He is described by Biden's sister as Biden's alter ego. Kaufman was with the president during the 2020 run for president. In 2009 as Biden assumed the role of vice president Kaufman was made junior senator for Delaware in Biden's place. He decamped from the White House in January 2024 to get a view from the outside so essential as the mood of the country changes and failures are not so clear from the inside, and  which must be addressed.  The younger group includes Jake Sullivan who the president has used with Tony Blinken to get his domestic policy reflected in foreign policy and economic policy. Of the older advisers Donilon must have addressed with Biden in turn migration and the border, the cost of living and the pandemic recovery residual effects that have affected the middle and lower class, the effects of world affairs in domestic politics. Dnilon says many presidents fail to answer the question "why are you running" with a direct answer. For Biden it is about the preservation of democracy and freedom. Donilon is a University of Virgina law graduate who worked in the Carter, Clinton and Obama White House. He even helped Carter phase into civilian life after his presidency. As chief of staff to Warren Christopher Clinton's Secretary of State. He was Obama's NSA adviser till 2013. He has a treasure trove of experience. Tony Blinken worked under him at the State Department showing the close connections Biden has with his extended group of advisers. This includes Anita Dunn communications, Steve Ricchetti Capitol Hill, Bruce Reed policy advice.   ...

The balloons detected over US airspace at 40,000 feet that stirred up tension are now seen as intended for surveillance over Guam and Hawaii and blown off course by winds into Alaska and then Montana. This report in the NYT says US State department officials told Chinese diplomats on Feb. 1 about the balloon - 24 hours later China's Foreign ministry officials told US diplomats at the US embassy privately that the balloon a harmless civilian machine had gone off course. On Friday Feb. 3 China issued a public statement expressing regret. What happened after wards showed a series of poor decisions by Chinese officials and the balloon's civilian run balloon company under contract with the PLA says the NYT.  At that point the balloon's operators tried to accelerate it out of American airspace before it was shot down over South Carolina. On Saturday NYT says China told the US this acceleration was intended to get it out of American airspace.This story may not be widely read or covered so that most of the people in the US may already believe that China had intentionally flown surveillance equipment over Montana and the continental US. The US flies hundreds of reconnaissance flights near the coast of China says one defense expert.  This NYT correction of the original story on the spy balloons did not get any front page coverage in the WSJ, BBC, The Guardian, DW.com, FR24, and the NYT story itself got only 5 comments, showing how important it is for governments and information communicators to get each story right. A similar situation of a lack of communication with poor decisions may have delayed a unified response to the covid pandemic in its earliest stages. It shows how gaps in perception and information can gradually affect a relationship which the US had once nurtured into a critical part of its supply chain manufacturing following wartime cooperation against the Japanese invasion, the civil war in China, and later the Korean,  Vietnam Wars during the Cold War.    ...

In this WSJ column Russell Mead describes the Middle East as an opportunity when in reality it has done serious damage to the US and the European Union. With the shift to renewable energy and localized sources for natural gas and oil within EU and the US, the Middle East may no longer be relevant to the US and Europe. Afghanistan which has cost so much for the US and Europe in trillions of dollars that could have been invested in badly needed infrastructure is an extension of the Middle East. Iran is also part of the Middle East. These reserves of oil and gas in countries deeply imbedded with thinking and policy against modernization are more risk than opportunity for the US and European Union. The US and European Union need to look to bringing back manufacturing and renewing supply chains with India and Vietnam, the rest of South East Asia as an opportunity and shift mightily to renewables to fight climate change. This is the opportunity facing the US and the EU today. In a sense the chapter that started with the efforts of British oil companies in Iran in 1900 and Franklin Roosevelt's meeting with the Saudi King on an American ship during World War II is now coming to its closing and a new chapter has to be written on renewables and rebuilding US and EU strength in manufacturing in alliance with India and Vietnam, rest of South East Asia in what is called the Indo-Pacific.  ...

He is Robert Francis of Chicago, an American who first came to an Augustinian mission in Peru near the Ecuador border in 1985. He spent 13 years in Peru before returning to the US in 1998. Mead on Greenland and DJT at Davos- he says in WSJ that Europe and US have a lot in common. From the way the media handled it it played right into Mette Frederiksen of Denmark's effort to portray the US in a colonial light when the colonial power on record is Denmark which followed the British, the Dutch and the Spanish in setting up colonial empires, but just failed to compete and sold off its colonies one by one to the US or traded it for territory. Denmark has along dispute with Germany on Schlewig-Holstein. Germany's Merz avoided the rhetoric and his foreign minister Wadephul emphasized importance of Greenland for security of Europe and indirectly of the eastern seaboard of the US. Germany and Italy meet Feb 12 and both coungries will work with the US. Britain's Starmer joined the Nordic countries in protest with its own colonial record providing some of the darkest hours for China during the Opium Wars. Farage and Conservatives see Greenland would be best in US control for US and European security. This means much of Europe is still with the US on the Greenland issue though misrepresentations of the US position by Denmark and many Democrats continue because of a certain inveterate opposition to DJT, with no mention of Admiral Robert Peary's discoveries in north of Greenland in the 1890's (for US Navy), and Democrat Harry Truman's offer of $100 million for Greenland in 1947, going back to Secretary of State Seward's effort to add Greenland to the Alaska Purchase in 1867. ...

DW.com looks at the newly built in 2018 Kerch Bridge in Crimea and its importance for Ukraine and Russia. This bridge links Crimea to the Krasnodar Krai region of Russia in northern Caucasus. It cost $3.6 billion to build, runs for 19 kilometres, and is the longest bridge in Europe.It crosses the Kerch Strait that connects the Sea of Azov to the Black Sea. 

It is the main route for supplies to Russian invasion forces in the Kherson region and one of only two rail freight routes connecting Russia to Crimea.

Germany's Bundestag parliament vote eases constitutional "debt brake" March 2025. CDU's Merz and the SPD join with Greens to provide the two thirds majority to remove a constitutional debt brake put in in the Merkel years. Germany's dilapidated infrastructure from rail to other transport and public facilities, to poor childcare are a sign of how the Merkel debt brake has hurt the German economy. Four years of the Greens SPD coalition government of Scholz were wasted when the SPD and Greens wanted investment in infrastructure starting in 2021 but included Lindner of the super cautious Free Democrats as Finance Minister who opposed spending and vetoed it every step of the way. The results can be seen in Frankfurt and other cities and in the underinvestment in Deutsche Bahn rail and all over the country. Merz of the CDU and the SPD and Greens finally fix this problem starting with removing the debt brake.  What happened to Lindner and Free Democrats? They did not make the threshold of 5% for representation in the German parliament, the Bundestag in Berlin. Lindner resigned for his failure. ...

Workers at Pemex are about half as efficient as workers at the Brazilian oil company Petrobras, and have one fourth the efficiency of workers at BP, according to a study by the baker Institute in Texas. Union leaders run the union in a manner reminiscent of feudal times with favors and patronage for workers and politicians. Once in power union leaders have run the union for decades, including shooting of rivals. Hernandez Galicia, a son of an oil worker, built up a system of patronage in the sixties and remained in power till he was arrested in 1989 on weapons charges by the government of president Salinas Gortari. The union formed part of the PRI party power base as the 200,000 union workers were expected to vote for the government. In the 1988 election union votes did not go to the PRI candidate and Salinas barely won with 50.7% of the vote. After Hernandez the system of patronage and corruption has continued. At the top of Mexico's agenda for president Nieto is changing Pemex, improving efficiency for reversing decline in oil production, and working with foreign oil companies. ...

Republican candidate Trump wins 51% of the vote in Iowa to De Santis 21% and Nikki Haley 19%. Trump won among evangelical voters with 58% support. In cities his vote declined. In Story County home to Iowa State University in Ames, it was 34%, and in Johnson County where University of Iowa is located 36% supported Trump. In 2024 18percentage points separate Mr. Trump's support in low levels of college or post secondary education to higher levels of college or post secondary education. In 2016 Mr. Trump received 29% of the vote in low college education areas to 22% of the vote in high college education areas- a spread of 7 percentage points. Iowa is a state with a large farm and agriculture sector. Other states with manufacturing in the midwest tended to move away from Democrats in 2016. Some of this momentum has reversed with union support for Mr. Biden who has taken a pro-union stance in a way that is not matched by any Democrat since FDR and Harry Truman in the 1930's to 1950's. The shift of Clinton to globalism and Obama to tech companies cost Democrats heavily in 2016 with workers in manufacturing- something that is reversed in drastic ways since 2020 with Mr. Biden on the picket line at UAW union auto strikes in Michigan. ...

Even with high unemployment prime minister Pedro Sanchez of Spain sees new immigrant workers aiding higher growth and supporting pensions- Spain's tourism growth also supports this. “The contribution of migrant workers to our economy is fundamental, as is the sustainability of our social security system and pensions.” This makes Spain one of the only countries to continue supporting legal migration to the country- 250,000 are needed both in high skilled jobs in hospitality and construction, and "invisible" jobs in agriculture and other places. 1 million migrants will arrive each year till 2028. Spain will also give legal stats to 500,000 undocumented migrants mostly from Latin America including Venezuela's middle class. ...

Then as happened too often in the past it became the victim of a change in government with the new government in December 2019 stalling the rapid work on the project. Only when it was voted out in June 2022 did the rapid work shown in this Jan 2019 WSJ report resume. It has accelerated under Ashwini Bhide's leadership of the METRO organization and work is back to round the clock 24 hours a day. "A 27 station, 21 mile subway is being built under one of Asia's most crowded cities- Mumbai. It is moving ahead at the pace of one mile a month, with 9 miles complete, started in 2016 the $3.3 billion Metro Line 3 is on track to be completed by 2021. The government of prime minister Modi is eager to show that it is able to tackle some of the toughest infrastructure projects like this one and get them done on  time. As the head of the Metro Rail Corporation, Ms. Ashwini Bhide puts it this should have been done yesterday, considering the appalling and difficult rides facing Mumbai's millions of residents every day on its old and creaky rail system. There is she says " a desperation" to get this done as is true for so many of the infrastructure projects that need to be done in India." "When complete it will take 1.6 million riders a day 80 feet underground to destinations across the city in air conditioned coaches." ...

For the second time in two decades U.S. carmakers embrace SUV's with growing demand, moving away from passenger cars. The last time this happened in the decade before the financial crisis of 2008, automakers in the U.S. took a big hit when SUV sales collapsed, with GM and Chrysler heading into bankruptcy, and Ford in dire straits. This time increases in fuel economy and a more favorable economy are leading to higher demand for SUV's. In 2017 sedans, coupes and other passenger cars made up 37% of U.S. sales compared to 51% in 2012.  The Trump administration's move to lower fuel economies in a way poses new risks for U.S. automakers, as it is the very strong push for higher fuel economy and rapid improvements in the technologies that make this possible that have made the newer SUV's such as the Ford SUV line more attractive to buyers.  Historically the U.S. automakers have slipped badly on this issue and not managed it well as economic swings have completely reversed automakers profits. This mistake will be repeated without the automakers own push to drive demand in directions that cushion it from reversals in the economy with a broad based product line supported by new technologies. A look at Japanese car strategy shows a commitment to this concept of maintaining a borader based product line with new technology advances in each segment. Something where the U.S. automakers have found themselves asleep at the wheel. ...

Even with a lower troop committment, the new costs of $ 1 million a year for each soldier, threaten to wipe out the $26 billion in savings from Iraq in 2010. The overall military budget could go up by 10% from a high of $667 billion under the Bush administration to $734 billion. Head of the House Appropriations Committee, David Obey, of Wisconsin, says that sending more troops to Afghanistan would drain the Treasury, and "devour virtually any other priorities that the President or anyone in Congress had." Rep. John Murtha of Pennsylvania head of a House subcommitte on defense appropriations says that a majority of the 258 Democrats in Congress would vote against any bill to pay for more troops.
