Just days after the collapse of Francis Scott Key Bridge on the outer harbor of Baltimore, a key part of Maryland's infrastructure and its industrial and shipping jobs, this report in the WSJ shows candidates will not be discussing how they will fix the many problems from infrastructure, to rebuilding manufacturing, and investing in education, healthcare. On the same day March 30, 2024 the WSJ headline was that many other large bridges of this size all over America could collapse including Chesapeake Bay, Verrazano Narrows and George Washington in NY-NJ, and Golden Gate, San Francisco-Oakland in California. On the same day an interview with Morris Chang of Taiwan Semiconductor showed 92% of advanced semiconductor manufacturing was controlled  by TSMC with much of it located in Taiwan and China, under a business model that means advanced technology manufacturing in the US that would take the place of the lower tech textile and other mills sent to China, would also be shipped out. Manufacturers in the US including Apple HP and others agreed, leaving American workers in the lurch, hitting communities all across America without manufacturing jobs and without hope. This includes nickel and cobalt for car batteries.Last week president Trump signed an executive order declaring a national emergency and authorizing use of the Defense Production Act to speed development of mines. The U.S. imports 80% of its rare earth elements from China, with further supply coming indirectly from the country. For 14 of 35 critical types of minerals the U.S. has no domestic production. Gallium for light emitting diodes in cell phones is one of these metals. Half of Barite a metal used in hydraulic fracturing for shale oil is imported from China. To get some idea of the neglect in U.S.policy in these area under three administrations, the U.S. in the 1980's was the largest producer of rare earth metals and the technology to process them. Today there is only one mine the Mountain Pass mine in California, and no processing plants. It takes about 10 years to develop a mine. Just as in health care products essential to tackle the virus the U.S has found its manufacturing and technology base left in woeful shape after manufacturing and mining were neglected in a failed policy. Under the guise of globalization corporations transferred essential manufacturing from the U.S. and Europe to China, without understanding the importance these products played in the life of countries, and governments neglected to help local manufacturers and mining companies. Governments play a critical role as China has done by providing loans and grants to develop the national industrial base. Tariffs and quotas are also used to promote local development of the manufacturing base and mining base. Another factor is that investors are more able to invest in these companies when the government take some of the risk with its help and active support. With the Trump executive order comes a new awareness in Canada, Australia, and European Union which are now taking active steps to nurture and develop the local resources. ...

Ukraine's Food ministry says the exports of foodgrains from Ukraine reached 6.9 million metric tons in September 2022 compared to 7.1 million metric tons in September 2021 before the war. Why are the French  protesting so strongly against extending the retirement age from 62 to 64. It is a question of French identity, of hard won rights to work and leisure that are seen as defining France. It also affects women differently who have a harder time working longer so that their benefits would be affected. Age discrimination is large in France so that it works against extending the age till the culture changes. Worse it comes at a time of stress for working families, and a cost of living crisis.

NYT says that when this retirement system was introduced after World War II it helped bring a fractured country together. A hard won social and labor right not easily forfeited, says NYT.

China has banned coal imports from Australia in response to Australian request for an investigation into the origins of the coronavirus and criticism of China's handling of Hong Kong protests. 

China imports about a quarter of its coal imports from Australia. Yet this has impacted China because of a rebound in the economy and a very cold winter in 2020. This means there is a shortage of electricity in some parts of China. 

China imports 80% of its iron ore, with 60% coming from Australia and prices of iron ore have almost doubled in the past year. Last year China imported over 1 billion tons of iron ore.

What can be done to stop such a war? NATO was set up to oppose the Soviet Union. It was never reconstituted and changed to take note of the new situation. A new defense architecture's need was ignored when Russia was treated as insignificant for its GDP, just as China and India was treated for its GDP for most of the 20th century. A new defense architecture for Europe with new needs. After the end of the Soviet Union when the Warsaw Pact was dismantled did the NATO alliance that was set up to counter the Soviet Union also need to be dismantled as there was no more Soviet Union, no Warsaw Pact. The failure to integrate the European state in the East did not take place under free market capitalism. The warnings were ignored. Under Obama Russia was treated in terms of its GDP, a fundamental failure to grasp European history. As Le Monde analysis says the fall of the Berlin Wall was not understood in all its aspects including Russia's decision to forge a new path.   ...
