It has to be said that both McCarthy and Biden have shown patient leadership and an optimism about America in getting to an agreement on spending and the debt ceiling in May 2023. They are not taking chances as they sell the deal they made to their party in Congress. Biden feels confident that the agreement will make its way to his desk to be signed and he had spoken to McCarthy on Sunday afternoon "to make sure that all the T's are crossed and the I's are dotted." McCarthy says "more than 95% of those in the Conference were very excited. We are the first Congress to cut voter for cutting spending year after year." The deal basically freezes federal spending at 2023 levels till 2025 and allows some increase in defense spending and veterans benefits. Dusty Johnson Republican of South Dakota says Republicans will overwhelmingly support it. He says not much was expected from the Freedom Caucus whose support was not expected. Senator Mike Lee of Utah and Rand Paul of Kentucky do not support it, Lindsey Graham of South Carolina thinks there is not enough money for the Navy in the agreement. ...

President trump accepted the package of spending bills passed in Congress which provide a fourth of the border wall funding he is looking for. The package includes $1.38 billion in funding for 55 mile border fence on the border with Mexico. Mr. Trump sought $5.7 billion for a longer fence to fulfill a key 2016 campaign pledge. Mr. Trump plans to get additional funding by declaring a national emergency that could potentially enable shifting to either military construction or U.S. Army Corps of Engineers funding.

Senator Lindsay Graham supports an emergency declaration. The National Emergencies Act limits presidential power by allowing Congress to terminate an emergency declaration and automatically terminates it in 180 days.

The 2016 primaries with Sanders and Trump have brought to the forefront voter dissatisfaction with the agenda of both parties, especially so for Republicans with the lack of specifics and personality driven campaign of frontrunner Trump. On a whole host of issues from poverty, wages and inequality, regulatory reform, to trade, borders, security, ISIS, both parties are facing questions from voters. Particularly the Republicans who have lacked specifics during the two terms of the Democratic Obama administration with a divided Republican Congress, and the risks for Republicans running for Congress under frontrunners Trump or Cruz who have provided few details on their agenda. The Agenda project of Ryan will have about 25 meetings and prepared specific agenda, including white papers and legislation, that would give Republicans hope to run on positive proposals that are placed before the Republican Convention in Cleveland. Chairmen of House standing committees were assigned 6 areas- health care, taxes, national security, regulatory reform, poverty, and Congress reasserting constitutional authority. Ryan told the Ethics and Public Policy Center on April 19, 2016- "A lot of people don't like conservatism as they know it. For too many people Republicans seem to be caught in a time warp. They're thinking, 'We don't control our borders. Wages are going nowhere. College and healthcare keep getting expensive. ISIS continues to spread. And what are Republicans going to do about it?' So we need to adapt our policies to meet the challenges of the 21st century."...

The Volcker Rule that prohibits federally insured banks from trading on their own account is likely to become law. It is part of the financial reform bill now making its way through Congress. Banks are now lobbying against a provision put forward by Blanche Lincoln of Arkansas to prohibit banks from trading derivatives. She has offered changes which would give banks two years to spin off their derivatives operations, and this would still have to be separate from the commercial bank's operations with separate capital.

A new anticorruption Lokpal bill is passed in parliament by the ruling Congress party. It does not include the Central Bureau of Investigation under its purview as proposed by Anna Hazare, leader of the protest movement for better governance. Some of the other provisions such as including the prime minister and lower level government officials under the Lokpal were included in the Lokpal bill. The ruling Congress party is trying to regain the initiative after corruption scandals in the government of prime minister, Manmohan Singh, and at the state government level. Bribes for local officials is so widespread in every part of life in India, that it has become an intolerable aspect of life in India for the average person.

Neera Chandhoke, a professor at Delhi University, looks back in the Hindu at the leadership of Indira Gandhi in India, following the death of her father Jawaharlal Nehru. Nov. 25, 2017 is the birth centenary of Indira Gandhi. In the context of today's populism she is seen as a leader who used her populist image to dominate the Congress party at a time when after Nehru the party was led by Kamaraj, Reddy, Ghosh and other local leaders in different states. The 1967 election campaign gave Indira Gandhi the populist support that helped her set the tone for the Congress party which continues to this day with her son, and daughter in law Sonia Gandhi- with the Nehru dynastic succession dominating Indian politics. Under Indira Gandhi the Congress party won in 1967 and 1971, setup Bangladesh, helped ensure food self-sufficiency, nationalized the banks, till the Emergency in 1975-77 led to an authoritarian form of government. Indira Gandhi lost her life in 1984 after the decision to storm the Golden Temple in Amritsar, seen as a historic error. Chandhoke says the populism had its underlying problems and instability, and has not served India well.    ...

Business Week's Chad Terhune points out that the health reform bill that passed Congress will do little to restrain the overbilling by pharmaceutical companies, medical device and equipment makers. Chad cites numbers from the U.S. Health and Human Services Department that shows $47 billion in Medicare spending went to dubious claims in the year ending Sept 30, 2009. This is 10% of the $440 billion Medicare program. And 10% of the Medicaid program also goes to dubious claims. Consider then that Congres allocated $10 million annual increase to fight fraud. A suit filed by a former Siemens manager at the federal court in Philadelphia states that Siemens routinely overbilled the Veterans Affairs Department and other governmental agencies by humndreds of millions of dollars for MRI and CT scan machines.

US Supreme Court Justices fail to grasp the importance of education and education affordability in the rise of America as an industrialized nation in the last 150 years- from a largely agricultural rural country to an advanced industrial economy. Comments by Supreme Court Justices show this clearly. Justice Roberts compares a college education to starting a lawn business, failing to grasp the importance of education and it being affordable for all when he asked yesterday whether it made sense to forgive loans made out by students and not say ones made out to someone starting a lawn care business.  Astonishingly the same lack of awareness prevails among Justices appointed by Democrats. Justice Kagan said- "Congress passed a law that dealt with loan repayment for colleges, and they did not pass a law for loan repayment for lawn businesses. And so Congress made a choice, and it may have been the right choice or the wrong choice, but that's Congress's choice." Kagan shows a lack of conviction about the value of education for the US economy, and the serious crisis with the lack of affordability of education in America in America's ability to compete with China and the European Union, through her words. Reporting in the WSJ has shown in the past year- the lack of college enrollment for young men graduating from high school where lack of affordability makes a college education out of reach, and young men falling behind young women. This is a serious problem that America has not seen in its rise as an industrialized advanced nation. The pandemic has worsened this problem. Reporting also shows federal funding of education remains underutilized today because it is seen as burdening with debt. President Biden seeks to change this perception of education that is deindustrializing America and failing the country in its efforts to compete in the world. Justice Roberts and Justice Kagan have both failed the country.     ...

Russian president Putin was hoping for an end to sanctions. The interference in the 2016 election was done with the hope that a Trump administration could make a difference in the sanctions after the deterioration of relations in the last year of president Obama.The U.S. Congress has moved to extend the sanctions, with Democrats and Republicans coming together on this issue. This means there is not much that president Trump can do to improve relations. Cecilia Wang is herself a birthright citizen from parents on student visas from Taiwan hence her views reflect her position before the the Court on DJT Executive Order.  She says the admission of Wang Kim in an 1898 case to US citizenship is a 128 American tradition when history shows very little sentiment in the American public and in the US Congress favoring legal immigration of any form from Asia (Japan, China and India). In fact a deal made by Teddy Roosevelt with Japan included an understanding with the Japanese government in the 1900's that Japan would restrict immigration from Japan to the US. Throughout the period 1850-1960 for 110 years one finds very little immigration of Asians to the US- mostly European selectively in phases after 1900 by steamboat as can be seen at the Smithsonian museum exhibits in Washington DC. Thus the Court is taking up a narrative that was never true. It was only JFK and LBJ who changed this by the 1960's- if one reads JFK and his grasp of the events in Indonesia, India, of Asia in WWII from his experiences as a soldier in the Asia Pacific region- not as the narrative suggests as an extension of civil rights for Black people, but for a deep respect and understanding of Asian people's aspirations that he opened up immigration to the US in the 1960's for Asians. This is why it is a stretch of the imagination for Cecilia Wang to say- Cecilia Wang -"your ancestors could be on the Mayflower or be undocumented immigrants but you and I are exactly the same as US citizens." Even after 60 years of reading the speeches and writing of Washington, Jefferson, Lincoln, TR and FDR, JFK, of Carl Sandburg's volumes of Lincoln, the poetry of America of Walt Whitman, committing Robert Frost poems to memory, there is more a sense of humility and even greater earnest  desire to learn about this Nation, and of the scientific endeavors of Europe since 1600 that eluded Asia, than making statements about the first voyages and the people who ventured out on the Mayflower. One has to look with awe at the sculptures in Geneva, Switzerland, of these brave people in the 1600's who for religious and other reasons made their way in difficult voyages over the Atlantic to America, much less say were the same as them. It is more about honoring JFK's words in appreciation of his opening for Asia, on thinking more about what you can do for your country than what your country can do for you. ...
