The U.S. Government Accountability Office says only $179.5 millon of the first $1.5 billion- in a five year aid program to Pakistan worth $7.5 billion- has been spent. USAID's director for Pakistan, Andrew Sisson, says the $1 billion from prior ununsed funds was spent in Pakistan in 2010. This includes $500 million for aid during the disastrous floods last year. Projects include the Gomal Zam Dam in South Waziristan, at a cost of $20 million. That project helped build a spillway to apower plant bringing electricity to a remote region in Pakistan. That dam was built by Chinese engineers from the Sinohydro Corporation. The Obama administration wants to see large signature projects to which it can point to as signs of success. With a failing economy, corruption and a weak civilian bureaucracy- especially with a weak and ineffective civilian government- getting projects implemented has proven extremely difficult. The U.S. government has committed to spending 50% of the aid money through the Pakistan government and not through civilian contractors with large overhead expenses....

On average about 90,000 jobs were added by the private sector by July 2010. 125,000 jobs have to be created on average each month for the job numbers to keep up with growth in population. And most of these jobs were created in March and April of 2010 when the economy was doing better. The 8 million jobs lost in the recession still remain to be recovered. And employers who have raised funds at low interest rates -companies like IBM paying 1% for $1.5 billion in bonds issued- are holding off on hiring in the current economic uncertainty. Worsening the situation is the cutbacks in state and local governments with layoffs of 48,000 workers. Even the $26 billion aid package passed in Congress for state governments will not help make a serious impact, considering the budget problems facing state governments. An example is Seattle, which has used its rainy day fund to bridge a $40 million gap in its 2010 budget. It faces a $56 million gap in 2011.

Supreme Court Justice, Elena Kagan, after her first year at the U.S. Supreme Court. Kagan was appointed by President Obama in 2010. Kagan talked about her experience at the Supreme Court at an Aspen Institute event. Kagan replaced Justice John Paul Stevens. Stevens says Kagan has voted very similiar to how he would have voted on most of the cases. And Justice Ginsberg says about Kagan: "she has already shown her talent as an incisive questioner at oral argument and a writer of eminently readable opinions." Kagan takes writing opinions for the Court very seriously. She described her style at the Aspen Institute event as figuring out how to communicate difficult ideas to people who know little about the subject. An additional aspect of Kagan's writing is that she strives to put things using vivid and colorful language that sticks with people. She has used expressions such as "loosey-goosey," for instance. In her dissent on the campaign finance case she described the supposedly smoking gun found by her colleagues, as: "the only smoking gun here is the majority's, and it is the kind that goes with mirrors." The media tends to compare Roberts with Kagan, the two youngest chief justices on the court, both articulate and vigorous in their opinions, with similiar intellectual backgrounds but taking different positions. Kagan says the most valuable experience to prepare for her new position, was the year she spent as Solicitor General, where she was trying to persuade nine chief justices of the court why they should take a particular position. The difference now being that she must persuade eight justices. The most striking aspect of the two appointments by George W. Bush and Obama, with the absence of a retirement age for the U.S. Supreme Court- as in other democracies such as India- is that both Roberts and Kagan may well be on the Court for 25 years or longer. ...

Scientists worry that microplastics are linked to growing rates of cancer, heart disease, and other diseases. One study says people inhale or ingest 74,000 to 124,000 microplastic particles per year through breathing, eating and drinking. The plastic particles are everywhere around us. Of 10,000 chemicals used in making plastic a fourth of these are toxic. Consider in 1950 2 million metric tons of plastic were made, now 400 million metric tons. Of 8 billion tons produced only 10% recycled so the rest are in oceans, landfills, and around us. Ingested or inhaled they cause inflammation in our bodies that lead to cancer or other diseases.

Ukraine makes up 50% of the world's food exports- it is a breadbasket to the world. Getting food supplies out is essential to keep down the cost of food. Half a billion euros go to keeping EU food production strong. Nine billion euros support the effort to keep food supplies flowing to poor countries.

The Biden administration is looking into the possible misuse and inviting comment. The National Telecommunication and Information Administration is as a first step inviting comments. Alan Davidson who heads the agency says we know we have to put some guardrails in place. Asked about AI and new chatbots and risks they pose president Biden says, "it remains to be seen," it could be.

French voters turned to parties outside the mainstream left Socialist Party and the right Republican Party for the first time in a run off presidential election. The National Front's Jean Le Pen made it to the runoff in 2002, then lost to Chirac of the Republican Party who won 78% of the vote. This time the Republican Party candidate Fillon had about 20%, the Socialist Party candidate Hamon won just 6% of the vote with the rest of the socialist vote going to a far left candidate Jean Luc Melenchon who had 19.6%. The winners were Emmanuel Macron, a former Economy minister under president Hollande of the socialist Party, getting about 24% and Marine Le Pen, the daughter of Jean Le Pen of the National Front, getting 21.5%. Compared to the U.S. the situation is slightly different in France because of the very high unemployment rate for young people- younger voters supported the National Front, and people especially in rural areas in the north, north east, and the south of the country around Nice and Marseille supported the National Front. Macron's movement En Marche, centrist party drawing support from centre right and centre left without clear ideology except to renew France and pro-EU, was strong in urban areas, among more educated people, especially in Paris and the area around Bordeaux and Toulouse in the south east of the country. Fillon did not do well in some traditional Republican Party areas including Nice, with inroads from Le Pen, who defined the party around anti-immigration, closed borders, and withdrawal from the European Union. ...

US House Speaker Nancy Pelosi will spend Tuesday night August 2 in Taipei, Taiwan. China has threatened severe consequences and Taiwanese forces are on alert. Yet with over $1 trillion in China's exports to US and EU in 2021 the response will have to take this into account as also the US and EU to redesign its supply chains. This is the first trip of a senior US official to Taiwan as Speaker Pelosi comes next to the Vice President to succeed the presidency. The US response to the Russian attack on Ukraine was made in Biden's word as a deterrent to China in its role in the Indo-Pacific region. The Pelosi trip may be a reflection of this policy that seeks to maintain the US position that Indo-Pacific is international waters, that US policy will continue as before undeterred by actions such as the Russian attack on Ukraine with the support of China. And that US will engage fully with allies in the Indo-Pacific- Indonesia, Singapore, Malaysia and Taiwan. And that is doing this with the cooperation of its allies in the region- Australia, Japan and India. US and EU imports from China are $541 and $522 billion over $1 trillion for 2022. Loss of even a significant portion of these exports from major tensions in the region would have a severe impact on Chinese economic growth. The US and EU are already engage in redesigning the supply chain and would also face problems in a transition similar to the gas rationing in Germany after cutoff of Russian supplies. John Harwood provides an insight into the polarized positions of each side in the negotiations and the changes in the national scene that have led to a polarized political climate and a polarized Congress. The political positions on the Republican and Democratic sides in Congress and the Senate are different from any other time in many decades of government. Between Tea party members of the House and Pelosi Democrats in the House there is a serious divide. The senior leaders of each party command less support. Consider the loud "no" given by newly elected House Republicans led by Rep. Cantor to Senate Republican leader Mitch McConnell's backup plan. The written pledge for no tax increases has given the Cantor House Republicans little room for compromise. And as Harwood points out each side, the tea party House Republican group, the Democrats in Congress, and the President, all know there is every chance that they could be voted out of office in 2012.The media is also splintered with vocal positions on either side. As Senator Chambliss of the Gang of Six Senators said on a talk show a week before the August 2 deadline for raising the U.S. debt ceiling: "Frankly, we don't know what's going to happen for sure." ...

The elections in Italy in Feb. 2013 show the centre left coalition headed by Pier Luigi Bersani with 29.6% of the votes in the lower house, the centre right coalition headed by Silvio Berlusconi with 29.2% of the votes, the Five Star Movement headed by Beppe Grillo with 25.6% of the votes, and the Civic Choice headed by Mario Monti with 10.6% of the vote. In the Senate the results show the centre left coalition with 31.6% of the vote, the centre right with 30.7%, the Five Star Movement with 23.8%, and Civic Choice with 9.1%. Election rules in Italy give the party with the highest number of votes for the lower house an automatic majority of 340 of 630 seats. The vote shows voter protest over austerity measures. This benefitted both the centre right and the Five Star Movement and hurt the Civic Choice centrist party of Mario Monti which implemented austerity measures in 2012. The centre left was affected by its role in coming to the aid of Monte de Paschi bank in Siena and failing to mount a strong campaign under Bersani. A majority in both houses is needed to provide a stable coalition government which opens the prospect of new elections. The Five Star Movement emerged as the largest single party. Its support comes from young people, internet based campaigning, and a rejection of the right and left parties from the old order in Italian politics, and offers a new dimension to Italy's political future....

This report in The South China Morning Post in Hong Kong, gives insights into the Chinese position in trade war with the U.S.  China has its own internal groups which support China being able to take a leadership role in world affairs. Xi Jinping made giving China a prominent role in the world a feature of his presidency. China  has this internal audience and its own sense that China's resurgence was won with hard work and cooperation, plus dedication of the Chinese people. In the past Japan and South Korea also used state subsidized industries, and subsidies to gain leadership in key business sectors involving high technology. China would see this state subsidies model as its own model of development. From this standpoint the U.S. demands on subsidies as unfair competition could be seen as changing a key part of its economic model.  Asking China to put everything in writing and show tangible proof of enforcement as the U.S. insisted in talks, was too much for the Chinese side. China said trust us to do this, and lift the tariffs based on our verbal assurances. The U.S. having seen decades of no progress on this point, wanted tangible proof before tariffs were lifted. Added to the demands on subsidies were the demands for no more of what the U.S. calls stealing of U.S. technology through forced transfer of technology by U.S. firms as a condition to operate in Chinese markets. With the U.S. lagging in 5G technology and Huawei ahead the issue resonates on the U.S. side. Add to this Mr. Trump's key voter base includes the former Democratic party supporting workers who have shifted to him because of trade agreements and policies of Clinton and Obama that hurt American workers through seemingly endless closure of manufacturing plants from Chinese competition.   ...

U.S. president Trump signs an executive order on March 28, 2017, reversing the American commitment to the Paris climate change agreement. The executive order also lifts a moratorium on the sale of coalmining leases on federal lands. The Obama administration 2015 clean power plan was designed to restrict greenhouse gas emissions from power plants. It was blocked by courts in 2016. Trump says he is reversing president Obama's war on coal. Earlier he approved the Keystone pipeline for bringing oil from oil sands in Canada to the U.S.. Under the Paris agreement the U.S. agreed to cut greenhouse gas emissions 26-28% by 2025 from 2005 levels. Market changes including the availability of cheap natural gas from technology advances fracking and hydraulic fracturing is leading a shift away from coal, apart from Obama administration regulations. Another factor is the long term trend towards cleaner energy, with large energy producers such as American Electric Power and other companies planning for the long term which is likely to be in the direction of cleaner energy. These companies see the Trump administration changes as a situation that may not be for the long term. ...

A survey of 10,000 knowledge workers by Future Forum cited in WSJ shows 78% of workers care about and want location flexibility. And 95% of workers want flexible hours. This survey also found that 72% of workers in knowledge industries who are not happy with their level of flexibility are likely to seek out new opportunities in the next year. 

This happens as employers are finding it hard to get workers. The new hybrid arrangements during the pandemic have created a new workplace culture with hybrid arrangements, flexible work, going into the office only some of the time. More than two thirds of employees say they the hybrid setup was their preferred way of working.

Uniqlo, the unit of Japan's Fast Retailing, is now the largest apparel chain retailer in Asia. Uniqlo has expanded rapidly in Asia, opening on average 2 stores a week. Uniqlo has 182 stores in China. CEO Tadashi Yanai, says the goal is to become the world's No. 1 apparel shop by 2020, even though Uniqlo has only half the sales of Zara's fast fashion apparel chain, which is part of Spain's Inditex Group. Uniqlo plans to open about 10-20 stores a year in the U.S. and is not planning on making an acquisition. Yanai, who owns one third of Fast Retailing shares, says he prefers organic growth. He has studied Gap in detail during the 1980's and 1990's when Gap was popular, including its display methods for khakis, sweaters and tees, calling its then CEO Drexler, "professor."
