Like Japan China is looking to wean its exporters away from dependence in the export markets- one of the steps agreed on at G-2- in Pittsburgh- and increase spending by Chinese consumers to buy more of the same products at home. Bicycle manufacturer Tandem has lost 40% of the American sales, now it is looking to the Chinese market as incomes are rising in China. As Tandem's general manager puts it in the US the shift is now to buying cheap things. Chinese exports after rising 20% each year for years, recorded a drop in August 2009 of 23% down over August 2008. In China urban household spending was up 9.2%. THe savings by American households jumped to an annualized $566 billion in the second quarter of 2009, quadruple the rate at the start of 2008. Batson gives this account from Shunde in Chinawhere Tandem has it head offices. He talks with managers at Tandem and sees the struggle within the company to some up with anew mindset, and organization, to sell bicycles in the domestic market where other bicycle manufaturers like Giant Manufacturing Company of Taiwan already have a large share in the high end market. Mr Tseng had to convince his fellow managers and the board that it was a good idea, as the domestic market is tough to pentetrate, kickoffs are common, and competition is intense. Tseng says Tandem will approach first the children's market where competitors haven't focussed, and treat as atoy for kids. Tandem will bring higher quality better built bikes into this market. And this is similiar to what it sells to American kids with lots of colors and funny names. Tandem managers aren't sure Chinese distributors or retailers will pay enough attention to their bicycles so they decided to open astore in Shunde and start small and scale up. Tseng says that Tandem will have to pay its tution first and learn about the market. This means it will still continue selling to America and Europe. Chinea's government is now encouraging these efforts to target the domestic market with tax breaks and coupons. But as China and Japn also become more inward looking economies and trade inside Asia increases, the domestic demand is not enough to make up for the loss in the American and European markets. The US and Europe each put in $9.5 trillion into the global economy, even at their current recession diminished pace, compared to the $1.5 trillion spent by Chinese households. The "cut, cap and balance" pledge of Republican candidates for the presidential election of 2012. The current House version requires capping federal spending at 19.9% of GDP by 2018. This say House leaders is in accordance with the average spending levels for the last 30 years. It would have to come down from 24%. The U.S. Census Bureau shows incomes of American households, the median household income, surged in 2015 by 5.2%. This increased by $2800 to $56,500. This is the largest increase since 1967. It shows that steadily improving employment and hiring is leading to improvement in incomes for the middle and working class. Ris in minimum wage has also helped . The largest increase was for the lowest 20% of the income tiers. Full time working women did better than men, with increase annually of 2.7% for women, and 1.5% for men. Nocitizen incomes increased 10.5% to $45,100, native born households went up 4.4% to $57,200. The number of people without health insurance also declined from 33 million or 10.4% of the population to  29 million people or 9.1%. Another way the changes are helping lower income households is the decline of the official poverty rate to 13.5% in 2015 by 1.2 percentage points from 14.8% in 2014. Through a series of small incremental steps the path is being set for a recovery of household incomes for the middle class and working class. A bright spot is that the improvement has affected all age groups, household types, regions and ethnic groups, though among full time workers women did better than men. The Romney story says this editorial is one of a turnaround- of a kind patiently nurtured from his days turning around businesses as a management consultant. This one was different and probably required a lot of soul searching and courage to take up new positions. As a technocrat, says the Journal, Romney would have been more comfortable with a room full of IQ's going over spreadsheets of numbers. He tried to do this by not taking up specific positions till the need to convince voters, first in the GOP base and then centrists and independents after the convention, forced Romney to make the reassessment and turnaround he needed to make. In November 2011 he accepted the Ryan position that Medicare needed changes, and in Feb 2012 he took up the case for lower tax rates and cutting deductions. In October 2012 came the first debate, with it Romney abandoned his reluctance to put forward a plan for the economic recovery and put forward his five point plan. That was the turning point in the campaign but all the other steps including the selection of Ryan, a Congressman from a working class district in Wisconsin, agianst the advice of advisors, were leading up to this turnaround. This was likely the most difficult of turnarounds, even searing in its soul searching as Romney scribbled "Dad" on paper at the lectern before the first debate- turning back to beginnings he had doubted for so long....

Jeb Hensarling (Tex.) are lobbying Republican party members in Congress behind the scenes to accept $300 billion in taxes as the only way to get an agreement on debt reduction in the Supercommittee. This would be part of a plan that addresses entitlements, and changes the tax code to lower rates and reduce tax expenditures by closing deductions and loopholes. Senate Minority Leader Mitch McConnell offered a way out of the stalemate in talks between the Obama White House and Republican leaders Boehner and Cantor. McConnell's proposal designed to meet the August 2nd 2011 deadlinefor raising the U.S. debt limit is to give the President new authority to raise the federal debt limit. It would place the entire responsibility for raising the debt limit on the President. Under this proposal Republicans would not have to vote to raise the debt limit. Republicans can then shift the effort for large spending cuts to the congressional appropriations process.

Jan Corzine, Governor of New Jersey has talked to governors from the states of Ohio, Michigan, Wisconsin, New York, and Massachusetts about how best to execute an effective economic recovery stimulus program with the federal government. Here are the ideas they have come up with. The stimulus should cover five areas, infrastructure, countercyclical programs, housing, education, and middle class tax cuts. The principle to keep in mind is to take advantage of the strengths of the federal government and of the state and local governments. Infrastructure investment should be intelligent ones to modernize the capabilities of the country for the next phase of development and competition in the global economy and in making far reaching changes in transportation and energy for sustainable development in a global economy. A key point of Corzine's here is that safety net social programs will need to be shored up or the stimulus effects will be lost. Over the 2 years 2009 and 2010 he suugests the federal government boost its countercyclical spending by at least $250 billion. And it should do this by increasing the federal medical assistance percentages, federal share of Medicaid costs and other health care related programs such as reimbursement to hospitals for treating the uninsured, Temporary Asistance for Needy families, and child care grants. He proposes doubling the federal funding of unemployment trust funds under the Unemployment Insurance Modernization Act, with incentives to cover vulnerable low-wage and part-time workers who are often denied unemployment benefits. Corzine emphasizes this. That even if the Obama administration puts large sums into infrastructure spending, cutbacks in state and local safety net programs would cancel out much of the effect of the stimulus. The reason is simple while the federal government is adding to jobs on one hand, the states without the money would be cutting back jobs and services. This point will be critical in making the stimulus work. The other point Corzine appears to emphasize by quoting Roosevelt at Oglethorpe University in 1932, is that bold experimientation not clinging to rooftops in the flood, will be needed....

Strong criticism from Attorney General Luisa Ortega, and dissension inside the government, led to the Supreme Court retracting parts of its decision to nullify the powers of the legislature. Ortega called the move "a rupture of the constitutional order." Most of the judges are appointed on the court by the Maduro government. Strong criticism by the OAS calling it a "self inflicted coup", by other governments in Latin America, also led to retracting parts of the decision by the Supreme Court. Nicholas Maduro succeeded Mr. Chavez who was the democratically elected president of Venezuela from 1999 to 2013. Maduro narrowly won the election in 2013 by a margin of about 1.5% over Henrique Capriles. In 2015 in National Assembly elections the opposition parties won a majority in the National Assembly. Protests against the Maduro government were followed by a recall attempt in 2016 which was suppressed. Inflation and economic conditions in Venezuela worsened under Maduro with the collapse of oil prices. The devaluation of the currency, high inflation and shortages of basic goods have led to widespread protests. As the situation worsened the Supreme Court in support of the government gradually chipped away at the powers of the National Assembly since 2016, leading to the situation in April 2016 with  the effort to strip the Assembly of all powers and remove the immunity from prosecution of legislators. Maduro is a former bus driver for the city of Caracas bus system, and a trade unionist. He was part of the movement supporting Chavez release after a coup attempt, foreign minister 2006-2013, and appointed Chavez successor in 2012.  Max Fisher and Amanda Taub of the NYT go on to discuss the writings of political scientists, including Dutch expert Cas Mudde, who pointed out that populism often starts its climb because established institutions and elites have become unresponsive to pubic needs. Yet the replacement is with what starts out as an effort to bring fairness- yet ends up creating another elite, suppressing opposition, and creating a new set of problems, even threatening the institutional framework of democracy such as elected assembly as happened last week in Venezuela.  In Venezuela the Chavez populist movement was initially intended to reduce corruption in the court system, the established parties control over media, and ensure oil revenues were used to provide services to poor regions and neighborhoods.  In the process over two decades it introduced a system that set up a Bolivarist class of its own based on socialist goals, failed to integrate the economy into the global economy for modernization, and created an overdependence on oil revenues that hurt the country when prices dropped sharply. High inflation, corruption, shortages of basic goods, and an economy slipping behind neighboring countries in Latin America, are the result by 2017. Seeing the situation in Venezuela in the context of current populist trends in the U.S. and Europe may be a stretch because the situation in Venezuela is unique to Latin America in some ways and is from an earlier period. High inflation, collapsing economy, debt problems and mismanagement of the economy, devaluation of currency, are problems faced by Brazil, Argentina, and other countries in Latin America, happening under conservative as well as populist governments since the 1960's. It is different in two respects, the disconnect with the global economy that prevents modernization, and the trend towards authoritarianism, as seen in Venezuela.     ...

Passed by Congress in 1964 the original bill for SNAP excluded sodas and luxury drinks, but had Sodas added back in by the Senate. By lobbyists even in 1964? SNAP schools program falls under the Agriculture Department. Democrats as well as Republicans appointed Agriculture Secretaries and not one took the action to get sodas excluded, to let states request sodas be excluded and approve it, not the Democrat a Carter, a Clinton, or an Obama, or a Republican a Reagan, a Bush, or a Trump (first term) took the necessary action. In 2025 Brooke Rollins is Agriculture Department Secretary. Arkansas Governor Sarah Huckabee has seen the damage sodas can cause in her family. Rollins on her first day in office has finally acted- after 61 years when the original intentions of the SNAP bill's creators were confounded in the Senate.  On her first full day in office, urging them to propose pilot programs testing changes to food aid.
