US District Judge O'Toole of Massachusetts allows DJT Musk DOGE buyout offer to go ahead on Feb 12, after freezing it to have enough time to study it. The buyout offer originally expired Feb 6. It was accepted by 60,000 federal employees. Of 2 million federal workforce about 8% are expected to take it. It is seen as a way for people doing remote work and now required to come to office 5 days a week full time to take early retirement, sort of an off ramp for these workers. DJT says some of these workers may be doing other second or even third jobs. This is part of a Republican effort to reduce the cost of the large federal bureaucracy, and make it more efficient. One of many actions including action on budget discipline at agencies of the government. PPBS or Zero Based Budgeting, since the 1970's is one of the managemt ideas which involves justifiying every item in the budget every year to cut costs and cut unneeded spending. Car insurance and tariffs on Mexico made auto parts would take a 2 year lag in inflationary impact, says this report in WSJ. Insurance companies will wait to see the impact and how long the tariffs are in place. Tariffs are put in place to stop fentanyl flows through Canada, Mexico and China to the US, which have cost 490,000 deaths in the US over the last 12 years. Canada now fully supports the US for action to be taken and cites similar loss of lives in Canada from fentanyl comparable to the US for its smaller population. Much of the focus on tariffs is seen as economic action in the media, when as Commerce Secretary Luttnick pointed out it is being used as an instrument to get immediate action from countries that have not acted to stop the flow of fentanyl -action they should have done taken many years back. DJT's action is to protect average Americans, communities across the US that have lost their manufacturing base to Mexico and China, and are being hit by the flows of fentanyl across borders for over a decade now. It is too early to say it is a playbook. Trudeau's action may be more effective in the long run. The issue of fentanyl from Mexico is different in 2025 from the first term of DJT in 2016, 8 years later with 490,000 deaths from fentanyl in the US, a part of America's younger generation- unprecedented in American history and since the settling of the American continent since 1600. Fentanyl smuggling into the US from Mexico is the biggest issue facing the US along with closing the US Border. This report in the WSJ says Sheinbaum tried to deflect 25% tariffs by making the offer of sending 10,000 troops to the US Border. This was similar to her predecessor saying he would send 28,000 troops to the Guatemala Mexico border to stop migrants. DJT raised the issue. The week before the Feburary 3, 2025 call between Sheinbaum and DJT the White House said Mexican drug-trafficking organizations “have an intolerable alliance with the government of Mexico.” These are aspects of the problem that the White House needs addressed in effective ways to stop the flow of fentanyl into the US. Action from the first term of DJT has not solved the problem so that DJT will have to find real effective solutions. The Canadian government followed its own approach. It set $140 million for a new unit to gather intelligence on organized crime. And appointed a head for an organization on stopping fentanyl from entering the US. Canadian PM Trudeau followed the US and DJT in labelling the Mexican cartels as terrorist organizations. Issues the US faces with Mexico that remain unresolved are the $150 billion deficit and bringing home US manufacturing in the auto industry back to the US.   ...

District court Judges are the first tier of the three tiered system of judiciary power. A series of US District Judge rulings stop the federal payments system, birthright citizenship, federal employees offered buyout plan, and other executive orders issued by DJT in first 72 hours in office. They were all designed to cut the federal bureuacracy in the US and gut agencies with overspending such as USAID $40 billion when rural America's needs are unmet, and tackle birthright citizenship which allows mothers to fly into the US and depart just to get citizenship for children. The White House plans to appeal these rulings to the next level the appellate courts in the US, all the way to the US Supreme Court. Some of the arguments against USAID $40 billion budget was that it funded bureaucrats pet projects, something that Senators such as Senator Rand Paul of Kentucky have fought against for 25 years. Coming after trillions of dollars in spending under the infrastructure Investment Act oversight over such spending is in the American tradition. No less than Harry Truman as Senator from Missouri made his mark by tracking down overspending and waste, during the Second World War. Another problem not discussed enough is that in today's world more can be done with good governance and leadership, avoiding unneeded wars, and investment from India, China, EU and US than can be done with $40 billion spread thinly over the whole world. The Economy ministry 3 million euros to attract foreign investors, the Foreign Ministry 2 million euros to welcome world leaders Vance and Modi, the armed forces 1.5 million euros, the Culture Ministry 1 million euros and staff to coordinate the summit. Pressed by tariffs from DJT China is trying to become technologically sufficient, yet this comes at a considerable cost, says this report in WSJ. Made in China 2025 was put out in 2014 when president Xi was beginning his plans for the Chinese economy. It is 2025 now and a look at the nation's investment plans show China putting $250 billion a year in advanced manufacturing sectors from automobiles to solar panels and AI, says Centre for Strategic and International Studies CSIS in Washington. This is giving China an edge but at the cost of using up valuable resources and some wasted spending at a time of stagnant government revenues. China's new production needs new markets with overcapacity such as in the electric automobile industry. This overcapacity comes at a cost when the US and other countries are restricting imports from China with new trade policies. During the DJT first term in 2016 China pulled back reference to make in China 2025 but this was temporary and China's 2021 Economic Plan puts top priority to be self sufficient in Science and Technology. Industrial support for EV's went from $15 billion in 2019 to $45 billion in 2023 (CSIS). 48% of 11 million new vehicles were EV's in 2024 with BYD and Geely the main ones of 100 brands. In shipbuilding $132 billion was invested in 2010-2018 taking China from 5% in 1999 to 48% of total manufacturing of shipbuilding in 2025 worldwide.
