Der Spiegel interview by editors Christiane Hoffmann and Christian Reiermann  with Finance Minister Schauble of Germany in June 2016, on Britain's exit from the European Union. Schauble points out that crises also present opportunities, citing the euro crisis which today is different after six years of tensions, and the Euro currency the second strongest reserve currency in the world. He says politicians would be deaf not to learn from the Brexit referendum, and to come up with better ways to bring Britain's active participation in the European Union. He says the more Britain is part of Europe the better things work. On defense and foreign policy he sees Britain playing a role with Germany and France so that the European voice can be heard in the world. Schauble says Europe can be sluggish and slow at times, but it can come up with solutions. He agrees with Britain that bureaucracy hurts Europe and needs to be tackled, more autonomy is also part of the foundation to build for Europe. It is not essential that all be part of the Schengen area or the monetary union, flexibility matters exceptions can be made, but active participation is vital. In Schauble's view Britain's "pragmatic rationality" is hugely valuable for Europe. ...

A report of the Transportation Department shows that over the past 8 months Americans have reduced their driving by more than 40 billion miles. Higer gasoline prices led to Americans driving less. In April 2008 Americans drove 1.8% less miles than the year earlier April, and in May this increased to 3.7% fewer miles than a year earlier. And this trend is not going to change or go back as as happened previously. So its a permanent feature of the new landscape according to experts. Everythng the kinds of cars people drive (smaller and fuel efficient), where people live (closer to work, and in closer proximity), the way they drive (less and use bicycles and small Smart vehicles also), and the way they use alternative transport ( frequent use of mass transit and better quality of mass transit with new investment), all tis is about to change permanently. The way the USA funds road and bridge repair and maintenance and new road and bridge construction is through gasoline taxes at the federal level (18.4 cents a gallon) and state taxes. With reduced driving there is less money available to fund these road projects. But this happens at a bad time because existing road and bridge infrastructure is crumbling. About 25% of the country's bridges are in bad shape or obsolete or structurally deficient and one in seven miles of roads are in bad shape according to the National Surface Transportation Policy and Revenue Study Commission, and most people can see this when they drive around intheir cities. And big increases in the cost of asphalt and other construction materials are only compounding the problem. The Commission says it will cost $225 billion a year to tackle national transportation infrastructure needs. Worse still only 40% of this is getting funded. So a huge gap in funding looms and Congress is being pushed to come up with funding solutions as states struggle to deal with the problem....

Difficulty attracting foreign investors to India's bond market. After adjusting for consumer inflation India's three month Treasury bill pays a negative 2.3%, according to Citi. Official foreign funds data for India shows as of Dec. 16, 2013, that foreigners used up only 32% of the quotas assigned to them in the bond market. If they were to use up the entire quota this would be $81 billion compared to the deficit for the year ending March of $50 billion. Foreign investors also have to deal with the risk that the currency could depreciate as in the summer of 2013, for which they need higher interest rates. The RBI increased interest rates twice since Rajan's taking office in September 2013. During 5 months of 2013 foreigners made a net withdrawal of $12.9 billion.

The British pound drops by 5 cents to the dollar in the 1st week of October. By Oct 6, 2016 the pound dropped to $1.245. Since the Brexit vote the pound has fallen by 25 cents. This is happening even with the ultra-loose monetary policy of the Bank of England. The difficulty facing the government in keeping promises for Brexit with the fact of a British economy that is closely connected to the European Union, mean that a disruptive departure is possible. This is reflected in the sharp and continuing decline of the Pound. The drop in the Pound could also aggravate inflation, making the Bank of England's job more difficult. The Pound's earlier role as a safe haven during the eurozone debt crisis is also now changed after Brexit vote to leave the EU has created new uncertainties and risks for the British economy.

Dr. Ezekiel Emmanuel of the University of Pennsylvania gives this early warning on the risks of the sudden U turn in China's zero covid policy to complete reopening. He says the switch from zero covid to population wide immunity via viral spread is coming on too suddenly without preparation. He says China made three mistakes. First, the economic cost of zero covid that dropped growth and created high youth unemployment of over 20%. Second, not procuring Pfizer and Moderna mRNA vaccines with newer technologies. Third, moving to abruptly end the zero covid policy 180 degrees in a sudden move that lacks preparation. Precipitiously ending the zero covid policy for 800 million people means rapid spread says Dr. Emmanuel. He says the key variable the R statistic that measures how many people get infected from one covid patient on average, has moved from 2 to 3 during the early stages of the pandemic to 10 with the omicron variant. Problems for women and for childcare in Germany after the Merkel administration's failure to invest in child care. This DW.com report looks at this problem. Mothers have to send their children to grandparents or pay for expensive private day cares and nannies if they are able to do this. If they are not able to do this the mother usually reduces her work hours or delays returning to her job entirely. A German Youth Institute DJI study is cited which shows that in 2020 49% of parents with children under age three said they require child care. Of these only 24% were able to secure a place at a child care center for the necessary hours. For children over age three 97% needed childcare and only 71% said the necessary hours were covered. This problem was bad before the pandemic, during the pandemic it has only become much worse for women. A similar problem is happening in the US, so that this problem has consequences for women in both the EU - in Germany, France, Italy- as well as the US. It places additional burdens on women with children in the workplace. ...

The Iranians ship 1.5 million barrels a day of oil through the Straits of Hormuz, and closing it off would close off the oil revenues that sustain its economy. Wald writes that even if the Iranians in a crisis would clsoe off its waters to shipping another route exists in the Straits of Hormuz through UAE waters when needed by oil shipping and it has been used by British ships. West Bengal gets a new start after 50 years of mismanagement, corruption and breakdown of law and order, and economic failures, with a new BJP Modi led administration. The speed of the changes are simply astonishing as a state of close to 100 million people -where industrialization never took off as it has in other states, and rural poverty exists in ways thought to belong to the colonial days under the British- gets an administration at the federal level under Modi committed to industrialization, modernization of the economy, on the same rapid scale as that launched in the rest of eastern India. This is a territory half the size of the European Union, once called the Bengal Presidency under the British Empire, comprised of states of Bihar, Orissa, West Bengal, Assam, and Andhra Pradesh, a region where the Ganges and Brahmaputra rivers from the mighty Himalayas flow into the sea. It is a low moment for India similar to the period after the Proleterian Cultural Revolution of Mao in China by 1970 and the few remaining leaders under premier Chou-en-lai making a resolute effort under Deng Xiaoping to make a new effort to modernize and industrialize China working with the US and the European Union. That effort went through the initial phase to 1990 to familiarize Communist China with the US and European market systems, and a new phase to 2010 by which time most of these goals had been achieved. India is poised to make that scale of change today over the next two decades as it is already familiarized with the US and European market systems and its net step is in technological advancement and rapid industrialization at scale something that alone can meet the aspirations of the South Asian region. ...

The U.S. central bank, Federal Reserve, is grappling with the problem of low inflation. Inflation reached around 2% by December 2018 but has slowed to 1.5% in the second quarter of 2019. The cuts in interest rates to keep the U.S. and European stock markets from declining sharply and affecting business confidence and investment were part of the response from central banks following the blunders by banks in the years preceding 2008. This has hurt savers and savings accounts of ordinary Americans over a decade with rates as low as below 1%, creating a sense of inequity/fairness. Now the Federal Reserve is back to reducing rates by a quarter point from its current level of between 2.25 and 2.5%. Rates rose for a while as confidence returned to markets to the current level. The reason for reversing the increases and a cut in rates is that the U.S. central bank sees the need to set rates looking at the rates in Europe and other countries where the economic conditions and confidence is lacking and rates are kept lower than in the U.S. The Federal Reserve sees it as unhealthy to let the gap between the U.S. and rates in Japan and Europe to grow too large because of the global interlinkages. Earlier models of the tradeoff between unemployment and inflation are also seen as unreliable in today's conditions of irresponsible behaviour in banking and other sectors, and unfair trade advantages gained by nations in Asia that are now leading to trade wars. ...

ONF is the National Forestry Office in France, and its regional unit's deputy head, Mr. Boudin, describes how ONF has made this forest a lab for adaptable forests management. Its DEPERIS protocol puts drones over the forest to categorize 765 trees in categoreis from A to D. About 40% of the forest is suffering effects of shortage of water as the forest is on a sandy plain increasing the effects of drought and heat in summers. Another ONF plan is to plant 60,000 seedlings of downy oak, beech and other saplings each year, protecting areas of trees that need protection. In this way it is 20 years of other forests in other parts of the world.

Then as happened too often in the past it became the victim of a change in government with the new government in December 2019 stalling the rapid work on the project. Only when it was voted out in June 2022 did the rapid work shown in this Jan 2019 WSJ report resume. It has accelerated under Ashwini Bhide's leadership of the METRO organization and work is back to round the clock 24 hours a day. "A 27 station, 21 mile subway is being built under one of Asia's most crowded cities- Mumbai. It is moving ahead at the pace of one mile a month, with 9 miles complete, started in 2016 the $3.3 billion Metro Line 3 is on track to be completed by 2021. The government of prime minister Modi is eager to show that it is able to tackle some of the toughest infrastructure projects like this one and get them done on  time. As the head of the Metro Rail Corporation, Ms. Ashwini Bhide puts it this should have been done yesterday, considering the appalling and difficult rides facing Mumbai's millions of residents every day on its old and creaky rail system. There is she says " a desperation" to get this done as is true for so many of the infrastructure projects that need to be done in India." "When complete it will take 1.6 million riders a day 80 feet underground to destinations across the city in air conditioned coaches." ...
