In a great success story for Africa and medical research in Africa, Congolese medical scientist Dr. Jean-Jacques Muyembe's research helps find a solution for tackling the Ebola virus.  The Ebola virus has killed 9 out of ten patients in outbreaks in Africa, particularly in the Congo.  A international coalition of doctors and scientists have proven in clinical trials that new Ebola drugs, a result of Dr. Muyembe's research, work effectively to save lives. Dr. Muyembe was one of the first scientists to identify the Ebola virus. The disease began in 1976 from a remote village near the Ebola river in the Congo. The clinical trials were done in the middle of a war torn country, in the northeast of the COngo, in tent-sided field hospitals that served as Ebola treatment centers. Two treatment centers were set on fire. Ebola patients recovered often after a single intravenous dose.  Dr. Muyembe's scientific research that showed that antibodies or proteins that the immune system produces to fight infections can build up a patient's defenses against Ebola, was initially received with skepticism and doubts by the medical research community. In trials patients given a single anti-body drug  had a 35% mortality rate compared a common 90% mortality rate without treatment. The NAID-led drug , mAb114, was made from an antibody of n Ebola survivor found by Dr. Muyembe who has dedicated his life to fighting Ebola, and is the head of the  Congo National Institute of Biomedical Research. The WHo and NAID, organized the clinical trials. Regeneron Pharmaceuticals has developed a drug based on this research REGN-EB3 which shows 34% mortality rate and better results when patients received the treatment soon after the illness.  About 240,000 people in the northeastern Congo have received vaccination for Ebola to contain the virus and prevent it from spreading. ...

Slavery was banned by the 19th century in Britain and its Empire, it took the US till 1861 to do this and till 1961 to end racial segregation. By contrast Britain followed a policy in China throughout the nineteenth century that brought enormous pain and suffering to the Chinese people through the Opium wars and opening up of ports for opium trade in China. And the US under presidents Wilson, Coolidge, Franklin Roosevelt, and the American people followed a policy of respect for the Chinese people during this period with the idea fervently America believed of a modern nation emerging from the chaotic period of Manchu monarchy's decline by 1900 and warlords civil war + Japanese invasion from 1900-1945. For Britain and the European colonizers Chinese and Indian people were for the most part "coolies." Joe Stilwell, FDR's Supreme Commander of American Forces in China was the ultimate free of racism. A order from the Republican Coolidge administration in the 1920's was for any American soldier to be courtmartialed for so much as laying a hand on a Chinese coolie. A modern nation did emerge as the American people hoped and fought for in China, and in India over the 25 year period in the 21st century, with Britain having failed to bring the same level of understanding that America had for the Asian people.  Britain's monarch Charles tells Commonwealth leaders his government is not paying reparations for slavery yet is determined to create anew understanding to work with other nations in the future, to discuss issues with openness and respect. There are 56 nations in the British led Commonwealth, the largest of which is India. It includes South Africa, Kenya, Tanzania in East Africa and Nigeria, Ghana in West Africa.    ...

Leakage of state funds is serious. Just think how many hospitals and schools, how many solar panel farms or wind farms can be built with $4.5 billion that is reported as the money laundered in the 1MDB leakage of state infrastructure funds? Here it is reported that Goldman Sachs settles for its involvement in the 1MDB with $2.5 billion in cash and guarantee recovery of $1.4 billion in proceeds from assets lost by the Malaysia state infrastructure fund. This is what the WSJ says on July 24, 2020, Ben Otto and Chester Tay- "Goldman Sachs was the main banker for the Malaysian fund 1 Malaysia Development Bhd. or 1MDB. The bank raised billions of dolars for the fund which was allegedly stolen by people working for the fund, government officials and two senior Goldman bankers." It also says Goldman raised $6.5 billion for the 1MDB through bond sales in 2012 and 2013, much of which was stolen by a Malaysian government advisor. And that Goldman received $600 million in fees which would be about 10%. Many of the countries in Asia and Africa have a colonial past in which little or no investment was made for centuries in heath, education and infrastructure. This makes it all the more appalling and heartbreaking. Goldman bankers were also involved in advising China during the hyper growth years which are leading today to little or no growth and concentration in property sector, with appalling devastation of the climate in China over a compressed period of 10-15 years 1995-2010,  leading to fires, floods, drought in China and worldwide, including in Africa and Asia. Was this good advice or self-serving for investment banks as this was accompanied by shift of manufacturing to China leading to decay of communities throughout America and and now a reversal after the pandemic all compressed so as to wreak havoc first one way and then the other way leading to a world more prone to conflict and war. Was this good advice or a cautionary tale for both America, for African and Asian countries and for China most of all a country that has a colonial past and treated with respect by Americans. Two Americans come to mind  Theodore Roosevelt who helped establish the now famous Tsinghua University in Beijing in 1911, and Joe Stilwell who led the Allied operations in China against the Japanese. Were Roosevelt, Stilwell sincere friends of China and Asian countries or the Goldman bankers is a question that just comes up. ...

Bond issuance for African countries will continue in 2015 at a slower pace with the expectation of U.S. Fed raising interest rates in late 2015. In 2013 African countries raised $11 billion, and in 2014 $8 billion, compared to $1 billion in 2000, as these countries from Nigeria to Ghana raised money to finance infrastructure development. Ivory Coast plans to raise $1 billion in coming months, Tanzania plas to issue a dollar denominated bond. Senegal, Angola, Kenya and Ethiopia are issuing bonds to western investors and competing with other developing countries such as Bolivia, Guatemala and Romania for investors. Analysts say countries such as Ivory Coast, with a growth rate of 8% and prudently managed finances are considered "good issuers" in today's market.

Gen. Christopher Neve of 82nd Airborne and Eighth Army to be new US Army chief of staff in May 2026. He is known for restoring traditional army discipline to the 82nd Airborne Division. This has brought him to the attention of Defense Secretary Hegseth and the US president. This is similar to Eisenhower who after West Point gained from his relationship with Gen. Pershing in 1920's and later by 1940 with General Marshall who appointed him to Commander in the North African and European campaigns in WWII. One difference is that Neve came up through the Army's Reserve Officer Training Corps program at Arizona University. Lt. Gen. Keith Kellogg says this about Neve- "What he did which I admired, he brought the 82nd—it had drifted away a bit—back to traditional training and traditional values.”  Kellogg a former 82nd Airborne Division commander himself. He was brought to Hegseth's attention for a future appointment by Kellogg. He was then appointed to assistant to the Defense Secretary. Eisenhower was assistant to Pershing who mentored him in the interwar years in the 20's for the Battlefield Monuments Commission and for Pershing's Memoirs on WWI. The 82nd Airborne is a paratrooper unit that saw action in closing days of WW1 and in WWII in Normandy Sicily, throughout the war. Based in Fort Liberty, North Carolina. The NATO Response Force is increased from 40,000 which lacked deterrence to 300,000. Additional military spending of $100 billion announced will increase spending by the amount of the entire Russian defense budget. Turkish backing for Finland and Sweden to join NATO was negotiated bringing more capabilities and a long border with Russia in the Baltic into the picture. The G7 Summit will be seen as setting the framework of close cooperation and understanding of leaders of western and eastern democracies in the world including Africa, Latin America and Asia. Invited were leaders of South Africa, Argentina, India and Indonesia, major parts of the Free World in the 20th century and now into the 21st century. The UNESCO report on Water scarcity and contaminated water. It creates awareness on World Water Day but comes across as a largely academic exercise, ask any rural woman in India and she knows the significance, question is what should have been done and the resources are there. For action it has to come from nations,, large nations such as India from it's Jal Jeevan Mission, China and Japan transferring the knowhow and technologies to Africa and Latin America and other parts of Asia. The period after a pandemic is also a time to focus efforts on  doing this. How it undermines girls and women and their participation in society is part of the understanding in India, and uppermost in the minds of Indian leaders and technologists, and in the mind of PM Modi. Unfortunately the UNESCO reports fails to even cover right up front in its summary how Jal Jeevan is being done for 1.4 billion people in India to have clean tap water so that people in Africa and Latin America can see that this is possible, if in the Himalayan regions possible in their region it is possible. Angela Merkel will host leaders Macron, U.S. Secretary of State  Pompeo, and representatives of foreign powers in Berlin to work out a deal for disengagement of foreign powers. Turkey and the United Nations support a government of National Accord in Tripoli which controls the west of Libya, and a Libyan-American Mr. Haftar has a militia that controls the south and east with the help of Egypt, UAE, and Russia. Earlier the U.S. under president Trump had distanced itself from the region, but Mr. Trump and his advisors now see the need to engage in the region to ensure stability, and support the Europeans in the effort to prevent the large scale emigration that threatens European unity. Europe following the 2015 Merkel migrant crisis is acting with the policy of heading off both wars, terrorism and economic dislocation that fuels emigration right at the points of origin, before it even starts. This shows that the French after action in Ivory Coast and Mali and the Germans with aid to Africa are remaining involved in development and stability programs in Africa, lessons learned from 2015. The goal of the Berlin meetings is to arrange high level agreement for foreign powers to withdraw from destabilizing the Arab regions in North Africa particularly Libya by supplying weapons and support to quarreling factions. ...

The peaceful transition in Zambia as Michael Sata wins the election. Sata's party won the election with 43% of the votes compared to Hastings Banda's party's 36%. The outgoing president Hastings Banda's party had been in power for two decades. This is a remarkable peaceful transition of power after disputed elections in the Ivory Coast, Zimbabwe and Nigeria. Sata's support came from the urban young, jobless people and the labor unions. He was critical of mining investments by western companies and China for paying low wages, and campaigned for higher tax revenues from the mining industry. This is a remarkable transition and a good example for future elections in Africa. Recent elections in the Ivory Coast led to a transition that had to be enforced with French support.

Across Africa the situation is worsening for food security following the pandemic. More people are likely to die from food insecurity than from the pandemic. A succession of crises including drought, a locust swarm moving over vast parts east Africa into South Asia, and tons of crops rotting in the field after the lockdowns, are making the situation worse. With the lockdowns many informal economy workers are not able to earn a living, with no safety net this means they are going without food and slipping deeper into poverty. Remittances from overseas supported many people in the developing countries of Asia, Africa and Latin America, and this has dropped by about 20-30%. As a result the World Food Program estimated in April that 265 million people, double that in 2019 will face world hunger- 3 in every 100 in the world. About 821 million will face food insecurity. The world food system is fragile with just none plant species accounting for two thirds the global crop, with threats of soil erosion, rising temperatures, extreme weather and disease. Wars, high inflation, political struggles, and conflicts make things worse. The hope comes from the fact that this time the largest countries China and India are emerging in 2020 very different from what they faced for most of the nineteenth century, with recurring famines and lack of access to food supplies. India now even allows farmers to export food to buyers in other countries directly. Getting money into the hands of farmers and people in food insecurity areas is one way for them to access existing food supplies all over the world. ...

Global aid to agriculture in developing countries is about $5 billion a year. Mr Obama made the decision to double U.S> aid to developing countries farmers to more than $1 billion ayear in 2010. THe NYT reports that with the G8 meeting in Italy in July, America will spend $3.5 billion dollars over 3 years for helping farmers in developing countries. This according to Michael Fromans, an Obama adminsitration official is going to be new money. As far as the other G8 countries are concerned it could include old money for the total $15 billion committed. Since the worst hit areas for agriculture are in Africa, and Africa has lost a lot of ground in development in the last 20 years, suffering neglect in aid to farmers over 20 years both form the American administrations and their own governments, it is surprising that the amount and the details for where it would go in Africa are not revealed. Mr Obama has grasped the need not just for shipping food assistance from the USA, but need to help farmers. He agrees with ANdrew Natsios former head of Agency of International Development, who says that most of the poorest people in developing countries are farmers and herders living in the countryside, the crux of any effort to improve their lives has to start with agriculture. Obama advocates using the "tried and true agricultural methodfs and technologies that are cheap and are efficient but can have huge impact" in the lives of people. Malawi, is a good example, say Prof. Sachs of Columbia University, as subsidies for fertilizer sharply increased food production. Sachs says it is possible to double or triple food production by giving small-holder farmers access to high yielding seeds, fertilizer and agricultural extension services. But more needs to be done and devloping countries themselves that have made progress like India, China and Brazil can provide their know-how and experts and should have been brought into this, which is another reason why there is no reason for a G-8 summit of countries of European origin. An enlarged organization can bring in the resources and ideas of all the major countries in the world, to especially bear in on Africa, where alot needs to be done. Just to get an idea the UN's Food and Agriculture Organization says the global economic crisis will put another 100 million people into facing hunger this year....
