Fiat plans to pay Chrysler $1.27 billon to increase its stake to 46%. This will happen after Chrysler refinances $7.1 billion in U.S. and Canadian debt to pay off government loans. A debt offering is expected in coming weeks. Fiat's Sergio Marchionne sees this as critical to the next step forward for Chrysler- the speedy approval of $3.5 billion or more in low interest loans from the U.S. Department of Energy for projects that increase fuel efficiency. Marchionne would like to leverage as much as he can from DOE as they will be essential to Chrysler's investments in improving the fuel efficiency of its vehicle lineup. Chrysler paid $1.2 billion in interest on its debt in 2010. Much or all of the $1.27 billion from Fiat will be used by Chrysler to reduce government debt. Chrysler will not use any unused funds from the government. Chrysler is also planning to add a revolving line of credit for $2 billion. By the end of 2011 Fiat will add another 5% stake to bring its stake up to 51%, and make it the majority owner. Fiat and Chrysler are operating as an integrated company. Marchionne says it makes little sense to have separate legal entities for Chrysler and Fiat, as the two companies are already developing, building and selling vehicles as one company. Though the smoking rate has dropped in the U.S. to 15% of adults smoking, the figures conceal a socioeconomic fact. Many of the smokers are now concentrated in rural areas and among less educated people. The rate for people with only a high school diploma is about 40%, according to the Centers for Disease Control and Prevention. The result is that people in rural areas are diagnosed of lung cancer at rates 18-20 % higher than city residents. These are two worlds says one rural resident who has grandchildren in D.C. suburbs. She is fighting the battle against smoking yet sees this is less of an issue for city residents. Her experience is that the family, health, work and other problems drive people to smoke more in rural areas of Virginia, including her small town of Martinsville, Virgina. An added problem is the marketing by tobacco companies to these areas.

How the supply and demand for oil is changing according to updated forecasts by the International Energy Agency. Demand is expected to be 500,000 barrels a day less than originally forecast for the fourth quarter by IEA. Also Iraq's northern fields produced 600,000 barrels a day and Angolan production also went up to increase supply by 1.4 million barrels a day. This provides some slack in the supply-demand situation to ease price pressures. Examples of energy conservation are given one of a refrigerated truck firm, Willis Shaw Express in Arkansas which runs a fleet of 725 refrigerated trucks and has installed "governors" on its truck engines to max speed at 65 miles per hour and thus get more fuel economy per gallon used. The full impact of recent price increases has not been felt at the pumps till noand this should also encourage further conservation. The slowing down of the U.S. economy should help reduce demand in 2008 as the full impact of the mortgage crisis is felt (see the OECD report of further losses ahead estimated at $300 billion by 2008-2009) this should lead to slowing demand. At this time demand in the US is rising by 1% down from 3-4% in the 1990's. This could be be part of a trend that could lead to actual decline in consumption in the industrialized countries. The impact of a US slowdown could impact less industrialized countries and moderate demand there. Slower growth is reported for Eastern European countries. Meantime Saudi Arabia states its on schedule to increase production from 11.3 million barrels a day to 12.5 million barrels a day by 2009. ...

The IMF's latest economic report says there is a very real risk that Greece's debt crisis could spread. "Contagion to the euro area, and then onwards to emerging Europe, remains a tangible downside risk," the report says. Sentiment in the financial markets is for Greece restructuring its debt, possibly as soon as late 2011. Increasingly the concern focusses on Greece never being able to pay back the $464 billion in debt, as a result pushing losses onto bondholders and banks in Europe. The IMF's director for Western hemisphere, Nicolas Eyzaguirre, said Latin America is in danger of going into a full blown economic crisis if the situation is not managed correctly with overheating in their economies. Speaking at a conference of central bankers in Rio de Janeiro, he said the Latin American region could see major weakness in currencies with an external shock such as drop in commodities prices or increase in U.S. interest rates. New policy would be implemented through hard work on diplomatic negotiations to bring Iran and the U.S. closer by tackling many of the differences. The U.S. recognizing the Iran government and its interests in the region and Iran cooperating on the nuclear isssue to safeguard against nuclear proliferation. What this means is that the portion of oil price increases that are a result of political volatility, with Iran as one of the sources of the political volatility, will be affected as the political volatility from this source is reduced significantly. Also note recent news about Petrochina signing an agreement with Iran to develop large Iranian oil fields. This was a different aspect of the oil price increase as the lack of modernization and investment to develop oil fields in countries like Iran, Venezuela and Mexico was a problem on the supply side. In the case of Iran there was a squeeze as demand was growing inside these countries at the same time as there wasn't enough investment in the oil fields. Chinese participation means that this problem is being addressed differently from that if the western oil majors were involved, but still being addressed. Over time this should be part of contributing factors that are becoming evident for less price pressures. However it should also be noted that these changes will take some time to work their way. ...

A milder than usual winter can reduce consumption by a large enough amount to affect oil prices significantly. The IEA estimates that last years mild winter cut oil consumption by as much as 900,000 barrels a day globally. Something like this could erase expected deficits andpush oil prices lower as they currently reflect lower inventories as winter approaches.
