Spain's newly elected prime minister, Mariano Rajoy, appointed Luis de Guindos, a former deputy finance minister in the governments of prime minister Jose Maria Aznar during 1996-2004, to be the new finance minister. Guindos is not a member of the governing Partido Popular, and is perceived as independent in Spain. A new Budget ministry was added, to be headed by the Partido Popular's economic spokesman, Cristobal Montoro. Montoro was formerly a budget minister in the Aznar government. Jose Manuel Garcia-Margallo, member of the European parliament for 17 years, will head the Foreign Ministry. Madrid's mayor, Alberto Ruiz-Gallardon, who has wide appeal, will be the new Justice minister.

British Airways and Iberia Airlines made the winning bid for British Midland International (BMI) from Lufthansa for 172.5 million pounds. The acquisition is only for BMI's mainland carrier which serves Europe, the Middle East and Africa. This gives British Airways 56 additional daily takeoff and landing slots at Heathrow airport where it has 45% of commercial airtraffic. Lufthansa paid 223 million pounds for BMI in 1999 and when it purchased the remaining 50% of founder Michael Bishop's share in the airline in 2008.

Changes Republican Governor Sam Brownback is making in the state of Kansas, which focus on conservative values, lower taxes, and major cuts to spending to reduce the footprint of government in the state. Kansas has a large Republican majority in the House of Representatives and strong tea party fervor, giving Brownback an opportunity to remake government in the state. Yet there is some skepticism about how lasting these changes can be with the cuts in government services. Some Republicans say the question is how much in government services do the people of Kansas want- if the cuts are too steep the people of Kansas may find too many services have been cut.
