As the British parliament prepares to vote on Brexit deal put forward by prime minister Theresa May, Joanna Sugden summarizes what is expected as the next step if parliament rejects it.  Why are a faction Conservative members opposed to it? There is the Irish backstop which they oppose. Keeping open the border between the two Irelands- Northern Ireland as part of Britain and Ireland as a EU country is important to preserve peace achieved through the Good Friday Agreement between the Catholic and Protestant communities.May wants to keep the border open. Far right Conservatives see this as keeping Britain connected to the EU in some way which they oppose. They stubbornly hold onto this view. Add to this the opposition from the Remain campaign which sees leaving the EU as bad for Britain's economic future. Some Leave supporters now see the dangers of Brexit, especially leaving with no deal made with the EU. Most of the Labour Party members fall into this group. What happens if parliament rejects May's deal by a small margin? The deal would be renegotiated with the EU to tweak it for more support. What happens if parliament rejects it with a huge margin? This would result in several options. May could call a general election. Britain could have a second referendum on Brexit. Or in a chaotic situation Britain could leave the European Union without a deal altogether, something everyone wants to avoid because of the disruptions it would cause. May is using this risk as  a way to persuade reluctant MP's but it may not work.     ...

U.S. president Obama's passive response in the handling of the NSA spying on the phones of world leaders including the president of Brazil and the chancellor of Germany comes under criticism in the U.S. The failure to provide adequate assurance- and take immediate action since the summer of 2013 when the first revelations of NSA spying were out- to regain trust of European and other leaders is seen as a weakness in leadership. With German presidential elections approaching German chancellor Merkel actually tried to tone down the initial uproar over NSA spying revelations in the summer of 2013. It was only after it was revealed in October 2013 that NSA had monitored Merkel's mobile phone did the chancellor make an issue of this and Obama could not respond to why no action had been taken since the summer and a complete review of NSA spy activities made by the President and advisors. Because world leaders are involved, and not just of allies but large emerging market nations such as Brazil, this becomes the personal responsibility of the U.S. president. Obama also comes under criticism for not responding to the failure of the healthcare website. This matter is of a different nature and could be handled by the President's Health and Human Services Secretary, Ms. Sibelius....

China's dollar for dollar retaliation on $16 billion of U.S. imports with 25% tariffs set to take effect August 23 excludes oil which was on the original list. China takes in about one fifth of the total U.S. oil exports, and in the space of 2 years has become the largest importer of U.S. oil. Experts say China could be shooting itself in the foot if it decides to place tariffs on oil imports from U.S. China is dependent on foreign sources for 70% of energy needs and this trend continues. Another reason say analysts is that by keeping oil out of this trade dispute there is more chance that China can continue importing Iranian oil through a waiver  after U.S. sanctions on Iran go into effect in November.

The U.S. also exports higher quality oil that is less polluting and a grade which is used in newer plants.

The US economy expected to grow 1.5% in 2008 down 0.3% from estimate in October 2007 World Economic Outlook after taking into account a recent update in the model that lowered all forecasts 2005-2008 by half a point. Of this about 0.2 or 0.3% may be the impact of the stimulus package which is included in the estimate. Is this a bit on the high side? Its expectation of growth suggests it does not expect a recession or that it will periodically revise its estimate downward based on new information and the extent of consumption, housing and investment deterioration it sees unfolding in the months ahead. For the European economy it has taken its earlier estimate of 2.1% down to 1.6%. This suggests that it sees the US crisis having an impact in Europe. China's rate of growth will be 10% down 1.4% from 2008 and the Middle East growth about 6% unchanged from 2007, Latin American growth 4.3% down from 5.4% in 2007. This suggests global growth outside USA will remain healthy. However its not clear what would happen if the idea of a recession in the US becomes likely with new information in coming months, and if this is introduced into the model how much would growth in China and the Middle East and India come down in that event. This is the kind of scenario that should also be available from the IMF to know the downside and whether the global growth would sustain till the US recovers from the housing and credit crises in years beyond 2009, given that it would take some time for the excesses there to correct themselves....

Risk is inherent in investing. It just needs to be understood well and grasped. There is a lesson in here that some risk is necessary, depending on one's risk horizon and it does not have to be Argentine bonds. Argentine 100 year bond and US Treasury 30 year bond returns 2017-2025 show quite a surprise.  50% return for 2017-25 on Argentine 100 year bonds vs -10% on US Treasury 30 year bonds. It shows the nature of emerging market risk says the WSJ- political risk. At one point the Argentine bonds showed a 50% loss, yet investors willing to stick through the downturn did better than expected, much better. The recovery did not start till Jan 2024 though, 7 years later. In this case the risk was the pandemic in addition to political risk of Argentine earlier defaults but the recovery took place years after the pandemic declined and with the election of Milieu as president.

U.S. health insurance company WellPoint Inc. will offer higher payments to primary care physicians. This is part of new strategy to reduce emergency room visits and costs after deterioration in a patients condition by relying on primary care physicians for better care at the outset. Payments to primary care physicians will be increased by 10%, with higher payments when the results show better quality and preventive care. WellPoint has a network of 100,000 primary care doctors. Physicians who meet certain goals such as lowering the overall cost of a patient's health care costs will be given an incentive of 20-30% of the savings realized. Silicon Valley Bank's investments in Treasury's did not appear to be risky yet these investments were in long term Treasury's that lost value when interest rates were increased by the US Federal Reserve. The market value of its assets declined leading to startups and other tech companies affected by the downturn to withdraw assets all at one time from the bank. The withdrawals amounted to about $42 billion last week leading to its collapse from running out of cash to pay depositors withdrawing their money. Unlike the bad loan problems of banks in 2008, a whole combination of such factors led to its collapse. With the collapse the FDIC will issue receivership certificates for the $155.1 billion in deposits  that were large and did not qualify for FDIC insurance.

Mr Yousaf Humza, the newly elected head of the SNP party is from the progressive wing of the party, continuing the work of former first minister Nicola Sturgeon. He was elected by 50 votes to 48 for Forbes who represents the socially conservative pro-business part of the SNP. The attention is now focused on how he can help people in Scotland with the cost of living crisis and public services, as Scottish independence has dipped in popularity. Labour, Liberals and Conservatives had two thirds of the Socttish parliament till 2011. In the last election Labour had just one MP. Labour can now structure its appeal to Scottish voters around the cost of living crisis as parts of the SNP feel being in the opposition for a change is in the long term interests of the party.

AP News describes Biden's long association with Irish poets W.B. Yeats and Seamus Haney. In an earlier presidential run in 2008 he said- "I believe with every fibre of my being that we have a chance to make hope and history rhyme." In the 2020 campaign this happened and Biden believes today that this is reflected in the hearts and sentiments of the vast majority of the American people.

Haney's poem uses these words in a translation of the Greek playwright Sophocles. From Haney's The Cure at Troy:

"History says don't hope On this side of the Grave

But then the longed for tidal wave of justice can rise up. And hope and history rhyme."
