Wilkinson of The Times looks at the period 1980-2003 when Jordi Pujol ran the state of Catalonia in the years following the 1975 return to democracy from Franco's dictatorship. Jordi Pujol confessed to $11 million in embezzlement with Andorran bank accounts a decade back. Some reports say $290 million. This report looks at views in Spain that the shift to Catalan nationalism under his successor Arturo Mas was an effort to keep his party in power by appealing to nationalist sentiment. This led to the 2007 independence referendum, and shows how fickle public opinion can be, how it can be moved in different directions to the detriment of the people, the local region and the country by unscruplous politicians. In May of 2024 sentiment in Catalonia shifted as shown in the adjoining article from The Times. The Socialist party of Pedro Sanchez and its leader in Catalonia Salvador Illa became the largest party in the May 2024 elections. The separatist party of Pujol and Puigdemont winning only 39% of the vote.  Pujol is being rehabilitated, the Catalan independence movement having run its course and dissipated, the best course for Sanchez and Spain and the People's Party opposition in Madrid being to close this chapter, as the Catalan people become wiser.   ...

Ms. Annegret Kramp-Krarrenbauer, elected leader of the CDU party in 2018 with the support of Angela Merkel, will not run for chancellor in next years election and will resign from her position by the end of the year. She will continue as Germany's defense minister. After losses for the CDU in recent elections and the embarrassment of local CDU leaders in Thuringia supporting the far right AfD, AKK as she is known decided to step down. Angela Merkel has decided not to run for chancellor again. Germany is set to chair the EU in the second half of 2020, and Merkel is no longer seen as a leader of influence. The Nationalist Alternative for Germany AfD has gained votes in recent elections following the 2015-2016 migrant crisis, with large numbers of refugees from North Africa and Arab world landing in Greece and Turkey and walking to Hungary, Austria and Germany. Merkel's handling of the crisis with acceptance of a million refugees in 2015-2016 unsettled European and German politics. Why? One way of looking at it is that in the same way that the U.S. took in Chinese imported goods ending in the Trump tariffs war, at some point it just becomes too big to handle. That ended up at $1 billion a day in imports from China when president Trump called it off and accused Obama Democrats, Bush Republicans, of betraying the country. Putting it into perspective Germany with one fourth of the population of the U.S. took in about twice the number of refugees in just one year 2015-2016 that the U.S. took in 10 years 2005-2015. The U.S. took in 675,000 immigrants between 2005-2015. This is as if the U.S. took in something like 20 million immigrants in a short period of 1 year on an equivalent basis- though the cultural impact is even greater in a nation like Germany that is like Japan an historically immigrant averse nation. All this happened too quickly for Germany to handle for its fragile cultural fabric. Much of the initial outpouring of support and positive sentiment came from the sense of having gone through World War II and the refugees in that and the early post war period, the need to return in the same spirit support Germany had received. Over time it eroded support for the Christian Democratic Union and Merkel. That Merkel could have done this is itself a small miracle. Now the rebuilding has to begin. Adenauer's CDU and the socialist SPD party of Willy Brandt now have less than 50% support, only with the Greens Party do they make up 50%. The question now is can the CDU, and the SPD which has fallen to 14% in elections, make it back and what kind of future makeup political parties will have in Germany, how the social fabric can be restored. AKK's achievement is to mend relations between the liberal Merkel wing of the CDU and conservatives from Bavaria (CSU) over immigration.  Candidates for CDU leadership are Armin Laschet, Jens Spahn, and Friedrich Merz. Laschet premier of North Rhine-Westphalia has Merkel's support. Looking back too much attention was taken up by the euro crisis, and too little was done in the areas of infrastructure, inequality gaps, education, child care, under Merkel's leadership and of the preceding SPD years, much like what happened under Bush and Obama administrations in the U.S. where wars, economic crises led to neglect on issues that affect lives of ordinary working families. ...

In August 2008 Russia invaded Georgia and established the independence of the 2 breakaway countries of South Ossetia and Abkhazia. Georgia tried to enter NATO that year but the French and the Germans objected, and the U.S. did not want to commit deep in the Caucasus region. In the 2012 election the anti-Moscow government of Mr. Saakashvili was replaced by a government that sought friendly relations with the West and with Russia. There are still no embassies between Russia and Georgia. A special representative to Russia was appointed in the new government of Mr. Bidzina Ivanishvili, a billionaire who made his money in metals and banking in Russia. Saakashvili is now a Ukrainian citizen and is a governor of Odessa province, on the Black Sea, with separatist influence. Russia's trade ties with Georgia, a destination for Georgia's exports including wine, are gradually being restored after a trade embargo imposed in 2006. The trade embargo was lifted in 2013. The representative to Russia says its no use keeping the illusion of NATO membership even though it is an objective, as Georgia has to defend itself, the consequence of being in a difficult region. The strident anti-Russian rhetoric is now muted, as Georgia rethinks its relationship with Russia and the West to live in a difficult neighborhood. Ukraine went through some wild swings with the Orange Revolution, and the change in government to a pro-Russian government that jailed the earlier leader for corruption, leading to the protest movement calling for close relations to the West, the collapse of the elected pro-Russian government followed by the election of Mr. Poroshenko, and the Russian intervention in Ukraine in 2014-2015, leading to western sanctions on Russia. The sanctions end in Jan 31, 2016. The situation in Ukraine may stabilize where the NATO readiness force and German chancellor Merkel's call for "a persistent NATO presence in the Baltic states," lead to a situation where Russia determines the best course is cooperation with its neighbors, and trade, economic relations....

In this long interview he answers questions from Le Monde. He says US may withdraw its 80,000 troops from Europe in NATO. This will require European forces and European nuclear deterrent. In 1966 De Gaulle's successor president Pompidou said- "France must be returned to itself. Thus we are serving Europe and preparing the re-emergence of Europe so that it can play its part. Do not imagine that we are changing sides. We are against hegemony and so do not intend to favour Soviet hegemony, nor does our attitude towards the war in Vietnam encourage Chinese hegemony in that part of the world." Hollande says if this US withdrawal of troops from NATO happens will Article 5 will then apply to Europe? Hollande's answer is "it is upto us to prepare. Even without him."   On Merz's election as Germany's leader- Hollande says we will have to broaden the geographic scope of our deterrent force. Merz has expressed interest in nuclear deterrent from partners UK and France, France having proposed to Germany a mutual nuclear deterrent under president Pompidou, a successor to president De Gaulle in the 70's. ...

The U.S. trade dispute with China takes a new turn after tit for tat tariffs, with the U.S. president Trump claiming that China was interfering in the U.S. midterm elections. This plays into the narrative in China that the U.S. does not want to see China's ascent as a global power. President Trump and Trade Representative Lighthizer have singled out "Made In China 2025," China's plans for tech leadership as a serious issue for the U.S. President Trump made his claim in a speech at the United Nations, saying that he was "the first president ever to challenge China on trade."

Many of China's tariffs on U.S. exports are targeted at agricultural products such as soyabeans and corn in heavily pro-Trump states, and in rural areas where the Republican party has a significant base.

This NYT analysis of fund raising by the Republican and Democratic parties for the 2020 election campaign shows Republicans hardly raising any money from people with incomes over 250,000 and very little from incomes over $200,000 with most funding coming from the base white working class and lower and upper middle class. For Democrats fund raising is significant at the levels of income over $200,000. Geographically the Democrats get most of their funding from the east and west coast areas.  This reflects the changes in the parties starting in the the 2008 elections when higher income groups in software, finance, and in professions of law and medicine and Silicon Valley tech shifted to Democrats. The Democrats also held onto minority votes. In 2016 this changed with a sharp turn with tech on the west coast and finance professionals on the east coast shifting to the Democrats. The PPP agreement under Obama favored tech over the auto industry, and renewal fossil fuels such as solar were favored over the oil industry and fracking. In 2016 this helped shift the votes in Michigan and Pennsylvania to Republicans. Older manufacturing industries, oil and fracking were supported by Republicans who pushed back against ceding global dominance in manufacturing to China. By 2020 these changes are now entrenched with white working class voters in industries decimated and communities destroyed by foreign imports mainly from China, supporting Republicans. Republicans under Trump have made regaining the manufacturing leadership of the U.S. that was the situation after World War II, a top priority for the U.S.  The minority vote shifted with Hispanics moving towards Republicans to a much larger degree than before. The urban rural divide is similar to Europe where the similar impact of foreign imports mainly from China have destroyed older industries and led to sharp decline in older towns and communities outside major cities. This is the situation facing the U.S. and Britain, France, Italy Spain, and Poland. Germany as a manufacturing country dependent on exports is also affected but to a lesser degree. The unwholesome aspect of this is that the larger urban areas are divorced from the rest of the country  and rural small towns, smaller cities. In some form reintegration has to take place. The vast majority of the working class classified in today's terminology as the less educated lacking a college degree and white are  paradoxically with Republicans, and the wealthy professionals and industries in software, finance with Democrats. Nothing makes this more evident than a quick look at the map of the U.S. with blue on the opposite coasts for Democrats and mostly red in between and in the south. This is unprecedented in American history. A rising tide that lifts all boats in the U.S. and the return of the U.S. to the position it held after World War II could change this in the next decade. ...

U.S. president Nixon's lawyer John Dean who testified against Mr. Nixon writes in the NYT about the parallels between his testimony and the testimony given this week by Mr. Trump's lawyer  Michael Cohen. 37% said Dean's testimony was credible and 35% said Cohen's was credible in polls.

Dean says the number of people who surfaced supporting his account increased and it is likely to grow for Mr. Cohen's account. 

John Dean says he found one line in the Cohen testimony worth remembering from Cohen's closing statement. It refers to the authoritarian type of presidency he says he finds in the Trump presidency. It said that Cohen thought that if Mr. Trump loses the election in 2020 there would not be a peaceful transition.

On Immigration she makes a pledge to sign the Lankford Biden immigration law the first in four decades that closes the Border with Mexico and fixes asylum policy. "But Donald Trump believes a border deal would hurt his campaign. So he ordered his allies in Congress to kill the deal. Well, I refuse to play politics with our security. Here is my pledge to you: As President, I will bring back the bipartisan border security bill that he killed. And I will sign it into law." Trump blocked it for personal advantage at the elections to use this as an issue which has blocked a permanent solution. Confirming this is a month old interview in NYT by Republican Senator Lankford saying the legislation he drafted would have passed Congress in December 2023 and signed into law by Biden. It came up in Congress in February by this time Trump was made nominee of the party and he blocked it so that he could use the issue in an election. This says a lot about character and more than mere fact checks shifts focus on the characters of the two people running. Steve Kerr coach of the men's basketball Olympic team says decency humility, values and character, a clear authenticity are essential in a leader. People ask yourselves what you would have done in this situation, and what would Kamala have done, would she have blocked a bill that would permanently fix the Border and change US asylum policy?  Biden went on to do this by executive action bringing migrant flow numbers down to where they were under Trump and Obama, and more than that put together a bipartisan bill with Republican Senator Lankford that Kamala can now sign into law.    ...

No one in Northern Ireland wants to go back to the sectarian clashes of the twentieth century says one resident of the region. Most people recall the divided barricaded border with watchtowers and helicopters with extreme anguish. All that was dismantled long ago. But Northern Ireland still looks to the outside for help. Will president Biden bring new investment in the region? Can the Sinn Fein and DUP be persuaded to work together with US participation. A new generation has moved away from the sectarian to the economic issues of the cost of living and provision of public services in education and healthcare across the region. This was affirmed by Sinn Fein winning 27 seats the largest bloc in the 2022 election where focus was on economic issues and the quality of life. Because of Mr. Biden's very personal connection to Ireland there is much hope in Ireland for a new chapter to be written again. There is also a different sentiment in Britain with Keir Starmer's experience as human rights adviser to the Northern Ireland Policing Board. Starmer attributes his decision to go into politics to this experience seeing the changes he could make in Northern Ireland from the inside. The switch to a government by Labour could come at a good time for Northern Ireland and for Scotland.  ...

The Republican party (GOP) chances with Trump as the candidate in 2024 are seen with much skepticism by Karl Rove in the WSJ. Republicans need to keep the presidential field of candidates not too crowded for too long, as pluralities in primaries led to Trump winning a large share of delegates even with about one third of the vote in the early primaries for the 2020 election. Another challenge is the work of Trump supporting leaders in states such as Michigan who want to select delegates by convention and not through primaries. Ron de Santis, Governor of Florida, is seeking the Republican nomination, and faces a strong challenge from the former president. De Santis, 44 years, is from Dunedin, Florida, His mother was a nurse and his father installed Nielsen TV rating boxes, with great-great grandparents immigrating from Italy Benevento, Avellino) in 1904. He studied history at Yale and went to Harvard Law School, Navy Justice School after joining the Navy. De Santis was elected to the US Congress in 2014 and 2016 where he served as the chariman of the sub committee on National Security. He founded the Freedom Caucus in these years. In 2018 he ran for Governor of Florida winning by 0.4%, running again in 2022 he won by about 20 percentage points. ...

Ukraine's general election in March 2019 comes at a time of very low confidence in government. Only 9% have confidence in the government dropping from the 24% at the time of the 2014 protests. The problem is mainly corruption with the Wold Bank pointing out that politically connected firms control about 20% of the revenue and 25% of the assets. The major candidates Ms Tymoshenko a former president, and Mr. Poroshenko current president have about 18% support. A comedian with a television show in its third year called "Servant of the People" has about 25% support, and is leading in the polls. Lack of political experience was not an issue.The hope raised five years ago have not been realized as Ukraine suffers from crony capitalism and corruption. The war in the east has affected Ukraine's economy. Since 2013 average wages have fallen 20% to $320 a month and gas prices have gone up 8 times during a period of the conflict with Russia. The 2014 protests led to the fall of a Russian backed government, Russia taking over Crimea, and the war in the east with separatist rebels. Mr. Poroshenko's government has failed to move quickly to tackle major problems in the economy. ...

Walz was vice presidential candidate under Harris for the presidential election won by DJT. Political infighting and a alleged misuse of state funds have complicated the efforts. DHS Secretary Kristi Noem says today that the federal law enforcement by DHS had worked in Tennessee in cutting crime and made the city of Nashville safer, that there a Democrat Mayor had cooperated with federal law officers.She says about 490 people with criminal records were released into the city of Minneapolis by the state and local authorites under Walz and Frey, and not turned over as requested by DHS and Noem, under US law. On January 24, 2026, a man with a handgun and magazine of ammunition was in protests and in a confrontation with law enforcement was shot by a 6 year veteran of the federal law enforcement force. ...

Senator Rand Paul made this the centerpiece of his campaign for the U.S. presidential election of 2016. The emergence of a national party in India is the subject of this editorial in The Hindustan Times. The Indian National Congress led by Mohandas Gandhi led the way to transitional home rule in the 1930's under the British, independence in 1947, with the party running India till 1962 under Mr. Nehru, one of Gandhi's assistants. This was followed by a breakup of the party into different factions with one faction led by Nehru family forming governments under Indira Gandhi, and her son Rajiv Gandhi. This faction then lost its popularity in the Hindi speaking heartland of Uttar Pradesh, Bihar and became a regional party with presence only in a few states of India and very little in the south. By 2014 a new party the Bharatiya Janata Party had emerged that had a strong presence in the Hindi speaking heartland of Uttar Pradesh and Bihar, Madhya Pradesh, Rajasthan, Gujarat, and in the northeast of the country. It still lacked a strong presence in the south. This has happened in the 2020 Telengana elections, says Hindustan Times. By getting a strong performance in the Hyderabad region the BJP now has a strong presence in Telengana, Andhra Pradesh, and Karnataka where Bangalore is located. Only Kerala and the Tamilnadu region around Madras, have their own regional parties in government. In the east the Bihar elections showed BJP as the leading party to form government to push the development agenda in Uttar Pradesh and Bihar. It is now well positioned to take this theme of rapid development to West Bengal state around the Kolakata (Calcutta) area, a state that has lagged far behind in development under a regional party that was an offshoot of the Indira Gandhi faction of the Congress party. As is common in India national political parties split into factional parties with infighting that split again into purely regional parties. This has further undermined the them of development through failed governance in India. The BJP under the current prime minister is now the exception to this because of its themes of health, governance and development, with Development at the top of the triangle supported by Health and Governance at the base of the triangle. The BJP which started out as a small business oriented upper caste party also changed its image under prime minister Modi. The slogan "Sab Ka Vikas, Sab Ke Saath," (Development for all, with all) has given the BJP support of the lower castes, the Scheduled class and the backward castes in India. This make it a truly national party with support across all socioeconomic and demographic groups. The prime minister's own background growing up working in his father's tea shop near a railway station in Gujarat has also given the party a new image of being with the working classes and the average man. His experience in Gujarat delivering on development projects and infrastructure, energy, has also given the word "development" new meaning for a modern India, very distant from the period when poor governance failed to deliver on development and modernization. Bold moves have cleared the way for a nationwide approach to development, yet decentralized, with rapid development based on accumulation of technologies, human skills, land and capital. A singular focus on the needs of the ordinary people is evident when the prime minister talks about the effect of firewood burning stoves used in cooking by hundreds of millions of rural women for their families. He says the smoke from burning this firewood in the home has the effect of smoking 400 cigarettes for each woman. Rarely has this happened since Mohandas Gandhi took up the situation of village women in the backcountry and lack of clothing in the period under the British.   ...

It can be a bit overwhelming, time for a pause, to close the Borders in Europe and in US, to do it together as a Nation. Republican Senator Lankford and senior members of Congress   negotiated the legislation to restrict immigration and close the southern border. It would be signed into law in January 2024 by Biden says Lankford in NYT after 30 years of inaction. The negotiated bill came up 2 months later in March by which time it was stopped by Trump Republicans as an issue for the election. Harris promise is to sign it into law, close the Border. Meanwhile in Springfield Ohio, population of 80,000 in 1960 declined to 59,000 in 2020 dropping 25% over the 60 year period with the decline of the Rust belt towns in the midwestern region of the US. A program that protects people from gang related violence in home country legally allowed 15,000 Haitian immigrants to settle in the city, people who now drive Amazon delivery vehicles and work in nursing occupations and in restaurants, in towns that have severe staff shortages. WIth the influx of refugees from Venezuela at the southern border, this has created anti-immigration sentiment in some parts of America, even as some of the refugees work to fill shortages in traditionally Republican states such as Kansas, as shown in the WSJ, that have decline in population and face severe staff shortages for bus drivers, restaurant workers, and hospital workers. Elise Stefanik of New York will become the National Security Adviser and US Representative at the United Nations, which means by February 2024 till new elections are held for these 2 seats the House will be 2017 to 2015. At that point a single defection would risk blocking legislation.

The EU has pushed the date for France to reduce its deficit to 3% once before -to 2015 giving France 2 more years.  Americans in the southern states forget that president Kennedy made the famous statement about "a rising tide lifts all boats" in Arkansas, a poor southern state, saying that America must invest in all regions in people in all parts not just in well off northeastern states. In a handful of southern states expanding Medicaid to about $43,000 or 138% of the federal poverty level for a family of four is now being taken up by Republican leaders who show new openness- in Alabama, Georgia and Mississippi. Hawkins calling it the greatest Ponzi scheme devised and Kelly telling this reporter that she has included a work requirement so there is no excuse for not doing this. Republicans are coming around and so are states in other places. Missouri, Nebraska, and Oklahoma, states that lie next to Kansas have approved this through ballot initiatives. Consider that the Kansas Health Institute a research group, says 70% of the people becoming eligible for Medicaid expansion are working. Many are restaurant business workers who cannot provide proper medical care to children who form the next generation of America. And hiring in rural hospitals would expand for health workers instead of layoffs in southern states lifting financial strain on rural healthcare with additional Medicaid funds. The back and forth exchanges happened with Democrats Adam Schiff and Hirano. With Padilla Pam Bondi was not given the opportunity to respond as he insisted on a yes or no answer. Democrats Schiff wanted to know whether she would investigate Lynn Cheney or Jack Smith. Bondi said she had not seen the file and it would e improper for to say anything without studying the matter, and that she did not want to drag politics into the work at the Justice Department as had been the situation before.
