Black or illicit money in India is estimated to be $400 billion to $1 trillion, much of it in the domestic economy. About 30% of land transactions are in black money, and it is growing with 500 and 1000 rupee notes increasing in circulation by about 79% and 106% between 2011 and 2016, according to government sources. The Narendra Modi government has announced that 500 and 1000 rupee notes will no longer be accepted in transactions as of midnight. People have 50 days to exchange them at banks, and banks will keep records so that this money can be taken into account for taxes due. A senior official in the Department of Economic Affairs, Mr. Das, says-"You cannot have a shadow economy representing a substantial percentage of the real economy." Big banks will be closed on Nov. 9, and ATM's till Nov. 11, 2016. FR24 points out that it is not that unusual to see prosecution of French former presidents and prime ministers for campaign financing irregularities or putting political party officials on public payrolls. It shows that this happened to president Chirac, president Sarkozy, and prime minister Fillon. In fact former prime minister Fillon was doing well in the elections after the presidency of Socialist president Hollande. The revelation that he had put his wife on public payroll as parliamentary assistant with little work led to Mr. Macron taking his place as the leading candidate. No jail terms were served for these charges under French law. Here it is important to note that French law limits spending on election campaigns to 22 million euros and Sarkozy exceeded that number. In the US and India there are no such strict limits. So are France's leaders that much worse than the American leaders who spend and collect money lavishly? Or in India where the campaign financing has the result of making it hard to build the infrastructure desperately needed by a young aspiring population. Framers of the Indian constitution including Gandhi and Nehru intent on getting the British out never realized that political parties would look to public funds as ways to finance their campaigns, leaving less for the intended purpose of building roads and bridges making the country a poor place to invest in and entrenching underdevelopment and poverty.  In the US tech companies in Silicon Valley or banks in New York and Silicon Valley, pharmaceutical companies and companies in other sectors, are able to gain monopoly positions or favored regulatory setups for their industries by funding election campaigns for Congress. When this results in egregious behaviour such as the 2009 financial crisis or the current banking crisis this behaviour causes severe damage to ordinary Americans much worse than what Mr Chirac or Sarkozy were prosecuted for.  South Korea has a long history of prosecuting former presidents. Three presidents have been prosecuted so far. One president served as much as five years for a jail term. ...

Australian prime minister Scott Morrison says "global health trumps everything else," that " we need to have the information, and we need to have the transparency." Australia is seeking support from other countries in an effort to launch an investigation into missteps early in the crisis that have led to the epidemic spreading to millions of people around the world. China has rejected such an investigation. It has threatened retaliation with a consumer boycott of Australian beef and wine, and tariffs on barley. Australia tightened its laws on foreign interference and counterespionage in 2018. U.S. and European calls for an investigation into coronavirus origins is making Australia reconsider its trading relationship dependence on China. India has stepped up its vigilance of Chinese investment so that state backed entities do not acquire local companies affected by the pandemic. The decline in inventory, restraint shown by US oil producers and the speedy recovery in Asia is leading to a rise in oil prices to $64 a barrel. The winter storm in Texas briefly cut about half of US oil production, and will also reduce global oil supplies.

Experts say global oil supplies are exceeded by demand by 2.8 million barrels a day, leading to a rapid fall in inventory stock. After Easter with the vaccination drive in full swing, people are expected to start travel. Oil prices are expected to go up to $75. Others are more cautious expecting US shale producers and OPEC to increase production and travel to go up gradually.

The tariffs dispute with China escalates as China increases the tariffs on $60 billion of U.S. goods from 5-10% to 25% starting June 1st. The U.S. put its tariff increase on $200 billion of Chinese goods in effect on May 9, increasing it from 10% to 25%. The U.S. exports less to China than China does to the States by a wide margin making it possible for Mr. Trump to up the ante. Mr. Lighhizer's office says it is looking at tariffs on all remaining goods from China imported to the U.S. if China does not agree not to renege on its commitments and assurances to the U.S. in the talks on improper technology transfers and other matters.

Mexico does 3 tests per 100,000 people very low compared to other countries. Reasons range from cost cutting to a push for herd immunity. Instead Mexico has pushed through deep cost cutting. The U.S. has 178 tests per 100,000 in comparison. This leaves Mexico running blind as it has reopened the economy. The government says half of Mexicans work in the informal economy and the economy needs to remain open. Not doing testing means there is less information on fighting the virus in the way it was done in Italy, Spain, UK, France and Germany. Other countries with a large informal economy are doing as getting as many as 500,000  samples a day for tests. Mexico now has 360,000 cases and its fatality rate is now approaching that of the UK.
