New Yok has a mandatory foreclosure mediation program, with a 3rd party mediator working with the homeowner and the bank to achieve a loan modification. Of the 42,256 mortgages in New York approaching foreclosure since Jan 1, 2010, 75% went into the mediation process. Of this 80% achieved permanent modifications. In Connecticut 70% of 29,000 mortgages went into mediation with over 60% achieving permanent modifications for the same period. Where the mediation was optional as in New Jersey, only 20% of 50,713 mortgages went into mediation. In Nevada, another optional state, only 11% of 62,593 mortgages went into mediation. Mediation rates rocket when it is mandatory. One expert says that this is because mandatory mediation brings accountability and humanizes the process. By reducing the interest rate and making for lower payments the borrower stays in the home, and the bank continues to get its lower but consistent income stream compared to a default in payments. Today 20 states offer some form of mediation but only 2 states and 2 cities make it mandatory. This is happening in the disturbing context of a decline in troubled homeowners receiving assistance or modifications. About 470,000 homeowners received loan assistance in the 3rd quarter, down 17% from the second quarter, and down 32% from the same quarter a year earlier. The paradox is that one way to stimulate the economy that is not being tried is to mitigate losses in the housing market for homeowners and lenders. US president Biden's 2024 Budget places great emphasis on aid to workers and families in the US and shores up the Medicare hospital-insurance trust fund. He will do this by raising taxes on the wages, investment gains and self-employment income of people making more than $400,000 a year. Additional savings come from increasing the drugs on which Medicare can negotiate prices from 20 to 50 drugs.  Childcare- families making less than $200,000 a year will get subsidized child health care, the lowest income families paying nothing. Housing- Building and preserving 2 million housing units. Series of tax credits to make buying homes more affordable. College education- Reducing the cost of going to education with $12 billion allocated for this. Offering tution free community college. Family and Medical Leave- Federal paid family and medical leave program. Retirees- a $2000 cap on out of pocket cost of prescription drugs for retirees. Reduced taxes for under $400,000 income households- This would be done without increasing the deficits to extend the tax reduction from the 2017 tax cuts to households making less than $400,000 a year.     ...

The author of the study Youth in Germany Kilian Hampel says, German youth after the pandemic have increasing stress about soaring housing costs, inflation, war in Ukraine, and fears about old age poverty. This is similar to what is happening in the US. This will be a factor in the European elections. Though a lot is written about far right parties. Much of the work that remains is about ensuring fairness, and equity, tackling inflation and building housing. This needs greater investment than Germany is today undertaking. Much of the Greens and Socialist party plans to invest in the last federal election were stalled when they did not get a majority and had to depend on the FDP which is too conservative for making the investments needed in the economy. In the US Biden forged abipartisan effort and invested heavily in Republican areas in the south and west. A similar task is needed in Germany including investing in the East and in education, healthcare and building new infrastructure. Rail, road, airport and bridge infrastructure in Germany is dilapidated and only by investing in it can the economy gain strength to meet the aspirations of young people. ...

The Guardian sends its reporters along with UN special envoy on poverty Australian Prof. Alston as he spends two weeks in the world's richest country looking at poverty in urban areas.  They look at some of the 55,000 homeless people in Los Angeles, homelessness exacerbated by the tech boom in California that has sent housing costs skyrocketing. LA saw homeless people increase by 25% in 2017. The safety net is not being reinforced as the Trump administration cuts many social safety net programs. Next they visit the Tenderloin district in San Francisco where homeless people can be found at St Boniface Church sleeping in the pews. As the Guardian points out the cuts to social programs disproportionately hurt people of color who make up 39% of the homeless in the U.S. This report looks at the incongruity between the tax cuts that are likely to hurt poor whites who supported the Trump administration, as well as hurt the social protections that are part of today's democracies across the western world. This is most evident when one looks at the European Union. They were put in there in Europe for a reason- fairness is good for all classes, and most of all it protects democracies. Authoritarian regimes arise out of social dislocation from wars, or from lack of social protections and ineptitude of elites. Which is why a Lincoln or a Theodore Roosevelt from the Republican party supported fairness and social protections as much as FDR and Truman from the Democratic Party. The view expressed in this report in the Guardian is that the U.S. may have moved in the wrong direction under the Reagan and Clinton administrations creating the "me first" culture that prevails in the U.S. today. ...

The home ownership rate for the U.S. in March 2012, is 65.4%, the same rate as in 1997 before the housing bubble, according to the U.S. Census Bureau. The irony of this is that the housing bubble was inflated by politicians in Congress and mortgage lenders and purchasers of mortgage securities. Fannie Mae and Countryside worked together ostensibly to promote home ownership while pursuing profits. In the case of politicians they pursued goals of raising employment and growth without understanding the risks of artificially inflating home ownership, and without consideration for incomes of subprime borrowers. A less benign view of the interests and goals of politicians comes from reflections on the impact of political lobbying by Fannie Mae and other housing lenders in the U.S. Congress. The consequences in terms of foreclosures have been devastating for minorities as well as other middle class homeowners. It has also damaged the U.S. banking system, credit growth in the economy and prospects for recovery, which will take years to correct. The federal government is also saddled with large losses at Fannie Mae because of its quasi government agency role. That role led to inflation of the bubble. Most of the consequences will be borne by middle and lower income households in the U.S. The pass-through effects in a global economy affect Europe, and emerging market countries. ...

The PCE personal consumption expenditures index of the US Commerce Department is likely to come down slower than the CPI index by October 2023. The US Fed prefers to use the PCE index and this could lead to the Fed staying with higher interest rates for longer, says the WSJ. Medical care costs are likely to accelerate by the end of 2023, as housing costs decline. The PCE has a larger weighting for medical care costs than the CPI index.

DJT appeared on Oz's health show in 2016 as a presidential candidate, and sees OZ as a fellow tv show host, a kindred spirit with a passion for what he is doing. As head of Medicare and Medicaid after afailed effort for a Senate seat from Pennsylvania, Oz is still someone whit a keen sense for the politics as well as what is good for the healthcare of Americans. He shares apassion for good health as a goal for America that was held up by JFK, and his nephew Robert Kennedy Jr who now leads the Make America Health Again movement. Oz fervently believes the time for healthy America is now after many wasted years under Clinton/Bush/Obama when national interests were neglected for places like Bosnia in a historical conflict of Turks and Serbia that goes back centuries (Clinton), in the deserts of Iraq (older Bush), in the mountains of Afghanistan that claimed Brezhnev as a victim the younger Bush followed, two wars prolonged by Obama and closed by DJT and Biden. Something as basic as health and pharmaceutical prices was allowed to get as bad as it is in 2026 with prices through the roof. DJT's plan is to get the pharmaceutical companies to commit to certain prices, to the lowest price they sell the same medicine in Europe. This is what Dr Oz wants to see not just for the next 3 years but put into established practice for the future years.  Oz says about presenting the DJT plan on healthcare to Congress and the Nation- “We didn’t demand that they do it. We said, ‘This is something that is very popular and highly achievable.’ ” Healthcare costs, gas and automobile costs, energy costs, housing costs are all part of the 4-5 costs that are the key elements in the cost of living crisis or affordability crisis that is uppermost on the minds of Americans. Already the Medicare payments to insurers are going to be flat for 2026 compared to 2025, as part of policy to get costs down, push pharmaceutical costs down. ...

This Spiegel report looks at how far Germany has come in tackling the refugee crisis one year later in September 2016. It looks at the progress in several areas- housing, integration through language training, jobs and the labor market, school age children, crime, deportation, political scene and elections. Maintaining public support in the face of incidents such as the ones in Cologne and some terrorist incidents, the protests in cities such as Dresden, was tackled by negotiating a treaty with Turkey to turn back new refugees, and by letting countries in southeastern Europe such as Hungary to close routes used previously. Internal agreement with the Christian Social Union (CSU) and the CDU, led to a reduction in refugees granted asylum for each month in 2016. About 220,000 migrants were newly registered in the first half of 2016. Germany's EASY registration system shows 92,000 migrants registered in January and the number dropping to 16,000 in July.  Here are some of the figures on progress as cited by Spiegel. On BAMF, the Federal Office of Migration and Refugees- It has increased staff from 2300 employees in early 2015 to 8000, with many new offices opened, significantly more efficient than before. Housing- about a million refugees have found housing. Thousands of empty beds in emergency shelters and 1000 repurposed gyms are no longer needed. Smaller cities and towns have done better than large cities like Berlin, with hangars at Tempelhof Airport still housing refugees. Barbara Hendricks, Federal Environment and Building Minister of SPD party, has tripled funding for subsidized housing to 1.5 billion euros for 2018. Hendricks wants to repeal a constitutional amendment that shifts housing responsibility to states, so that the federal government is actively involved. Integration- BAMF head Weise estimates a shortage of 200,000 slots in language and integration courses. About 80,000 Afghans are not eligible for the programs. So far estimates by KMK representing education ministers of the 16 federal states, shows 325,000 children and young people integrated into school system in 2014 and 2015. Spiegel estimates 12,000 teachers were hired for this, and an additional 20,000 are needed says GEW. 58,000 daycare spots are needed for children arrived in 2015, and 9400 additional daycare personnel are needed. Wages have been raised. Jobs- The Federal Employment Office says 322,000 refugees were registered and seeking jobs in July 2016. Crime- Police crime statistics show 4% increase but when the asylum and visa related offenses are taken out the crime has not increased as it has appeared in the media. The events in Cologne had started a debate on this issue after teenagers harassed women near the Cathedral square. BKA Federal Criminal Polic Office says 1031 assaults on refugee accomodations happened in 2015, 665 in 2016. Incidents of Islamic terrorists happened in Wurzburg and Ansbach, and authorites have become more vigilant.  Deportation- the central register of foreign nationals has about 220,000 people who have to leave Germany. Because of wars in home countries 172,000 are still in Germany. Political scene- CDU and CSU sister parties have disagreements on immigration policy. There is fear about the country changing. Yet the new children in schools are only about 2% of the school children in Germany. As immigrants are mostly young people who will be required to take language training and integrate in schools and workplaces, the situation is different from the first wave of workers coming in from Turkey in early postwar period. Also lessons have been learned and integration is being required.   So has the most difficult period in this immigration crisis been put behind for Germany? It appears that this is the situation. Germany's economy was strong during the "wilkommen refugees" and it has helped the country deal with it better. The volunteer support certainly helped. State, city, and business leaders responded. What about the claims of Islamization. Because so many of the refugees are from a relatively progressive country such as Syria, and many from urban literate areas, combined with a policy of integration, this could prove to be a different experience for Germany. Because many left because of religious sectarianism or corrupt governments the immigrant mentality as a whole barring some exceptions, is likely different, seeking integration in a different modern culture that prizes the individual and respects his development. Over time and sooner than many realize, Merkel may be proved right when she says- "Germany will be Germany, with everything that is near and dear to us." When it comes to politics the CDU and CSU are taking the "homeland" theme as their own. Across the Atlantic Germany's example is being followed- as the number just a trickle about 4000 refugees admitted in 2014, has been increased to 110,000 for 2017 by president Obama, showing the power of the example in the face of adversity and skepticism. German culture and society tended to be insular and the experience of this type, difficult as it has been, and not something that was actively sought out, may have a positive effect. Particularly with the scarred immigrants who may want to embrace the new culture and not look back at what they left behind.   ...

Seattle has for the third year in a row more cranes in operation than New York. A single family residence rents for about $2600 a month, according to Zillow website, 25% more than in 2013. Seattle added 8750 units of housing, double that of San Francisco in 2017. The higher building rate, 22,000 units approved so far, helps to control the rise in prices for housing.

John Taylor challenges Ben Bernanke's defence of why he and Greenspan at the Fed kept interests rates too low for too long thus helping create the housing bubble. Bernanke ignored the Taylor rule which at the time would have called for increasing interest rates, using forecasted inflation which turned out to be too low rather than actual inflation as the Taylor rule would call for, and which had been used says John Taylor in the previous 20 years for proper central bank interest rate policy actions.

Questions are raised after a 16% drop in Faniie's share price and 18% drop in Freddie's share price whether the common equity in both will have any value left once the housing crisis has taken its toll. If capital raining by Fannie and Freddie do not get done at the right size which could be upto $46 billion of capital for Fannie and $26 billion for Freddie according to a Lehman Brothers report then the government may be forced to do something like takeover Fannie and Freddie leaving shareholders with pennies.

Amy Coney Barrett, Supreme Court Justice from Notre Dame University has children in grade school. She is the only Supreme Court Justice not having graduated from Harvard or Yale which says a lot about the lack of different backgrounds in the Court. It is therefore refreshing to learn there is someone who understands what it is like to shop for groceries and pick up children at school, who understands the everyday problems of cost of living and childcare, and housing.

"The day that I think I am better than the next person in the grocery store checkout line is a bad day,” Amy Barrett said in a 2022 talk.

Thomas Piketty is France's and Europe's best trained economist today with highly popular books, one on Capital, and one on Capital and Ideology. Piketty was trained at the London School of Economics, where Greens leader Annalena Baerbock of Germany was also a student, and today he is professor at LSE. His research has shown that for economic growth to happen after the pandemic European societies need to take the lead and build fairer societies where everyone has a decent living and a fair share of the pool of resources in each country. Piketty is respected by leaders that range from Biden and Scholz in US and Germany to president Xi in China. Biden's Families and Workers plan and Scholz's plan for dignity of workers and working class, and the Common Prosperity campaign of president Xi for greater investments in education, healthcare and housing are all inspired by Piketty and by the socially conscious background of these leaders. Prime minister Modi's plans for Jal Jeevan, cooking gas, to ease the burden on hundreds of millions of Indian women, for farmers with small land holdings in agriculture to improve output and use less chemicals, and for investments in infrastructure projects, housing, are also coming from similar concerns for growth and fairness. ...

China's housing developers are increasing the issuance of high yield bonds in 2013. European and American companies have issued $120 billion in junk bonds for Jan-March 2013. Chinese companies issued $8 billion to overseas investors for Jan-March 2013, increasing from $2.3 billion in junk bonds issued in the same period for 2012, according to Dealogic. Yields are dropping. In the U.S. yields have dropped from an historical level of 10% to 6% on junk bonds. The same pattern is seen for China's junk bonds. Yields for bonds issued by Chinese housing developers have dropped from 11-12% to 7-8%. Investors are taking on higher risks on these bonds and the current yields do not reflect higher risk, as the bonds are issued from overseas subsidiaries for foreign investors. As with the bankruptcy of Suntech Power, foreign bondholders could lose everything. These junk bonds are not backed by the company assets in mainland China, and local banks and creditors in China come first in getting their money back. ...

David Leonhardt on the policy errors of the Obama administration in managing the economy. Why he asks did the Obama administration not take the risks it took for "undeserving" recipients in the auto industry to provide significant help to GM and Chrysler and at the same not provide large scale and situation changing help to millions of mortgage holders who were under water? The housing crisis with millons of foreclosures depressing home prices has played a significant part in the lagging economic recovery. He points out that Obama economic advisors had read Rogoff and Reinhart's book "This Time Its Different," about the longer times it takes for a economic recovery after a housing bubble, and still made the mistake of believing economists who suggested that the stimulus by itself would be sufficient and that recovery was underway in 2010. Others in the Democratic party had pointed to the lack of focus on unemployment by the Obama administration. Why were such voices not heard?

Amar Bhide says its time the government demanded that bankers take time to know their borrowers rather than punch in a few numbers into some models on the computer. Especially because the government is now virtually the guarantor of all the obligations of the banking system, including housing loans, and this much is owed to taxpayers. He says the 2300 page Dodd-Frank bill for financial reform sets forth a whole range of new rules, requiring a lot from regulators to write and implement the details, but does nothing to put back the old-fashioned borrower-by-borrower banking prudence that is essential for US economy.

Transcripts released for the U.S. Federal Reserve's Federal Open Market Committee (FOMC) 2006 meetings show Fed chairman Bernanke and then New York Fed president Geithner ignored the risks of a hard landing from the mortgage and housing bubble. Geithner even went so far as to say about retiring chairman Greenspan, who also ignored the risks from the bubble and set the tone during his long period as chairman at the Fed: "I'd like the record to show that I think you're pretty terrific, too...And thinking about the probabilities, I think the risk that we decide in the future that you're even better than we think is higher than the alternative." In evaluating the risks facing the U.S. economy in December 2006, at the height of the bubble, Geithner stated: "The current weakness in the economy still seems principally to stem from the direct effects of the slowdown in housing on construction activity... The softer than expected recent numbers don't argue in our view, for a substantial reassessment of the risks in the outlook." The Fed chairman, Ben Bernanke, said at the first meeting in March 2006: " Strong fundamentals support a relatively soft landing in housing... I think we are unlikely to see growth being derailed by the housing market." When a Fed economist gave a presentation in March 2006 on the risks in Iceland, Bernanke said- "We'd like a full report on the Icelandic," at which point the rest of the group erupted with laughter. Iceland defaulted on its debts in 2008. Warnings about housing by Fed Governor Susan Bies were ignored by Bernanke and Geithner. Two highly leveraged Wall Street investment banks collapsed in 2008- Bear Stearns in March and Lehman in September- from the impact of the bursting of the bubble in housing and mortgages. When they collapsed these banks were leveraged at about 30 to 1, as most of the warning signs had been ignored by regulators including the Federal Reserve....

How the Australian Central Bank raised rates starting in May 2002, with the key lending rate at 5.5 % in July 2005, compared to 3.25 % in the USA. The idea was to control the housing bubble which has scaled back, with the Australian economy growing at 2% and this growth coming mostly from the commodities demand in global markets. Meanwhile the US central bank under Greenspan is holding onto the view that its hard to tell when a bubble is occurring, and it would hurt a healthy economy to raise rates to cool developing bubbles. Australia's central bank holds onto the other view that it is wiser to act now before the bubble gets out of hand. Governor MacFarlane of the Australian central bank said in aspeech in early 2003 that a "scaling back" of household borrowing and property development would be in "the longer term interest of the Australian economy." And the state of New South Wales, which includes Sydney, instituted a 2.25% tax on the sale of investment properties. This move discouraged speculators who bought and "flipped" properties for quick profits. By early 2004 a glut of downtown apartment units emerged in Melbourne, and the bubble began to scale back. During the height of the boom consumer spending was growing by more than 6% ayear, in 2005 this has slowed to 3.5% a year. Because of commodity demand, Australia was able to see growth at 2%, and still avoid the longterm effects of a bubble in housing markets by scaling them back. Patrick Barta closes with a reference to Texas in the 1980's and early 1990's, and Southeast Asia in 1997, when housing prices and the economy went down in tandem hitting employment in the oil and banking industries in Texas. In the case of Asia hitting the economies of some Asian countries with the fall of their currencies. He refers to the overstretched US consumer with load of debt, and the possibility of housing and the economy going down in tandem in the USA, similiar to what happened in Texas and Southeast Asia....
