Von Der Leyen is accompanied by Joseph Borell, the EU commissioner for foreign and security affairs. For the first time the European Union offers membership in the EU to Ukraine. In handing a document with a questionnairre to Ukraine president Zelensky she says- "This is where your path towards the European Union begins." Adding "It will not be, as usual, a matter of years, but rather a matter of weeks" to complete this step. The questionairre forms the basis of an opionion she said that gets passed on to the European Council this summer. Ukraine now becomes the first country in Europe to have fought a war and suffered from millions of refugees just to join the European Union. It also shows how much has changed since Angela Merkel left office with her policies that offered Ukraine no such prospect even as it integrated the German economy with the Russian economy and China's economy during 4 terms in office. Leyen said "Ukraine is marching towards a European future." Chancellor Scholz addressed the German parliament after the invasion and hundreds of thousands of people turned out in Berlin that day.  Europe is voting with its emotions having been completely shaken by this experience. Leyen writes " It was important to start my visit in Bucha. Because in Bucha our humanity was shattered." ...

UN sponsored talks taking place to let shipments of Ukraine grain to leave Black Sea ports. The way this would be done is by arranging a safe passage along a pathway that would be cleared of mines for ships to get from Black Sea ports to safer waters. This would still take weeks for the work needed to make this happen. Turkey, Egypt, Tunisia and other Middle Eastern countries are heavily dependent on Ukrainian grain and warehouses in Ukraine need to be cleared for the coming harvest. The head of the UN Antonio Gutierrez and president Widodo of Indonesia had talks earlier with Mr. Putin and Mr. Zelensky to arrange this safe passage for ships in the Black Sea from Ukraine. This would also reduce tensions between Ukraine and Russia and start the process for an end to the war.

Zelensky admits something that was evident for the last year that Ukraine could not take back Crimea and Donbas. Zelensky's own popularity is down to 20% in December 2024 and he is not seen as providing a solution to Ukraine's problems for securing a peaceful settlement. The Russian border regions in the east of Ukraine had voted for pro-Russian parties before the invasion by Russia. They share Russian language and culture. This makes this a situation that requires close understanding without generalizations that prolong the war. Crimea also has a different history till it was made part of Ukraine. Russia faced a military bloc such as NATO only during the Cold War with Eastern Europe under the influence of the Soviet Union 1950-1990. The shift of Eastern Europe to be part of the European Union and some parts in NATO put NATO forces close to the Russian borders. The invasion of Ukraine by Russia created a situation objected to by the EU and US, where a large power invades a neighbor. Yet the other facts above remain which presents the Russian view that NATO and the EU were too close to its borders given Russia's history of invasion from France in 1812, and from Germany in 1914 and 1940. A settlement can come only by both sides recognizing the overall facts in Europe so that all sides feel secure for peaceful coexistence under different forms of culture, government and economic structures. ...

The budget is expected to shrink to 10.8 billion euros at a time when defense budget is increased to 50 billion euros. The boost to defense is a result of the war in Ukraine. Germany is also set to cut its contribution to the World Food Programme by 50% to 28 million euros. Russia and Ukraine supply wheat, cereals to poor countries. High energy prices also affect these countries.

Lengthy conversations between Scholz, Macron and Putin for over 80 minutes on Saturday last week in which German and French leaders tell Russia that it is getting deeper and deeper into a situation that is bad for Russia. At the same time Scholz and his chief of staff Schmidt emphasize that Russia should not be winning the war. With Russian gains using artillery in the east the situation is again moving in a direction where additional US military assistance would be needed for Ukraine to defend itself. The WSJ Editorial Board says today that such additional assistance should be given to Ukraine.

Germany and France see a shortening of the war as a way to reduce the impact of a sharp recession. Macron and Scholz are making an effort to get Russia to talk directly with Ukraine to reach a settlement to end the war.

He says in Tokyo during his Asian trip that China "was flirting with danger" through its aggressive posture on Taiwan. President Biden made his remarks during a press conference with prime minister Fumio Kishida of Japan in Tokyo. This is what the BBC says about his remarks-  The US president began the press conference by directly linking the China-Taiwan situation to the Russian invasion of Ukraine, saying that the Russian president was "attempting to eliminate the identity of Ukraine." If there was rapprochement eventually between Ukraine and Russia and sanctions were not sustained, "then what does this signal to China about the costs of attempting to take Taiwan by force?" "They are flirting with danger already by flying so close and all the manoeuvres they are undertaking," Biden said, referring to increasing reports of Chinese warplane incursions into Taiwanese airspace. This suggests that the Asian trip of president Biden is bringing with it America's new Asia policy of building strong economic and defense partnerships in Asia. The US president also looks beyond today's conflict in Ukraine to an eventual rapprochement and end of sanctions as a possible scenario in Europe, and sees Asia as the region for America to build new supply chains that strengthen America and its partners, with a new partnership being formed with India, Indonesia and Vietnam, and with other ASEAN nations. In a way Biden and Republicans see the challenge from emerging powers in Asia as similar to the one from Japan in the thirties and the eighties, to be met with the combined economic strength of the US and Europe.  ...

Senator Dan Sullivan of Alaska says that deterrence is not divisible, American credibility is not divisible." This comes as former president Trump opposes the passage of such aid in Congress. President Schulz of Germany met with president Biden at the White House this week. After passage in the Senate it faces a challenge in getting enough Republicans to support passage in the House. ...

This is also what Europeans in France and Germany, and Britain, are seeing on news, video and on television.  The last peace initiative stalled after the hopes raised from the Alaska meeting of Putin and the US president. Efforts to get the Russians on board with US envoys in Moscow fail when the European leaders are absent in the talks, and when Russia insists on the 20% of the Donbass and eastern regions it does not control, and limits on Ukraine defense. Ukraine modifies the proposals and Russia insists on territorial concessions. A report in Germany's DW.com from Ukraine calls this "absurd." A new element emerges in this conflict in December 2025 when one sees this in the context of European history where such struggles between European powers happened repeatedly since 1500, with some of them in the period after 1700 involving Russia, Sweden, Denmark, Britain, France, Spain, Prussia and rest of Germany split into many states. That pattern has relevance today because when one power whether France, Austria-Hungary or Russia became dominant the other European powers acted together to keep the balance in Europe.  ...

This cap will in future reflect the cost of production of oil in Russia among other factors, and the lower demand for fossil fuels as renewable energy production is accelerated quickly, and the inflation fighting efforts of the US central bank.
