Ed Miliband, leader of the Labor party, tells British prime minister Cameron in parliament on Dec. 12, 2011: "It's not a veto when the thing you wanted to stop goes ahead without you. That's called losing.That's called being defeated. That's called letting Britain down." Miliband was asking what purpose was being served, when it was expected that the European Union leaders were unlikely to provide Britain with safeguards for its financial industry, and when Britain has actually led the way in calling for stricter capital reserve requirements than Basel III standards accepted in Europe. Olli Rehn, European commissioner for economic and monetary affairs, said Britain cannot separate its financial industry from the rest of Europe: "If this move was intended to prevent bankers and financial corporations in the City from being regulated, that is not going to happen."

Daniel Yergin cites an estimate by IHS Cambridge Energy Associates which shows oil from shale and dense rock, which was about 1 million barrels a day in 2011, could reach 3 million barrels a day 2020. North Dakota where much of the production is taking place is now fourth in oil production in the U.S. after Texas, Alaska, and California, and is likely to move up to second place. U.S. imports of oil come primarily from Canada 25%, Mexico 11%, Venezuela 9%, and the Persian Gulf 16%. Canadian oil sands development has increased production and the completion of the Keystone pipeline will increase the share of oil imports from Canada. This is shifting the dynamic of oil away from the Persian Gulf, with the volatile politics in the region, and more towards North America.

India and China agree to a legally binding deal on climate change and emissions that would be drafted by 2015, and take effect in 2020. This would bring them in line with or symmetrical with the U.S. and European countries for controlling emissions.

Areva will take a writedown of 1.46 billion euros on the value of its uranium mining business. It will take an additional writedown of 800 million euros for the nuclear business following the nuclear accident in Japan. Areva expects a 2011 full year operating loss of 1.4-1.6 billion euros. Areva's new CEO, Luc Oursel, says he plans to reduce the company's debt load. About 1.2 billion euros of assets will be put on sale. The French sovereign fund, SFI, says it will buy Areva's 26% stake in mining group Eramet. Areva faces losses on its acquisition for $2 billion of uranium mining company UraMin, which has declined in value by 80% as uranium prices dropped and uranium reserves in African mines turned out to be less than estimated. Areva's new plans show organic growth of 3-6% from 2012 to 2013, increasing to 5-8% in 2015. Areva's shares at 19.20 euros on Dec. 12, 2011, were down 45% since the Fukushima nuclear plant disaster.
