France plans to increase military spending from 295 billion euros to 400 billion euros for 2024 to 2030. Some of this will come from reform of the pension system that takes up 13.1% of economic output by raising the retirement age from 62 to 64 years. A million people protest in Paris on Jan 20. One of the problems in implementing this is that in France there is significant age discrimination for jobs compared to Germany and other countries. This means workers would have to wait longer for pensions even workers with good qualifications looking for work. Efforts to tackle this cultural issue with companies biased against older workers are lacking.

A complete reversal of the Monroe Doctrine (US president Monroe 1817-1825) policies -that kept the American continent north and south free of colonial European powers- is an affront to the US and has cost the US in Latin America. With fentanyl deaths and drug trafficking, migrant trafficking, interference by foreign powers in the Americas In Cuba, Venezuela and other countries, and ports owned by China in South America.  Hong Kong magnate Li Ka-Shing's Hutchison Holdings sale of Panama Canal ports to Black Rock for $23 billion takes place on March 4, 2025. The two ports on both sides of the Panama Canal will now be in American hands. Li Ka Shing started out fleeing from the devastated China of the Sino Japanese war to the British colony of Hong Kong, left school at 15 to work and started out with a small plastics factory in 60's Hong Kong. He then branched out into real estate as Hong Kong's economy expanded, and in the 2000-2020 period with rapid growth of China with US assistance (Clinton and Bush administrations) moved to acquire most of the ports and container terminals in the world. It is these ports that are now being bought back by the US. 23 ports and container terminals in 43 countries will now be sold back by Li Ka-Shing's Hutchison Holdings back to Black Rock under an agreement. None of this could have happened under the lackadiasical policies of previous administrations that led to first affront and then disastrous effects of migrant trafficking and drug trafficking in this hemisphere.   ...

19 percent of China's exports went to the US in 2017, in 2024 this is 15%, but wait, the difference of 4 percent it is simply coming back to the US but through Southeast Asia. As a result some of the same issues that puzzled Trump negotiators exist today. China's exports surged 12.7% in October 2024 over the prior year. Biden was facing this situation and had yet to respond to the surge in exports to US. These exports were sent to Mexico and to Southeast Asia to circumvent the tariffs. It is the same situation revisited in 2024 with two other aspects of the Chinese economy-economic stimulus gets smaller and the housing and construction industry has imploded, the economy has slower growth. The overall price level in the US with a 60% tariff plus 10% for all countries would be 0.72 addition to the price level of 1.10 percent today- that is when including the depreciation of China's yuan by 10%. as it did last time. The result would be price level in the US at 1.82%, according to J.P. Morgan. Drag on China's GDP of the Trump tariffs in first term was 0.65% according to one investment bank GS, with 60% tariffs it would be 2%. Trump secured a return of $116 billion or 58% of the $200 billion China said it would buy of US exports. The other 42%- the deal was not completed in the end. ...

This report in WSJ cites the PM's office saying a tax cut just when tourism revenue slowed with the start of the pandemic reduced Sri Lankan government annual revenues by 800 billion rupees. The combined impact of the tax cut with the pandemic relief measures and drop in tourism revenues widened the budget deficit from 9.6% of GDP to 12.2% of GDP in 2020. PM Wickremasinghe has increased VAT from 8% to 12% to generate 65 billion rupees. And an additional 52 billion rupees from increasing corporate tax from 24% to 30%. The ill timed tax cuts and mismanagement of finances are at the roots of the economic crisis.

After 2 years of the pandemic's devastating effects on health, governments around the world decided to protect ordinary people from the effects of higher prices for staples and food with the increase in inflation. This WSJ report takes a detailed look at different countries and how they after coping with the effects on total debt and debt servicing needs of moves such as subsidies and tax cuts. The situation is exacerbated by the Ukraine war which affects wheat exports from Ukraine and Russia, and the high oil prices as a result of the war. The effects shown by country are- China- consumers are protected from high oil prices by regulated retail gasoline prices. As oil prices keep going up state owned refineries will bear a disproportionate share of the burden of high prices. India- The government has set aside $40 billion in aid as subsidies for oil and fertilizer. This will support farmers and consumers for fiscal year to March 2023. It will make it harder to cut the budget deficit from 6.9% of GDP to 6.4%. Pakistan - A subsidy of $1.5 billion was given for diesel, gasoline and electricity by the Imran Khan government. This did not have IMF approval and talks are taking place on the IMF program between the government and IMF for it to continue. Rampant inflation has led to reduced popularity of the Imran Khan government. Argentina- A new program to refinance $44 billion in debt with IMF assistance is being affected by the subsidies for oil and electricity. About 800,000 tons of grain are being diverted to the domestic market from exports. Agricultural producers such as Argentina have better protection from higher food prices. In Argentina 40% of the people are living below poverty and the country has 50% inflation.  Malaysia and Indonesia- Both countries are exporters of commodities and higher prices could provide additional revenues to meet higher import prices, says the WSJ. Egypt- higher prices for wheat imported from Ukraine and Russia where Egypt gets 70% of its wheat needs have increased cost of subsidies by $1 billion. Kenya- Fuel subsidy costs will increase by $500 million over 2 years. Europe- In France 400 million euros relief package and in Spain 500 million euros relief package for energy price increases. In Germany cash payments to taxpayers, heavily discounted transportation tickets, and price caps on gasoline and diesel.   ...

DJT says- "We’re taking back our country from a sick political class. Instead of putting China first, I’m putting Michigan first and I’m putting America first.” He told the crowd he was supporting Main Street not Wall Street, protecting America from the political class in both parties. Most of the political class and Wall Street had no answer when asked about what they would do with the millions of jobs lost and the industrial base of the US shipped out to China, or keep deflecting or ignoring that question.

How to build a global port network with less cash- China's state owned Cosco and it's European ports network is an example of savy buying during financial crises, and when companies in Europe and the US were keen to make sales of ports. China simply integrated it into a vast exports network, using containerized terminal expansion modernization to build its manufacturing for export model. This was an extension of its domestic network where it added new port infrastructure to newly built rail and road connections.  India today is learning from this example. By 2000 the Chinese global export model was entrenched. It was also the year when the junior Bush president extended the wars of Reagan/Bush in Iraq of the 1980's to Afghanistan. China had a clear road ahead to build state of the art infrastructure of ports, logistics and exports over the next 10-15 years without any defense costs.  Piraeus in Greece south of Athens, a port concession acquired in 2004 Antwerp in Belgium (Austrian Netherlands), a minority stake in a container port acquired in 2008. In 2013 with sale of Terminal Link ports in a 49% stake deal by CMA of France holding 51%, China has stakes in Zeerbrugge and Antwerp, Busan South Korea, and Le Havre, Montoir and Fos in France, Xiamen in China, Miami and Houston in US. Rotterdam, Netherlands- Cosco acquired in 20126 a 35% stake in Euromax Terminal in Rotterdam from Hong Kong's Hutchison's Holdings for $125 million. Valencia and Bilbao majority  51% stake for $270 million, when JP Morgan paid as much as $950 million to ACS of Spain for these ports after the 2009 crisis led to Spanish divestments. Under Mette Frederiksen immigration which reached 21,000 in 2015 was down to a little over 1000 a year. She is a strong fighter for workers and families and labor rights and yet tough on illegal immigration. She has been proven right about this as Britain and the US under Biden are seeing illegal immigration as a threat to workers and labour, are seeing the risks of distraction from illegal immigration doing a serious disservice to workers and families by making it hard to fight for workers and families on wages, cost of living and other issues.  Even with a strong record of fighting for workers and families, Frederiksen was one of the first European leaders to see the dangers of illegal immigration to society. It gave parts of the political spectrum that had no interest all along in workers and families doing well, an issue to run on that would come to cause grave harm to workers and families. This turned out to be the error of Angela Merkel a CDU leader brought up in Communist East Germany, who had no idea of the risks of her approach for open immigration. As Merkel let this chapter unfold it created fissures in Europe, with Tories and Nigel Farage taking Britain out of the EU and laying waste to its economy for 5 years till Labour's Starmer adopted a tough immigration policy and became prime minister in 2024. That danger then spread to the US in 2016 which also suffered as Republicans and Trump did the same in the US around rhetoric but without serious action on immigration till the Lankford- Biden legislation.  That bill would have closed the border with Mexico and ended immigration as an issue forever if passed into law in December 2023, as Senator Lankford says would have happened. Ending immigration as an issue forever alongside foreign wars as an issue, so that a concentrated effort could be made on improving badly damaged lives of workers and families. And on rebuilding badly damaged manufacturing in the US, rebuilding collapsing infrastructure, and competing with better education and healthcare with the large Asian countries China, Japan/ South Korea, India. ...

Amanda Lacaze of Australian rare earths maker Lynas- what can be learned from her experience in rare earths? Lynas is a Australian mining company with a mine in an eroded volcano Mount Weld that has a concentration of rare earths metals. In 2014 it was faced with China's near monopoly of rare earths and price subsidies, lack of awareness in financial markets and the government about the importance of rare earths in manufacturing. It was a period under the Obama administration that after the Bush administration had little grasp of the importance of manufacturing in America and how its decline would affect communities across the Nation, economists trumpeted the virtue of free markets without grasping how China would wrestle control of manufacturing with state subsidies and aggressive pricing and of strategic new technologies.  This included rare earths where the monopoly was close to 100%- if it is 90% today it is because of companies like Lynas. Production processes at Lynas's plant in Malaysia were not sufficiently developed in 2014. When Amanda Lacaze (now 66 years and head of Australia's Minerals Agency) joined Lynas in 2014 the first problem aside from getting Japanese creditors to restructure loans because of aggressive pricing by Chinese firms was to improve manufacturing processes to get 95% quality instead of 48% quality (measured in number of quality rejected product). This was achieved in the first year. To do this she thinned her management ranks and closed offices in Sydney (to cut costs) and moved management to Malaysia where the problems in manufacturing processes would make or break the company. She was able to get creditor Japanese government backed Japan Australia Rare Earths financial institution to renew and extend loans. Had this not happened the company may not exist today. It shows the sheer foolishness that pervaded most of the American industry at that time, the failed economic theory that said America could not support its industry when rivals were supporting theirs, the Bush and Obama administrations that had no understanding of how the industrial competition was takin place in world trade that could substitute other nations for America' s dominance in manufacturing and did little to push back and regain the position for America in world trade. This ignorance continues in some sections of business today that cannot see the plain facts and refuses to see the enormous damage to the Nation from the destruction of its manufacturing base and loss of good jobs in communities across the US. Lynas is now getting contracts from the US government for rare earths and is the only reason China's dominance in rare earths in 90% and not 100% along with MP Materials of the US. Planning was discredited in the crazy euphoria that turned the fall of the Berlin Wall and the Communist Soviet Union, as economists never understood that planning that was used by the Soviets and Chinese in their Five Yer Plans is just borrowed from centuries of basic ways of conducting business that had originated with the Industrial Revolution in Britain. Without planning the growth of the British Navy and the industry that supported it Britain could never have gained the dominance that it did in the 19th century Industrial Revolution. As the Industrial Revolution spread in the US in the 19th and twentieth century every major company had a 1 year Operating plan and a Long Range Plan for 5 Years and 10 Years. The government would have identified rare earths with foresight as one of the newer technologies and the manufacturing infrastructure needed to support its development if these plans were developed at the different levels of government and at the highest levels. This was done under market economy in China. Instead DJT was forced to step back from trade negotiations with China for unfair trade when China held out with a threat to stop export of rare earths materials in 2025, because a huge hole or gap in planning happened at the highest levels of the US government. That happened 11 years after 2014 when Australian rare earths maker Lynas survival was in doubt under a new CEO Amanda Lacaze. This is only one of many misses in American manufacturing and industry, in world trade, that came from misguided economic theory and failure to grasp the basic facts behind the success of the Industrial Revolution in Europe and the US. ...

Hamburg is the key city in Germany's trade with China. About half of $200 billion in trade between Germany and China passes through the port of Hamburg. The South China Morning Post looks at the dilemma in Hamburg over relations with China in the post Merkel era. Merkel maintained strong and close ties with China signing an agreement with China her last year in office. This was when Mr. Trump was US president. Since then president Biden has changed US policy towards Europe. The South China Morning Post points out that The Greens and the FDP key partners of Scholz in a new coalition government, are critical of Merkel's policy towards China in its overall relationship with the US and the rest of the world. Scholz was mayor of Hamburg, and a partner in Merkel's coalition government in which he was vice chancellor. Scholz has talked very little on what the new German policy would be. China seeks to maintain its economic ties in the next few years with Germany while reducing its dependence on other countries under Xi Jinping's new vision for China that seeks to depend less on trade and real estate for its economy and growth. Yet the pace of change has accelerated during the pandemic with a new global supply chain emerging from the chaotic years of 2020-2021. US policy under president Biden is similar to policies under Franklin Roosevelt in the 1930's during the economic and political crises, and look to be setting a new path to the future for the rest of the world. ...

Todd Schlanger, senior investment strategist at Vanguard, is cited in this WSJ report saying the 60-40 strategy makes sense now because of lower stock valuations and higher bond yields. Schlanger says 60-40 strategy used to be a bellwether, and that strategy is an enduring strategy.

Stock valuations that Schlanger says are lower are reflected in the S&P 500 which is trading at 18.2 times its expected earnings over the next 12 months, down from 21.6 at the start of 2022. The 10 year average is 17.5.

Vigorous and eloquent testimony before Congress by Treasury Secretary Scott Bessent, answering questions from Republicans and Democrats. Bessent had just landed from London at 3 am in the morning and after 3 hours of sleep took the time to answer over 5 hours of questioning by members of the House of Representatives. In question after question he explained how the certainty offered by the tax cuts bill would help small business and job creation in the US. The permanence of the 100% expensing of buildings and equipment would help farmers and small business , regulations would be cut, and manufacturing would take off. Manufacturing employs 9% of the workers in the US and their wages will rise faster than for service workers. The combined effects of the improvements for small business, farmers and for manufacturing workers will help the American middle class, America's working class, and increase the growth of the economy. Bessent points out that in the original bill of which the new tax bill is an extension the top 10% paid 7% more in taxes in 2017. He also points out that workers were hurt the most by the slower rise in wages and the rise in cost of living of 21% in 2021-2022, which he says was in essential goods with the actual impact of about 30%. With higher jobs creation by small business and more investment in the economy more able bodied men can join the workforce and gain healthcare benefits under new rules. He pointed to low inflation at 2.1% and to higher job creation, and to higher growth in the economy of 2.6%, that with other savings could lower the deficit. ...

Surges in capital value can be wildly misleading. Nvidia a rapid computing company propelled in stock value. From the growth of crypto currency that led to losses and was perceived as a danger to the financial system by central banks and governments. This is happening when capital investment is a dire need in education and schools, good teachers and good classrooms, when only a third of American students pass NAEP tests on reading comprehension. Today's capital allocation system was never designed to accomplish this even as it sends hundreds of billions of dollars in one single day to a single company. Nvidia is now seeing a surge from chatbots computing coming out of ChatGPT,  leading to $184 billion change in its market value on May 25, 2023.  Nvidia was mostly a graphics processing company setup to make graphics on PC's look better. In 2006 Jensen Huang made the decision to open it up to developers to tinker with it and develop more computing capabilities. This has led to Nvidia designing much more powerful computing chips that perform thousands of calculations at the same time.   Nvidia designs the chips and sends production out to Taiwan Semiconductor Manufacturing. Suddenly Nvidia sees its share price surge and it joins companies such as Apple, Amazon, Microsoft, and Tesla that have seen one day surge in the value of the companies by over $100 billion shown in this WSJ graph by date. Huang says he thinks that this is the beginning of a ten year period in which companies will redo their data centers to build them up with AI computing capabilities. WSJ also says China's top nuclear weapons research institute has bought these advanced chips even though it is on a US export blacklist since 1997. In 2022 the Biden administration imposed new licensing requirements on export of the most advanced chips. Since then Nvidia is following specifications for chips that allow it to export to China, says the WSJ.     ...

Questions about the every 5 years 20th Party Congress of the CCP or Chinese Communist Party, and the 2300 representatives attending from all parts of China are answered in this report in The Guardian.  Xi Jinping is expected to get a third term. To outsiders in US and Europe it is all about power in China, to insiders in China it is about China making it through the 100 years since the 1901 revolution and the tumult, the chaos of the first 100 years, and now a period of modernization and growing incomes,  the need to create jobs, tackle climate change, ensure a good future for the Chinese people. 2300 party members representing millions of party members in China attend the gathering. New appointments and retirements take place at this Congress. Of this there are 200 elite members of the Central Committee with voting rights. This central committee is responsible for electing a 25 member Politburo, of which the seven most senior persons are appointed to the Politburo Standing Committee. Xi Jinping is the General Secretary, the most senior position in this hierarchy. Age related retirements are at 68 years and a new Politburo standing committee is announced at each Congress. After the Bo Xilai effort to take power and take China in a new and unknown direction, and the gradual loss of the party's respect from corruption and abuses of power by local officials, Xi Jinping sensed problems in the future and conducted a anti-corruption campaign. Most of the system of government set up during the Deng and Jiang Zemin years after 1980 remains in place with Jinping calling for a revival of China, the next stage of modernization, under the banner of the CCP. The result of the anti-corruption campaign and a third term assumed by Xi including lifting of a term limit for heading the CCP, gives Xi Jinping an opportunity to shape the future for China as Deng did after 1980. Jinping in the manner of Deng sees the CCP as the organization that can continue the modernization and growth of China. The model set by Deng and Zemin of local autonomy for economy and centralized overall direction continues under Jinping who is General Secretary since 2012. China has made rapid growth during the period 2000-2022, but faces challenges of reorienting its economy away from dependence on a tight economic export oriented relationship with the US and EU, as supply chains are being shifted after the pandemic. This means more unemployment and need for careful economic planning and investment to create jobs in other sectors, and to meet the challenges of unequal distribution of wealth in China after hypergrowth that hurt China in some ways, and in the climate change effects of use of coal other fossil fuels. As focus of interest is on Jinping externally, within China it is these three challenges that must be uppermost in the minds of the 20th Congress members. Much of this stems from the tumult of the century that began with the 1901 revolution through Japanese invasion and upheavals in the 60's and 70's, leading to the rare period of stability and growth in the last 20 years. Jinping like Deng and Zemin has personal memories of the anguish of this period and the tumult, the chaos of the 20th century for China, and the yearning for stability with modernization.   ...

The city tested almost its entire population of 18.7 million between June 6 Sunday and June 8 Tuesday. This report shows pictures of a deserted Beijing airport, strict restrictions on foreign travel. The SinoPharm vaccine effectiveness against the Delta variant in India and UK is unknown. The government is locking down entire neighborhoods rather than entire cities or provinces.  As the risks of the Delta variant and other new variants increases most of the population even in the US and Europe have either no dose or one dose. The population of China and India are so large that much larger parts of the population remain unvaccinated. In China with 1.3 billion people and even if the figure of 800 million doses stated by the government is accepted- it could be an overestimate as the US has only managed 300 million doses with many vaccines- most of the population is unprotected. Sheila Dewan provides analysis of the figures on household debt for the fourth quarter of 2013 put out by the U.S. Federal Reserve. U.S. households added $241 billion in debt in the 4th quarter 2014, increasing by 2.1%. It shows says Dewan, that American households were beginning to spend on homes and consumer purchases such as autos. Total household debt to income ratio went up to 130% by 2007, and has since declined to above 100% at the end of the 3rd quarter of 2013, going up again in the 4th quarter of 2013. Credit card debt showed only a small increase of 1.6% as households focussed in cutting credit card debt with high interest rates. One has to have a mind that is crystal clear, only then can truth shine in it.” Every contribution whether big or small is precious- in this crisis and ahead.
