She won her race against a 73 year old candidate who had the support of the Democratic party establishment. Proposals being considered by the Obama administration for overhaul of Fannie Mae and Freddie Mac. One proposal being considered is to keep Fannie and Freddie in a reduced role with safeguards such as an insurance pool of money created by a fee the firms would charge mortgage lenders and banks. The insurance pool would act as a fund to cover losses before the government stepped in. Another safeguard would be to require the firms to hold adequate reserves to cover potential losses. The earlier preferential advantage for Fannie where it ony needed to keep a fraction of the reserves banks had to keep would be eliminated. Under this proposal both firms would shrink their mortgage portfolios over coming years. The White House says it wants to see a winding down of Fannie and Freddie and let private capital be at the heart of a new housing system.

Changes for US and Asia, EU, to ponder on are happening in Swedish schools. It is back to books in Sweden as digital learning has not worked well so far and reading has suffered in some ways dismally. At younger ages books are better for reading and comprehension than screens. "We're trying, actually, to get rid of screens as much as possible," says the Education Minister. The government uses a slogan "från skärm till pärm,  in Swedish this translates to "from screen to binder". Later in 2026 a ban on mobiles in schools even for educational use goes into effect. Digital acts as a distraction and lessens concentration say teachers. Sweden scores on PISA tests have gone down since 2012. A new curriculum based on books goes into effect in 2028 and 157 million euros will be used for new books in schools. "Reading real books and writing on real paper, and counting with real numbers on real paper, is much better if you want kids to get the knowledge they need," say Swedish education experts consulted for the changes. Brandon Johnson not just won the mayoral election in Chicago but also showed that putting the community effort forward to continue fighting crime, distancing oneself from extreme positions such as unfunding police, and energizing the community through a grassroots campaign works. When people can see and feel the candidate and that he cares for them, is grappling with the problems, it is possible to come from behind, for an unknown candidate like Johnson to win. Julie Bosman talks to people in Chicago to show how this was done. Mr. Johnson, a public school union leader won over a well known Democrat Mr. Vallas who fought the election on tougher action to fight crime, winning 51% to 49%. Mr. Johnson carried wards with black majority population by over 80%. Johnson pitched voters on a public safety plan that went beyond policing while supporting police yet getting the community involved. Johnson also did well in white neighborhoods along the lake and in the northwest Hispanic neighborhoods of Chicago. Bernie Sanders was out campaigning with Johnson in the final days of the campaign. And Representative Jesse Garcia also supported Johnson in the Hispanic neighborhoods. Mr. Quezada, a Cook County Commissioner for the northwest side says people just felt- "we want to be invested in, we don't want to just be punished."  ...

Labor leader Starmer says he is not for abolishing tution fees in Britain because of the reality in 2023. Tution fees are capped in Britain at 9250 pounds a year. There are no tution fees in Germany and Sweden. A survey by the Higher Education Policy Institute shows only 28% of students want to abolish tution fees completely. 23% want to cut fees to 6000 pounds, 15% want to cut it to 3000 pounds. Two thirds of students want to see fees dropped to below 6000 pounds. Only 20% want to keep the 9250 pounds cap. This could mean Labor would  change this promise of abolishing to keeping fees at a very affordable level and target low income students with financial assistance. This report in the Times looks at Labor's promises and what is Kept and what is Broken. It is interesting to note that on support to labor, to workers and families, Starmer is as vigorous as Mr. Biden in the US. This is true also of supporting incomes of workers and families including increasing wages to meet the cost of living crisis. Labor is also keeping its promises on Climate Change. It is taking a look at nationalizing rail, water and other services based on how much it will cost and what the benefit is, what can be done in other ways to ensure services are provided at quality levels and prices that are good for workers and families. ...

Mossberg says look for 500 gigabytes of storage, 4 gigabytes of memory, an i3 to i5 or i7 Intel processor, in buying a PC or laptop. He suggests waiting till fall 2012 for the new Windows 8, and summer 2012 for the newer PC's designed to use Windows 8. This will be a big change from before, because Windows 8 is designed to use the touch feature of tablets. Ultrabooks are a bit pricier, making PC's and laptops the lower cost option. Laptop makers are trying to increase margins on the machines. Mac's also will get a newer operating system called Mountain Lion by the fall.

Lawyers Buchheit and and Gulati help Greece design a legal agreement that writes in a new collective action clause. The collective action clause ensures a 95% participation for the bond restructuring deal Greece is doing in March 2012 to cut its debt to sustainable levels. A similiar deal could be designed for Portugal says Mitu Gulati, a law professor at Duke University. Because Greece's bonds are written under Greek law, writing in a new collective action clause is a legal mechanism for achieving a meaningful debt reduction and bond restructuring deal- this is something Gulati and Buchheit figured out because of their expertise in this field. A joint paper by Buchheit and Gulati in 2010, first explored the way in which private bondholders of Greek bonds who reject a bond debt restructuring could be forced to accept the same losses as other investors who accepted the deal. They are now advisors to the government of Greece. In early 2011 there was serious discussion that the Brady Bonds debt restructuring for Latin American debt of Argentina, Mexico and Brazil of the 1980's, under which private investors traded in their old bonds for new bonds with longer duration at reduced interest rates and lower value- reflecting voluntary losses accepted by bondholders- was the approach needed for Greece, Portugal, Ireland and other eurozone countries. Then U.S. Treasury Secretary Nicholas Brady took the lead- in Landon Thomas Jr., NYT, 11/30/2010. Bondholders held out throughout this period, with Charles Dallara, one of the architects of the Brady bonds restructuring, hired by European banks to negotiate on their behalf. It was only when German Chancellor Merkel delivered an ultimatum by telling Dallara "this is the last offer," during a late night meeting on Oct. 27, 2011, at EU headquarters in Brussels, was an agreement reached on serious debt reduction- in Walker, Forelle, Meichtry, WSJ, 12/30/2011. Scott Kupor, head of Office of Personnel Management for federal workforce, says only 7% of federal workforce is under 30 years- he plans to bring younger people into the government. In 2025 383,000 people were laid off and 123,000 hired. Now the government agencies are recruiting new people based on the new priorities of who should be hired, including bringing in younger people who are underrepresented in the federal workforce and can bring new energy and knowledge to the federal agencies. Kupor wants to rebrand the government as launchpad for college graduates and early career professionals,  and bring in people in health care, program management and technology roles, says The Washington Post.
