It was achieved by Speaker Boehner gaining the support of Democrats in the House of Representatives. 56 Democrats joined 162 Republicans for passage of the bill 219 in support and 206 against. Tea Party members joined Liberals in Congress under Minority Leader Nancy Pelosi to oppose the bill.
