solar panels intended to pass solar energy to the Sherco solar energy plant in the neighboring area for transmission. It will replace 3 coal powered units at Becker's electric plant. Becker is only one of seven such Municipal areas called Coalition of Utility Cities that will make he shift to solar. What happens to 240 workers at the coal plant owned by Xcel Energy? They will not be layed off says Xcel and the state provides funds to retrain workers. Some will be employed at anuclear plant owned by Xcel. The state provides 4.75 million for retraining, and $20 million for a new industrial park that will generate new jobs. Additional jobs created at Form Energy in Massachusetts that makes the battery storage systems for Sherco/Xcel. It is a culture change for workers and for sceptics. A 1.9 million ton coal pile sits outside Becker to last 100 days- coal related pollution will decline and improve health.      ...

The Trump economic plan would use tariffs as a tool to get foreign companies to make in the US. It does not include incentives to American companies to create American jobs that won't be offshored and would be expanded, and keep American technologies and incentive based expansion with American companies. In this sense Trump's economic policies are indifferent to whether it helps American companies or not. Biden/Harris are determined to make it America that controls its own destiny. Why would foreign companies care about expansion and building America's leadership in technologies in the Free World, they would use their technologies in their own national interests. Even when they build factories for Chips as TMC of Taiwan is doing in Arizona they do so skeptical of the power of US engineering.  A holistic plan is missing when American leadership is turned over to foreign companies. Biden-Harris would use tax revenues from corporations to give them the best infrastructure and logistics in the world that supports their growth. This alone would add to America's growth by 1+ percentage points considering what we see in Indian growth with or without the best infrastructure. America's infrastructure is dilapidated. Trump lacks a plan to invest trillions of dollars in new infrastructure as Biden-Harris are doing. ...
