Brexit had unintended consequences. This report in the Times of London shows a prime minister from an immigrant family who leads the same Tory party today which has also forgotten working class communities that were never its base, leaving Labor an opportunity to assert its claim to serve the whole British people.

Florida's House of Representatives passed a bill in March that reduces the number of weeks of unemployment benefits from the standard 26 weeks to 20 weeks. A similar law was passed in Michigan recently. Both states have unemployment rates exceeding 10%.

Ukraine's electricity grid makes it though a tough winter with frequent Russian missile attacks that led to power cutbacks throughout Ukraine. Kviv residents had only 4 hours of electricity and heat, water were also cut off for hours as the winter progressed. With better more advanced defense systems the attacks are fewer now, and the power grid is being repaired. Large transformers and other spare parts are being sent to Ukraine for the repairs. Ukraine is now able to resume exports of electricity in April 2023 showing that the worst of the electricity grid crisis is over.

French parliamentary election first round results show Macron's party neck and neck with the left parties bloc led by Jean Luc Melenchon. Melenchon is shown in polls to be slightly ahead. The second round of the election is on June 19. Macron is unlikely to have a majority and may need the support of the centre right Les Republicains. The voter demographic of the Macron party and the Les Republicains is older voters, centre right, who tend to vote in larger numbers than younger voters. Voter abstention is high with 48% of the voters having voted in the first round and shows deep voter dissatisfaction with the political elites in France. Before Macron two one term presidents led the government- Sarkozy of the Les Republicains and Hollande of the Socialist party. Macron was Economy, Industry and Digital Affairs minister in the Socialist party Hollande government before he formed his own party in April 2016 months before the election calling for a revitalization of French politics away from the two leading parties. His party was named Le Republique En Marche with younger people not connected to traditional parties.   Macron won a second term with the help of Mr. Melenchon's socialist supporters. Melenchon called for not a single vote for Marie Le Pen the far right candidate in the second round of the presidential election. Melenchon and Marie Le Pen were neck and neck in the first round.  Within Macron's party Louis Philippe a popular prime minister leads a faction that Macron will need to negotiate with in addition to Mr. Melenchon for parliamentary support. There is also a situation of cohabitation that would happen if Mr. Melenchon wins a majority in the National Assembly. Melenchon says the results in the first round "offer an extraordinary opportunity for the destiny of the common homeland to defeat the disastrous politics of the majority, of Macron." In 1997-2002 France went through cohabitation with the president and prime minister from different parties. Lionel Jospin was prime minister with Jacques Chirac as president. Yellow vest protests in 2018, gilets jaunes, were a result of increase in automobile fuel prices and the cost of living, and the general sense of dissatisfaction with policies of president Macron that were seen as not favoring workers and families finding it hard to make ends meet. The working class vote and vote of younger people is evenly split between the far right of Marie Le Pen which does well in rural areas, and the socialists under Melenchon in working class districts of larger cities. In providing support for the European Union and traditional French foreign policy, Macron and the socialist parties have common ground compared to the anti- EU policies of Le Pen resulting in votes cast for Macron that were really for melenchjon in the presidential election in which Macron secured a second term. Cohabitation then offers the popular alternative for a prime minister such as Melenchon for domestic policy and a president in the form of Macron for foreign policy at a critical time for Europe with the EU response to Russia including the embargo. ...

Britain's prime minister Theresa May finally spells out some of the costs to Britain's economy in following Brexit and leaving the European Union. The EU's Barnier made it clear that Britain would not be able to choose what it wants out of the negotiations. As May put is "there will be consequences for our market access."  So far May preferred ambiguity so that she could reconcile the conflicting factions in her Conservative party. The Labor Party in the Opposition and the EU have called for clarity on the issue of Northern Ireland, with the EU saying Northern Ireland would remain part of the EU customs union, and the Labor Party's Corbyn saying the fragile Ireland peace accords must be preserved and Ireland should have an open border. May did not clarify on the Irish issue. However her new remarks clarified that much of what exists today in cooperation inside the EU would be preserved to minimize negative consequences of Brexit, and Britain would also continue to be affected by the decisions of the European Court of Justice. Barnier says he welcomes May's explicit recognition for the first time of the tradeoffs involved in doing Brexit, something the pro-Brexit faction within the Conservative Party under Boris Johnson has tried to ignore. Experts including Bank of England governor Mark Carney have stated that Brexit will leave Britain's economy poorer.   ...

Fitch Ratings downgrades Brazil's bonds to double-B-plus in Dec. 2015, a junk rating from an investment grade rating. A 31 year old who now teaches in Paris describes Podemos- a social movement based on online support and no organization under Pablo Iglesias which collapses in Spain by 2024. Podemos or translated into Spanish as "We Can" emerged from the 2009 banking speculation caused financial crisis and the years that followed with the Eurozone financial crisis which entangled the economies of Spain, Ireland, UK, Greece, and other nations in the European Union. As he crisis receded and with action taken under Pedro Sanchez's Socialist government in the areas of housing, support services, and the economy, as the economy improved the movement gradually fizzled out. Under Sanchez the Catalonian independence movement also receded with elections in Barcelona and Catalonia brining to power a socialist government. This period in Spanish political upheaval is described by Verstrynge in The Guardian, who retired from politics in her early 30's as a result. She says without any organizational structure to support such online movements once the initial surge in interest is passed there is no way to sustain it. ...

Tokyo Electric Power says that a total of 11,125 spent nuclear fuel rod assemblies were stored at the Fukushima nuclear plant. Experts say that this is 4 times as much radioactive material as in the reactor cores combined. Germany and China do not store these spent fuel rods at their nuclear plants for safety reasons. This is the practice in Japan, at Fukushima, and at some U.S. nuclear plants.The storage pools of water needed to keep these fuel rods has leaked because of the earthquake. And there are signs that some fuel rods have begun to melt and release extremely high levels of radiation. Richard Lafey, Jr., is a retired nuclear engineer who supervised General Electric's safety research for the type of reactor used in Fukushima. He says the zirconium cladding of the fuel rods can catch fire if exposed to air for hours, when the storage pool of water is lost. Zirconium, after it catches fire is so hot that its hard to extinguish.

This report shows the level of coronavirus testing as of March 27, 2020 in different states in the U.S. The U.S. testing program and supplies of tests are being ramped up quickly. About 65,000 tests are being done on Americans each day. The need is for 150,000 tests a day say public health officials. Testing is slow in California compared to aggressive testing in New York which has 60% of all coronavirus cases. California with twice the population of New York has done 77,000 tests compared to 122,000 in New York. Texas has done only 21,000 states by comparison. Every week new testing technology is being developed in different labs, medical companies, and universities. Including tests that can be conducted quickly and not requiring health workers or health workers with protective gear. Speed of processing test, least point of testing contact, and the protocol for quarantine, are all part of the testing and isolating of clusters mechanism to tackle the virus. This is critical in the coronavirus action plan being developed by Dr Brx of the U.S. White House team. ...

The 2017 Budget presented by the Trump administration has a serious problem in that it assumes 3% growth, and 2% inflation, low interest rates, to generate $2.1 trillion in additional tax revenues over 10 years. Hilsenrath in the WSJ has questioned whether 3% growth is a safe assumption. Then the Trump 2017 budget resorts to double counting which analysts called egregious and wrong by using the unsupported $2.1 trillion in extra revenues to fill holes in the deficit. By doing this it comes up with debt to GDP ratio dropping from about 75% to 65%, whereas the Congressional Budget Office does the math and says it would jump from 75% to about 85%. Such a mistake is called the "most egregious accounting error" by Lawrence Summers, a former Treasury Secretary, from what he has seen over 40 years. The irony is that the budget is called "The New Foundation for American Greatness," because of the lack of a firm foundation in the numbers. Deep cuts in social programs makes the math riskier politically and socially.   ...

In which case there are just as many risks in this approach of being left out entirely and losing credibility across the country. May was first elected to parliament in 1997 from Maidenhead, a town west of London. She was educated at Oxford University, worked in financial services and the Bank of England, before entering politics. She is known for hard work, a direct approach, and candor on policy issues. During a annual party convention she told Conservative party members that "our base is too narrow, and so occasionally are our sympathies," adding that people called Conservatives as the "nasty party." This was the period when Blair's Third Way was popular and Labor Party was in power. A daughter of a clergy man, she presents a rather austere image but reassuring in turbulent times with a down to earth and patient manner.  Her sports hero is a cricketer Geoffrey Boycott, known for taking long patient batting stands on the cricket  grounds- something Britain needs as it faces long and difficult negotiations with the European Union.  During the EU referendum she supported Cameron and the Stay campaign but quietly, so that she can be seen as the Unity candidate for the deeply divided Conservative Party. On immigration  she was as Home Secretary responsible for one of the difficult issues of the Brexit campaign- with net immigration at 330,000 in 2015 exceeding the 100,000 target set by Cameron. That she retains confidence from all segments of the party, as well as her education, experience, and resilience, may provide some of the "calm and composed" manner that German Chancellor Angela Merkel has called for in the Brexit negotiation. ...

Europe following the 2015 Merkel migrant crisis is acting with the policy of heading off both wars, terrorism and economic dislocation that fuels emigration right at the points of origin, before it even starts. This shows that the French after action in Ivory Coast and Mali and the Germans with aid to Africa are remaining involved in development and stability programs in Africa, lessons learned from 2015. The goal of the Berlin meetings is to arrange high level agreement for foreign powers to withdraw from destabilizing the Arab regions in North Africa particularly Libya by supplying weapons and support to quarreling factions. ...
