Holbrook says you can't spend 15 million pounds in one of the wealthiest areas of the country, Javid's constituency Bromsgrove in Worcestershire, and nothing in Knowsley, one of the poorest in the North of England , and call it "leveling up." He says he has little hope that the Tories will get much done without the funding to back it up. And he says one cannot plaster this up with 12 new slogans masquerading as missions in a White Paper as Michael Gove has done and expect people in England to buy it. Labor under Tony Blair and his "Middle Way" - let the huge inequalities between the north of England and the south develop under its watch- more muddled than middle in any way one looks at it today. He says this northerner has had enough of waiting.

Nirmala Sitharaman, the Finance Minister, says India's approach to pandemic aid appears to be the right one because it avoided handouts that have in the form of large stimulus packages in the US and Germany, created high inflation. India's focus was on providing food for weaker members of society during the pandemic.  The basic idea behind the approach was to conserve capital, and use increased GST tax revenues in such a way that capital could be concentrated where it would deliver the most in projects that would take India forward in infrastructure and development for 2042. This is essentially the approach taken by first, Japan, then South Korea, then China, in becoming advanced industrial nations, increased revenues and capital concentrated on projects that would deliver in terms of industrial progress such as infrastructure, today in climate change renewable energy, and other actions. Her emotional state at the beginning of the war was a constant flow of adrenaline, and she found it necessary to calm herself to live in the conditions that existed in Ukraine. Some months were spent in hiding in different locations. She doesn't live together with her husband and the family is separated because of war conditions, she says. She becomes emotional when she talks about her family.

She met Mr. Zelensky in high school and went to work together in a comedy troupe, Zelensky as an actor and she as a screen writer. Zelensky went to Kviv National Economic University where he obtained a law degree in 2000. His career was to be with Studio 95 for a comedy series which he did till he became a producer for Inter TV, and then joining Ukrainian network 1+1.

This analysis by Gerald Seib in the WSJ shows the FBI chief Comey reopening the investigation into Clinton's email server just one week before election date November 8, as a move that does not enhance the democratic process because either way it will lead to questions why this was done at this late stage. The emails were found on a laptop used by Huma Abedin, an assistant to Hillary Clinton. Experts say the emails can be processed in a few days, and the FBI, the Justice Department are moving quickly to do this. 

Election experts say most of the decided voters for both parties will not be affected by this especially since most people will have made up their minds by now. Some voters who had questions about Trump might be moved to vote for him, and some undecided voters may be less enthused to come out to vote, though it is not clear at this stage. By mid week a clearer picture is likely to emerge.

Former Special Counsel Mueller answers questions in the U.S. Congress related to his investigation of the president's election campaign and interference by Russia. Mueller continues to say nothing exonerates the president for his actions. And insists that he did not act on his investigation findings as a sitting president cannot be indicted according to Justice Department rules. Only Congress can do this and it was upto Congress to act. Mueller also replied in the affirmative that in this case the investigation could continue and action could be taken on findings after the president leaves office. The 74 year old lawyer calm demeanour appeared to be under strain as he handled question after question from Democratic Congressmen. The appearance of Mr. Mueller only brought the details about the flawed election process and poor judgement of officials at U.S. government agencies and of the candidates themselves, to a larger audience. It left the issue unresolved, with new questions, and no one looking good in the process. ...

The debate in the U.S. Congress about whether pandemic jobless benefits are deterring people from returning to work. Are extra $600 weekly payments affecting the way people return to work. The surge in the pandemic in many states in July could also be a factor. The extra weekly jobless benefits amount to about $18 billion a week and are set to expire unless Congress renews them.

The enhanced payments of about $15 an hour in the U.S. for a 40 hour week amount to $600, before regular state unemployment benefits are added in. Researchers say 68% of unemployed workers receive more benefits than they did working. Some of this added benefit during the pandemic helps people to stay home for work that involves contact with people such as in travel and food increasing risk of spread, which can be a good investment in prevention. In other work such that involves no contact or which can be done from home, there is good reason for incentives for gradual return to work.

In a massive intervention last week and again this week the Bank of England cut interest rates from 0.25% to 0.1% and launched a 200 billion pound program to buy UK government bonds and corporate bonds to support the economy and business. Investors sold UK government debt for short term cash holdings and invested in U.S. currency holdings as the safest asset they could find, as the economic effects of the coronavirus epidemic hit capital markets. Andrew Bailey, the Governor of the Bank of England stated that it was the government's job of preventing temporary "dislocation" becoming permanent economic "destruction." Business failures are expected as a result of the coronavirus impact and also layoffs resulting in a temporary jump in unemployment. The government needs to take steps to mitigate these effects in the UK as is being done in the U.S. by the Trump administration with $1 trillion in direct assistance to business and people affected by the crisis. ...

In a nationwide television address prime minister Modi of India calls for a Janata Curfew on Sunday March 22, for a test of people's self-discipline in fighting the coronavirus. He urged people to not go outside of their homes from 7am to 9 pm voluntarily in this curfew. The aim is to build public consciousness of the need for social distancing and staying away from crowds and people gathering, as an effective way to prevent spread of coronavirus. Only health care workers and people who provide essential services would be outside. He asked that at 5 pm on that day people ring bells to thank health workers and others who are doing what is necessary in the health crisis.

The prime minister said there should be no hoarding as the government will ensure that there are adequate supplies. He said an Economic Response Task Force has been setup under the leadership of the Finance Minister that will decide on an economic relief package.

CDC has given no explanation for its new guidelines that say testing for coronavirus needs to be done only for those with symptoms, not for those exposed to someone within 6 feet who has symptoms. About half of all new cases are from people who are exposed to people with symptoms but have not yet developed symptoms. One of the reasons the virus spread quickly in February is CDC failure in developing of its own test on February 9 and policy that did not let private labs and labs of teaching hospitals develop their own tests and use them for another 3 crucial weeks.  CDC and Health and Human Services Department errors in February, combined with the stalling of an American team for 3 weeks by China to enter Wuhan in January,  have combined to let the coronavirus spread to the wider population. Higher savings, covid assistance checks, and cheap credit led to higher consumer spending in the second half of 2020. This lasted through the higher inflation in 2022 when consumer spending outpaced inflation by two percentage points. The share of monthly income set aside for savings dropped from a high in April 2020, to 7.5% in December 2021, to 3.4% in December 2022. This is rapidly reversing with increase in mortgage rates and interest rates by the Fed to 4.75%, home and car sales the lowest in a decade. Inflation is at 5% year over year and wages up 4.6% in December year over year. The labor market is tight with about 10 million unfilled jobs and unemployment at 3.4%. Tech and other companies that overly expanded during the pandemic and are under antitrust oversight are laying off some employees. Potential Treasury nominee Kevin Warsh is given the possible role at Treasury plus appointment as Fed chairman after 2026 when Jerome Powell retires. At 35 years Kevin Warsh was the youngest governor of the Federal Reserve, America's central bank, appointed in 2006 by George Bush. At the time his appointment was criticized for lack of experience- Warsh comes from upstate New York and went to school at Shaker School in Latham, then Stanford, in economics and a JD at Harvard, followed by 7 years at Morgan Stanley. He was executive secretary of the National Economic Council in 2002. During the bank financial crisis of 2009 the lack of macro regulation led to failure of investment banks. Warsh was able top save Morgan Stanley and he acted as an avenue of information from banks to the Fed.

Warsh left the Fed in 2011 and returned to public service in 2016 when Trump made his first run for president as an adviser to DJT.

Was Merkel right in setting an amendment to the German Constitution to limit the structural budget deficit to 0.35% of GDP. It is called the Schuldenbremse Amendment. It means there is no money to invest in the country's future, no money for infrastructure even when it is old and crumbling for roads, bridges rail stations and airports, no money for digitization of the economy in which Germany has fallen behind, not enough for defense, and no money to fund needs in education, healthcare, childcare. And not enough money to invest in climate change action. Garman says Amazon was not slow, just being deliberate and thinking it through rather than coming up with something quickly as Microsoft had done with ChatGPT. Jens Spahn, CDU leader and minister in Merkel's government says it is OK for Germany to leave the European Commission for Human Rights if it is slow to grasp that refugee status is about protection and also about how many asylum claims the people of a country are comfortable with. Is Asylum automatic? Are there decisions that have to be made in Europe and America if whole states are mismanaged or face climate distress or gang conflict leading to mass migration?
