Krugman points out that in American history even presidents who did not read much and were not very qualified were able to perform well in office because of very qualified people in the cabinet positions. Reagan was not a avid reader yet he had Shultz at State and James Baker at Treasury. Mnuchin is not anywhere near being qualified as James Baker. Tillerson may be qualified as a CEO of a large energy company, but lacks the experience of Shultz. During the last years of his presidency Reagan may have felt the effects of early Alzheimers. Checks and balances also helped to make the system work under presidents so that they did not overreach their powers.  Krugman is skeptical of the way checks and balances would work under president Trump and sees some second rate appointments in the administration. McGurn of the WSJ looks at the Gallup study on Trump supporters showing that they are older and white, but not more likely to come from communities adversely affected by trade competition. The study shows intergenerational mobility, health prospects, and relative racial isolation, more likely blue collar workers, as being key features, yet more likely to be employed or self-employed. Of this cultural angst, and lack of intergenerational mobility, poor health prospects, are critical findings. McGurn sees them as the people who feel left behind, and says the nation needs to look at them not as "losers" but to address the problems of intergenerational mobility in the U.S. following the election. Theresa May, the new prime minister of Britain has described the "burning injustice" in her first speech when taking office, in a reference to people who suffered under the 7 years of austerity programs in the Cameron years, people from similar groups who face a situation where their children's prospects are no better or worse than their own. ...

Luigi Di Maio, 31 years, the head of the Fuve Star Movement Party, that won the most seats in the 2018 Italian election, was elected as leader of the party in September 2017. He was chosen by Beppe Grillo, to give a younger face to the party in upcoming elections. As in France this brings young people into the new parliament. Luigi Di Maio was elected Vice President of the lower house of parliament, the Chamber of Deputies, in 2013 at the age of 26. Maio attended engineering school at the University of Naples, switching later to law, but did not complete the degree studies. During his time there he headed the student council. With the streets ridden with drug dealers and violence. Arab Americans run the small businesses, and what little businesses there were dimmed with the 1967 riots. And yet in the post war period right up to the recent years, Detroit was the center of the automobile industry, with its huge number of jobs in assembly plants and in auto supplier plants. That such two worlds could coexist together side by side, is itself as shocking to an outsider as the earlier story of black people in America. Drop out rates for black male teenagers at 75% before graduating in the Detroit public school system. And unemployment rates for black male teenagers approaching 30-40% in the city according to some reports. And with the situation the way it is, the country enters a period of great economic difficulty with unemployment growing in the Detroit area....

The rapid emergence of China in manufacturing and overcapacity in steel has led to action on steel tariffs by president Trump. Political commentary that the U.S. was starting a trade war is not supported by the facts showing China's response as muted and a willingness by China to negotiate a balanced trading relationship as its trade surplus with the U.S. continues to grow. The trade surplus is so large that the Trump moves do not tell the real story. They are likely to be overshadowed by the increasing value of the U.S. dollar leading to a continued favorable situation for Chinese exports and a larger trade surplus in 2018, regardless of Mr. Trump's action.  Trump's moves are more significant in other areas- limiting China's access to advanced technologies, with the European Union also taking the same action. Deutsche Bank's auto analyst raises concern that the $24 billion that GM has now may not be enough to weather the coming downturn in the economy and spending. Some additional losses are expected in GMAC's mortgage unit Rescap. And the American Axle and Delphi situation need watching for som additional GM money needed there. A big factor in all this is the declining market. For a long time GM has considered 17 million vehicles a year as how the industry would do in N. America, but sales may be less than 15 million. And if much lower that GM may face more losses and its not clear for how long markets in emerging markets like Brazil and China will continue to show strong gains as the US weakening may spread to emerging markets and also to Europe.

India's economy is at 2.597 trillion dollars at the end of 2017according to World Bank figures, surpassing 2.582 trillion for France. India's economy has doubled in a decade and is expected to pass Germany and Japan in GDP by 2032, to become the third largest after the U.S. and China.

As China's growth has slowed India's is growing. It recovered by July 2017 from one time events designed to actually spur growth such as the effort to implement a nationwide tax for GST. Demonetization also contributes to growth by accelerating the shift away from cash to recorded and taxable transactions. The tax revenue is increasing as less of the economy is in the black market sector. Higher tax revenues enable larger investments in health, education and infrastructure.

New bankruptcy law and speedy resolution of bad debt of banks is also laying the ground for future growth with new investment.

Ike (President Eisenhower) quotes Eric Hoffer in his book "The True Believer", for a longshoreman's wisdom and insight. Writing to a veteran who asks Ike why the lack of certainty in his voice in 1959 as he nears the end of his second term. "Faith in a holy cause, is to a considerable extent a substitute for the lost faith in ourselves." Ike tells Biggs that, " in a democracy debate is the breath of life." That there is no universal degree of certainty, the confidence in in their understanding of our problems, the clear guidance from ahigher authority. This is important to keep in mind today as one looks at the way leaders from those in finance, industry and central banking and in government who acted as though there was this universal degree of certainty about the financial system and its workings, always to the good, and for the way in which the policies were handled in dealing with other countries. Its also true when one looks at the situation from other countries such as the period under Gandhi and Nehru in India, or Mao and Chou en Lai in China. There also what appeared to have universal certainty did not turn out thay way and policies had to be reversed and legacies examined. What Biggs wanted was "someone to speak for us and to back him completely if the statement was made in truth." And Ike's response was to say that dictatorial systems, and here one can include systems with figures who created their own sense of awe and hero image, make one contribution to their people that leads them to support such systems. And this was "the freedom from the necessity of informing themselves and making up their own minds concerning these tremendous complex and difficult questions."...
