Iraq is a clear example of how the oil reveues may be there but without the mechanism of getting the oil revenues to work creating infrastructure and jobs, and even the basic mechanism of a well functioning civil service and a financial and banking system to put the money to work, things can be quite bleak when they do not have to be. Some of it also is agreement between the communities and leadership to get a consensus on what should be done and how it should be spent. It shows how litttle can be taken for granted in war torn, civil dissension fractured places of the world, even in relatively literate and functioning societies like that of the Arab middle eastern states. After only 6 months in office as CEO, Intel CEO Pat Gelsinger is making large chip investments in the US. He has committed to $20.5 billion chip investment in Arizona and $2.5 billion in New Mexico in the first 3 months on the job, to be followed by additional investments in 2021 and 2022. Intel under Gelsinger has made plans for $50 billion in chip making investments, including plans to become a chip maker for others. Intel also plans to acquire Global Foundries.

Next five year plan for China calls for more concentration on industry, dominance in key sectors identified by China such as rare earths, and more exports- not less in each of these areas. Chinese Communist Party is very conservative and once this has worked for China it is not going to change its reliance on exports even at the risk of leaving goods unsold in China or oversupply. The result is that the US effort to reduce the trade deficit, trying every tool in the book does not work, leading to an effort to resort to tariffs as a last resort to cut the unhealthy and risky $1 trillion trade deficit China has with the world. Has it worked? WSJ and other reports show that large companies are diversifying their supply channels, only smaller companies without the resources are sticking with China dependence for supplies. The tariffs themselves make headlines yet the US has made careful calculations not to upset relationships with key partners Britain, European Union, and Japan, keeping tariffs low at 10% with EU, and 15% with Japan which exports automobiles to the US to recover some of the years US made concessions to Japan. There are also loopholes on certain products where it is in the US interest to do so. As a result the effective tariff is 10-12.5% not 17-20% shown in reports. Of this 10% what is passed on to consumers is small- as in autos 80% of tariffs are not passed on by auto importers such as Toyota and Subaru because of the higher margins postpandemic. In retail only 30% is passed on again because of the post pandemic higher margins. The administration of DJT has also carefully worked with world oil suppliers to keep oil prices low, lower than in 2023-2024. The result is that inflation is at about 3% in September 2025. The idea that a capricious DJT is doing the tariffs is a myth as careful economic planners including Bessent, Jamieson, Lighthizer, and Luttnick, economic advisors in the Republican party, are carefully articulating the policy with room for DJT's political talk and appeal to public sentiment. ...

China's strategy appears to be to allow the transfer of TikTok ownership to an American consortium and focus it's efforts on renegotiating the 30% tariff on China and China's response of 10% on the US. China is making an effort to protect industries in China that have surplus production. China wants DJT to meet Xi for a Summit in Beijing instead of South Korea as the US has suggested. And Xi  offers to make a visit to Washington DC to improve relations. Scott Bessent and the USTR Greer in negotiations  with the Chinese trade negotiator Vice Premier of Economic Policy, He Lifeng, in Madrid, have come up with an agreement. The US COngress has passed legislation requiring the sale of TikTok to US owners because of sensitive information issues. China now reversed its policy in April when it opposed this as it now sees little advantage in that policy and can concentrate on better trade terms from DJT. A stumbling block is the flow of fentanyl for which DJT imposed 20% of the 30% tariff on China, the other 10% being standard for all countries. ...

With population shifts to the south Texas has grown in population in 5 years to 2025 by roughly 2 million from 29 million to 31 million. In 2025 about 40% are Hispanic and 40% White evenly divided, with 11% black and 6% Asian, and 3% other. It remains a conservative state in the South with a focus on faith and on traditional values. President Trump signed the Hong Kong Human Rights and Democracy Act passed with near unanimous support by the U.S. Congress. The original U.S. law on Hong Kong passed in 1992 requiring yearly reports on the autonomy of Hong Kong for it to get the "special status" granted to it. This requirement for yearly reports expired in 2007. This requirement is now reinstated. The law signed by Mr. Trump requires the State Department to certify Hong Kong' autonomy annually. The WSJ describes it as a "grim trigger" strategy" which would cause damage to Hong Kong capital markets and is of a magnitude that makes it less likely to be used. Mr. Trump pointedly remarked that he had signed it "out of respect for Mr. Xi, China and Hong Kong," and Mr. Trump has shown respect so far for the protesters but also shown respect for Mr. Xi and China in the middle of the unending nature of the protests. The new Act does not give Mr. Trump any additional powers than he already has. It only changes one aspect of relations- it makes Hong Kong relative autonomy a part of permanent high level issues in China - U.S. relations, including trade and Hong Kong's status as financial center. ...

Another reason is that the president's popularity is high following the election in November and it is likely to slip in the months ahead leading to possible loss of one or both the Senate and the House of Representatives in the midterms of 2026. The president signed executive orders to declare a national emergency at the US Border, to designate gangs and drug traffickers as terrorist organizations, end birthright citizenship, as actions to deliver for the 87% of people in the Pew Research poll and similar numbers in NYT poll who want the US Border and immigration under control. Other actions were about the fentanyl flows from China, Mexico and Canada, not enough is being done by these countries causing 105,000 deaths in 2023 and 107,000 deaths in 2022 alone. When the Vietnam War led to 60,000 deaths there was a huge outcry, nowadays heads of responding agencies have no serious answers, the nation is not in a uproar as it should be. This is what the tariffs are about and this is why the American people do not see tariffs in the way they were used in beggar thy neighbor policy during the Hoover administration of the 1930's. What is not thought possible, water poverty in America in 2020, in this Guardian report, as millions of ordinary Americans face increasing bills for running water in their homes. More than 4% of household income for water bills annually is considered unaffordable and more than 6% for energy. This is more important today as coronavirus makes running water essential for fighting the pandemic. The source of the problem is aging infrastructure, environmental cleanups, changing demographics, climate emergency. Cities include New Orleans, Santa Fe, Cleveland, Fresno, Tucson and Austin where low income residents face rising costs and water shutoff or even lead to homelessness from unpaid bills. It also is a problem in places such as San Diego and Seattle, with 13% of low income people in Seattle struggling to afford water. Federal funding peaked in 1977 and has fallen since leaving local utilities to raise the money for infrastructure and upgrades for chemical contaminants, and other climate issues. About 90% of these local utilities are really municipally owned at the city level and a few large companies. At least $35 billion is needed for water upgrades for infrastructure and quality each year for 20 years- $700 billion. WIth these kinds of needs America has no room for foreign wars in remote places, and no room for offshoring its vital industries that removes the tax base for cities and states and the federal government affecting not just jobs and livelihoods but the very basic infrastructure itself.  ...

In a policy unchanged since 1950's women in China retire at age 50 and men at age 60 years. China is aging faster than the US and it's population that is over 60 years is 20% of the population. Over the 5 years to 2025 about 40 million people will retire, about the size of the population of Canada. There will be 36 million fewer people in the working age population ages 16-59 to support them. Chinese migrant workers and families work longer hours than white collar workers making it difficult to raise the retirement age to European levels in a short time. The government's approach is to get public support by creating awareness about the problem and change the retirement age gradually over a longer period. The first step will be bringing the retirement age of women to the level of men. The 10 year gap in retirement age of men and women is not found in any advanced economy.

The executive order also lifts a moratorium on the sale of coalmining leases on federal lands. The Obama administration 2015 clean power plan was designed to restrict greenhouse gas emissions from power plants. It was blocked by courts in 2016. Trump says he is reversing president Obama's war on coal. Earlier he approved the Keystone pipeline for bringing oil from oil sands in Canada to the U.S.. Under the Paris agreement the U.S. agreed to cut greenhouse gas emissions 26-28% by 2025 from 2005 levels. Market changes including the availability of cheap natural gas from technology advances fracking and hydraulic fracturing is leading a shift away from coal, apart from Obama administration regulations. Another factor is the long term trend towards cleaner energy, with large energy producers such as American Electric Power and other companies planning for the long term which is likely to be in the direction of cleaner energy. As Russia makes gains in the whole Donetsk region in eastern Ukraine the UK approves use of its long range missiles inside Russia. Biden is on the verge of making a similar decision as Iran sends long range ballistic missiles to Russia according to reports in NYT. Use of American long range missiles is not expected to affect Russia's overall military position in the Donetsk region in the east. The US and president Biden has only reluctantly provided support for use of US weapons systems to not risk escalating the war. Even artillery on the Russian side was off the list of approved use till Russia used it in Kharkiv border region at which point it was approved. Russians see Kiev as the origin of the Russian State in the 1400's, and eastern region of Donetsk as Russian if western Ukraine seeks to join NATO and EU. Britain has opposed Russia since 1750 as it saw Russia as the threat to an Empire it was building in South Asia, in India that financially supported its Empire worldwide. Britain has a long history of engaging Russia in conflict to protect British trade interests and expand its imperial influence as in the Crimean War fought in 1850's against Russia with the French to gain control of the Ottoman Empire and its Arab states for its trade and imperial interests. Republicans other than Mr. Trump and his supporters are for stronger support to Ukraine following US policy of opposing invasion to achieve military goals since 1900 against the Japanese in China and the Vietnam War was fought on the same basis in the 1960's considering the South Vietnamese state as an independent republic, just  invaded by the north, by North Vietnam, just as the US had done in the Korean War between North and South Korea. In the Vietnam War nationalism played apart with the Vietnamese nationalism prevailing by 1970.   ...
