Feldstein says its important to raise taxes, and this does not mean raising tax rates. He says a lot of revenue is lost through deductions and exclusions, or tax expenditures as they are called. Recovering a large part of this lost revenue was recommended by the President's Bowles-Simpson Deficit Commission. He has a definite proposal that he and his colleagues have studied carefully- limit the reduction in taxes from deductions and exclusions or tax expenditures to 2% of a taxpayers AGI or Adjusted Gross Income. Feldstein says the impact of this proposal would be that taxpayers with incomes between $25,000 and $50,000 would pay an additional $1000 in taxes, and the taxpayers with incomes above $500,000 would pay $40,000 more in taxes. He says the 2% cap is about the reduction in an individual's taxes, not the size of the tax deduction or exclusion.

Orange juice from Brazil, copper from Chile, electronics and pharma from India, and aircraft from EU, are part of broad exemptions in US tariffs plans. The exemptions are designed to give flexibility to US negotiators where it helps the US economy to import these items. 

This month negotiating teams from Japan, EU, South Korea and othere countries are trying to get exemptions for other items. BMW is seeking export rebates for exports of SUV's to EU from its US factories. And VW is seeking to use investments it says it will make in the US manufacturing as a way to get exemptions in tariffs or lower tariff rate similar to the way Apple has negotiated a tariff exemption for its Chinese exports to the US by saying it will invest $100 billion in the US manufacturing. US negotiators have to get the firm guarantees that these investments are going to be made.

A report by the Bank of England suggests a more prudent approach for British banks by setting aside more reserves for losses on bad loans from past decisions. Mervyn King, Governor of the Bank of England, says the Financial Services Authority should talk to banks and tell them to look "more prudently" at their credit levels. King says current capital ratios do not provide a correct picture of the health of the banks. The report says capital ratios of Barclay's, RBS, Lloyds, and HSBC could be overstated by between 5 billion or 8 billion and 35 billion pounds. The goal King says is to restore confidence in Britain's banking system with a prudent approach.

Merck's decision to organize R&D using four innovation hubs in Boston, San Francisco, London and Shanghai. Merck currently lacks a large R&D presence in London and it has commercial operations in Shanghai. Experts say innovation centers enable drug companies to take advantage of academic research at an early stage. Pfizer and other companies are also pursuing a similiar strategy. The new head of R&D at Merck, Dr, Perlmutter plans to shrink staff and focus on promising areas such as immunoterapies for treating cancer and vaccines. Perlmutter comes from Amgen and is bringing people who he worked with at Amgen. The focus is also shifting to tapping the new science behind dieseases.

The closing of Project Thunderdome, a project to provide national and foreign articles to 75 newsrooms of Digital First Media Holdings newspapers. The decision was made by private equity firm Alden Global Capital. Digital first newspapers include Detroit News, Denver Post and Salt Lake Tribune. The idea was to consolidate the newsroom. Alden Global Capital gave as the reason cutting costs, and local being where the revenue was generated. Eavis of the WSJ says watch the net interest margins (NIM) of banks, as they may not do as well as thought with the government's free money. Margins may be improving According to SNL INteractive banks with over $10 billion assets had net interest rate margin, or NIM, of 3.21% in the first quarter. Well Fargo's declined to 4.16% and Chase' rose slightly to 3.18%. He says the Japanese banks experience with zero interest rates policies shows that these margins can only be improved so much as depositors expect to receive some returns and banks cannot find enough safe borrowers, households and companies, willing to borrow at rates that create high margins.

State laws in 18 states and in New York CIty make manufacturers responsible for recycling electronics. Similiar stautes were introduced in 13 other states in 2009. When states like Maine and Washington have made it easy for people to take their old electronics PC or television sets to dropoff points the response has been very good. In Washington the drop off is free of charge, and there are 200 collection points in the state, with 15 million pounds of electronic waste collected since January.

According to an investigation by a congressional subcommittee70% of all trading in West Texas Intermediate crude on the New York Mercantile Exchange is by speculative traders compared to 37% in 2000. The subcommitte findings are based on data obtained from federal commodity futures regulators. So are the Saudis right that speculators in futures trading ar playing a big part in the oil price increases or is the administration position correct that this is not a factor at all? California lost 79,000 jobs in January, 2009. The California Employment Development Department said the unemployment rate was 10.1% for January 2009, up from the revised figure of 8.7% in December 2008. California expects to pass 11 or 12% unemployment in 2009. A total of 1,863,000 Californians are unemployed, up 754,000 from January 2008, with 3.3% fewer jobs in January 2009 compared to January 2008.

Its convenient and a easy label for a lazy media that hasnt done its homework, and for politicians who lack the education and disposition to do their own homework or a cultural barrier that makes this difficult to call all this one label Taliban, or some other label, but its dangerous as the manner of dealing with this may be quite different given a correct understanding of whats happening. When turned over to the American people living in a modern world or to modern world Europeans for response to these labels there is only the gut instinct of them versus us the core feeling of something different and alien which is hostile. As this writer points out the Pakistani people themselves by and large are simply like people everywhere, may just be looking for better lives like the rest of us, and are not keen on the militants though they may carry anti Bush feelings. And the Pakistani people resentment for the USA not because of some innate or inherent hostility but because they feel left out of the modern world and its benefits of development like infrastructure, hospitals and basic services, just like most of the developing countries, which have alternated between hostility and friendship towards the USA, just as the USA has alternated between truly benevolent policy towards the developing world and policy thats more in tune to a prior colonial period of its partners in Europe like the British and the French. And in this sense the Pakistani people desire for economic progress may not be automatically construed as expressed through the politicians as they are corrupt and selfserving. Its a complex state of affairs sure but its not made easier but made more complicated by lazy man's labels without understanding the situation on the ground first hand and doing one's homework. ...

A major European corporation goes for less than a company that did not even exist a few years earlier. He suggests waiting till fall 2012 for the new Windows 8, and summer 2012 for the newer PC's designed to use Windows 8.
