A quick look at the graph in this Times Report shows the carbon dioxide CO2 emissions for the US, European Union, China and the Rest of the World in 2020. For the EU it is about 3.0 billion tons of CO2 emissions, for US it is 5 billon tons, for China 10 billion tons and the Rest of the World 16.0 billion tons. What this tells us is that a lot will depend on not just China, but India and other countries such as Brazil, Mexico, Indonesia in the developing world for how much CO2 emissions can be reduced to tackle climate change and other environmental problems.  For that 16 billion tons in the rest of the world reduction will depend on renewable supply and technologies to do it, rapid growth of economies in India and other countries to generate the resources and technology initiatives to get a shift from coal. Meanwhile it is a choice between having electricity for homes in rural areas in India or not. This is where bright spots such as solar technology in India that are giving quantum leaps for renewable solar energy with new technology cutting cost in successive waves of development can play a part.  ...

Nirmala Sitharaman, the Finance Minister, says India's approach to pandemic aid appears to be the right one because it avoided handouts that have in the form of large stimulus packages in the US and Germany, created high inflation. India's focus was on providing food for weaker members of society during the pandemic.  The basic idea behind the approach was to conserve capital, and use increased GST tax revenues in such a way that capital could be concentrated where it would deliver the most in projects that would take India forward in infrastructure and development for 2042. This is essentially the approach taken by first, Japan, then South Korea, then China, in becoming advanced industrial nations, increased revenues and capital concentrated on projects that would deliver in terms of industrial progress such as infrastructure, today in climate change renewable energy, and other actions. The NYT provides a good look at the situation in India in September where cases are over 4.5 million, the world's second largest after U.S. During the lockdown in April and May India had successfully stemmed the coronavirus. After reopening in June a lot has changed as can be seen in this look at the steep curve in June, July, August and September. Cases are now at the rate of 95,000 daily and deaths at 1172 daily as of September 9. The deaths are up 16% and cases up 29% over 2 weeks. Maps show the situation in the states with Maharashtra, Andhra, Tamilnadu, Karnataka, and Uttar Pradesh showing the highest cases. Maharashtra has about 1 million cases and the two states in the south east Andhra and Tamilnadu have about 1 million combined with Uttar Pradesh at about 250,000 cases. Delhi has about 200,000 cases. So that about half of the 4.5 million cases are in three states in the southeast and the western state where Mumbai (Bombay) is located. The increase was seen after increased testing from 200,000 a day to 1 million a day by the end of August, a steep jump being seen in late August and September. At the end of July the coronavirus recovery rate of 70% in India and 90% in Delhi were the favorable signs, until things changed in August with increased testing and the spread to rural areas. India is doing over 1 million tests daily. On September 3, 1.1 million people were tested, taking the total to 45 million tested throughout India.  As in Europe and America the reopening which is essential for the economy and jobs has resulted in a big jump in cases. The laws for lockdown were carefully obeyed without many of the problems seen in America and Europe, the early complete lockdown was implemented with success, and Indian pharmaceutical companies are some of the largest in the world giving the public wide access to essential medicines and drugs. The postal service has functioned remarkably well during the lockdown for delivery of essentials throughout the country, and earlier action to establish bank accounts for each and every individual in the country, has enabled rural Indians to get through this most difficult period. This has given the government some breathing room as it faces the cases from reopening in a vast country of 1380 million people.   ...

There are surprising results in a 2019 Lancet study about how strongly people in each country think vaccines are safe. Only 17% of people in Japan and Lithuania think vaccines are safe. Most of Eastern Europe, some western European countries, Russia and China are shown as countries where about half of the people have doubts about the safety compared to 87% in Bangladesh and Uganda. In India and most of Africa people think vaccines are safe says this report showing the Lancet study results in a graphic.

Vaccines once developed will require cold storage for distribution and adminstering the vaccine. Some vaccines may require ultra cold storage of -60 degrees  or -80 degrees centigrade which may be hard to find in many countries. Most of the cold storage containers available have already been acquired by countries.

A big problem is that the spread of the variant B.1.1.7  from the UK started in clusters earlier in February. It now has spread to the general population. The focus  should be on micro containment zones, prime minister Modi told state chief ministers in a virtual meeting on April 10, with screening, testing, tracking, and that health officials should not let higher numbers affect their persistent effort to screen, test and track as with the unceasing effort the results will come. ...

Germany faces serious problems in its vaccination drive and efforts to control the pandemic in November 2021. The rate at which people are getting vaccinated has slowed to 150,000 a day and the percentage of the population that is vaccinated is stuck at 67%. This percentage of 67% fully vaccinated in Germany as of November 3 is much lower than that in Spain, France and Italy.  Spain is at 78%, France at 69% and Italy at 72%. (Data from NYT) This report in the Guardian points out that most of the remaining one third of the population is not eager to get vaccinated as surveys show that the those who have refused to get a jab are unlikely to change their minds.There is also the problem of booster shots. Germany's 16 regions conduct the vaccination drives and with many of the vaccination centers not active since September staff has to be retrained or rehired. This makes it harder to give booster shots to everyone that was vaccinated early by the start of winter. Why is it that Germany lags behind Spain in vaccination? There is a great deal of trust in Spain and Portugal in the health service and people are 100% behind their health system. The other countries that have a low rate of fully vaccinated are the US at 58%, Brazil 57%, Russia at 33%. Even the UK with its well respected National Health Service remains at 68% fully vaccinated. Today the US, Russia, Brazil, European Union countries and India have many of the 5 million deaths from coronavirus. India's vaccination drive is approaching 1100 million vaccinated, yet there is along way to go in getting most of the population fully vaccinated because of the large population of 1.3 billion. This is why the Indian prime minister on the first day of returning from the COP26 climate summit devoted his time to meeting with leaders of different states and heads of districts with low vaccination rates to press home the idea that the effort had to be taken up vigorously in the coming months. ...

With China's ban on importing plastic waste the stuff is being shipped to India, Malaysia, Philippines and Vietnam. Now these countries are turning it back. Who needs sometimes contaminated waste. The WSJ has done an excellent story with diagrams and pictures in this exceptionally good story we recommend for our readers to know what is happening worldwide with plastic waste.  There is increasing education of the harmful effects of plastic and there is a government campaign in India supported by the prime minister Modi to reduce use of plastic bags and find ways to dispose off local plastic waste. In the light of this why would India or Malaysia or any other Asian or Latin American or African country want any other country's plastic waste, particularly when it is a health hazard. In fact China for so long allowing importing of plastic waste till recently so it could be processed with low cost labour and reused for plastics production is incomprehensible, considering the health risks involved. ...

Greg Ip tells India's story, piped water for hundreds of millions of Indians, massive increases in road and rail, rapid development of infrastructure, aviation, ports logistics. WSJ graph shows country growth of economies for Japan, China, India, Germany in 2000 and 2020. By 2000 Japan had grown its economy to become about half the size of the US economy with two decades of rapid growth since 1980. China repeated this process with two decades of hyper growth since 2000 to become about 75% of the US economy by 2020. The graphs also show Japanese growth tailing off so rapidly after 2000 in relation to the US economy that it is now only about 25% of the US economy. China is likely to follow the same path as growth slows and with an aging population to become about 35-40% of the US economy by 2040 from 75%. India following the process that happened in Japan and in China is likely to become close to 35-40% of the US economy by 2040 from about 18% today, with the fastest growth over the next two decades for the most populous country in the world. Greg Ip points out what has been achieved since 2014 with the Modi government. Good governance without leakages of public funds dedicated to infrastructure, ease of living, GST one India one tax so that growing pool of funds from taxes fund rapid development with no leakages to corrupt officials,  Swacch Bharat or Clean India, clean water from taps, electricity and cooking gas for the whole population of India with dates for completion. All this Ip calls removal of the shackles that existed for far too long even past 2000 and 2010 when China had vastly surpassed India from its low point in 1980 after Mao and the Great Proletarian Cultural Revolution. India today is in as much a pace of development as China in the 1990's and Japan in the 1960's, except that it now has the benefit of grasping how development can be done in a way that does not affect climate and health in adverse ways as happened with China's hyper growth -which also led to the tragic loss of manufacturing for workers and communities in the US and Europe due to the economic theories of laissez faire of the Reagan era. Reagan theory for governments not working with industry that were applied indiscriminately during the Clinton, Bush, Obama and Trump presidencies for three decades led to shipping manufacturing overseas with no regard for the risks and dangers. What Greg Ip fails to mention is the uniqueness of India that is united by Vedanta, Hinduism and Buddhism for thousands of years, and which keeps the fabric of society together when it is divided by 13 language groups. These 13 language groups are: Hindi 43% of the population, Bengali 8%, Marathi 7%, Telugu 7%, Tamil 6%, Gujarati 5%, Urdu 4%, Kannada 4%, Odia 3%, Malayalam 3%, Punjabi 3%, Assamese 1%, English 1%. It was the vision of the early leaders Vivekananda, Gokhale, Mohandas Gandhi, Nehru, Sardar Patel, that united a diverse country with many languages and cultural variation. And it is this vision of Vivekananda that is creating the Good Governance under Sab ka Vikas, Sab ka Viswas, Sab ke Saath, Sab ka Prayas of today- development for all, with the confidence of all, with the support of all, the efforts of all. Without a disciplined direction based on hard work India could not make it this far or fulfill the aspirations of its youthful population by 2040. ...

Some of the most vulnerable populations in the world during coronavirus are in India, Pakistan, Bangladesh and the surrounding regions, in Mexico, Argentina and Brazil, and in African countries. This report looks at the increase in poverty in Pakistan and increasing food insecurity with food prices increasing. Government priorities are a concern says this report. Malnutrition is increasing with estimates ranging and some as high as 40% of children. A PTI official of the government is cited here as saying that it could be as high as 50% of children suffering from malnutrition. One of the problems for food insecurity in the Indian region going back to the famines during the British rule in Bengal and the famines in Bihar during Congress rule after independence is that supplies are lacking of foodgrains or that the incomes have fallen so drastically that people could not afford to buy food. Governments stepped in after independence to provide foodgrains at subsidized prices. These programs need to be pushed to the forefront and and international assistance needs to be sought. Planning minister Asad Umar points out in this report in DW.com that millions of Pakistanis are falling below the poverty line increasing food insecurity at a critical time. He gives estimate that one out of four Pakistanis have had their diets reduced. There is every reason to support efforts for cross border supply of foodgrains between India and Pakistan as humanitarian approach in the coronavirus crisis even as differences exist over border regions- as such differences exist all over the world over borders but humanitarian approach has benefitted the entire region during the Bihar famines after independence with aid from the U.S. Johnson administration. At that time in 1966-67 the seriousness of the situation in Bihar was only gradually and reluctantly accepted by the institutions, officials and governments around the world, says Cambridge University Press looking back on that crisis. And it is to the great credit of the Johnson administration that it launched the subsequent efforts for the Green Revolution and foodgrain production involving Norman Borlaug and the Indian government. Dropping from 5000 cubic metres of water per capita in India in 1951 to 1545 cubic metres of water in 2011.  The infrastructure capital to be invested is 3.5 trillion rupees or $ 50 billion. $50 billion in cement, pipes, construction, pumps, equipment, wages, conservation, skill building, knowledge in water management to revive the rural economy. Hit hard by coronavirus it boosts the rural economy. The infrastructure project could be a model for other Asian, African and Latin American countries.  Cholera and other water borne diseases can never be eliminated without clean drinking water from tap water for all families in India. Lord Mountbatten's elder sister Alice was the princess of Battenberg in Germany. Prince Philip's mother was Alice. In this way the last Viceroy of India, a naval officer in World War II, and Prince Philip, are intimately connected. It was Lord Mountbatten who formed a friendship with Jawaharlal Nehru as he negotiated with Gandhi, Sardar Patel and Nehru for the independence of India after the war.  This legacy continued for Prince Philip as he and Princess Elizabeth established a friendly relationship with post 1947 India. After the overthrow of the Greece monarchy following World War I, Prince Philip and the Greece royal family sought refuge in England. Both Mountbatten and Philip are great grandsons of Queen Victoria. Mountbatten is a name adopted by Lord Mountbatten's father to avoid anti-German sentiment in England, adding Mount to Batten from Battenberg. Mountbatten's father was German and became a naturalized British citizen, serving in the British military.  Prince Philip adopted it as his surname after he went to live with his maternal uncle as a young boy. Prince Philip joined the Britannia Naval War College. In 1934 he was introduced to Princess Elizabeth by Lord Mountbatten at a family wedding.  The relationship is significant because of the contribution the two Mountbattens made to the transition to self-rule or Swaraj in India and to the British Commonwealth with its role for India and Britain. ...

Greg Ip of the WSJ looks at the result of changes in supply chains away from China, and the new trading relationship with China to 2028. He says the shift to a new global supply chain that diversifies it away from concentration in China is taking place. Would taking the tariffs from 30% to 60% under a new Trump administration be a good idea? Greg Ip thinks it is a bad idea as the change is gradual and is actually taking place. It may have the unintended effect of worsening US China relations essential for global stability when it is coupled with erratic or retaliatory rhetoric. Rhetoric that appears to China that it is being singled out in world trade beyond what are changes that have taken place with Japan in the past in trade. The Biden administration is for good reasons working to restore a balanced yet stable relationship with China. Apple is shifting production of 25% of iPhones to India. Samsung is investing more in Vietnam. The trade deficit with Mexico has reached $151 billion twice as large as in 2017. And $100 billion with Vietnam three times as large as 2017. The US trade deficit with China has dropped from $381 billion to $281 billion in the last 12 months, the Commerce Department reports show. And from $1.1 trillion with the whole world from $1.2 trillion for the last 12 months, 4% of US GDP. Overall the Trump era tariffs of 30% have not reduced the US  trade deficit substantially but has shifted American and European foreign investment to India, Vietnam, Mexico and other countries as well as to the home country. Over time the supply chain would become truly diversified as India makes great strides to become the third largest economy with new infrastructure by 2030. The head emeritus of the European Union Chamber of Commerce in China, Joerg Wuttke, says the pressure to export will be high for China as its economy shifts more to manufacturing from construction. Most Chinese companies are producing more than internal demand in China, and most companies in solar are losing money, in wind turbines and solar all are losing money, Wuttke says. This means China will double down and increase its investments in Mexico, Vietnam, Morocco and other countries so that it can send its products to the US through third countries that do the final export. One expert even says removing a few screws here and some there, find a different supplier, and shipping to a third party for final export that makes it not 100% Chinese content, the pressure for that is high. ...

Barkha Dut says it is unacceptable that the Modi government- elected after corruption scandals in the previous Congress party government- allow the cronyism and collusion between business and government that existed under the Congress party in India. The $1.8 billion fraud at state owned PNB bank has drawn attention to banking and bad loans in India. Dutt  cites an Indiaspend report that shows in 2016 and 2017 5200 "wilfull defaulters"  made up bad loans given by the state owned banks of $8.65 billion, larger than the government allocation for farmer and agricultural welfare. Agriculture and rural farmers still make up a large part of the Indian economy and national elections results can be determined by how well the farmers are doing. In the recent Gujarat elections in Modi's home state the lower farm support prices for cotton farmers in Saurashtra region of the state led to Modi's BJP party losing that region in the state, and barely winning the election in the state with a thin majority. As a result the farm support prices for an extended list of farm crops was increased to 1.5 times the cost to farmers in the new 2018 Modi government Budget. To maintain a  steady industry and business policy for industrialization and modernization any Indian government needs the support of farmers. Modi has raised the issue of bad loans in the state banking system as being generated under the previous Congress government in a speech to parliament. A cleanup of bad loans in the banking system is needed to generate growth and investment for the Indian economy. Good governance in the country's banking system and vigilance of regulators is needed along with this cleanup of bad loans, as public confidence is shaken. ...

Deteriorating China Iran relations as the oil imports from Iran for China face US tariffs of 25% on China's exports to US, and US economic relations far more significant for the Chinese economy. China gets somwhere between 1.4 to 1.6 million barrels aday from Iran (80% of Iran's oil exports) into Shandong refiners at $10 below Brent crude prices. Another 400 mbd comes from Venezuela to China. This means $30 billion comes to Iran from oil sales to China at $59 a barrel, and $8 billion for Venezuela from oil sales to China. This has financed much of the bellicose policies towards the US in the western hemisphere and in the Gulf region. Iran's bellicose policies in the Middle East, its nuclear policy, are now seen by China as a distraction and  detract from good economic relations with the US. China $400 billion oil deal 25 year cooperation agreement signed in 2021 was signed under the Biden administration and China today faces a completely different situation in 2026. Even China's relations with Russia are not the same as the US builds better relations with Russia. A wind down of the Ukraine war would change the situation completely and ensure peace in Europe including Russia, as the US works with the EU to meet future challenges having learned from this experience in Europe (Ukraine dividing Europe) and in the Western hemisphere (drug/ migrant. trafficking). When historians write this chapter of the inflows of capital from advanced West to Arab countries and the Gulf region they will write about the huge contrast between China/India's efforts to modernize and these nations where much of that capital was wasted in wars and conflicts and in grandiose projects that made no material difference to the standard of living and quality of life of the vast number of ordinary people. Once the oil dividend is gone with fossil fuels replaced with renewable energy by 2035-2040 this opportunity to advance is lost for the Arab and Gulf region. ...

US and Iran accept Pakistan's mediation of the war with a 2 week ceasefire and opening of Straits of Hormuz- April 7 2026. The mediation by prime minister Sharif of Pakistan gave both sides in the war a way to back down. Both sides agreed to talks in Islamabad, Pakistan. As a partner of Pakistan, China may also have a role in setting up a settlement as China and Japan have the most to lose from the Straits of Hormuz being closed, oil prices rocketing up to $115 and higher, and even a prolonged shutdown of Hormuz Straits. Both China and Japan get 90% of their imports from Hormuz Straits. Oil prices drop to the $100 level from $115 after the announcement of talks in Islamabad. This is not a long term settlement. After the two weeks US president meets president Xi of China in Beijing shortly afterwards on May 14-15. It is likely that preparations for that trip will involve China and Pakistan working together to get the US and Iran to agree to an extension of the ceasefire. One outcome of this war is as Le Monde has noted- the unreliability of Hormuz supplies and shift to imports from US and Venezuela and other parts of the world for fossil fuels. And with this a renewed effort to reduce the fossil fuels needed by accelerating renewable energy supplies in Europe, India and China. More attention will also be focused on reducing the proliferation of nuclear weapons by all major powers. Removing US involvement in NATO may also turn out to be positive in some ways to bring Russia and US as nuclear powers to better working relationships, and reduce the nuclear arms race and weapons race. For Europe it means meeting needs of Ukraine and improving military capabilities. The overall result may be positive for all countries. The Middle East region will be seen as one in which no powers should get involved in and the Middle East will also find it has squandered its valuable oil dividend in five decades of wars and mismanagement and fall behind the rest of Asia and Europe, the US in economic progress and development. ...

As farm product rotted on farms because of a lack of buyers, India has come up with new ways of getting farm agricultural product to buyers in urban areas. The Indian government has approved online sales direct from farmers to buyers outside the country. Within the country enterprising farmers  and app developers for farm produce sales directly to consumers in cities are changing the way agricultural produce distribution works. This report in the Guardian shows how sales are being made from remote Meghalaya state to buyers in cities for product ranging from turmeric, pineapple, jackfruit, and cashew. Prices are about 70% higher helping boost farmers incomes.  Several states have relaxed rules allowing farmers to sell anywhere in the country.  In other parts of the country this is happening with a proliferation of such apps creating a virtual marketplace. Other examples are a grape orchard farm in Gudahalli with sales made in Bengaluru at 30 apartment complexes. One site founder in Chandigarh says he has in 2 months sold 20,000 tons of produce ranging from avocados of the Nilgiris to papaya from Chattisgarh. His app Harvesting Farmer Network also helps with packaging and delivery. In other developments Gaia Agritech is helping farmers on the Konkan coast in Maharashtra hit hard by a pause in exports, sell to housing societies in Pune and Mumbai. This is part of a broader debate in India after coronavirus pandemic. One idea is that people have a family farmer just like they have a family doctor, encouraging organic agriculture, fresh produce for healthier living. Jawaharlal Nehru was leader of the party under Gandhiji which fought for independence in the 1930's. Under the India Act of 1935 India was given the opportunity to setup state assemblies and free elections  for local self-rule that prepared for eventual Dominion status similar to Canada and Australia. Rab Butler as India Secretary fought hard to get it passed through the British parliament. See Rab Butler in the adjoining articles gist. This is very important as none of what happened in 1947 the task of writing a new Constitution and a Constituent Assembly to do this for India would  have been possible without India Act of 1935- the initial training for elections and assemblies. Some good work was done for example in Tamilnadu Chief Minister Kamaraj under Nehru changed that southern state with progress in education, health, and industry over 15 years 1950 to 1964. By the seventies to the 2010 period the progress ran into serious problems first with one party followed by weak coalitions that led to poor governance, corruption and economic progress stalled. After the experience of China's modernization India is attempting a similar effort with Vision 2047 for modernization of infrasructure and development in speed and scale with one difference- the legacy of Rab Butler who no one knows about in India and forgotten in Britain, the simple document Hind Swaraj written on a British steamship from South Africa to England in 1912 by Gandhiji that asked Indians to self-reflect on their part in letting the British in "who made the Company Sardar?", the post 1950's leadership of Sardar Patel who like Rab Butler was also forgotten till 2014, Jawaharlal Nehru who won a third term in 1962 but was followed by a series of weak governments unable to steer economic progress of scale similar to China or Japan, Lal Bahadur Shastri cut short like JFK, and Narendra Modi who is bringing to the task the hard work and discipline that made it possible for first Japan and then China to modernize infrastructure and emerge as dominant manufacturing nations. Like Japan and China India with its own stumbling periods is making its way in the world today. Both Shastri and Modi are in the direct tradition of their Master, Gandhiji, in the words of Shastri "hard work is equal to prayer." ...
