This is the higher education equivalent of the moonshot says one education expert. The community college initiative of President Obama would double the numbe of people graduating out of community colleges. About six million students a year enroll for credit at America's 1200 community colleges, but only about 555,000 earn a two year degree, and another 295,000 a year earn a vocational certificate. The administration is putting a big emphasis on community colleges. Martha Kanter, the former chancellor of the Foothill-De ANza Community college district in California, has been appointed to the No.2 position in the Education Department. Arne Duncan made his first official visit to Miami community college, and Joseph BIden's wife teaches at acommunity college. The way community colleges have functioned in the American system of higher education, is that they provide post-secondary schooling for low-income studetns who have few other options. This works through open admissions. And most students are employed adults attending parttime; and according to some studies more than half need remedial courses before tackling college level work. The Obama effort is to require community colleges to work harder to retain students until graduation, and to encourage partnerships between community colleges and employers to offer workforce training. Without the access to the additional funding community colleges would actually find themselves in a bind, with rising enrollment rates just as their funding access deteriorates with state spending budget cuts. Debra Bragg, co-director of the Forum on the Future of Public Education at the University of Illinois, says that most new graduates produced under the Obama proposal would complete certificate programs, usually lasting 6 months to ayear , offering specific credentials for middle skill jobs. These jobs could be in healthcare, information technology, or other growing areas. See the article in BW showing the problem that is growing of unfilled jobs in many growing fields during a period of high joblessness, because of amismathc between the qualifications of jobless people and the requirements in the new fields. The pro-independence party of Catalan president Arturo Mas called an election two years ahead of schedule in an effort to increase autonomy for Catalonia in relations with the central government of Spain. He failed in negotiations to reduce the tax burden for Catalonia in relations with the federal government in Madrid. Arturo Mas's party lost seats in the regional election, ending up with 50 seats compared to the 62 seats it held previously in the 135 seat regional parliament in Barcelona. Other pro independence parties gained seats. The left leaning Esquerra Republicana de Catalunya party increased its seats from 10 to 21 seats. The Partido Popular of Spain's premier Rajoy won 19 seats, up one seat from the 18 it held earlier. There is considerable questioning inside Spain about whether this issue should be brought up at a time of 25% unemployment and negotiations with the EU for loans to restore the health of Spain's banking system.

Britain's National Health Service IT initiative failed because of a top down emphasis and focus on procurement. The project was started by Labor in 2002 and budgeted for 12 billion pounds. Lohr talks with Dr. David Brailer, and Dr. David Blumenthal, who headed the program for health IT in the Bush and Obama administrations, and with Richard Alvarez of Canada Health Infoway, which is the nonprofit corporation setup for conversion to electronic health records in Canada. Dr Brailer says the program in the UK was forced top down on doctors and nurses, and seen as a procurement program, ignoring the human aspects related to doctor preferences. Dr. Blumenthal empasized the need for collaborative effort all the way with doctors and nurses in a program of this kind. The confrontation that resulted from the lack of participation by health care professionals led to failure. Britain's new Cameron government ended the program.

Senator Mitch McConnell, the U.S. Senate Majority leader, and Speaker Ryan, achieved a win in the U.S. Congress which is expected to set a new trend of bipartisan cooperation, as the House passed the bill in Dec. 2015 for $1.1 trillion spending with a vote of 316 to 113, and the Senate with vote of 65 to 33. The persuasion on the Republican side was based on giving Speaker Ryan a strong hand in negotiations with the White House in 2016. Ryan secured a lifting of the oil export ban for the Republican side in return for flexibility in spending. Ryan deftly sent the issue of Puerto Rico having access to bankruptcy laws to the committe chairmen to come up with a plan in March to get the needed votes. Democrats had pushed for aid to Puerto Rico. Also included in the bill that passed is giving more voice to emerging market countries China and India in the running of the IMF.

Spiegel Online's interview with Emmanuel Macron, on the TGV 8434 train from Bordeaux to Paris. He is joined by Mrs. Macron. Macron says he is aware that he does not have a bloc of core support like Ms. Le Pen, yet he says this means he will try that much harder for voters on the right and the left. He says their is no political renewal in the political class in France and that it remains closed. He says particular attention must be paid to rural France outside big cities like Bordeaux, Lyon, Marseille and Paris, where people have had a different encounter with globalization. On the European Union he sees the need to revitalize it by having a closer union focussed on countries that are interested in this. He sees the need for a joint finance minister and permanent head of Euro Group. This might be a smaller EU without countries such as Britain, and others who are not interested in a closer union. He does not agree with the idea that any member state of the EU can stop other member states from proceeding. Macron does not believe in moving to the right as in the Dutch election because he says people are "not idiots" and in France this has not worked for Nicholas Sarkozy, which has some truth to it as authenticity (and humility) matters to French voters. A personal approach worked for Fillon early on till the scandal over payments he received. Macron brings to this personal approach and relative youthfulness, his sense that he must appeal to all segments, rural and urban, educated and less educated, and at the same time be true to core values such as preserving the European Union, and authenticity in terms of views on Algeria. He also says he is aware he faces risks but that this is something he believes in deeply.   Macron has not hesitated to express his views on topics such as Algeria, calling it a crime against humanity, and later elaborating on what he meant. Macron says his movement En Marche is different in style and manner from the closed nature of French politics. He believes in transparency, term limits, and removing conflicts of interest in French politics, as a way to make a fresh start. The first round of voting is on April 23, 2017, followed by a second round of voting between two candidates.  ...

Japan's new prime minister told the Japanese Parliament in a policy speech, that a crisis like that in Greece was possible in Japan, if trust in national bonds was lost and the policy of public spending to lift the economy was not reversed. This speech followed the resignation of Shizuka Kamei, as banking minister. Kamei was seen as an advocate of continued public spending. He cautioned that a policy of relying heavily on issuing debt could not be sustained for long. Japan has government debt of $9.7 trillion, which is close to twice its gross national product in 2009. Much of this debt is held by the public in Japan, but analysts have cautioned that with the aging population, it is possible that people who retire will need the cash from bonds, requiring the government to turn to the debt markets for financing. Among the proposals Kan suggested is raising the 5% sales tax to pay for rising social welfare costs for an aging population. Satoshi Arai, the new national strategy minister, says the government will draft a plan by June 22 to address the public debt. He said the government would not exceed $500 billion in bond issuance for fiscal year ending March 2012....

Now that the trigger mechanism in the August 2, 2011 Debt Ceiling and Deficit bill is in place- with the trigger calling for 50% of the cuts of $1.2 billion to come from defense spending- thoughts are turning to how and what to trim, and what the overarching framework should be. Former Assistant Secretary of Defense, Joseph Nye, says there is a right way to trim Defense spending. The winding down of the two Bush wars could be used to cut ground forces to 1990 levels, trim the purchases of F-35 Joint Strike Fighters, make better use of drones and less costly technologies, and cutting health care costs in defense. This would not affect U.S. national security. What is needed now is also a framework of what the U.S. wants to see happen in its role in the world. Here Nye reminds readers that President Eisenhower decided not to get involved in Vietnam on the side of the French in 1954, saying it was more important to strengthen the U.S. economy. Its important to remember that this decision came only a couple of years after the end of the Korean War. The idea being the U.S. could not police different countries or engage without considering the big picture. In today's context this also means not engaging in nation-building in remote places and in environments that make it not worthwhile to engage precious resources. The U.S. says Nye should consider itself more in Reagan's terms of "a beacon on the hill." Another factor he alludes to is that 70% of the world's military expenditures are now made by the U.S. and its allies. This means there is great potential for burden sharing. Just as the U.K and France essentially combined their resources for achieving overall defense goals of the two countries to accomplish the same things that they did before, the U.S. can do much in combination with its allies. This helps frame policy and solutions for defense.
