It presents ideas not just about defense, including Ukraine. Most of the speech is about how can Europe and European ideas be made to grow and prosper with all the changes happening in the world in technology, content that is less and less European for the children of Europe- less than 3% Macron says. How it can invest to meet the oversubsidizing that the US and China are doing, the investments that the US with Inflation Reduction Act for $1 trillion in spending and investment including chips and science, and the similar investments in China- how can Europe make investments of $1 trillion, and ways to generate the funding. And investing $1 trillion on a Europe wide basis with a plan and a set of goals to maintain European leadership in a world dominated by the US and China, and soon India. Macron says in 12 months plans have to be developed and set into motion for this new European effort. ...

China sees the situation in Hong Kong spiralling out of control after two months of protests and leading to a loss of China's sovereignty in Hong Kong. The Chinese official in charge of Hong Kong Affairs in the State Council, Zhang Xiaoming, met with the Hong Kong government representatives in Shenzen and made it clear offering a dire assessment and the most severe since China resumed sovereignty over Hong Kong in 1997 from Britain. Zhang stated- "If the situation worsens further, and there is turmoil that the Hong Kong government is unable to control, the central government absolutely will not just watch without doing anything." He also stated that the central government had enough strength to end the unrest, that the Party center and military force if necessary is behind the Hong Kong government. Wang Zhmin, China's top official in Hong Kong gives a better view of how this is seen in the Party in Beijing. He even called it a "life and death war" comparing it to the "color revolutions" the democratic movements that unseated governments in Georgia, Ukraine and Serbia. China sees this differently than western countries. With its long struggle against colonial rule in the territory controlled by Western powers along China's coastal region, China's ruling party leaders have a very different perception of the situation than is shown in most western media, particularly during the two decades of China's reconciliation with Japan and the U.S. in its effort to catch up. In the rest of the world the perception is very different. The use of a military garrison or riot police from other parts of China would affect China's image carefully built up over two decades of a peaceful developing country working hard to catch up in living standards and technology. As the economy slows to 5-6% the damage would be to business confidence and investment, and to Hong Kong's status as a world financial center. This could also affect China's relations with the U.S., European Union and Britain. with criticism on action by China. Unlike negotiations with Japan by Mr. Lighthizer for president Reagan, when Japan enjoyed a trade surplus such as that of China today (where there were no such issues with Japan as the U.S. had offered security guarantees to Japan), negotiations with China on trade could be affected by issues such as status of Hong Kong. This could lead to a worsening of trade relations, indefinite duration of tariffs and lack of any settlement on trade, further slowing the Chinese economy and hardening positions. ...

The Republican party has split shows the New Hampshire and Iowa Republican  primaries says WSJ in this video that is essential to understand 2024. Demographic expert that the Wall Street Journal (WSJ) talked to in this video say Donald Trump has brought in working class voters into the Republican party, no question about that. Yet in doing so and with his style he has alienated what are suburban Republican voters, higher educated with college degrees, the country club type that was long been associated with the Republican party since 1900. Taking the Iowa and New Hampshire voters the WSJ shows in visual dynamic graphs that half of voters in both states did not vote for Trump. There are no differences between Republican voters who voted for Trump and who voted against Trump when it comes to gender, age, they are evenly divided for gender and age. Difference is in education and suburban. Higher educated, suburban Republican voters acted to vote against Trump. This means says WSJ is that the Republican party has now effectively split up. Immigration is not as important to these Republicans who voted against Trump, foreign policy is also important which is not so for Trump voters. Ukraine matters for these voters who voted against Trump. Abortion also matters and the economy matters for these Republican voters who did not vote for Trump. In the backdrop of all this is the advisers who surround the president, the chief of whom may be Jake Sullivan, not just for foreign policy but also on issues such as immigration. Where Michael Shear of the NYT who has covered the White House for 30 years shows Jake Sullivan actively pushing to close down the asylum and parole avenues that are surging migrant flows, and to get Biden to close the US Mexico border under a bipartisan deal worked out by Lindsay Graham and Chuck Schumer in the US Senate. Sullivan, Michael Burns and other thoughtful, careful advisers are helping the Biden administration navigate the Israel Palestinian conflict and the Ukraine Russian conflict. The Middle East is what tripped Jimmy Carter with the Iran hostage crisis, leading to the Reagan period and Reagan economic culture that is unwinding today with huge gaps in incomes and educational opportunities that never existed before in the US. What also tripped Jimmy Carter was the split with the party that John Kennedy and LBJ built on the foundations of the FDR Truman period, and his handling of the Kennedys that effectively split the Democratic party. This is the situation that is now happening in the Republican party as the Reagan era and its culture of extremes comes to a close. Of extremes not seen since the Great Depression of a working family struggling to live on wages near the poverty level in a automobile factory in Michigan before the UAW settlement that Biden was on the picket lines for, and the $55.8 billion pay package that was put forward for Mr. Musk at Tesla. ...

This is needed including capital from the private sector to support government funding, so that India can build the infrastructure to create new manufacturing hubs that compete with China as the world's manufacturing workplace. The Biden administration's determination to compete effectively with China using is own supply chain in Asia, and the EU's plan to follow what the Biden administration does, is likely to create a new kind of environment by 2024-2025 that will create a steady flow of capital to India and other parts of Asia to finance this effort for rebuilding its supply chain. The Biden administration is seeking to build a culture change from the old culture pushed by Reagan type free marketers that delivered lost decades in manufacturing and jobs in manufacturing for the US. Biden's State of the Union message was clear- "Folks we're just getting started. We're just getting started." By 2024-2025 the Adani story may just be a footnote to this story as other manufacturers and investors pick up the infrastructure challenges facing the US, EU and India for a new supply chain for the Free World built around self-reliance. The Ukraine war and China incidents such as one that happened recently, will accelerate the rebuilding of the new supply chain on the part of the US and the EU with partners in Asia. Restoring relations  reminiscent of when China breaks away from the Soviet bloc in the 1970's, Russia moving away from its subordinate position to China.  American Lt. Gen. Keith Kellogg seeks to avoid losing a whole generation of young people in Russia and Ukraine with continued war. America's idea is consistent with Wilson support of China during Sun Yat Sen's 1911 Revolution, FDR and Gen. Joe Stilwell support for China during the Imperial Japanese Army rampage through Asia in 1930's. America does not want to see fellow Europeans an entire generation of young men from Ukraine and from Russia lose their lives in a senseless war. DJT shows America is listening when he says Russia would never accept Ukraine in NATO and some voices in Europe (British, East European) have made it appear that this is possible.. Kasyanov a former senior Russian policymaker says Russia wants to see a new generation structure replacing old outdated institutions from the Cold War. NATO needs to be rethought, and a new institution be formed to replace it that puts behind us the Cold War. This is also a European idea expressed by Macron and other leaders.   ...

It may come as a surprise that even a conservative Republican Senator Lindsay Graham of South Carolina, talked recently on CSPAN television about the US needing immigration in an organized manner to meet the growing shortage of workers in the coming years in the US. This report by Alicia Caldwell in the WSJ looks at the city of Topeka, Kansas, home to University of Kansas in nearby Lawrence, which is trying to attract immigrants who are allowed to work to meet 6600 worker positions that remain unfilled. Mayor Michael Padilla of Topeka is a cross between a liberal Republican and a conservative Democrat as are many immigrants from countries in South America. The Greater Topeka Partnership is looking to attract Spanish speaking people to fill these jobs, because of stagnant population and a lower unemployment rate than the US average. This effort in Spanish language has resulted in 10,000 resumes submitted. Another effort for Uniting with Ukraine has brought 160 Ukrainians to Topeka. These efforts are happening since 2019 and in some cases the city has offered $15000 a person for relocation costs. Citywide the effort is being welcomed including the business community. Topeka, a town of 126,000 is home to 17% Spanish speaking residents. Molly Howey who heads Go Topeka and the Greater Topeka Partnership is shown here, and says Topeka had already had success with its Spanish speaking population when it started welcoming new immigrants.  The rapid recovery of the US after the pandemic and its resilience for growth over the next decade is creating a recognition among Republicans as well as Democrats, among economic planners and business of the need to fill shortages of workers as the US invests trillions of dollars in its economy in coming years in infrastructure, manufacturing and and new technologies. It is an effort that is unprecedented since the post war effort to build a modern economy in the 1950's. ...

This WSJ report traces the development of rail, trucking, container shipping and forklift use in Germany, Russia and the US. The World Bank Logistics Index shows Germany ranking first, the US 14th, China 26th, Russia 75th out of 160 countries.  Russia's military relies on a supply system that uses crates instead of container shipping, not much use of forklifts, and relies on rail and conscript labor. During the invasion of Ukraine in April Russian supply lines that did not control rail failed to supply forces leading to slow progress. Because of dense rail lines in the eastern Donbas region Russian supply lines have worked to sustain advances. About 750 miles of rail lines have also been repaired by a special force set up for this purpose.  In a larger sense the problem of logistics and supplying front lines remains. This report shows the contrast between the development of Russian logistics and American logistics described by military experts in the US. The Russian system evolved in the early years of the 20th century based on conscript or free and abundant labor compared to the US where labor was scarce and costly. Automation progressed rapidly with American business taking up use of forklifts and containers during the 1940's extending to its use in the military. During the Vietnam war Cam Ranh Bay US bases were converted to modern container and forklift use. Russia continued through the sixties till today with a different and less automated system of logistics and movement of goods.    The use of modern logistics in Russia is limited to the amount of freight that gets moved in Colombia and much less than France says this report in WSJ. Much of the industrial base in Russia is built around oil and gas exports and manufacturing with movement of supply chain parts has never taken the importance that it has in Germany or the US. This limits the capacity of the Russian military outside the rail lines located towns and cities in Donbas where it has recently made gains. ...

This report in the WSJ says the increase in Saudi production announced on June 2 will do more for Saudi Arabia diplomatically as it improves relations with the Bdien administration, and much less for oil markets. The increase of 648,000 barrels a day for both July and August is seen as a drop in the bucket. Only Saudis and UAE have spare capacity- estimated to be at 3 million barrels a day of spare capacity. The Russian oil production has already dropped by 1 million barrels a day since the start of the war in Ukraine and will drop further after the European Union oil embargo on 90% of oil supplied by Russia to the EU. Russia may even withhold supplies from the market to keep oil prices high as it is selling oil at a large discount. Russia evades western oil sanctions by selling oil using transfers out at sea and in other ways that do not reveal the source of the oil. Saudis and UAE are seeking better relations with the US to gain security guarantees after drone and other attacks by Yemeni rebels and Iran. Earlier president Biden had distanced himself from Saudi Arabia following human rights situations that led to deteriorating relations. The EU oil embargo, high oil prices that are hurting poorer countries all over the world, and the commitments by the US and other European partners to reduce fossil oil fuels production and increase renewable energy production are now added factors that the US is including in its relations with the Middle East as it seeks to balance different factors. The Syrian war started with Arab Spring in 2011 and a popular uprising against the rule by a Alawite minority that came to power in a coup staged by the elder Assad in 1970, says this report on the civil war in Syria. The war dragged out over a decade with the northwest in the control of Kurds, and groups backed by Turkey. Groups backed by Turkey which want to restore Syria to its national origins before the current regime took Homs, Aleppo and Damascus in a week as Iran and Russia withdrew from the country following the war in Ukraine and the Israel conflict with Iran. The US has only a small presence in the country to protect against terrorist groups. One of the effects of the conflict is the flow of migrants to Europe through Hungary into Austria and into Germany during the Merkel years. The opposition to migration that led to the CDU's decline in popularity and to Brexit in Britain started with this flow of migration from North Africa and the Middle East conflicts emerging out of the Arab Spring. In Britain the migration was also from Poland and countries in Eastern Europe.  This led to Reform UK and the Brexit referendum. In the US it led to the Border becoming a major issue in 2016 with migrant surge from Mexico in the last years of Obama's second term.  The collapse of the Venezuelan economy, economic troubles in central America led to another surge in migration in 2021-2023 from these countries making the Border a major issue in the US in 2024, and giving DJT a second term in office in 2025.   ...

The vote against is 51 to 49, with 2 Republican senators, Collins of Maine and Romney of Utah voting for calling witnesses. Within hours of Mr. Alexander expressing his intention to vote against Republican Lisa Murkowski of Alaska decided she would vote against.  This vote was crucial in concluding the impeachment trial because of Mr. Alexander's reputation for fairness and his service as governor, university president, secretary of education, during a time when traditions of bipartisanship were honored. Mr Alexander stated his reason for his vote even though he believed Mr. Trump acted inappropriately. Was an improper decision on Ukraine by Mr. Trump at the level of treason or high crimes and misdemeanors? Mr. Alexander said it was not. Mr. Alexander shared his view saying what was on the mind of most Republican Senators including Sasse and Graham but expressed clearly- "For the Senate to tear up the ballots in this election and say Mr. Trump could'nt be on it, the country probably wouldn't accept it. UK Business Secretary Kwarteng orders a National Security Review of the acquisition by Chinese semiconductor maker Wingtech through a Dutch subsidiary of a semiconductor factory in Wales. The factories in Wales are becoming a hub of the UK semiconductor industry with research and manufacture of compound semiconductors, which enable electric batteries for cars to get more mileage. Nine Congressmen in the US wrote to the Biden administration about the acquisition and its dangers for the UK and US semiconductor industry's technology being shifted to China. The head of the UK Foreign Affairs committee in parliament also alerted the UK government of the risks involved. The UK government has passed a law that allows it to retroactively cancel deals that are considered a risk for national security. Under the Bush and Obama administrations there was a transfer of western technology through acquisitions of this type and not much was done by the governments in Europe and the US. This enabled China to acquire western technology using its state subsidized firms which had better access to financing for acquiring key western technologies. It was only under the Trump administration that 2 decades after it started in 2000 this process was given attention. It was ignored in the same manner that the Germans under chancellors Schroeder and Merkel allowed Russian energy companies to dominate the energy sector in Germany even to the point of acquiring ownership of the storage of energy on German soil. That dependence allowed by German elites according to the Manchester Guardian in a recent article is now unwinding with the brave and unceasing efforts of Economy Minister Habeck,  who is now the most popular person in Germany for making this  correction in the midst of the Russian invasion of Ukraine with China's support. ...

Daniel Henninger of the WSJ Editorial Board says even if a Republican is elected president it would be a question of 4 more years of what? The big problem today he says is the small number of legislators in the US House of Representatives, about 20 in the Freedom Caucus, that are opposed to the government operating unless they get their way. The result is that independent Speakers of the Republican controlled House, with Republicans having a slim majority, are unable to get elected, and the Speaker elected is a relative newcomer Mike Johnson of Louisiana, who entered Congress as recently as 2017. The new Speaker has said the legislation passed by a bipartisan group of Senators in the US Senate 70-30 for aid to Ukraine is "dead on arrival." Result an impasse with some saying this is the most ineffective Congress ever. In this situation if a Republican is elected president says Henninger he can do little because a loss of even one legislative branch to Democrats the House or the Senate would leave America where it started- in an impasse for 2024-2028. For this reason he says even though Mr. Trump said he would do great things there was little he could point to in his vision for the future, and little he could do just by signing executive orders that would later be reversed.  ...

The US China student exchange is very uneven- there are 270,000 Chinese students in the US and only 11,000 American students in China. This is a problem as this increases the misperceptions about China and reduces knowledge about China when there are common challenges of climate change, about keeping the global economy healthy, and reducing risks from other states such as Taiwan and Ukraine, and of failed states.

This report in the NYT still fails to recognize the importance to the US of the fentanyl challenge to American lives as it flows from China and Mexico to the US. This is at the root of the dismay in the US with China and Mexico today and of porous borders with Canada and Mexico that are a serious problem for America and its people.

Not only because of security and democratic process concerns- then one asks why what other real even larger concerns?  A ban on TikTok by restricting its use that does not affect education is already in place in China, yet such a ban is easier implemented in state power centralized government for the benefit of China's young generation and not in the US system of government. Excessive time spent on social media apps in the US including TikTok as the largest are a serious problem in America today -for young people's educational activity such as reading, studies, and for mental health. Taking a large part of the young generation in a direction that is not beneficial for the US, for democratic process to function with young people taking time to be better informed and for the health of the younger generation.  People assume that TikTok audiences will shift to other social media apps such as Facebook, but a large part of the TikTok population may engage in other activities that promote health as the consciousness for food and its preparation increases, for the value of exercise, engagement in sports and viewing sports or music, engagement in Nature and hobbies, and in time spent on travel, all happening as the Nation shifts its attention and consciousness after these troubled decades from financial crisis of 2009 to the pandemic, a period of dismal failure to deliver public services with funding diverted and misallocation in capital markets collapsing or near collapsing infrastructure around us sapping the Nation's spirit and its energies.  A new spirit is emerging in the Nation and a shift in the attention of the younger generation as it feels the fatigue that is now felt for music idols such as Taylor Swift is entirely plausible so that TikTok would have risen and faded away both in the US, India, and even in China as it shifts its attention in a different world. ...

To reduce its reliance on China for nickel supplies and secure the supply chain LG Energy Solution has signed a $9 billion deal in Indonesia that sources nickel supplies in Indonesia and produces the EV batteries in Indonesia. The deal was signed with Indonesia's mining company Antam and Indonesia Battery Corporation. Indonesia is the largest producer of nickel with 21 million tonnes of reserves according to US Geological Survey data. The entire process will now be done in Indonesia- smelting and refining nickel, manufacturing precursors, cathode materials and cells, and assembling finished products. LG Energy Solutions is also working with Hyundai Group to build a $1.1 billion battery manufacturing plant 65 kilometres southeast of Jakarta. At this time most of the materials for EV batteries are processed in China and about 11% of the world's production of Nickel comes from Russia.  China's Amperex the world's top battery maker also has signed up with Indonesia's Antam mining company for a similar $6 billion project. For LG Energy Solutions the second largest battery maker the stable supply of raw materials and reduced dependence on China and Russia is becoming important with the situation in Ukraine.     ...

Much of the political gains made by Mr. Trump in 2017 were a result of the failures of president Bush within the Republican party wasting national resources on 2 remote wars while infrastructure was neglected, and the neglect of manufacturing communities in the US with jobs outsourced to China that presidents Bush and Obama failed to stop. With president Biden ending these wars period. And with Mr. Biden getting the legislation passed to put workers and families, American manufacturing, American infrastructure to the top of the agenda, the focus has shifted to China and Russia two countries that gained during the largely failed Clinton, Bush and Obama presidencies. The Ukraine war and China's belligerence over Taiwan remain an ever present risk. President Biden has articulated American resolve in this situation in a way that matches another president Harry Truman when he addressed the Soviet expansion in Berlin, then Greece, then across Eastern Europe, not seeking conflict yet not shirking responsibility for the free world. Twenty years after Japanese prime minister Koizumi visited Pyongyang in 2004, Japan's PM Kishida plans to talk to North Korean leader Kim. Koizumi had talks with Kim's father in 2004. The effort is to reduce tensions in the region with elections approaching in Japan, India, and the US in 2024, and to bolster the sense that Japan can manage its role in the region. The Europeans are doing the same as the French and the British are taking a bigger role in Europe during Ukraine conflict. After the Gaza conflict, the Houthis in Red Sea maritime channels, there is a sense that reducing tensions proactively is a better approach rather than wait for things to take their own course in directions that are not good for the world, or taking rigid ideological or other motivated positions that serve no constructive purpose and exacerbate tensions. Gandhiji used to say "tit for tat makes the whole world blind." It is not idealistic to say that but very practical and useful because if you do that you end up with situations where you lose leverage and ability to take positive action and come up with better outcomes, than if you let some unforeseen event or some events by other actors without proper motives to intervene to your serious and the world's detriment. ...

WSJ looks at how the relationship between Joe Biden and Kamala Harris evolved. From the faltering start when Harris was contesting for the presidential nomination and made sharp debate comments on segregationist senators and Biden, to her entry into the White House as Vice President dissolving her political action committees and not bringing her election people to the White House. The first assignment was on immigration and the White House asking Harris to tell Central Americans not to come to the US border did not exactly work out. Guatemala was in the middle of a drought affecting its agriculture and sending more people from the affected regions to the US Border. That message did not work and Harris came under criticism. There was less contact with Biden during the years 2020 and 2021 because of the pandemic.   Gradually though the president came to listen to Harris and set up a weekly lunch meeting. When Supreme Court nominations were to be made Biden relied on Harris's advice. Ketanji Jackson nomination to the Supreme Court came out of these talks with Harris. Then came Roe and Wade and the president who was not outspoken on this issue realized that Harris was better at communicating a common vision of what America stood for and the importance of reproductive freedoms. When Hamas attacked Israel, the response of Netanyahu was leading to an humanitarian disaster. Biden sent Harris three times to the Munich Security Conference, and each year she met Mr. Zelensky and discussed the Ukraine issues with European leaders. Then came the debate performance and Democrats questioning Biden's health. Harris remained steadfast in her support till the end and on July 23 after announcing his withdrawal the previous day Biden told Kamala as he addressed Wilmington headquarters staff- "I'm watching you kid. Russian president Putin may have exacerbated the very thing he feared- a deepening demographic crisis in Russia. This report in the Financial Times says excess mortality was already one of the highest from the coronavirus- about 1 million compared to official figures of 360,000. During the 1990's Russia had gone through a demographic decline with fewer births after the fall of the Soviet Union and unstable conditions in the economy.  During the pandemic there was outward migration from Russia as a result of people wanting access to vaccines other than the local vaccine, says FT.  In an interview last November Mr. Putin talked about the dangers to Russian statehood and to the economy from a drop in births and falling population. The war has worsened this situation as the FT says about 70,000 highly educated people left the country in March and another 70,000 are expected to leave in April. The response of Europe and the US to the Ukraine invasion with moves that affect the Russian economy could lead to drop in jobs and living standards that lead to a further drop in births, says FT. This may be a more serious way in which Mr. Putin may have neglected to consider Russia's own long term interests in invading its neighbor.   ...

This Editorial Board article of the WSJ says the EU's embargo on Russian oil raise the cost for Putin's invasion of Ukraine and demonstrate Europe's resolve. The new round of sanctions by EU will ban the imports of Russian oil by sea as well as insurance for shipping companies that transport it globally. About two thirds of Russian oil comes by tanker. Germany and Poland will also stop pipeline oil imports from Russia, only Hungary, Czech Republic and Slovakia will continue with Russian pipeline oil. The result- an effective embargo on 90% of Russian oil imports by the end of 2022. How effective is this if Russian oil is rerouted through other countries to reach China, Western Europe and the US? The WSJ says don't underestimate the impact especially when it is combined with the ban on insuring ships that carry Russian oil. The higher insurance rates and costs of shipping will limit Russian oil exports. Europe makes up half of Russian oil exports and WSJ says the rest of the world can't use up all that oil. Russia exported $180 billion of oil in 2021, a large amount of this will no longer be available to Russia to finance the war. ...
