Earlier federal law enforcement in California, and in other states, Washington DC, Nashville Tennessee, have led to protests but not of the kind in Minneapolis, Minnesota. Minneapolis is a state with liberal views yet it also has a strange mix as it was in Minneapolis that local police shot an unarmed black man during the Covid epidemic. This time it is not local police in that role but local police under the orders of the state and local authorites, the mayor and state governor Frey and Walz, not cooperating with the federal law enforcement of immigration law in the US that seeks to remove migrants with crime records from the US neighborhoods and streets. Walz was selected by Kamala Harris to run on the Democratic ticket for president in the US against DJT and Vance in 2025. Republicans allege serious fraud in Minnesota and misuse of state funds that have added to the dangerous mix of politics in the state, that is found nowhere else in America. From the Republican point of view unwanted migrants from certain unstable countries with criminal records were allowed to settle in the state. Democrats and Democrat media are not cooperating as the national elections in the US were lost on just this issue of migrants illegal entry numbering about 7 million over the last administration of Biden with costs to the US of over $110 billion in federal and local funds. No one knows where this will end up yet the view world wide over migration is moving to safe neighborhoods and safe streets as essential human rights, essential women's rights, essential rights of all Americans and all Europeans, that the problems of failed states cannot be solved on American or European soil. The $369 billion climate and tax package that is coming out of a deal arranged by Schumer in the US Senate could be a path breaking action. The vote for this legislation is planned under reconciliation so that the vice president MS. Harris can cast the deciding vote for Democrats in a 50-50 split Senate. Republicans oppose the legislation. Manchin now says it will reduce inflation. Briefly it will give $7500 to every buyer of an electric vehicle EV, and $4000 for a used EV. It would give rebates for heat pumps that increase home energy efficiency. Billions of dollars would be spent for clean energy industries, and for solar, wind, geothermal, other renewable energy projects. Democrats want to get the legislation through the Senate quickly by next week, and so secret were Schumer's negotiations that most Democrats did not know about it. Coming on the heels of the $280 billion CHIPS and Science bill for $280 billion investment in US semiconductor industry, this will be a big win for president Biden and shows the persistence and patience of Mr. Biden is paying off.   ...

Democrats are seen as having made the same error early in Obama administration's first term. And will not support investment in the infrastructure that is crumbling around us even as the infrastructure is crumbling around us, like the bridge in Baltimore that went down in minutes. Trump used infrastructure issue in 2016 and rightly so, and talked about it being Infrastructure Week every week, yet did nothing for infrastructure, nothing serious until Biden in 2016-2020. This a continuing project for Harris. Part of this is to end the wars (Biden's efforts in Afghanistan ending it). There are 2.3 million federal workers outside of the US Post Office and military. WSJ analysis shows more than half of the Congressional Districts with the largest proportion of federal workers are Republican districts. How do you get these Republicans to sign off for layoffs in their own states and districts asks the WSJ. DOGE faces a tough fight on this. The other issues are about getting the work of government done where the layoffs to cut costs are done in a way that reduces the productivity of workers with conflicting goals and instructions so that important work doesn't get done. US Treasury's Fiscal Data Site shows the US federal government spent $6.9 trillion in 2024 or 23% of the US GDP. The Government Accountability Office last year issued a report that fraud, waste losses were about $521 billion, this is about 8 percent of the US federal spending in 2024. To get this done, to cut waste and fraud requires a patient effort which also does a job of convincing the people of America that the cost cutters are doing a good job, cutting fat not bone or muscle. DOGE led by Musk require much patient effort - loud, high profile actions could hurt with distractions.  It is different on runaway illegal migration and 490,000 deaths from fentanyl over 12 years, where action cannot be loud enough to get America's voice heard and action taken to prevent any more deaths. Biden and Democrats signed up in 2024 to Republican Senator Lankford's bill, so that it means both Republicans and  Democrats now have to deliver on this.   ...

French parliamentary election first round results show Macron's party neck and neck with the left parties bloc led by Jean Luc Melenchon. Melenchon is shown in polls to be slightly ahead. The second round of the election is on June 19. Macron is unlikely to have a majority and may need the support of the centre right Les Republicains. The voter demographic of the Macron party and the Les Republicains is older voters, centre right, who tend to vote in larger numbers than younger voters. Voter abstention is high with 48% of the voters having voted in the first round and shows deep voter dissatisfaction with the political elites in France. Before Macron two one term presidents led the government- Sarkozy of the Les Republicains and Hollande of the Socialist party. Macron was Economy, Industry and Digital Affairs minister in the Socialist party Hollande government before he formed his own party in April 2016 months before the election calling for a revitalization of French politics away from the two leading parties. His party was named Le Republique En Marche with younger people not connected to traditional parties.   Macron won a second term with the help of Mr. Melenchon's socialist supporters. Melenchon called for not a single vote for Marie Le Pen the far right candidate in the second round of the presidential election. Melenchon and Marie Le Pen were neck and neck in the first round.  Within Macron's party Louis Philippe a popular prime minister leads a faction that Macron will need to negotiate with in addition to Mr. Melenchon for parliamentary support. There is also a situation of cohabitation that would happen if Mr. Melenchon wins a majority in the National Assembly. Melenchon says the results in the first round "offer an extraordinary opportunity for the destiny of the common homeland to defeat the disastrous politics of the majority, of Macron." In 1997-2002 France went through cohabitation with the president and prime minister from different parties. Lionel Jospin was prime minister with Jacques Chirac as president. Yellow vest protests in 2018, gilets jaunes, were a result of increase in automobile fuel prices and the cost of living, and the general sense of dissatisfaction with policies of president Macron that were seen as not favoring workers and families finding it hard to make ends meet. The working class vote and vote of younger people is evenly split between the far right of Marie Le Pen which does well in rural areas, and the socialists under Melenchon in working class districts of larger cities. In providing support for the European Union and traditional French foreign policy, Macron and the socialist parties have common ground compared to the anti- EU policies of Le Pen resulting in votes cast for Macron that were really for melenchjon in the presidential election in which Macron secured a second term. Cohabitation then offers the popular alternative for a prime minister such as Melenchon for domestic policy and a president in the form of Macron for foreign policy at a critical time for Europe with the EU response to Russia including the embargo. ...

This WSJ analysis shows that in the counties that flipped to Biden in the U.S. election about 40% of the people had white collar jobs and were better educated and in metropolitan regions. Of the counties that flipped to Trump about 20% had white collar jobs with only 1.4% jobs growth whereas the improvement in the counties that flipped to Biden had much higher jobs growth of 5.3%. Where Biden prevailed 70% of America's GDP is generated, where Trump prevailed 30% is generated. One is white collar in metropolitan regions, in cities and suburbs, better educated. The other is blue collar, less educated. One blue collar is hit hard by the pandemic, the other is white collar but also includes some of the people hardest hit in the pandemic of minorities in the cities and suburbs. In truth none can benefit without bringing all along. And loyalties shift as most of the professional class was once with Republicans who were the party of business. The sending out of American manufacturing to China has not only affected the economy, it has also changed the parties as the Republicans took up the cause of American manufacturing workers changing the two parties. For most of the twentieth century this was not the case as FDR, Truman and Kennedy-Johnson, were Democratic presidents supported by blue collar workers.   ...

He meets Texas Governor Abbott and visits the El Paso border area and El Paso county Migrant Support Center. Marc Thiessen in The Washington Post says to halt the problems at the border when last week migrant encounters hit 12,000 a day Democrats need to work with Republicans to get the votes in the Senate and House for needed legislation. This means losing some votes from factions within the Republican and Democratic parties and still getting it passed. It would be good for the country and good for Biden, says Thiessen. He says to get some idea on what the 12,000 figure means even 1000 migrants was a high number that would overwhelm the system in 2019. He cites John Fetterman, Senator from Pennsylvania, who says that honestly this happening at the border is astonishing, essentially seeing Pittsburgh at the border.

Following that trade tariffs ensued against China creating a different environment in world trade. A second term would lead to more action on trade and more tariffs. Ip says the former president could impose tariffs on all Chinese imports and this would lead to retaliatory tariffs from China and be met with EU retaliatory action in a tit for tat manner. In the past no confidence motions against president Macron's government put forward by a group of left parties failed by 50 votes. Today's no confidence motion by the left parties led by Mr. Melenchon failed by just 7 votes. The vote for a separate no confidence motion of right parties led by Marine Le Pen failed by a wide margin. 19 members of the centrist Les Republicains with 61 members in the National Assembly voted against Macron's government. This means the government will find it harder to govern. A survey by French polling firm Elabe shows 65% of French people polled support the strikes against the pension overhaul. For Mr. Melenchon's coalition of parties this means it is drawing support from centrists in an effort to form the next government that addresses the issues of workers and families in the way president Biden is doing in the US.

BBC News looks at the situation in Bordeaux, France, after the Front Populaire wins the election. The NFP has a seasoned candidate in this parliamentary seat who can greet people by name. The RN candidate is 18 years old and is new to campaigning, showing that the RN of Le Pen had to field candidates with very little time for preparation in a snap election. People in Bordeaux and NFP supporters say 2025 and 2026 are years in which the Front Populaire has to deliver on cost of living actions to improve the lives of people struggling to make a living. For this to happen Macron has to give the NFP the chance to govern in the interests of the people of France and not obstruct actions needed to tackle cost of living. The Socialist parties have the experience to govern and obstruction would only further reduce the popularity of the Les Republicains and Macron's party.
