Mark Landler of the NYT looks at presidents TR, FDR, Reagan, Carter, and other presidents, and compares their moral leadership with the situation under president Trump after the Charlottesville car attack. Landler says of president Trump that his reluctance to pass moral judgement is a genuine part of president Trump's beliefs. This is also why Trump has not seen the actions of some world leaders in moral terms, including Putin in Syria. Yet as is seen from the time of Jefferson and Lincoln, U.S. presidents have adopted a moral tone. This has not changed since then. The presidency is seen as a place that puts forward the best ideals of the country. Even though leaders have not always lived up to these ideals-  Landler cites the internment of Japanese in World War II by FDR, the failure of Obama to set up humanitarian safe zones for refugees in Syria, Nixon's and Clinton's personal moral failures. Yet the idea always has remained that this was part of the president's moral role and duty- to set the tone for the whole country, not to reject the idea of moral judgement itself as immaterial and not relevant, as president Trump has done. It may be a time for the country as a whole to reflect and move back to where it was, recovering what it has lost by grasping the significance of this moral idea. To do this by building literacy, tolerance, and fairness into all its actions, making this a part of the foundation of national character.        ...

An obscure parliamentary precedent was used by Speaker Bercrow to end Theresa May's strategy of repeated votes in Britain's parliament to browbeat reluctant Brexiters to vote for her negotiated settlement with the European Union. The precedent was set as far back as 1604 and was designed to protect the powers of parliament in the face of a Scottish royal assuming the role of sovereign of Britain. Repeated votes on the same proposals are not allowed if the intention is to find ways to get reluctant members of parliament to vote in favor, essentially by bullying them into this. This is also why Brexiter MP's have hailed the Speaker's decision in their opposition to Theresa May. Britain's constitution is based not on a single document like the U.S. Constitution. It is based on a a collective set of laws and precedents. A parliamentary rule book published by Thomas Erskine in 1844 sets out these rules in 1097 pages, available for 439 pounds in parliament's bookshop. It has gone through 24 editions. Speaker Bercrow says of the rule he was referring to as a statement on page 397 of the 24th edition.  There is not much time, just 10 days, for prime minister Theresa May to end the current parliamentary session and call a new one to nullify Speaker Bercrow's decision. This would also further antagonize the 40 Brexiter MP's led by Mr. Jacob Rees-Mogg and Boris Johnson in May's own party, making it impossible for parliament to agree on a course of action. ...

Already lead US negotiator and ambassador to Ukraine Lt. Gen. Keith Kellogg has created a miscomprehension on the US and European side as to who will participate in negotiations. Lack of experience in tough negotiations to end a conflict is showing as it must be evident that Ukraine and the European Council, the EU, would expect to be part of any negotiations that settle questions about the security of Europe and what kind of Europe emerges from the negotiations. The European problem comes from the European lack of resolve to set aside or settle internal divisive issues such as migration, privatization, globalization winners and losers, rural vs urban, that have created economic and political divisions in Europe to concentrate with unity on issues that have common interest. Bad policy as in the US from business and government to overconcentrate manufacturing in China, in Germany to overconcentrate energy supplies from one provider, are sources of the conflict and have taken years to fix alongside the pandemic. European leaders scramble to define their position after statements by US Defense minister Hegseth and US's Ukraine ambassador Kellogg that suggested direct talks US with Russia would leave out the EU and Ukraine. Hegseth stepped back from some comments. Marco Rubio, US Foreign Minister, says Ukraine will be at the negotiating table in talks the US holds with Russia. Macron meets with Scholz, EU's Tusk, and NATO's Rutte this week.  Ambassador Kellogg and lead negotiator had said to European leaders about their being at the negotiating table-  “I think that’s not going to happen.” The EU Council head Costa after meetings with European leaders says Europe's position is-“In a nutshell: There will be no credible and successful negotiations, no lasting peace, without Ukraine and without the European Union.” Further he said-  “It must guarantee that Russia will no longer be a threat to Ukraine, to Europe, to its neighbors,” he said. ...

Buddhism gives people the opportunity follow a path to spiritual life and peace of mind without getting involved in politics. Here NYT provides a look at Buddhism in China as it is practiced to get people to set better moral standards to rejuvenate China. The founder was a small child traveling across China with his mother searching for their father after the Japanese invasion of China. He joined a monastery they passed by. After the Communist takeover of the mainland in 1949 and during the years of the Cultural Revolution he was active in a missionary movement for Buddhism and Buddhist culture in Taiwan.  Chinese president Xi Jinping has met with him 4 times and supports the movement in China as part of an effort to rejuvenate China and improve moral standards lost during the rush to modernization and industrialization. At one point even telling him "I have read all the books you have sent me Master."  For this movement to revive Buddhist culture and ethics the politics is secondary, what matters is the quality of people's lives and their finding fulfillment by living lives that honor the values of a good society that is caring for fellow beings, and practicing good moral standards.  Imagine a 100 acre facility that holds 2 million books in Yangzhou, including 100,000 volume collection of Buddhist scriptures. Built in two valleys of bamboo forest the temple in Yixing  is special, the atmosphere quiet and reflective, and with reading rooms, rooms for calligraphy, for tea. It was started in 2006 and is active with many people visiting the temple. In Buddhist countries such as Burma, Sri Lanka, Thailand, wherever Buddhism has got entangled with politics the purity and purpose of Buddhism has suffered. Putting Buddhist culture, learning, and quality of living first is essentially the way the Buddha had meant it to be. In a rare and profound way both Mr. Xi and the founder of this Buddhist group have made a unique and lasting connection to rejuvenate China after 100 years of tumult, war, and strife that started with the wars at Chinese ports in the 1850's, and 50 years of rush to industrialize that made weary and weakened the soul of a nation. During the period post coronavirus pandemic China and the Chinese people may find in Buddhist culture much that can enhance the quality of life just as the European nations France, Britain and Germany look back to their own culture and tradition for rejuvenation and renewal. In this sense even as China faces a West determined to protect its industry and technology, and returns to its roots, China can find a way to its own roots, confident that the period of European domination can no longer torment its soul. ...

Northwestern University's Robert Gordon sees growth in the US economy dropping from 1.93 %- that it achieved in the period 1972-2007- to 1.5% from 2007 to 2027. At that rate of growth GDP per capita would increase by 35% in the next twenty years, compared to the 62% increase in the previous period. He says better educated workers would be needed to increase the growth rate. And he discounts the impact of the internet revolution as it has no magic quality, and he describes the present transformation technologically as a mere shift to smaller devices that is not changing productivity. He does not see another technological revolution like the internet boom. The coming retirement of baby boomers increases the number of retired people that wage earners would have to support, and there is no evidence of education levels increasing for the remaining workers. What this means is that it will be more difficult to fix large problems from carbon emission, energy to infrastructure improvement. Gordon arrived at these numbers by combining research on educational attainment, technological change, and workforce demographics for the USA, and running this data through models. Gordon has examined data going back to 1891 for the USA. This shows that the next twenty years will be the slowest growth in the nation's history, since George Washington assumed the Presidency....

  US reaches agreement that would restore oil supplies and bring down oil prices. The supply chains may have to be reconstituted for replacing much of the 20% of the oil that flows through Hormuz if the US, Europe,China and India, Japan, rest of the world are to gain from this experience. The only way to understand the change of mind of the DJT US government and the Saudis/UAE/Qatar for bringing an end to the war without immediately fulfilling required nuclear conditions is from the Saudi point of view it has sought to avoid damage to its oil facilities from Iranian drone and missile attacks. From the US point of view it may see that the US + ramped up Venezuelan production by 2027-2028 with increased push for supplies in other parts of the world with better security than Hormuz, could make up for most of the loss in supply from Hormuz. For the remainder acceleration of the renewal energy in Europe and in China, India could reduce dependence on oil from Saudis/Iran.  US Energy Information Administration forecast is for oil prices currently $103 for Brent crude oil to stabilize at $89 at the end of 2026 and $79 in 2027. The year started in 2026 at $60 per barrel. The UAE oil agency ADNOC says it would take 4 months to get 80% of production back on stream and full flows by 1st quarter 2027. Rystad Energy estimates repair and restoration at oil facilities to cost $58 billion. The MAGA base which opposed wars by Bush and Obama in the region would then look at it this way. The billions that Obama poured into Iran for Iran to rebuild its nuclear program would not happen again, as the US would continue its sanctions till all nuclear materials are removed from Iran. Iran would stall in negotiations that are now put off with only a Memorandum to show for commitment of Iran- though an agreement would only be a piece of paper that Iran may not implement as the failed Obama agreement showed- but yet not have the billions of dollars to support its nuclear program. It would give the US, Israel, and the world 10-15 years in which to respond to another nuclear program by Iran. Iran will need $270 billion to repair the damage to industrial facilities, which shows the cost of the war for the Iranian people just to get a nuclear weapon is prohibitive, considering that the Iranian economy was already in trouble before the war. Inflation and the overall economy will be in difficult shape for many years. Public sentiment in Iran may change the future course of Iran away from the course currently pursued. The entire Middle East  region has not benefitted from its dependence on oil. For the rest of the world finding alternative sources of supply is the best way and EU, China, India should accelerate renewable technologies and goals for energy independence shortening the transition from fossil fuels. ...

Italy's major problem is lack of growth, with growth averaging 0.3% in 2001-2010 compared to 1.1% for the eurozone area. In the 1st quarter of 2011 growth was only 0.1%. Italian bonds yield two percentage points above the yield on German bunds. With growth at the present level, Italy's would see an increase in debt to GDP ratios, according to Barclays Capital. A major shift in public opinion happened between 1990 in the public's perception and tolerance of gay people and gay marraige. Support for gay marraige in Journal/NBC News polling shows young people, especially people 18-34 year old, were leading the way. In this group support for gay marraigne increased from 47% in 2009 to 57% in 2012, going up to 74% in March 2015. The increase is also shown in suburban residents, political independents, Midwesterners and Hispanics. A key factor in the change is that many people now know of one person in their work or personal lives who is gay. Technology, television and internet media also helped changed attitudes. In 1990 7 of 8 Americans said sexual relations between the same sex were wrong. In 2004 only 3 of ten Americans supported same sex marraige. A vote in Maine shows the dramatic shift- in 2009 same sex marraige was rejected by 53%, in 2012 53% approved it. The change in attitudes is faster than happened for miscegenation, which took 30 years after the Supreme Court ruled against anti-miscegenation laws to reach a point where a majority of Americans approved marraiges between black and white people. The Supreme Court's 5-4 decision on June 25, 2015, now makes gay marraige legal in all 50 states, and strikes down bans in Michigan, Ohio, Kentucky, and Tennessee. Yet there are a significant number of Americans who do not favor same sex marraige especially in southern states such as Texas, Kentucky, South Carolina, Tennessee, Alabama. A Pew Research Center poll shows 73% of white evangelical Protestants do not approve of same sex marraige. Other groups who do not favor same sex marraige in the Pew polling are conservatives and persons born before the post World War baby boom. ...

China announced that it would make its exchange rate flexible, but also emphasized that it would do so gradually. What this means is that China will have a managed floating exchange rate. China followed a managed floating policy between mid 2005 and mid 2008, with a 21% upward valuation during that period for the yuan. During the 2008 crisis upto now the rate was pegged. The yuan was pegged at 6.83 yuan to the dollar. China is now rebalancing its economy so that it is not overly dependent on exports. The idea is to let domestic wages and domestic consumption pick up the slack in the markets of Europe and the USA. US president Biden's $2 trillion Families and Workers plan, for early childhood education, paid leave, healthcare and climate change investment, is coming up for a vote in Congress. Paid leave that also includes maternity leave and leave that would help women return to the workforce, has been added back to the bill. Community college aid was earlier removed from the package with resistance from private colleges that expect to lose tuition paying students, even though male students are falling dangerously behind in attending college without government support. The Biden administration is facing resistance from just a couple of Democratic Congressmen- about five led by a Congressman from New Jersey, and 2 Senators from Arizona and West Virginia- on community college government aid that helps young American men and women from the working class and on paid leave that helps women. Many Republicans have supported taking this action for renewal of America on serious issues that face the country, making it likely that these issues will only become more pressing in the next three years. Sometimes as is happening today some isolated or eccentric situations can block major legislation for the good of the country such as the makeup of a Congressional seat in New Jersey with large pockets of conservative Republicans who oppose spending, and conservative instincts of two Democratic senators from Arizona and West Virginia. This WSJ report looks at Biden's position that deterrence when filing tax returns will generate close to $400 billion and not $150 billion that the Congressional Budget Office says is its estimate. To accomplish this Biden plans to spend $80 billon in large investments to increase the resources of America's tax collecting agency. Much of this was never done and policies geared to where large corporations never paid their fair share of taxes. The first step was to prevent outshoring of headquarters to reduce taxes- and this was achieved in the first year of the Biden Administration with over 100 countries agreeing on a corporate minimium tax. In the same way president Biden now seeks to correct other flaws in the tax system so that much needed investments can be made by generating new revenue not just in infrastructure, but for renewal of America through renewal of support for women, children, and America's working classes. Much of that was badly neglected by different  administrations over the last three decades.     ...

Lucy Powell Central Manchester MP elected Labour's Deputy Leader with 54% of the vote in 17% vote turnout. In a sign of the big changes in UK politics and economy Lucy Powell was fired by PM Starmer as leader in the House of Commons as recently as September 2025. Starmer clearly has not led the Labour Party in Britain in ways that would win the confidence of the people of Britain as demonstrated in a recent Wales by-election with Labour having only 11% of the vote after Reform in a previously safe seat.  Lucy Powell says about the lack of listening within Labour to the grassroots people and organization- “I think we often feel like our members and elected representatives are something we need to stand against or not value. They are our strengths. “They connect us to the national conversation. Instead of just telling people what we want them to do, we need to respect, value and include them more, and recognise that debate is not division or dissent, and recognise you have to take people with you and hear from broader voices, not just a narrower group of voices. “They haven’t felt they have been included and connected as they should in recent months, and that’s what often happens when you go into government. “I’m going to really help to do that, to re-engage with the party, and make them feel part of the conversation again. I’ll do that through working with Keir [Starmer], working with government, working right across the party in the leadership roles that I will have.”     ...

Tangredi from the US Naval War College in Newport, Rhode Island pulls out these poems from the National Archives which shows ship's logs and poems written on Navy warships in a regulated formula in standardized form. The entries are in strict official form about condition at sea, speed, mooring lines if in port. In the first entry on January 1 tne US Navy makes an exception as it is in poetic form. In 2020 the Naval History and Heritage Command revived the poetry contest. ...

Carlos Tavares runs Stellantis the company that combined the operations of France's Peugeot, Italy's Fiat and America's Chrysler right out of his living room in his Lisbon, Portugal home one week every month. He is a believer in the advantages of hybrid work model and says most of the 75,000 workers at the company can work remotely most of the time.The quality time that is generated in this new work model that allows life balance and getting fresh air walks outside is needed when you consider that auto companies such as his are embracing world of electric cars- Stellantis will have 75 models of electric cars by 2030 In this interview with the WSJ shown here he says the fact that one is giving back high quality time that otherwise goes to commuting means you get more time during the day. Carlos Tavares says remote work is an opportunity to recreate a better life balance. He doesn't see any risk in it at all. He sees how hard people are working, harder than they did before, and says giving back one half hour or two hours of quality time actually helps the process of getting good work. Look he says after a long day of remote work people need that time to go out and have a walk for an hour just to refresh one's mind, because the work was so intense. Tavares asks why shouldn't we trust each other? He believes it is the only way to go. Asked about his own work routine for remote work.He says it is the Portuguese routine of  7 am to 4 pm or 5 pm and then an hour out for a walk. He has a small desk in his living room, and he is sitting there with his iPad, grandkids are going by but nobody sees them. Does he miss the face to face contact? He does says Tavares. He still sees other employees as he does go to the office. What about mentoring for junior  employees? This does not have to be five days a week, you may want coaching one day a week, what you don't want is someone on your back five days a week. For Tavares it is all about the quality of time that is used. On company culture the much abused word Tavares makes some good points. If you say this is the culture and hand it to somebody then how do you get that creative mind to exercize his own judgement, how do you get diversity of thinking. Tavares is forthright and honest here- he says if I give you a culture and put you in that box I will get it wrong, and by killing the valuable diversity of thinking I will make it counterproductive. Actually with French, Italian and American operations under one roof and employees of 170 nationalities there is a value in appreciating the value each employee can bring. Practices at Stellantis- Tavares says if you want your people to be in game shape or in great shape mentally don't call them or email them on weekends, so that they can use the weekend to recharge themselves. He even apologizes for calling on a weekend. Or if you email your people tell them to not respond till Monday. ...

The story of how prime minister Naoto Kan's distrust of TEPCO, the electric power company operating the nuclear power plant at Fukushima, and of the bureaucrats in the government, played out in the first days of the nuclear crisis in 2011. Kan bypassed the crisis management system set up for just such a situation because of a deep mistrust of the collusion between industry and bureaucrats. Instead he relied on a close group of advisors, who felt that the company was not sharing all the information but could do little about it. This led to lack of direction in the crisis from the highest levels of government, including a lack of response to U.S. offers of support and assistance with nuclear experts and technology.

The results from the EU elections show neither traditional centre right or centre left parties are able to form a majority. The euroskeptic parties in Italy led by Mr. Salvini and in France by Marie Le Pen have not won with the kind of support they expected. Also important is that these parties in Italy and France have changed their position on membership in the European Union. They now support remaining with the single currency the Euro, and staying in the EU, hoping to change it from the inside. In Spain the Vxx party on the right has from its inception supported the Euro and the European Union. Only Nigel Farage's Brexit party is for Britain leaving the EU. These parties such as the League in Italy and the National Party in France are in accord with globalism and global capitalism. The changes they call for are now on immigration, migration, and against a single market for labour with social services for new immigrants or migrants. They are for ending multiculturalism in favor of nativist national ideas, sweeping indictments of bureaucracy and elites, curbing migration and building national pride. In Spain their is also concern for separatist movements such as in Catalonia for the Vox party, and interest in stronger federal structures. There is no coherent strategy for these new parties to tackle problems such as lack of growth, widening regional divide within the countries. Yet now the discussions will be about what the  EU will do, not about whether there should be a single currency the Euro or whether to remain in the EU.  In this sense the European Union is set for the task of regenerating from within. The European Union was itself an experiment that started with the effort to set up the initial arrangements to bring together the economies and political structures of European countries after a disastrous war. It accepted nation states and individual country differences even as it sought an ideal of a united Europe. This means there is room for more ideas and for differences within Europe and the European Union than allowed for by existing structures, politics or ideas. ...

Shown here and in the adjoining WSJ interview by Ben Cohen of Morris Chang, 1985 founder of Taiwan Semiconductor (TSMC), is the story of how as textile and other lower technology industries were shipped to China in the 1990's the advanced technology manufacturing industries that were to replace them for the American workers and their families were also taken away through the back door by companies such as TSMC- leading to the dislocation of the American worker and poorer manufacturing communities across the US. Hille and Sevastopulo in the Financial Times take an inside look at the situation of TSMC as an advanced chip manufacturer that has taken 92% of the world market for advanced chips by using Taiwan's manufacturing advantages in chip yield that was in 1985 about twice that in the US when Morris Chang founded the company. Morris Chang was an immigrant who came to the US after 1949 with the founding of the People's Republic of China. After gaining decades experience at Texas Instruments by age 52 in 1982 he felt he had reached the glass ceiling at the company. See the adjoining WSJ Ben Cohen interview with Chang on this part of his life. He was recruited  by Ki Li, a technology planner for Taiwan to  build Taiwan's first semiconductor company. Chang founded Taiwan Semiconductor Manufacturing Company in 1985 and based on his work in the US and seeing the cost advantage in engineering talent coming out of Taiwan and Chinese universities, and the willingness to work long hours in the zealous drive for modernization, he made the bet on Make in China (Taiwan + People's Republic of China.) It succeeded, and succeeded, and succeeded, just as it took advanced manufacturing away from the US, and deprived the US by replacing the cotton mills and textile factories, the less advanced industries that were being shipped to China by being replaced with modern more advanced manufacturing in new technology products, as it was how it was supposed to work. Economists and politicians and business failed to see this for two decades. It left America without both the old industrial manufacturing base and at the same time took away from the American worker the new manufacturing in advanced technology base that was supposed to give him new opportunities to replace the old. It has left America poorer in ways no economist, politician or business person could see when through the benevolent hand of friendship the US advanced a helping hand to China through WTO negotiation, WTO membership and foreign investment in China following the Great Proletarian Cultural Revolution of the 1970's that dislocated China's industry. ...

Paul Krugman in NYT explains the failure of Silicon Valley Bank. He says the bank invested its money in safe Treasury bonds which fell in value with Fed's policy of sharp increase in interest rates to fight inflation. It presented itself as the bank for people in Silicon valley and succeeded more than it imagined possible leading to these investors putting their money at SVB bank. However Krugman points out SVB bank did not put this money from deposits into startups, it put these deposits in safe US Treasury assets. It is Venture Capital that put its money in the startups at Silicon Valley, then panicked and set in motion a bank run that led to $42 billion withdrawals on one day Thursday March 9. These SVB assets have value says Krugman. Over time the government says Krugman will get much of its money back from these Treasury assets of SVB.  Then why the government rescue by president Biden? A bank run of this type undermines confidence in other regional banks affecting the US banking system in a way that is totally unnecessary when the banking system as a whole is safe. In fact the Fed vice chairwoman Lael Brainard understood and made clear these risks says Krugman, and she now heads Biden's national Economic Council.   ...

India's External Affairs Minister S Jaishankar, who has decades of experience in foreign affairs and relations with China, says in his personal observation the border stand-off with China has "significantly impacted" public sentiment in India. Recalling the tense period after 1962 from memories as a child and a young person, he sees some of these memories coming back. This is a real danger for China says Jaishankar, as it will dissipate the carefully developed goodwill in India. Jaishankar was not only the longest serving Indian ambassador to China but also one who set up cultural contacts in 30 cities for Indian culture in China during the period 2010- 2013. A nuclear plant in a war zone with repeated shelling? This is taken up in this debate video of 44 minutes in FR24 which you can click on. The world has not seen this since the start of nuclear energy from plants in the 1950's. Calder Hall the first UK nuclear power station and the first in western Europe started in 1956. Eisenhower opened the first US nuclear power station Shippingport on the Ohio river in Pennsylvania, 50 kilometres from Pittsburgh in 1958 as part of the Atoms for Peace Program. The US built 54 nuclear plants that are operating today in 2022 generating 50% of the renewable energy in use today in the US. The question is what does the unthinkable conducted by the Russians and Ukrainians, by weaponizing a nuclear plant do to public perception of the safety of the Atoms for Peace Program initiated by president Eisenhower in 1954? What does this damaging of public safety perceptions after Fukushima do to the Atoms for Peace type of programs in China India, and European Union that are part of the emissions cutting programs in the world? These are serious questions at a time when climate change is not simply a word but means floods, fires, drought, and declining food production all over the world from Spain to Pakistan, from Germany to China. China and India are affected. China has 53 nuclear plants in 2021 with 50 GW and plans to double this by 2030. India has 22 nuclear plants  with 8 GW in 2021 and plans to triple this to 22 GW by 2030. How will climate change be tackled with public safety perceptions affected with another nuclear accident like that in Fukushima arising from shelling of the Zaporizhzhia nuclear plant. As the president of the UN Security Council Zhang Jun of China clearly stated at the UN SC meeting last week that China opposed use of the Zaporizhzhia nuclear plant by Russia (or Ukraine) in any way that could lead to damaging nuclear safety leading to an unintended accident. China only gets about 5% of its energy from nuclear, India about 3%, and this will need to increase multiple times to tackle climate change. France gets 70% of its energy from nuclear, the US 20%, by comparison. Nuclear energy safety and clear rules to prevent weaponizing of nuclear plant zones is essential and a solution like that developed for the food grain shipments from Odessa through Black Sea to the Mediterranean has to be arranged quickly. ...

The Federal Trade Commission says food companies in the U.S. spent $2.3 billion in 2006 for advertising to children. With the epidemic in childhood obesity in the U.S., this raises serious questions about how product packaging, images and themes affect the eating behaviour of children. New guidelines have now been written at the request of Congress. They were written by the F.T.C., the Food and Drug Administration, the Agriculture Department, and the Centers for Disease Control. The regulatory agencies say they will take comments and consider changes before submitting a report to Congress. The guidelines call for foods advertised to children to include healthy ingredients such as whole grains, fresh fruits and vegetables, or low fat milk. The foods cannot contain unhealthy amounts of sugar, saturated fat, trans fat and salt. The sugar requirement would have cereals contain no more than 8 grams of added sugar per serving. Fruit Loops for example contains 12 grams of sugar per serving. The guidelines apply to both children and teenagers. However these guidelines are voluntary. At this time an industry led effort has not produced results. The Children's Food and Beverage Advertising Initiative, which is operated by the industry, lets each company set its own nutritional criteria. The regulatory agencies see the need for the food industry to follow a uniform set of standards. Without serious action on this issue the U.S. healthcare system will continue to be burdened with high rates of obesity related illnesses in the general population, and out of control costs. And the U.S. will continue to face the urgent problem of a lack of healthy eating habits of children teenagers, and adults....

Problems with the rural development and agriculture projects conducted by USAID in Afghanistan include overspending in 2009, followed by sharp cutbacks in 2010 and 2011 as budget cuts were made. In 2009 USAID made a grant of $300 million to Arlington based International Relief and Development (IRD) to help farmers in Kandahar and Helmand improve productivity over just one year, at the insistence of Richard Holbrooke. The focus was on paying for day labor jobs to clean canals, offer subsidized seeds to encourage switching from opium poppies, distributing tractors, and building gravel roads. Because many districts of the two provinces were considered unsafe for work, much of the money was concentrated on a few districts and in one year. As a result farmers in Kandahar got more seed than they needed and they in turn sold tons of seed and tractors in Pakistan for cash. A senior program official at IRD says it wasn't realistic to pour so much money in one year. But USAID officials say overspending and poor oversight made the program seriously flawed. There was also a difference in the views of the military and USAID on the value of day jobs. The U.S. military sees this as away of protecting its efforts, of literally protecting its flanks, as this keeps unemployed youth from joining the Taliban. At the same time senior USAID officials wanted to see multiple companies bid for the next $350 millon on a follow-on project. When the USAID team of specialists again awarded it to IRD, senior offficials at USAID decided to cancel the program. The program was then redesigned in the expectation that other companies would bid for it. In the meantime USAID gave IRD 3 quarterly extensions, the last expiring June 30, 2011. The US military sees the day labor program as crucial for its military efforts, so there is kind of an impasse with USAID reluctantly giving in. IRD meantime is shutting down activites in Helmand and will do this also in Kandahar probably by the end of May, as its contract has not been renewed because of problems with the program. USAID has a high staff turnover rate of 85% a year in Kabul which complicates things with the shifting priorities of different officials. Some programs are being scaled back- a job retraining program seen as requiring $125 million over 18 months is being scaled back to $40 million. Others such as a USAID project for coordinating disparate rural rehabilitation projects for $140 million is held back because of lack of agreement with the Afghan government about how it should proceed. Under a deal made between Partido Popular of prime minister Mariano Rajoy and the Ciudadanos party in Spain, the ruling party agreed to back measures to tackle corruption and ensure an independent judiciary. Public officials being investigated for corruption will be suspended from office. Selection will be done by members of the judiciary for 12 of the 20 board members previously elected by parliament that appoints judges and prosecutors. Wage subsidies are introduced for low income families and cuts in public spending for health and education are restored under the agreement,  which includes a program of 150 measures. The combined vote of the two parties get it to 169- 137 for the Partido Popular and 32 for Ciudadanos- and with the aid of a Canary Islands party to 170. The Ciudadanos party will not participate in the Partido Popular government but will vote in its favor. This is still short of the 176 votes needed in the 350 seat parliament. Rajoy could have a second term only if the Socialist party allows some members to abstain. As this is uncertain Spain faces the prospect of an election in December 2016. ...

EU leaders, the ECB and the European Financial Stability Facility, in negotiations for a "selective default" for Greece. The ECB is persuaded to accept a selective default, with one option being to protect ECB from losses by the EFSF buying 50 billion euros of Greek bonds at cost price. Another concern of ECB about contagion is being addressed through a statment that this is designed only for Greece because "of its exceptional situation." A draft document under discussion by EU leaders has a plan for cutting the interest rates on Greece's bailout loans from 5.5% to 3.5% and doubling the repayment period to 15 years. EU officials see giving Ireland and Portugal the same interest rates on their bailout loans. The high interest rates and the shorter maturities made earlier plans unworkable. Private investors are encoraged but not required to exchange their old Greek bonds for new bonds with maturities of upto 30 years. Also being discussed is a buyback of Greek bonds at a heavy discount to face value at which they are trading. EFSF will also get new powers to make bailout loans on a precautionary basis. EFSF would also have powers to lend to eurozoe governments to help recapitalize banks and buy back bonds from other countries....
