The graphs shown here show that as education levels increases in different income segments there are significantly more Labour supporters than Conservative supporters. For Rishi Sunak this means he runs into the same problems that faced Johnson and Truss, of matching austerity cuts in spending that will be unpopular with the lower income support base with lower educational levels in the Tory party. His privileged background will only make the cuts in the middle of interest rate hikes and inflation appear as basically unfair to this support base.  Edward Jenner invented the small pox vaccine in 1796. Before this a method called variolation was used. Pieces of fabric or threads moistened with a sick person's small pox postules were pulled through incisions in a person's arm. This was effective until Edward Jenner invented the vaccine itself for mass vaccination efforts. Tom Parfitt of The Times writes about how Catherine Empress of Russia invited Dr Dimsdale from Britain to give her the inoculation against smallpox. She became the first person to be inoculated in Russia and had the courage to do so after this method had been tried and successfully tested in Britain. Catherine writes in this letter to Count Rumyantsev that she had only mild discomfort. She then championed smallpox inoculation for the Russian people and says "it does not call for huge expenditure." US and UK complete a trade agreement, the first of its kind with major trading partners. US has a $11 billion surplus in $148 billion two way trade with UK which is just ahead of India and behind Vietnam in trade with the US. UK first 100,000 cars exported to US will not face a 25% levy, and UK exports will only face the 10% levy on all countries, including on British aluminium and steel. Governor Jerry Brown of California's call for fiscal restraint. In his annual State of the State address Brown said the emphasis must be on fiscal restraint and prudent spending so that the budget does not swing back to deficits. Brown was able to achieve a budget surplus of $28.9 million after spending cuts and temporary tax increases. In doing this Brown is seting a new tone for the U.S. of fiscal prudence after the budget surplus of the Clinton years was followed by swelling deficits. This also comes from the U.S.'s most seasoned governor, from the largest state in the Union, who has seen all sides of the picture. Brown said: "It's cruel to lead people on by expanding good programs only to cut them back when the funding disappears... We're not going back there." This may be the lasting legacy of Brown in his second effort as governor after two decades.

Under the Volcker Rule setup during the global financial crisis of 2008-2009, banks total investments in private equity, hedge funds and similar higher risk funds cannot exceed 3% of high quality capital. During the financial crisis investment banks were highly leveraged leading to the collapse of Bear Stearns and Lehman Brothers, and the precarious financial condition of other banks. Goldman has pared down about 60% of such investments. Remaining are $4.8 billion in private equity investments, $1.2 billion in real estate, and about $1.1 billion in both credit and hedge funds. Regulators have given the bank till July 2017 to comply. As banks recovered from the impact of the crisis, the tearing of the social fabric that happened with high unemployment in some groups especially older white men, has remained six years after the crisis- as evident in the U.S. election campaigns this year. As a result the mood has shifted for tighter regulation and both party platforms, Republican and Democratic, now call for reinstatement of the Glass Steagall Act, which separated commercial banking from investment banking as part of the lessons learned from the Great Depression. Volcker, was chairman of the U.S. Federal Reserve during the Carter administration, known for taking a tough line against inflation. He was the principal driver of the move to restrict banks from risky activity, and faced considerable opposition from banks during the 2009-2013 period when the rule was being formulated.  ...

Deutsche Bank's image takes a hit in a criminal investigation of alleged tax fraud at Deutsche Bank involving cross border trading of carbon emissions certificates by traders. Co-CEO Jurgen Fitschen called the Governor of Hesse to protest a raid by 500 German police officers and investigators of the headquarters of Deutsche Bank in Frankfurt. The officers arrested some executives and confiscated data. Fitschen and co-CEO Jain were in a supervisory role for the trading and not directly involved. Fitschen signed a tax declaration that is part of the case. Over 20 Deutsche Bank executives are under investigation in the case. Because Fitschen was also being examined in the case this is being viewed in Germany as placing himself ''above the law," by interfering in a criminal investigation. Christopher Frank, head of the German Association of Judges, a senior prosecutor in Freiburg, said in an interview: "Its disturbing that a bank executive believes he can influence the independence of the judiciary through a phone call...This shows a fundamental misunderstanding of the principle of separation of powers."...

Apple follows Microsoft in increasing workers pay. Apple increased the hourly pay for workers to $22, increase of 45% over 2018. It follows Microsoft which has doubled its worldwide budget for meit based pay increases. Annual increases are moved up by 3 months and new pay increases take effect in July at Apple. Apple shares have fallen 21% this year to May, making stock based awards ineffective.  Apple has paused plans to call workers to office for at least 3 days a week as coronavirus cases rise again in California. Apple was one of the first companies to move to remote work in 2020. The pandemic has increased Apple sales tremendously of laptops and iphones so that the increase in workers pay was long overdue. In this sense the Biden administration has brought with it president Biden's genuine and deeply felt concerns for workers and families to the forefront of company and workers attention. Overall for private and government employers the first quarter of 2022 brought with it a 4.5% increase in workers pay, says the Labor Department. Inflation was higher and outpaced worker wage increases so that worker pay has more room to grow under president Biden's leadership. ...

Britain's High Court gives a ruling on November 2, 2016, that the government must consult parliament, and that parliament has to approve the plan for Brexit before invoking Article 50. This means that the government has to lay out the details of its plans which make it harder to conduct negotiations. The Conservative Party also does not have a majority in the House of Lords. Legal experts say the decision which caught the government by surprise was expected from a constitutional law standpoint which looks at whether the sovereign or parliament is supreme in making such a decision. Members of parliament in general were not in favor of leaving the European Union, making this add an element of uncertainty about Brexit. Political experts say one way out for Theresa May who earlier announced that she would invoke Article 50 by March 2017, is to call a general election. The Madrid building which houses the British Council in Madrid at 13 Paseo del Martinez Campos in Madrid's Chamberi district, has been put up for sale to pay Covid era debt. About 5000 Spanish students attend classes in English and prepare for exams in 35 classrooms. Over the years hundreds of thousands of Spanish people passed through this building. 320 jobs will be lost, employees with passionate dedication who it will be difficult to replace. Another center in Barcelona also is expected to close. This comes at the wrong time when Britain needs to make its voice heard in the world, when a mediocre level of British parliamentarians and leaders since Blair and David Cameron have allowed this to happen. English language classes in Italy at the British Council are also being shut down. Paris building may also be sold, and shrinking operations in the Baltic Republics, Croatia and Austria. This will be a major blow to helping spread knowledge of British parliamentary traditions, its history and participation in shaping the Modern World we know today.  It is now hoped and this is a message to Labour's Andy Burnham who studied English at Cambridge, to restore Britain's image and the value of its parliamentary and other lasting contributions to the Modern World, to the benefit of all nations, to cancel this debt and give the British Council new leadership for the next 2 decades. Neil Kinnock, a Labour leader, and a chair of the British Council says- “The British Council does not want to make these cuts. They are being forced into it by the conditions required by the Treasury." “I sympathise very much with the staff, so does the leadership,” he said. The British Council had “camped out” in the Foreign Office for last three or four years and put up a “hell of a fight”. Kinnock said: “What the government should do is either find a way of cancelling the debt, or even rescheduling the debt. Because it’s to absolutely nobody’s advantage to lose the British Council.” A desperate effort to pay an outstanding £197m debt from a Covid-era Conservative government emergency loan on commercial terms, with interest to be repaid by September, is what is causing this massive destruction of a century old institution that belongs to Europeans, to Asians, and to the world at large for better societies through knowledge.
