The P5+1 talks with Iran are stalled and not ending in agreement by August 2012. U.S. Federal Reserve chairman Bernanke, says the Fed will keep interest rates low till unemployment reaches 6.5%, as long as inflation remains at about 2%. If unemployment reaches 6.5%, and this is because more people are dropping out of the labor market, he will take this into account. If unemployment stays high the Fed indicated in its statement that it would tolerate a higher inflation of 2.5%, as long as the longer term outlook was for inflation to be at 2%. Bernanke said this doesn't mean monetary policy is on autopilot, because the Fed will watch conditions carefully and will leave room for flexibility- keeping an eye out for new asset bubbles that could develop, and monitoring labor market conditions and inflationary pressures and inflation expectations. If inflation falls well below 2%, or unemployment rate falls mainly because of people dropping out of the labor market, the Fed may continue to keep interest rates low. This policy was announced as U.S. fiscal cliff deficit negotiations continued in Dec. 2012 with one scenario being considered by both political parties being going over the Jan. 1 deadline before coming to an agreement. Bernanke pointed to this, saying "this is a major risk factor right now." The Fed's activist policy in economic policy has given financial markets and business a measure of stability not provided by government and Congress. Fed policy is to buy $40 billion of mortgage securities, and $45 billion of long term Treasury securities for each month in 2013. It will fund the purchases by adding reserves to the banking system, which is to say that it will print money to buy more bonds. This is a major decision by the Fed in that the Fed has shied away from unemployment targets in the past. Bernanke described this action as a new"automatic stabilizer" in the U.S. financial system- if unemployment rises investors know this pushes the Fed's interest rate increases further down the road and would drive interest rates down, if unemployment drops sooner than expected, investors anticipating Fed's rate increases would drive long term interest rates up, to keep stable growth....

The merger of US Airways and American Airlines moves ahead after an antitrust settlement with the U.S. government with only limited concessions by the two airlines. As part of the settlement the newly merged airline will give up slots for 17 daily round trip flights at La Guardia airport in New York (a 7% reduction in departures) and 52 round trips at Reagan National in Washington DC (a 15% reduction). This is expected to increase competition from lowcost carriers at these airports. Overall the deal is a good one for the merged airlines as it still keeps most of the profitable routes at these airports and also keeps most of its flights intact- affecting only 112 of 6500 daily flights. The two airlines conducted a strong lobbying effort winning support from 8 big city mayors, 183 members of Congress and with support from 100,000 mostly unionized employees.

U.S. added 245,000 jobs in November. Unemployment rate drops from 6.9% to 6.7% as some Americans give up looking for work. The concern now is not the rate of job creation which is healthy but the drop outs from the workforce.  Concern arises from the long drawn out effects of the 2009 financial crisis and its effects which were seen over a decade. This report in NYT says the share of prime age Americans who were employed returned to the January 2008 level in 2019. And then the pandemic hits putting everything back again. This time if the lesson is learned about the long term damage to working families it is that this be tackled as a priority for the central bank, the U.S. Federal Reserve, an the Treasury, and Council of Economic Advisors, under the leadership of president Biden. Fortunately both Yellen and the new proposed head of the Council are students of labor markets and have stated this is one of the lessons they have learned and will act on. As this report says the opiate crisis, the risks of addiction increased, and there were links to the long period people were without jobs. The longer a person is without a job the more likely he will become permanently unemployed. The hope now is that the vaccination effort could bring people back to work quickly as business and life resumes in 2021, with workers being hired back. The share of prime age Americans working in November is 76.5% compared to 80.5% in February, which means this has to go up by about 4 percentage points. The people who are not in the labor force today but still want a job are 2.2 million. It is this that needs to be the focus of the new administration, central bank, and Congress. ...

In a 5 to 4 court runling the U.S. Supreme Court gives president Trump the authorization to use $2.5 billion in Pentagon funds for building a border wall with Mexico. This was a campaign promise and energized his election campaign after years of failure to reach agreement between Democrats and Republicans on how to tackle the migration issue. In the court's decision it overturned an appellate court decision.  The Supreme Court stated in its order that the groups challenging the administration did not appear to have the legal right to do so. This indicates that the Court's conservative majority is likely to support the Trump administration in the end.  The surge in migration from Central American countries such as Guatemala through Mexico has revived the issue of migration. President Trump also secured an agreement with Guatemala to cut down on the migration.  President Trump has cited the need to control flow of illegal drugs across U.S. southern border in addition to the migrants from Mexico and Central America. In bringing the case to the Supreme Court the solicitor general, Noel Francisco wrote that the Plaintiff (Sierra Club) "interests in hiking, bird watching and fishing in designated drug smuggling corridors do not outweigh the harm to the public from halting the government's efforts to construct barriers to stanch the flow of illegal narcotics across the southern border."  The dispute between the Trump administration and the Democrats controlled House of Representatives led to court decisions stopping the use of government funds to build the wall. This led to the declaration of a national emergency along the Mexican border by president Trump on Feb. 15, 2019, after a government shutdown during an impasse with Congress on this issue.  Now the Supreme Court has given president Trump access to Defense Department funds to proceed with the wall and meet a campaign promise.   ...

A move by the Obama administration to reenergize its Hispanic base with action on immigration three months before the U.S. presidential election of 2012. A new policy issued as a directive by President Obama allows one million young illegal immigrants to remain in the U.S. A 16 page guideline issued by the U.S. Citizenship and Immigration Services states that applicants have to show they lived in the U.S. for five years and pay a $465 fee. The policy applies to people in the ages of 15 to 30, applicants must show they completed high school, or were honorably discharged from the U.S. military. The program will offer a two year renewable expemption from deportation and work permit to people coming to the U.S. as children. President Reagan was the last president who issued a directive of this type offering amnesty in 1986 to 3 million illegal immigrants. The Obama administration says this will help conserve enforcement resources are not spent on low priority cases of young people who came to the U.S. as children, as there are an estimated 11 million illegal immigrants in the U.S. The Dream Act legislation to legalize undocumented young people is stuck in Congress with no agreement on how to move forward. The states and cities where people mainly from Latin America and Asia would benefit are- California with 400,000 who could benefit, Texas with 225,000, and New York City with 55,000....

India's largest state, Uttar Pradesh, goes to the polls in February 2012. Uttar Pradesh in the northern region has an estimated population exceeding 200 million. 15% of the parliament seats are from U.P. Uttar Pradesh used to be a major stronghold of the ruling Congress party since independence in 1947 during the Nehru and Indira Gandhi years. More recently in the 2002 and 2007 elections Congress failed to get more than 25 seats out of a total of 219 in this state. The state government is now run by a caste based party called the Bahujan Samajwadi party- which draws its support from Dalits a caste lower placed in the caste hierarchy- led by Kumari Mayawati. The election campaign is also being conducted under new rules designed to limit campaign expenses and limit extravagance in election campaigning.

The propaganda war taking place in Russia and China, and anti-western sentiment promoted on Chinese social media Weibo with the linking of Ukraine with the issues China faces in Taiwan. A kind of Monroe doctrine thinking that prevails about legitimate spheres of influence of Russia and China. Under the Monroe doctrine the US considered South America its sphere of influence during the administration of US president Monroe in the 19th century when such thinking about spheres of influence prevailed. A closer look shows that this was a policy against restoring Spanish or French colonization of newly independent nations in South America such as Argentina, Brazil, Colombia, Peru, Chile and Mexico. It was put forth in an annual message to Congress in 1823 by president Monroe.  It had the support of Thomas Jefferson and James Madison, founding fathers of America. Originally it was intended to be a joint British-American declaration by Canning and Monroe. In this sense even the superficial notion of America supporting such spheres of influence is based on protecting liberty of nations that suffered colonization such as Mexico, Venezuela, Peru, Argentina and gained independence from Spain. Around 1823 when it was stated it was the British Navy that prevented any recolonization by Spain or France. Under president Theodore Roosevelt it was used to keep European powers from invading Venezuela in 1903 to enforce the payment of debts Venezuela had with European countries. ...

WSJ's Jeremy Page looks at Admiral Wu's efforts to build U.S.-China naval ties through relations with Admiral Jonathan Greenert, head of U.S. Naval Operations. Admiral Wu has the backing of Chinese president Jinping to expand the influence and capabilities of China's Navy. A skeptical Senate Armed Services Committee led by Senator John McCain sees the effort to enroll Chinese officers at U.S. naval colleges, and offers of visits to Chinese ports by U.S. aircraft carriers, as a ways to increase the capabilities of China's Navy. McCain and members of Congress are alarmed by the effort to build China's naval power on the Spratly islands to extend control over the South China Sea and beyond. Wu is the only naval leader on the 11 man China Central Military Commission, headed by president Jinping, which commands China's armed forces. He joined the People's Liberation Army in 1964 and in 1988 has commanded a group of destroyers. Wu as an advocate for a greatly expanded mission for the Chinese Navy following what is called the "century of humiliation" with the Opium War in 1842, is seen with wariness with close neighbors Taiwan, the Philippines, Vietnam, Japan, Australia and India....

Banks in the US are moving away from cryptocurrency and shunning connections with the cryptocurrency business after a regulatory crackdown by the SEC and public warnings about its future. Banks are reevaluating exposure to the crypto sector no matter how small, says this WSJ report. In early 2020 the regulatory agencies were not vigilant enough about this sector which is now seen as highly risky and not for the private sector- digital currencies being the province of central banks just like the US dollar which is issued with the backing of the US government. The Federal Reserve website says about CBDC, Central Bank Digital Currency in highlighted language.- "Like existing forms of money the CBDC would enable the general public to make digital payments. As a liability of the Federal Reserve, a CBDC would be the safest digital asset available to the general public, with no associated credit or liquidity risk." It is because the US Congress failed to act and a prevailing culture of laissez faire, failure of regulatory agencies to act quickly that allows this to happen, that the private sector was allowed to dabble in what is clearly the province of central banks. Laissez faire is originally a French word meaning "allow to do" which has been taken to extremes such as letting private sector issue digital currencies in the prevailing culture. The Fed's Lael Brainard, Jay Powell, Treasury's Janet Yellen did not come out saying what the Fed's website now says and highlights that the only safe digital asset is the central bank's digital currency. Compare this with the caution taken from the beginning about crypto sector by India's finance minister Nirmala Sitharaman and the head of the central bank of India the RBI Mr. Shantikanta Das. ...

The first farmer in recent history to become president of the US, 1977-1981, Jimmy Carter ran a peanut farm in the southern state of Georgia. He also served in the US Navy under Admiral Rickover. Rickover hired Jimmy Carter for the US early submarine program in 1949. It was Jimmy Carter's loss to Ronald Reagan that made the Democrat a rare one term president. The Iran hostage crisis happened during the election year 1980 which may have shifted the election in the Republican Reagan's favor. The economy also suffered from high inflation and lower growth during this period leading to the loss of the presidency for Carter. The incidents leading to the fall of the Berlin Wall happened during the Reagan presidency. This led to the period of three decades when the free market, less regulation period led to the 2009 economic crisis and the earlier breakup of the Soviet Union leading to the economic crisis in the early period in Russia. It was during this period that 2 Democrats president Clinton and Obama tacitly accepted the Reagan era policies of free markets and less regulation. This period is now coming to a close with the pandemic and a reassessment of what has happened. During that period Clinton paved the way for China's admission into the World Trade Organization. The lack of regulation has led to Section 230 leading to a proliferation of undesirable content on the internet, with support for regulation in the Us Congress. US policy is also moving to support its own industries something the Reagan policies saw negatively, particularly chip manufacturing where the US has lost its leadership role. The period that ended the Carter presidency is thus an inflection point that is now reversing itself decades later with the sense that government staying away from the economy is not a desirable thing. ...

Years of failure of politicians in Congress in Brazil, and poor decisions in running the government by the Worker's Party by overspending leaving little money for services, sanitation, health and other priorities, leads to Brazil turning to a former army officer in the 2018 elections. Corruption charges with collusion of politicians and the state owned oil company on contracts known as the Car Wash scandal further damaged the reputation of politicians in the Worker's Party. Jair Bolsonaro was elected to Brazil's Congress in 1990 after a short period in the military at a time when democratic institutions were being restored in Brazil following decades of military dictatorship. By 2014 after two terms in office the Worker's Party led by a former automobile plant worker Da Silva had lost popular support with overspending, failure to upgrade public services and neglect of basic infrastructure such as sanitation, leading to widespread protests. In the 2014 congressional elections Bolsonaro won by nearly 500,000 votes, leading to his bid to run for president from a small party which had the support of Brazil's military. The military played a role in supporting the Getulio Vargas administration from 1930-1945, which pushed industrialization in Brazil and set minimum wage, workers rights. Democracy was restored by 1945 after Brazil sided with the U.S. in the war. In 1964 the administration of Joao Goulart was overthrown in a military coup after popular discontent and protests. Democracy was restored in 1985 with centrist parties playing apart till the election of the Worker's Party under Ignacio Lula in 2008. Six years into his administration by 2014 issues of overspending and poor management of public services led to loss of popular support for the Workers Party as the public looked for alternatives to combat crime, improve public services and address problems of lack of spending on sanitation, public services, health care. The collapse of the commodities pricing boom led to higher unemployment and a shrinking economy leading to unrest and public protests.  ...

And here’s what that border security bill would have done. It would have put 1,500 more border agents at the border. Let me tell you, those border agents are working around the clock. It would have just been about giving them some support and relief, which is probably why the border agents actually endorsed the bill. It would have allowed us to stem the flow of fentanyl. And I’m looking at people from all over the country here. So I don’t need to tell the folks who are watching this what fentanyl has done to families, to kids in our country, and the need to take seriously stemming the flow coming into our country and addressing that extraordinary and tragic issue in terms of its effect. The bill would have allowed us to have more resources to prosecute transnational criminal organizations. And it would have been part of the solution. And Donald Trump called up those folks and said, don’t put that bill on the floor for a vote. He blocked the bill. And you know why? Because he preferred to run on a problem instead of fixing a problem. And he has put his personal political security before border security. Because understand, even in the intervening months, what that bill would have done to give support to folks who care about this issue. And this, again, gets to the point about what does leadership really look like? ...

This Editorial Board opinion in the WSJ says Guantanamo Bay detention was an option, yet there were controversies about Guantanamo Bay and rulings by different judges. Pew Research shows 85% of the US public supports action to free US neighborhoods of illegal gangs and crime in 2025. 

Action was not taken by the judicial system or Congress, or the importance needed by the press over a decade as this problem surged under different administrations since the Obama administration. And it was not given the absolute priority needed. This left the DJT administration to come up with solutions in very little time.

The IMF's own stress test of U.S. banks shows that the banks would need $76 billion to create the capital cushion needed. In particular regional and smaller banks have an exposure to commercial real estate loans. In an adverse scenario these banks would have to raise $8 to $13 billion. The IMF review pointed to the issue of coordinating action for the bank regulation, with the Fed, FDIC and state regulators needing to coordinate action. The CFTC and the SEC need to coordinate for regulating futures markets. The IMF's Christopher Towe says Congress failed to provide clear regulatory authority and left the system with overlapping authority.

Ford gets $5.9 billion from the Advanced Technology Vehicles Manufacturing Loan Program of the U.S. government. It will use hte money to rettol 11 factories in the midwest. It will help Ford make 13 of its models more fuel efficient. Ford plans to sell 4 models of electric vehicles by 2012. Lawmkers in Congress are pushing to increase the size of the program from $25 billion to $50 billion. The $5.9 billion will be loaned to Ford and given between now and 2011, with Ford beginning repayment in 2012. THe plants are in Illinois, Kentucky, Michigan, Missouri and Ohio, and employ about 35,000 engineering and factory level employees.

US House Republicans are pursuing cuts in spending of as much as 50% in many programs that are considered essential, such as a 50% cut in foreign aid at a time of global food insecurity, deep cuts in the FBI's counter intelligence budget, deep cuts in healthcare services and housing to low income Americans following the pandemic and high inflation, and other cuts to services benefiting workers and families. Democrats in Congress and president Biden oppose such cuts and hope to eliminate the deficit with cuts that do not place an unfair burden- taxes on the wealthiest with over $100 million and on stock buybacks would generate about $2 trillion to cover the whole deficit which is in the range of $1.4 trillion in 2023 moving to $2 trillion a year. Much of the Republican plan is being shaped by Mr. Trump's former Budget Director, Russell Vought, says this report in the NYT. Mr. Vought calls it an attack on the bureaucracy and woke spending. William Barr, Attorney general of the US 1991-1993 and again 2019-2020, says serious regulation to breakup the power and chokehold on communications of Big Tech should be the first priority of 2023. He says they have too much power and pose a threefold danger. First they have a chokehold over essential channels of communications and commerce, letting them be the gatekeepers to the digital world. Second they vacuum up a trove of personal information of users that permits manipulating user beliefs and behaviour. Third, they distort the "marketplace of ideas"  and as gatekeepers can pursue their own political and economic agendas. He cautions antitrust litigation is too slow and case by case approach is not the way. And too much time is misspent on proving misconduct, when that is not necessary, as regulatory intervention has been needed whether or not there is misconduct for a fair and good market system to work. He says new dangers are happening and it is time for Congress to stop being all talk and no action even as digital platforms are taking unfair advantage and endangering the fairness of the market system. ...

The vote in the Senate was 67 to 27 to move forward with the $95 billion aid package to Ukraine and Israel. The bill has $60 billion in military aid to Ukraine, and about $8 billion in economic assistance. $14.1 billion to Israel and $10 billion for civilians in conflict zones. Senate Minority Leader Mitch McConnell leads a determined group of 18 Republicans in the US Senate that support efforts by Majority Leader Schumer to get a bill for Ukraine Israel Aid passed in the next few days. Senator Dan Sullivan of Alaska says that deterrence is not divisible, American credibility is not divisible." This comes as former president Trump opposes the passage of such aid in Congress. President Schulz of Germany met with president Biden at the White House this week. After passage in the Senate it faces a challenge in getting enough Republicans to support passage in the House. ...

The plan calls for raising defense spending to about 5% from 2.9% now over 5-7 years, with $55 billion more in 2025. Wicker says the military has a backlog of $180 billion just for maintenance. For the Navy 357 new ships by 2035, for the Air Force 340 additional fighters. This in light of China's additions and in light of the Russian economy being put into a position for a long term conflict with NATO over Ukraine.  ...

Special Counsel Miller who conducted the long investigation into the president's conduct during the election campaign protests that the 4 page report of Attorney General Barr does not reflect the findings of the investigation. Mueller wrote to Barr in a letter that "The summary letter the Department and released to the public in the afternoon of March 24 did not fully capture the context, nature and substance of this Office's work and conclusions." Because Barr's summary in 4 pages was meant to preclude Congress from arriving at its own conclusions Mr. Mueller's comments are significant. The House of Representatives is questioning the conduct of Mr.Barr. Mr. Mueller says in his letter that "There is now public confusion about critical aspects of the results of our investigation. This threatens to undermine a central purpose for which the Department appointed the Special Counsel: to assure full public confidence in the outcome of the investigations." Mr. Barr calls the letter "snitty." Congress plans to subpoena Mr. Barr as he has turned down appearing before the House of Representatives, leading to a subpoena and a showdown with Congress.     ...
