In other work such that involves no contact or which can be done from home, there is good reason for incentives for gradual return to work.

In a massive intervention last week and again this week the Bank of England cut interest rates from 0.25% to 0.1% and launched a 200 billion pound program to buy UK government bonds and corporate bonds to support the economy and business. Investors sold UK government debt for short term cash holdings and invested in U.S. currency holdings as the safest asset they could find, as the economic effects of the coronavirus epidemic hit capital markets. Andrew Bailey, the Governor of the Bank of England stated that it was the government's job of preventing temporary "dislocation" becoming permanent economic "destruction." Business failures are expected as a result of the coronavirus impact and also layoffs resulting in a temporary jump in unemployment. The government needs to take steps to mitigate these effects in the UK as is being done in the U.S. by the Trump administration with $1 trillion in direct assistance to business and people affected by the crisis. ...

In a nationwide television address prime minister Modi of India calls for a Janata Curfew on Sunday March 22, for a test of people's self-discipline in fighting the coronavirus. He urged people to not go outside of their homes from 7am to 9 pm voluntarily in this curfew. The aim is to build public consciousness of the need for social distancing and staying away from crowds and people gathering, as an effective way to prevent spread of coronavirus. Only health care workers and people who provide essential services would be outside. He asked that at 5 pm on that day people ring bells to thank health workers and others who are doing what is necessary in the health crisis.

The prime minister said there should be no hoarding as the government will ensure that there are adequate supplies. He said an Economic Response Task Force has been setup under the leadership of the Finance Minister that will decide on an economic relief package.

CDC has given no explanation for its new guidelines that say testing for coronavirus needs to be done only for those with symptoms, not for those exposed to someone within 6 feet who has symptoms. About half of all new cases are from people who are exposed to people with symptoms but have not yet developed symptoms. One of the reasons the virus spread quickly in February is CDC failure in developing of its own test on February 9 and policy that did not let private labs and labs of teaching hospitals develop their own tests and use them for another 3 crucial weeks.  CDC and Health and Human Services Department errors in February, combined with the stalling of an American team for 3 weeks by China to enter Wuhan in January,  have combined to let the coronavirus spread to the wider population. Once it spreads to a wider population the strategy of test and trace cannot be implemented the way it was first in South Korea and Taiwan, and later in Germany. ...

Higher savings, covid assistance checks, and cheap credit led to higher consumer spending in the second half of 2020. This lasted through the higher inflation in 2022 when consumer spending outpaced inflation by two percentage points. The share of monthly income set aside for savings dropped from a high in April 2020, to 7.5% in December 2021, to 3.4% in December 2022. This is rapidly reversing with increase in mortgage rates and interest rates by the Fed to 4.75%, home and car sales the lowest in a decade. Inflation is at 5% year over year and wages up 4.6% in December year over year. The labor market is tight with about 10 million unfilled jobs and unemployment at 3.4%. Tech and other companies that overly expanded during the pandemic and are under antitrust oversight are laying off some employees. A recession is possible but this depends on how Jay Powell at the Fed reads the employment situation so that it brings down inflation but not so much that it hurts American workers. ...

Potential Treasury nominee Kevin Warsh is given the possible role at Treasury plus appointment as Fed chairman after 2026 when Jerome Powell retires. At 35 years Kevin Warsh was the youngest governor of the Federal Reserve, America's central bank, appointed in 2006 by George Bush. At the time his appointment was criticized for lack of experience- Warsh comes from upstate New York and went to school at Shaker School in Latham, then Stanford, in economics and a JD at Harvard, followed by 7 years at Morgan Stanley. He was executive secretary of the National Economic Council in 2002. During the bank financial crisis of 2009 the lack of macro regulation led to failure of investment banks. Warsh was able top save Morgan Stanley and he acted as an avenue of information from banks to the Fed.

Warsh left the Fed in 2011 and returned to public service in 2016 when Trump made his first run for president as an adviser to DJT.

Was Merkel right in setting an amendment to the German Constitution to limit the structural budget deficit to 0.35% of GDP. It is called the Schuldenbremse Amendment. It means there is no money to invest in the country's future, no money for infrastructure even when it is old and crumbling for roads, bridges rail stations and airports, no money for digitization of the economy in which Germany has fallen behind, not enough for defense, and no money to fund needs in education, healthcare, childcare. And not enough money to invest in climate change action. Absent this investment the German economy falls behind, jobs become precarious and public dissatisfaction leads to volatile political situation. Like the Republican party in the US which calls for tax cuts and no walk the talk for infrastructure investment, the CDU/CSU and FDP, have a mindset opposing investing in Germany. Matt Garman, head of AI and Cloud Services at Amazon talks to Emma Tucker of the WSJ. Garman says Amazon was not slow, just being deliberate and thinking it through rather than coming up with something quickly as Microsoft had done with ChatGPT. He sees the need for regulation, only that it not create a situation where others including China go ahead and the US falls behind. This means that the US needs to coordinate AI rules with other countries including China, India, Russia, for comprehensive solutions on how AI is to be managed to work towards good.

On a five day week vs remote work Garman says Amazon takes the view that the creative work can best be done with humans interacting at the office. It sees this as essential for good work. On the 3 day week with 2 for remote work, the only problem he says is that everyone picks different 3 days and this leads to loss of human interaction at work.

This article in The Lancet published in February 2018 throws much light on how the ban on gain of function research on virus was lifted -research that carries with it the danger of increasing transmission of virus if something unexpected happens in the manipulation of a virus. It was lifted in 2018 in the US by officials in the US Health Ministry, NIH and HHS. The Cambridge group of scientists and experts opposed lifting the ban on such dangerous research that could make the virus more contagious through manipulation. Epidemiologist Marc Lipsitch of Harvard School of Public Health wrote at the time that the lab research to create a more lethal strain of virus could lead to "an accidental pandemic" yet he was ignored. The public in America and in the world is unaware of how this created serious risks for public health in the world through the coronavirus.  Did US health officials lift the ban on such research without consulting other countries such as India, Brazil, France, Germany, Italy, and the EU on its ramifications. Were public health experts and the publics themselves in the US and around the world not drawn into the discussion of public health and the dangers that existed. Not only did officials in HHS and NIH restart the research by lifting the ban but also sent funds overseas for such research- was this a proper or thoughtful action considering the risks involved.  Is enhanced surveillance of virus- a dubious benefit from manipulation of a virus- something a few health officials can decide for the whole world in addition to the US. How are health officials in one or two countries responsible to the people in India, Brazil, Europe and the poorest populations in the world in the world in Africa, Latin America, and Asia, people who have suffered devastating consequences from transmissibility of the virus, including children and older people with health problems. India, Brazil, Italy, Spain, France, UK, and other countries worst hit by the coronavirus must ask serious questions about how they can protect their people if institutions in the US and international institutions are seen as failing to protect world public health. ...

Because of the youthful population with median age of 28 in India population will peak at 1.6 billion in 2050 making India the largest country by population in the world- with one in 6 people on the planet in India. From a fertility rate of 6 in 1960 in India, with each woman having 6 babies, it is down to 3 by 2005 and 2 in 2021. This shows the effect of sustained development over time, which is also evident in agricultural production where India is now self sufficient in food. For many years the Hindi speaking heartland suffered from poor governance and mismanagement of the economy- the region that covers Uttar Pradesh, Bihar and Madhya Pradesh. Uttar Pradesh has a population of 250 million, Bihar 131 million and Madhya Pradesh 86 million, for a total of 467 million about the size of North America or the European Union. It is this region that is now pushing a development agenda today more than any other region in India with the joint effort of both the federal and state, local, governments in a way that is unprecedented in Indian history. Because of the Gati Shakti Master Plan, Atman Nirbhar Make in India Plan, and push for local is vocal, the infrastructure efforts in building roads, highways, airports and logistics, the advances in digitization and use of new technologies, there is an added boost with new synergies in this development effort. A new airport and logistics setup at Noida in Uttar Pradesh will be the largest in Asia, a new Ganga Expressway is planned, and many development projects are being launched in Varanasi, Prayagraj and other cities in UP, Bihar, Madhya Pradesh. The emergence of the Greens Party in Germany as a party that could govern at the federal level. In Baden-Wurttemburg, a western state with many large companies, the Greens emphasized foresight and pragmatism to win the election. Analysis by ARD broadcster suggests 145,000 voters from CDU migrated to the Greens after corruption scandals led to resignation of CDU members in the Bundestag. One of the problems The Greens face is the relative youth of leaders at the federal level. Robert Habeck is 51 years and Annalena Baerbock is 40 years.  For Angela Merkel who retires in the autumn, and the CDU with its new leader Armin Laschet, the results are a bit of a shock. The CDU gained about 24 to 28% of the vote in 2 state elections. The SPD socialist party was at about 16%. So that the 2 parties that governed Germany since 1950 are combined now at about 40%-42% of the vote.  New coalitions will be formed in the future that include The Greens as a major political party. SDP's Scolz clearly welcomed this idea saying that it is now possible to form a government without the CDU. For Germany the coronavirus years 2020-2021 mark the beginning of a new period that may no longer include the CDU or Merkel in government. Popular fatigue with the Christian Democrats and search for new alternatives for Germany now make a new Greens led coalition a distinct possibility. ...
