PM Modi asks India's youth to help bring about an end to the leakage of public funds that end up illegally in private hands when these funds are desperately needed to build roads, bridges, housing, logistics centers for exports, airports and ports on a scale similar to the United States and EU nations. Since 2000 the area under millet cultivation in India is steadily declining, reversing only since 2015. In 2006 millet was taken regularly by 39% of the population in India. By 2021 it had declined to 9 days a month. The area under cultivation for nutri-cereals declined from 41 million hectares in the 1980's to 24 million hectares in 2018 The reason being low yields, processing hand pounding millets time consuming laborious task of women, very little marketed.

Over the last 10 years production of sorghum (jowar), has declined, of pearl millet (bajra) stagnant, finger millet (ragi) also declining. Productivity of jowar and bajra has increased only marginally.

With these problems India if it is to realize the mission for millets in India's food supplies and nutrition, and export to the world, has to use mechanized hulling, better seeds, and improved agricultural practices, access to markets.

Modi's visit to Moscow and Vienna could be symbolic in setting the stage for a Ukraine peace settlement. Here is why- Austria was occupied by the western powers and the Soviets in 1945. By 1955 Austria sought to become a free country free of occupation zones. It offered its neutrality and asked Indian prime minister Nehru to convey this to the Soviets. Nehru was seen by Austrians as the only person in international affairs who could talk to the Soviets about Austrian neutrality to end occupation. Nehru and his ambassador to Moscow Menon met with Austrian officials. When Russian foreign minister Molotov was approached on the Austrian neutrality proposal by Menon in Moscow Molotov said such neturality could be revoked, Russia needed better assurances. It was the death of Stalin in 1953 that led to the Russian position changing and relaxing its occupation of Austria. Bruno Kreisky, Austrian prime minister, says in his memoirs that the name of Nehru will forever be connected to Austrian neutrality and independence. This led to an independent Austria being formed in July 1955. As Austria accepted entry into the European Union in 1995 and identified with US and EU this part of its history is now forgotten. So it is again that Indira Gandhi in 1983 and Narendra Modi in 2024 visit Vienna. In 2024 Modi can be seen as the only person in international affairs who could take the message of a peace settlement in Ukraine to Russia. For this reason and because of India's call that the war cannot be settled on the battlefield that Modi is stepping into the role that Nehru played in 1955, even though this role is in its early stages. This shows the relationship with Russia has meaning for Europe even as India sees itself as a partner of the US and Europe and Japan. As in 1953 the results are not there, yet as in 1953 this and a changing world situation could finally lead toa breakthrough in this war in Ukraine.   ...

Is a Win-Win possible for the US/Israel and Iran possible with the US/Israel strikes and operations started March 1, 2026. Greg Ip in the WSJ, Marc Thiessen in the NYT, and Bret Stephens of the NYT have looked at this in this way and offer an alternative view of what might happen, even though the tendency of the WSJ and the Washington Post is to be skeptical and the NYT with an opposition to all things DJT offering pessimistic version. First, all the anticolonial writings that were read by Khamanei in Moshaad are no longer the case as the US is no longer acting to secure some benefit to itself as the British and French colonial powers did for themselves or their oil companies in pre1960's Iran. Second the US truly wants to learn the lessons of 30 years of troubles in the region at every level of the DJT administration which is to extend a true olive branch to the subdued foe as it did to Germany and Japan under generals Eisenhower and McArthur. Third moderates in Iran could emerge as in Germany ( Adenauer) and in Japan Shigeru Yoshida who worked to adopt the 1947 Japanese Constitution under Gen. Douglas MacArthur. Behind the student protests and now national protests there is a realization in Iran that living perpetually under sanctions is not the way to live, that it can increase oil production, get investment in its industry, and raise standards of living, by doing something different. That nuclear weapons development, supporting movements overseas, perpetual conflicts with Arab states, these things have been tried and are not working. That this is the last chance to build a prosperous Iran before fossil fuels are replaced by renewable energy over 10-15 years and which will make it that much harder to modernize and develop Iran for the benefit of Iran's future 110 million people. The gap with India will only widen as India catches up with China, the way China caught up with Japan. It is better to accept that these anticolonial writings that emerged from decolonizing Arab North Africa applied to the British and the French, and that the world is a different place today as the Indians and the Chinese have realized modernizing ancient societies with ancient religions is possible with the help of the Americans and the Europeans, working with the Americans and the Europeans. Theodore Roosevelt says in his Autobiography that one should be careful to judge people as the best have some negative aspects and the worst have some positive aspects, an experience he described in his dealings with progressives and those who opposed changes. Adenauer and Yoshida had contacts and dealings with earlier governments defeated in the war, but wanted to search for an entirely different path for rebuilding their countries having learned from experience. The bill to bring girls marriageable age to 21, in parity with the boys marriageable age of 21 that exists today, was introduced in the Indian parliament by Smriti Irani. This is seen as a crucial bill to amend the Prohibition of Child Marraige Act 2006. Child marraige was a sign of the weakness in Indian society and practices that were being reformed in the nineteenth century/ twentieth century beginning with Ram Mohan Roy's efforts in 1800. Roy was the first Indian to put forward ideas for modernization that were later put forward effectively by Swami Vivekananda, putting Indian religious thought back on its original foundations of the Upanishads including the Bhagavad Gita, free of the deterioration over the centuries since the Middle ages. And in doing so extend even the ideas of the French and Indian Revolutions to the idea of women's rights. The efforts of Gandhi and the framers of the Indian constitution, begun under Roy and then Vivekananda during the British period, have inspired renewed efforts under Mr. Modi to build a strong nation under a framework of these values- values of the French and American Revolutions and the values that support gender equality. In real life this means, as Mr. Modi has reminded the public, that young girls can now use these crucial years to continue their education and pursue their dreams for a better life in the same way as young boys can. It is as if Jefferson, one of the Founding Fathers in America in 1776, would have said- "We hold these truths to be self-evident, that all men and women are created equal, and they are endowed by their Creator with certain inalienable rights, and among these are life, liberty, and the pursuit of happiness." It is this pursuit of happiness, pursuit of one's own dreams to be a scientist, educator, civil servant, to be active in law or medicine, or science, the humanities, the same for boys or girls, that is now being put forward in the New India of the 21st century. In India this has happened not with the stroke of a pen through the tumult of a revolution but with deep roots through the efforts of Roy, Vivekananda, Gandhi and the framers of the Indian Constitution, and now with the tireless efforts of today's leaders. ...

Jane Perlez says China is looking for the best talent worldwide to help write the charter for the bank and to run it. It is a project pushed forward by China's president Jinping, and was discussed at the 2013 G-20 meeeting in Moscow as a critical part of the agenda. Laurence Brahm, who supported Chinese premier Zhu Rongji in 2001 for entry into the WTO, says it is natural for China to look for ways to use its extra capacity in steel, concrete and pipes to build projects in other parts of Asia, which would mutually benefit China and the region. Paul Haenle of the Carnegie-Tsinghua Center in Beijing, says the U.S. lack of support is shortsighted, as the existing U.S. sponsored institutions World Bank and the Asian Development Bank are sorely lacking the resources to deal with the huge infrastructure challenges in Asia. China's Finance Ministry is looking for the best talent worldwide to write the charter and run the bank. Natalie Lichtenstein, a lawyer with 30 years experience working at the World Bank will write the bank's founding charter. ...

In Venezuela the bad turn for the oil rich economy was when Chavez's successor Maduro ignorant of the problems it would create decided to give oil at almost no cost to all Venezuelans. In India the leading opposition party offered $1 lakh rupees to every woman in the state of Uttar Pradesh. India's federal government under Modi has given free food to about 800 million people and renewed the pledge this year because of the pandemic's devastating the rural economy- about 60% of India is still rural. This is essential for India to advance to build a broad based growth model for India similar to China 1990-2010 and Japan 1890-1915 and 1950-1970 during the transformation of their economies, similar also to the US under FDR/Truman/Eisenhower/Kennedy 1940-1965.  Clean environments Swacch Bharat was essential for basic sanitation and toilets to reduce health risks, cooking gas to shift rural women from firewood and health risks, direct deposit bank accounts for 300 million rural households essential to eliminate leakages, solar energy is planned to cut energy cost  This has brought and will bring the level of income and consumption power of the lower and middle classes to create a 500 million strong consumer base for industry. It is a carefully planned effort based on the success in states such as Gujarat, and looking at the way this was done in China and the US for learning lessons. It is not a reckless effort to win votes such as the offer of 1 lakh rupees to every woman in Uttar Pradesh state with no plan for industrialization and modernization of the Indian economy to make it the third largest ahead of the EU by 2035. Dhume is right to point this out and it is apparent to any outsider who looks at Sab Ka Vikas Sab Ke Saath- prosperity for all, including all parts of society irrespective of caste and religion.  ...

The US Saudi Strategic Alliance is modeled on the US Japan Treaty and commits US to defend the Saudi kingdom. A draft of the treaty is being negotiated. Biden supported the effort and it showed the Saudis under Salman as leading a development plan along with Modi and other partners for development in the Middle East after frequent wars dissipating the resources of the region and of the US. since Reagan/Bush policy failures and escalation. It is this intervening period of three decades of war that led to China's gains in relation to the US, with twin strikes to the US of China's domination of supply chains, deindustrialization, and loss of manufacturing jobs for working classes in US and Europe. Coupled with this is the opportunity for Biden and Blinken to give Israel an opportunity it never enjoyed for most of its life as a free nation since 1948 to have peace with its Arab neighbors. It is even possible that the prospect of this happening without a settlement for Palestinian statehood that would leave things in Gaza and Palestine at status quo that propelled the sudden attack on Israel. Biden and Blinken want to do the Saudi deal with a new element of getting Palestinian statehood on a basis of respect for dignity of people and of economic independent country which would put to rest decades of Arab neighbor disapproval of Israel. This is both a new vision of West Asia, what we call the Middle East, and an opportunity to focus and also cope with on Asia with the rise of China, India, as the two largest economies with EU and US in the world. ...

India's demographics show one startling fact. By 2020, the average age of Indians will be 29. This is happening just as the rest of the world is aging very fast. In the next 15 years India will have 130 million more people in the 20 to 49 age group. This compares with a shrinking in population of 100 million in that age group in developed countries and China, according to the U.N. Population Division. The problem facing India is malnutrition that runs as high as 43% for children with half the mothers anemic, weak educational system at the primary and secondary school levels especially in the government run schools, lack of good governance in the most populated states such as Uttar Pradesh in the Ganges plains which has 200 million people, the consequent overburdening of cities which have no plans to manage the migration of the rural poor to the cities. India has to find ways to fill the huge gaps in getting better nutrition, education, dignity and sense of opportunity, and work for the growing numbers....

The meeting planned between Xi and Biden is important for stable US China relations after the Trump administration angry rhetoric, the Covid pandemic, and when imbalances in the poorly managed trade relationship with the entire supply chain shifted to China with millions of its American jobs has shaken working class communities in the US. China's and Xi's views on Hong Kong and Taiwan have also affected the relations. After the Ukraine war this will be the first meeting between the two leaders, and follows a visit by German chancellor Scholz to Beijing. Under Bush America appeared to be distracted by middle east wars, under Obama and Trump America appeared weak or angry but not resolute. Under Biden America appears resolute and sure of itself. This makes a difference for US China relations. Following the Ukraine war both the US and Germany, and China, appear to have grasped the dangers of nuclear threats such as were made in recent weeks. India has also shown its serious concerns about wars for territorial gains, and the world community of nations has expressed this through the words and actions of UN Secretary General Antonio Guterres speaking for Europe, and the rest of the world.  Under Biden America seeks decent Competition with China and not conflict, and this is in the interest of both countries and of all the countries in the world. Neither China or America represent the largest share of the world's peoples, and in a world of advanced technologies other regions such as India, Europe, South East Asia and Japan, have just as great a determination and influence to seek a mutually beneficial peaceful coexistence in the interests of all the peoples of the world including the continents of Africa and Latin America. ...

Oxfam agency does a study to show the extent of damage done by colonialism in Asia-taking one of three examples India, China and Indonesia with population today of about 3 billion people. British colonial rule in India-from the 1750's to 1950,  estimate is about $34 trillion. It is important because Gandhi's Hind Swaraj (1910) is the result of work done by Dadabhai Naoroji in Poverty and Un-British Rule in India (1901) in coming up with an estimate in the $trillions that showed Gandhi "the extent of the poverty of India." Gandhi's famous letter to the Viceroy in 1923 comes from looking at the British budget for India where little is invested in Indian development much of it going to policing India. An average of $650- $750 per capita income in1600 for both Britain, Netherlands and India, China and Indonesia diverges to $100 in India, China and Indonesia and $10,000 in Britain in 1947. The Dutch and Britain had financed their industrial Revolution that generated most of this prosperity using funds squeezed from taxation, seizure of provincial treasuries,  and unfair trade in India by the British and Dutch East India Companies from 1750 to 1940.  What made this possible is the advance of science and technology that gives the British Navy and the smaller Dutch Navy the edge beginning in the 1600's and maintained for two hundred years to 1800's to defeat the French Navy. And with a leap forward in the Industrial Revolution propelled by science and technology to maintain this edge against all newcomers till 1920's when the US and Japanese Navies contended for superiority. In 1588 the British Navy under Queen Elizabeth had more 400 ton ships and bigger ship guns than the Spanish Empire's Navy under Phillip the Second that dominated Spain, Italy and Germany, and Latin America. This was the turning point the year 1588, when the Spanish Armada was destroyed by the English Navy and by storms in the English Channel. A new book "Armada" by English historians Martin and Parker (2023) shows this as a turning point from which the British and the Dutch started after defeating Spain. There are questions about what led to attitudes towards science and technology moving forward in Northern Europe and stagnating in not just India and China but also in Spain in 1600-1900. One could arguably say and ask how is it that Spain became as poor as India and China by 1900-1950?  Adam Smith (Wealth of Nations) says it is the insulated agricultural valleys of the Ganges and the Yangste river civilizations of India and China that are at fault. Yet one could say this for the Rhine, Danube or the other river based civilizations of Europe. It is primarily the advance of the Renaissance philosophy that opened up thinking in Europe and not in Asia, to ask questions about the world around us, to venture out, to test and experiment then invest capital where Asia and Europe moved apart.      ...

In this NYT report experts in Hong Kong point out that it is not in China's economic interest with an aging population and debt crisis, tense economic relations with the U.S., and for India struggling with modernization issues, to turn a remote border issue into an open conflict. It would also complicate relations in the Asian region with Japan and economic relations with the U.S, countries with whom China's economy is intertwined through supply chains and other ways. Disputes with China and South Korea have in the past affected the Chinese economy, and China has developed trade with India as its companies look for growing markets. India's Modi administration is focussed on the economy. In this context of broader relations the road construction in Doklam appears to be an aberration that is hard to explain except as a miscalculation and poor understanding of the best interests of the region and of the world.   ...

This Weekend Essay in The Times by Tom McTague looks at the European Union skepticism about the US after the failure of three administrations under Bush, Obama and Trump to extricate America from wars,  concentrate on building its infrastructure and manufacturing, renewing the lives of workers and families that were neglected. That skepticism came from administrations in Europe that also failed the Europeans in much the same way with the neglect of infrastructure, manufacturing, and little done for climate change under Schroeder and Merkel, Sarkozy, Hollande and Macron. The dependence on China for manufacturing and on Russia for energy for the EU and Britain made the situation even worse than in the US.  Al this has changed with the election of president Biden in the US, and Scholz with Habeck- Baerbock in Germany and with the recent elections in France upholding workers and families, acting on climate change. A false idea is presented about the Europe vs US and dominance as each is part of the free world alongside India, Australia, Japan, South east Asia, Latin America, French and English language Africa. This is why one has the G7 and G20 with countries like Argentina, Brazil and Indonesia critical parts of the free world. It is the ignorance of many officials in the EU more than the sentiments of the people of the free world in all these countries that leads to these false ideas about which country is dominant and skepticism - none are dominant it is through the unity of all and a shared vision in international rule of law, fairness, humility, respect for poorer nations. It is this that Kipling talked about in his poem "Intercessional," the lines repeatedly calling for the Lord's grace and for man to merit that grace with "a humble and contrite heart." It is also the spirit that so recently Mohandas Gandhi grasped and put forward for India and the world. Europeans talk about dominance- think about this for a moment, Gandhi merely asked for the right to move freely for Indians and Asians including Chinese at a meeting in 1908 where he gave a speech. The speech was on May 18, 1908, at the YMCA in Johannesburg and it debated the question "Are Asiatic and colored Races a Menace to the British Empire."  Not a word of ill will was uttered by Mohandas Gandhi even when talking about segregation in the speech. It is a humble and contrite heart that the Lord listens to. Both India and South Africa found a way out in a different way with faith in a higher authority, that even the British had not failed to address as Kipling clearly shows. ...

This video from the World Climate Initiative provides a glimpse of water use conservation that has cut water use by 70% in some villages in the states of Gujarat and Rajasthan in India. Under the MARVI project young water experts are trained by the University of Maharana in Udaipur and the University of Sydney. These water experts pass on water conservation methods to the village farmers. One method is to plant a mix of mustard, chickpeas and wheat, with another grain instead of only wheat. Other effort is to educate farmers about use of well water in ways that conserve underground water and to use drip irrigation, sprinklers. Other projects link up with projects and manufacturing set up under Israeli Indian collaboration near Tel Aviv using Israeli water technology.

This could be an early indicator for the 2017 German federal elections, says Zeit Online. Merkel has said that she supports continuation of western sanctions on Russia. It is hard to see what Russia has gained in improving its economy and the standard of living of the people from this type of political action. Putin was able to achieve economic goals during 2005-2010 using good Germany- Russian relations as shown in LyrArc. This was the earlier period of Putin's terms in office, with a broad group of advisors, including finance minister Kudrin, who set forward a prudent economic course for Russia including foreign investment. The world and Russia are poorer from the departure from this earlier set of policies which would have enhanced Russia's economic growth. Kudrin was fired in September 2011, and the economic course has gradually drifted away from what is most prudent for the Russian economy and growth, and for the global economy. Nationalism was part of an earlier period before 1950, that led to frequent wars and economic catastrophes. A new course has been set since then, especially by American presidents Truman and Eisenhower, and people in India, China, the developing world, in Europe and in the U.S., would see little to gain from the politics of that earlier period in world relations.  ...

The Indian public from retired businessmen, farmers, students, and the press are coming out in support of anti-corruption leader Anna Hazare's call for effective legislation to control corruption of public officials in India. This comes after a number of corruption scandals and lack of action from the Congress government. The government's bill in parliament - introduced after pressure from public opinion- sets up an ombudsman or Lokpal agency, which would exclude from its jurisdiction the very public officials over whom it was meant to exercize oversight. Under the government's bill the prime minister, the public officials in the bureaucracy and the judiciary would be excluded. This has set up a confrontation with an increasingly exasperated public, with Hazare's protest fast in central New Delhi as the catalyst for protest across the country. The Prime Minister Manmohan Singh told parliament that he sees it as an issue of parliamentary sovereignty, as Hazare's protest is for a version of the bill that he has drafted to be adopted. But the public's sense is that Hazare is only responding with his own draft of the bill because of the government's effort to make only a token effort by not giving the anti-corruption body the powers it needs to function effectively. The response has brought thousands of demonstrators from around the country to Tihar jail where Hazare is being held by the government after his arrest. The situation is reminiscent of the protests against the British imperial government by Mohandas Gandhi, and in this sense has serious implicatons for how the country is governed. Corruption was prevalent in India during the days of the license Raj in the period 1950-1990 when business needed government permits in the closed economy of the Nehru period, and corruption existed in the bureaucracy in its delivery of public services. Since 1990 as the economy opened up and the growth rate increased corruption at all levels of government has in some ways increased and become embedded in the bureaucracy and government. This hurts the poor and the middle class the most, as corruption acts as a tax on the delivery of public services and infrastructure development, both badly needed in an emerging market country....

Calling a thing a hoax when it is a growing Threat has Big, Big, Big consequences that you might not even want to think about. Project 2025 and "Drill Baby Drill" would create billions of tons more of carbon pollution and destroy any climate change action that would help control climate change- causing even bigger fires and sudden floods all over the world. The cost says think tank Energy Innovation is 2.7 billion tons of carbon pollution- what India emits in 1 year- and 1.7 million job losses by 2030 from jobs lost in renewable energy including small offset from fossil fuels. The cost would be at the minimum over $1 trillion dollars to repair by 2028- the cost of not taking action on climate change for four years, of additional floods and fires larger than ones before,  and of tackling the additional damage to the climate, the loss of the technological advances needed over next 4 years, the investments needed to tackle a much larger problem than it is now. It would require larger deficits to tackle and risk the health and well being of future generations. For the US compared to China the consequence will be a severe loss of technological advantage in the technologies for renewable energy that no longer, no longer have the support of the government as they do in China.   ...
