Gujarat has a mortality rate of 6.2% compared to 2.8% for India. In total number of confirmed cases Gujarat comes fourth after Maharashtra, Tamilnadu and Delhi, with 21,500 cases. Most of the deaths are in the city of Ahmedabad and mostly at the city's large Civil Hospital. This report in the BBC says the deaths can be attributed to the reluctance of people in the city to go to the Government Civil Hospital because the quality of care is not good. Many patients come to the Civil Hospital only after failing to find a bed at other private hospitals. This means the patients condition is getting worse as he is not admitted rightaway but days afterwards when his condition has deteriorated. The weak health infrastructure of the state and the lack of quality care at the Ahmedabad Government Civil Hospital say experts has led to increasing number of deaths in Gujarat from coronavirus. Gujarat has been known for its improvements in transportation and roads infrastructure. This has not happened with health infrastructure. This situation is being seen also in China where not enough money is being invested for quality health care. The clout of China's environmental agency the State Environment Protection Administration has grown significnatly in the past 12 months. SEPA rejected 110 projects in 2006 for environmental damage, and in 2007 it rejected 187 or about $91 billion worth of projects for environmental damage. China requires environemntal asses ment for sttell mills, power plants and other projects as part of the approval process. So even as criticism of the Chinese government has built up for environmental damage SEPA is getting new clout and the government is rethinking how all these projects can some day come back to haunt the administration for environmental impact if something isnt done very quickly to cancel all projects that dont meet environmental quality standards. This is something to keep watching first because it ensures longterm sustainable economic progress and second it reduces the cost of cleaning up which would reduce economic growth in the future, third because the quality of air and water lead to really sustainable economic development in the future. Pfanner and Chen of the NYT talk to Samsung executives in Digital City, Suwon, head offices near Seoul. After capturing about 40% of the smartphone market Samsung still remains for the most part a hardware based company with strengths in production, cost and efficiency. Samsung still remains dependent on the Google Android software. Competitors in China are making smartphones that compete with Samsung products and cost much less. There is also the awareness of the problems faced by Motorola, Nokia, Blackberry, HTC, having only a temporary advantage in the fast paced software driven industry. Samsung's software efforts include merging its research effort in mobile operating systems with an industry effort that includes Intel Corp called Tizen operating system. In 2011 Samsung hired David Eun, who worked for AOL and Google, as one of the executives leading its software effort. The Boxee startup for television software was acquired and a partnership setup with the Flipboard news reading app company. In Feb. 2013 the Open Innovation Center was opened in S. Korea, New York and Mountain View, California, The same year the Samsung Accelerator program was setup in Palo Alto and Chelsea for tech startups to make products exclusively for Samsung. ...

Questions about the wisdom of Exxon's moves against Venezuelan oil company Petroleos de Venezuela- taking it to court for taking a majority interest in 4 big oil projects managed previously by large western oil companies. Responding to Venezuelan public concerns about the deterioration in the oil production and development in Venezuela, President Chavez is negotiating with Shell and Total to bring in technical expertise and capital from western oil companies, while working at the same time with Petrobras and other national oil companies from China and Russia to develop its heavy oil assets. With Brazil facing capital needs for its own huge offshore Tupi oil field discovery, the $10 billion that is needed for developing the Carabobo oil field in the Orinoco will have to be financed with other foreign help and expertise. Petroleos Venezuela cannot rely solely on other national oil companies as it had thought it could do before. Steven Lee Myers provides an exceptionally good report from Russia on the 2014 Sochi Olympics. He describes an effort by the Putin administration in Russia to develop Sochi which extends for 90 miles along the Black Sea, the only subtropical seashore in Russia. Here Myers interviews Pakhomov, a Putin supporter, who is Mayor of Sochi, to get a picture of how Putin supporters see this effort. Pakhomov says this part of Russia was never developed and foreigners have a poor view of Russia, with one westerner telling him that Russia had little except vodka and bears. For the first time the entire Sochi areas has seen a massive infrastructure effort with roads, railways and a new airport. Myers gets a different picture from Yulia Naberezhnaya, a scientist who is a Putin critic and environmental leader in the Western Caucusus, who he interviews after meeting at a bus stop in Sochi. Naberezhnaya heads Environmental Watch of the North Caucusus which sees the environmental laws being ignored in construction work. The country is divided with nationalistic feeling running high before the Olympics, and a friend of Naberezhnaya finding herself on the opposite side with work in the security services. She warns her to be careful- something Naberezhnaya says has Kafkesque overtones. Myers also meets Boris Nemtsov, a senior official in the Yeltsin government, who participated in street protests during the recent elections in Russia, and is critical of the money spent in this Olympics. Estimates of the money spent run as high as $51 billion, in comparison the Olympics in Beijing, China cost about $40 billion. Dmitri Chernyshenko, president of the Sochi Olympics Organizing Committee sees the project as one that unites the nation, while critics such as Nemtsov see it as a huge overspending and corruption favoring Putin's friends in the business community. Myers is acting Moscow Bureau Chief for the NYT and has done extensive interviewing for this report, including an interview with Vladimir Yakunin, head of Soviet Railways. Yakunin says his company's investment of $1.3 billion will take 20 years to recover but puts it on the scale of the Trans-Siberian Railway build by Czar Nicholas II, which helped bring Russia its current borders reaching to the Far East. And yet the question of cost is never far from people's minds, coming at a time when growth is slowing in Russia- emerging markets currency values incluing the ruble are declining and they are having a tough time attracting foreign investment. A member of the International Olympic Committee, Gian-Franco Kasper, is reported to have told Swiss SRF radio that about a third of the spending on Sochi was lost because of corruption and excessive costs....

China's central bank, the People's Bank of China, reduces the capital reserve requirement ratio for the largest banks by 1% to 18.5%, on April 19, 2015. This move is expected to free up $200 billion for new lending by banks. China's securities regulator also acted to curb margin financing, the using of borrowed money to invest in the stock market which faces bubble conditions. China's economy is reported to be slowing making it uncertain whether the 7% annual growth target can be met.

From the National Archives of America here is the letter Mohandas Gandhi wrote to president Franklin Roosevelt calling for American help on July 1, 1942, one month before the launch of the Quit India Movement. With Roosevelt's reply to Gandhi on August 1, 1942, offering his fullest support as stated in his foreign minister Cordell Hull's bold vision of a community of free nations such as India and the idea of the United Nations in Hull's speech made on July 23, 1942. Hull responds to Gandhi' call with the full support of Roosevelt.  Mohandas Gandhi writes to Roosevelt that- "I hold that the full acceptance of my proposal and that alone can put the allied case on an unassailable basis. I venture to think that the Allied declaration that the Allies are fighting to make the world safe for freedom of the individual and for democracy sounds hollow as long as India, and for that matter Africa, are exploited by Great Britain, and America has the negro problem in her own home. In order to make my proposal fool proof I have suggested that if the Allies think it necessary, they may keep their troops, at their own expense, in India, not for keeping internal order but for preventing Japanese aggression and defending China. As fas as India is concerned we must become free even as America and Great Britain are. The Allied troops will remain in India during the war under treaty with the Free India government that may be formed by the people of India without any outside interference, direct or indirect." Gandhi wrote with his proposal to Roosevelt - "It is on behalf of this proposal that I write this to enlist your active sympathy." Roosevelt wrote in his letter that-  "I am sure you will agree that the United States has consistently striven for an supported policies of fair dealing, of fair play, and of all related principles looking towards the creation of harmonious relations between nations... I am enclosing a copy of an address of July 23 by the Secretary of State, made with my complete approval, which illustrates the attitude of this government." Cordell Hull stated in his speech "What we are Fighting For, July 23, 1942, that- "In this vast struggle we, Americans, stand united with those, who like ourselves, are fighting for the preservation of their freedom, with those who are fighting to regain the freedom of which they have been brutally deprived, with those who are fighting for the opportunity to achieve freedom. We have always believed, and we believe today, that all peoples, without distinction of race, color, or religion, who are prepared and willing to accept the responsibilities of liberty, are entitled to its enjoyment. We have always sought and we seek today, to encourage and aid all who aspire to freedom to establish their right to it by preparing to assume its obligations. We have striven to meet squarely our own responsibility in this respect-in Cuba, in the Philippines, and wherever else it has devolved upon us. It has been our purpose in the past, and will remain our purpose in the future- to use the full measure of our influence to support attainment of freedom by all peoples, who by their acts, show themselves worthy of it and ready for it."   ...
