Wages in emerging markets such as Indonesia, Thailand and Malaysia are rising following an increase in wages in China. Malaysia's government announced a minimum wage for the first time. China increased its minimum wage by 8.6% to 1260 yuan ($199) in January 2012. Shenzen region minimum wage was raised 14% to 1500 yuan, and Tianjin region's by 13% to 1310 yuan, according to Xinhua news agency. Rise in minimum wage has ranged from 40% in Thailand to 20% in Indonesia. The new minimum wage proposed by Malaysia's government is about 900 ringgit ($264-$297). In Thailand the new minimum wage is set at 300 baht ($9.78) a day, an increase of about 40%.

The figures are startling, alarming dangerous whatever you call it. How many homeowners are under water or owe more on their mortgage than their house is worth today in today's depressed market? And how many more will be under water in tomorrow's even more depressed market as unemployment gets worse in 2009, and much worse after that in 2010. Moody's Economy.com's chief econmist mark Zandl has worked out some figures. And he says one in 6 mortgages in America today are under water, that is 16% of 7.5 million households that own homes they live in, or roughly 12 million households. To give some idea of how quickly this is deteriorating while Congress, the Administration and the general public could not reach any agreement or consensus about assisting homeowners avoid foreclosure in steps that cover all homeowners across the USA. The comparable figures were roughly 4% under water in 2006 and 6% in 2007. Thats a huge jump from 6% to 16% and was not expected to be such a steep jump in 2008. And it may be accelerating for 2009. And of the homeowners who took on a mortgage in the last 5 years the figures are startling, 29% are under water according to estimate by real estate Web site Zillow.com, that is one in 3 almost. Which is why absence of government help on a comprehensive scale covering the whole country and all homeowners facing foreclosure remains the one huge gap in the rescue package passed by Congress for $700 billion at Sept end 2008. Why is it dangerous? Because it accelerates the downturn in the economy and exacerbates the problem of toxic mortgage assets on the books of overleveraged banks, as dropping housing prices from higher foreclosures depresses the value of those assets even further. And this creates a vicious circle of lower consumption spending followed by lower production, higher unemployment and leading to lower consumption spending in a repeat cycle leading to higher foreclosures as a consequence of higher unemployment....

The WSJ study reported by Carrick Mollenkamp and Mark Whitehouse in the Journal on May 29, 2008, set off the investigation into the lowballing of the London Interbank Offered Rate or LIBOR by the 16 bank panel reporting the rate daily to the British Bankers Association. The rate is critical in setting the interest rate on trillions of dollars in transactions worldwide for securities, home and auto loans, derivatives and swaps. The apparent motive being to prevent negative perceptions of a bank's health if one bank was borrowing at a higher rate than its peers during the financial crisis of 2008-2009. banks doing the most lowballing for the LIBOR rate such as Citigroup, HBOS, were already perceived in financial markets to have higher risk during the financial crisis, divergence in LIBOR rates would reinforce these perceptions. Investigations later showed other banks such as UBS manipulated the rate they reported and influenced other banks to do so to increase trading profits. UBS settled charges for $1.5 billion and Barlays for $450 million. UBS was seen as an egregious offender as the practice was in the words of the Financial Services Authority, the UK regulator, quite "routine and widespread" at UBS....

Steinhauser, Walker and Stevis provide an exceptionally good account of the events leading to the March 25, 2013 EU 10 billion euro bailout of Cyprus, with the closing of one bank and the downsizing of another bank. The Cyprus government of president Anastasiades bluffed and lost. That Anastasiades and the Cyprus government would do this in serious negotiations with the finance ministers of Netherlands, Germany, France, the EU, ECB and the IMF at the headquarters in Brussels, in negotiations that ran to midnight on Sunday March 24, 2013, is simply astounding. Charles Dallara representing European bankers tried to do this with German chancellor Merkel at EU headquarters in Brussels during negotiations on Oct. 27, 2011, on an earlier confrontation over bondholder haircuts, bluffed to the last minute and lost. The way Cyprus handled the negotiations surpassed that. Right down to the last hours the Cyprus president waffled- backtracking on earlier agreement to close Cyprus Popular Bank. Calls were made by German finance minister Schauble to Merkel and by French finance minister Muscovici to French president Hollande to give a joint Franco-German response. Finally Anastasiades was told to pack up and leave on Sunday, March 24. The Cyprus government was not defending small depositors as its earlier plan was to tax all deposits at the two largest Cypriot banks 6.875%. Merkel saw this as an error as this would hurt small savers. The final agreement shut down Cyprus Popular Bank but protected insured deposits under 100,000 euros. Another disturbing sign for the ECB and the EU was Cyprus allowing several hundred million dollars to be wired out of the country even though banks were closed and an offical freeze on ouflows existed. A serious mistake in negotiations was when Cyprus finance minister kept EU finance ministers, the IMF and the ECB officials in the dark by not returning calls for 16 hours on Thursday March 25, 2013, while he tried to negotiate a deal in Moscow with Russia's Putin. This destroyed Cyprus's credibility leading to the ECB's warning to cut off liquidity to Cypriot banks which would put the banks into instant bankruptcy. By Friday morning, March 22, 2013, Merkel was angrily briefing her CDU party lawmakers on the negotiations, telling them the Cyprus government and Anastasiades did not get it, that the whole Cyprus model of outsized offshore banking sector- catering mainly to Russian investors - had collapsed. Cyprus unlike any other member of the EU was trying to face down Europe. Negotiations with Greece had been tough and street protests everpresent, yet negotiations went on in a responsible manner and in good faith, something missing here....

What are the systemic effects of one of the automakers going out of business? It affects the whole supplier base. This is the case in the event of a liquidation of assets, closing Delphi and so on. This was mentioned by Wagoner as the alternative and not prepackaged bankruptcy with DIP set aside loan for warranty financing which some experts are advocating in combination with a government loan with strings attached including a change in management. Some of the strings are covered in a New York Times editorial reflecting public opinion on the democratic side on this issue, and that includes removal of current management of Detroit auto companies, and fuel efficiency targets raised higher than legislation passed recently under heavy lobbying pressure from these automakers. Contraction of automakers and job contraction should be differentiated from liquidation of assets. The contraction of automaker jobs not just at the Detroit companies but also at Japanese plants in the US is going to happen even with a government loan to Detroit as Honda is also reducing its workforce and this will happen at Toyota also. The carefully planned bankruptcy with carefully and fully addressed warranty and other issues could be made to work along with sufficient government loan money in the $50-$70 billion range in return for equity and other conditions, and its not clear why the management of the Detroit auto companies see it as impossible and not just difficult, when they are already facing considerable difficulties in this market and with public opinion. Rampell talks about how jobs lost are not recoverable, and this is fairly obvious considering that the Japanese and the Germans are unlikely to relocate in the same areas that Detroit has located its plants , and prefer to go and build green plants to specification, and hire very carefully so that workers with the Toyota or Honda frame of mind are hired to work there. This can change depending on individual circumstances but is what they generally prefer to do. Also its important to bear in mind that forecasts that are being used of 13-14 million vehicle market in 2009 are just guesses, it could turn out that the sales drop to something like 10 -12 million vehicles, in which case there will be contraction of jobs on a large scale even at the Japanese and Korean and German plants which there is even now but on a smaller scale. ...

The only design studio outside headquarters in Portland, Oregon, was setup in Brooklyn, N.Y. recently, and the 4th CEO during Hainer's leadership since 2001 is the first to be given some degree of autonomy in making design and marketing decisions. Nike's market share in athletic footwear has increased from 35% in 2005 to 47% in 2014, as Adidas remains stuck at about 10%. The Reebok acquisition for $3.8 billion in 2005 is seen by U.S. Adidas managers as a distraction. Retail store executives visiting Germany say Adidas product cycle from design to product introduction of 18 months was just too long to meet the rapidly changing preferences in the U.S. This is now being cut to 6 months. In recent years Adidas has expanded rapidly in emerging markets but management has failed to grasp the fact that trends in growing markets such as China, India, Brazil and Mexico are set by pop culture trends in the U.S. ...

Josh Gotbaum, head of the U.S. Pension Benefits Guaranty Corporation and the reorganization of American Airlines (AMR). Gotbaum's strong response made AMR reverse its decision to shift $9 billon in pension liabilities to PBGC, which would have increased PBGC's current deficit by one-third. PBGC is funded by insurance premiums paid by companies sponsoring private sector retirement plans. It has handled 10 pension defaults since 2002- nine in the airline and steel industries. It deficit stood at $26 billion in Sept. 2011, up from $23 billion the prior year. PBGC funds retirement benefits for 1.5 million people, and sends out 800,000 checks.

The U.S. "quit rate" reflecting job churn in the economy with workers leaving for better job opportunities increased to 1.8% in Nov. 2013, increasing from 1.2% low in Sept. 2009, according to the Labor Department. 2.4 million workers resigned in Nov. 2013. This includes workers retiring and choosing not to work. The quit rate was about 2.1% betwen 2000 and 2006. About 20% of the churn is from the lower paying hotel and restaurant sector. As the U.S. population ages and workers look for more stable jobs the number of workers leaving jobs is declining since the 1990's.

Martin Feldstein says the eurozone summit of Dec. 9, 2011, was a failure because the plan for closer economic integration and financial discipline does not address the immediate problems of increasing bond yields for Italy and Spain. The summit concluded with decisions to set up a constitutional rule for each euro-zone country to balance its budget, take corrective action if the "structural" deficit exceeds 0.5% of GDP, and impose penalties if the actual deficit is larger than 3% of GDP. German chancellor Merkel wanted to have these rules put in a revised version of the EU Treaty, enforceable by the European Commission through the European Court of Justice. With Britain not agreeing to accept the plan without safeguards it requested, the new rules apply to the eurozone only, are not part of a revised Treaty and are not enforceable by EU institutions. Feldstein says it is wrong to have a common solution for Italy and Greece. For Greece the best option is to go back to the drachma, because of its shrinking economy and high debt load, and the need for a competitive currency. Italy, he says has a good chance of convincing investors to lower yields by taking strong steps. Italy's fiscal deficit is 4% of GDP, and the IMF projected Italy would have a balanced budget in 2013. How should Italy plan for the 300 billion euros of Italian bonds that need to be sold in the next 12 months? Feldstein says only 40 billion euros are needed to finance the projected budget deficit and for the rest is for existing bonds to be rolled over when they are due. Italy can repay the maturing debt with new bonds and not cash. And Italy can get the help of the IMF for some of the funds needed. On the issue of the ECB engaging in large scale buying of Italian and Spanish government bonds, Feldstein says Mario Draghi is doing the right thing by rejecting French proposals to do this, because this would be against ECB rules in the Maastricht Treaty to bailout governments and would reduce the incentive to make changes in Italy and Spain for lower deficits. ...

There are differences between the governors of 10 worst hit states and the president of the U.S. on when to reopen the economy. The seven on the East Coast including New York, New Jersey, Connecticut, Massachusetts, and three on the West Coast including California and Washington, all but one have Democrat governors and want to wait beyond May 1, till it is believed to be safe to reopen.190,000 of the 592,000 infected cases and over 10,000 of 25,000 cases of deaths are from New York alone. This is as though a third of the problem is in one state. The feeling in New York is that it should be the last to reopen, other states can go first in the middle of the country. The position in the U.S. Constitution is for states to maintain public order and safety. This was the basis of the president's position to work with the governors and continues to be the case, though there is pressure from economic advisers to the president to reopen earlier balanced by the opinion of health experts around the president.  Some states are taking action to reopen because the virus has not severely affected these states. President Trump says it is for governors to decide what is best for each state in consultation with the federal government. The U.S. government would step in if a state is taking risky action with the coronavirus. On the issue of whether the president could have acted quickly in February following his decision to stop flights from China and set up quarantines in January, the BBC has this to say. Dr. Fauci, the president's respected health expert was one of many public officials who did not see the magnitude of the crisis evolving with lack of good information from China. BBC North America Editor Jon Sopel cites Dr. Fauci's comments on February 13- that the coronavirus danger is "just miniscule" compared with the "real and present danger" of flu. As it happened the president acted alone in his sense of the danger from the outbreak in China through incoming flights and not relying on others. Here is what the situation of each country on reopening is- India -  has extended the lockdown to May 3. France - has extended the lockdown till May 11. U.S. - has extended the lockdown to May 1. States are taking the responsibility. UK - continues lockdown restrictions till May. The French president Macron had a simple answer to the question " when will we be able to get back to a normal, prior life?" Macron said "Quite frankly, humbly, I have no definitive answer to that." Some nurseries and schools will reopen May 11. Not restaurants, hotels, museums and theaters. By May 11 France will be able to test and quarantine anyone with symptoms and general public masks will be available to all. This is what Dr. Fauci in the U.S. also wants to see before being able to reopen, that testing and tracing, isolating, procedures be efficient and reliable. ...

Efforts to bring better wages and conditions to fast food business  through a law passed by Governor Newsom in California, to bring upward mobility and integration into the mainstream of society for millions of American families and children being opposed by McDonald's and Starbucks. Current wages are $15 a week which would bring a typical fast food worker $30,000 a year for a 40 hour week for 50 weeks. The poverty level for a family of five is $32,470 on the Healthcare.gov site for the USA. Are fast food business corporations saying that children of these families should be kept forever at below the poverty level set by the American government? Why? Are they saying that labor is subordinate to capital? Are they then going to go further to say that upward mobility shall forever be denied to millions of children in these families? On what grounds? Republicans say they are the party of Lincoln. Something more- What did Lincoln fight the Civil war for? The plantation economy of the South also denied labour and children of labour the rights of upward mobility. How did Lincoln win the civil war? By speaking up for the rights of free men everywhere in a land of abundant land and new future. "This is essentially a People's contest. On the side of the Union it is a struggle for maintaining in the world, that form and substance and government, whose leading object is to elevate the condition of men- to lift artificial weights from all shoulders- to clear the path of laudable pursuit for all- to afford all, an unfettered start, and a fair chance in the race of life. Accounting experts say the rebound in bank earnings in 2010-2011 is a good time to offset unrealized losses from troubled loans against higher earnings. These troubled assets make it hard to understand the true financial condition of banks, which becomes a major problem in financial crises. According to a WSJ analysis US banks had $13.8 billion in "unrealized losses" that have lasted at least a year in their portfolios as of Sept. 30, 2010. If these losses were taken now it would reduce bank's pretax income for the first 9 months of 2010 by 21%, according to the Journal analysis. Another problem focusses on Level 3 securities, which are illiquid investments that cannot easily be valued using market prices. The Journal analysis shows that as of Sept 30, 2011, the top ten banks had $360.7 billion in Level 3 securities. This is 42.6% of bank's shareholder's equity. At the top ten banks Level 3 securities fell by 24% in the last 2 years, which indicates an improvement. However some banks have made changes, whereas other large banks have not reduced the level of Level 3 securities. Take Bank of New York Mellon, for example, which took a $4.8 billion charge against earnings in 2009, largely related to mortgage backed securities. CEO Kelly said, it wanted to "put our investment securities issues behind us." Contrast that with Citigroup. Citgroup did not mention its high level of Level 3 securities when it anounced fourth quarter earnings. As of Sept 30, the bank held $79.1 billion of Level 3 securities- equal to 48% of its book value. This includes credit derivatives, asset backed securities and sub-prime mortgage securities....

This article from the John Hopkins University experts in Chinese investment in Africa say the charges that China was setting up debt levels for African countries beyond sustainability levels set by IMF are not founded except in a few instances. Only in Congo, Zambia and Djibouti does China account for over half of public debt, says the report. This comes as criticism is mounting about African countries being burdened with debt from Chinese financing of projects and loans.

In 17 countries identified as vulnerable including Ethiopia and Cameroon, China was the largest creditor but yet more than half of the debt was held by western banks and other lenders. In Mozambique it was Credit Suisse bank. In other words China is not preying intentionally to put countries into financial distress from debt buildup.

Bob Herbert of the NYT after hearing that Obama told John Harwood in an interview with the Times recently that jobs is a lagging indicator, it comes last, and that the economy has turned the corner, is incredulous. The new numbers for September show 263,000 jobless. He asks does Obama get it? 15.1 million people are unemployed. ANd only 10-13 % of people polled by the Economic Policy Institute feel they have fared well. He is concerned that Obama is so focused on health care and Afghnistan that joblessness is not getting his attention the way it should be. The collapse of the will of people around Yanukovych, including a deputy interior minister, as fighting units moved with weapons taken from an armory in Lviv towards Kiev, may have been the decisive event that decided the fate of the Yakunovych government. The deputy interior minister then negotiated with a protest leader Levus realizing that other than the front line of police the rest of the police were ready to abandon the fight. Levus then negotiated a safe corridor for the police to withdraw. As the Polish diplomat Sikorski came out to the square he found to his complete astonishment the police simply disappearing from the Square in Kiev. Hours earlier he had warned protesters that a crackdown was coming and they would all be wiped out, according to a report in the WSJ by Benoit, Norman and Fidler, 2/22/2014, so that they should accept a deal which would set a date for new elections but not lead to the immediate resignation of Yakunovych. That deal it also appears came after a Putin call to Yakunovych and not simply from diplomatic pressures, and it is probable that Putin had realized earlier than the diplomats that most of the police were not going to fight. Bringing in the army would have had dangerous consequences for relations between Germany and Russia in particular- as German public and chancellor Merkel felt strongly about the situation in Ukraine- and relations with the European Union and the U.S. Putin, Yakunovych, and even the EU diplomats may have missed the depth of feeling in Ukraine and the organization of the protest movement. Germany and chancellor Merkel, with her determination to make things come out right in Europe after a flawed history, gave hope to the protest movement. ...

Also part of this strategy will be a more effective immigration control policy, which she did not implement vigorously as Home Secretary in the Cameron government, partly because of constraints set by EU membership. May made clear her agenda going forward by saying: "There is a growing divide between a more prosperous older generation and a struggling younger generation. And there is a gaping chasm between wealthy London and the rest of the country."  Changes May is supporting are to make executive pay rules to become binding not just advisory, and for employees and consumers to gain seats on company boards.  ...

Safety checks at Norfolk Southern are the subject of this report in the WSJ. The derailment of a freight train leading to spill of toxic chemicals in Ohio on Feb 3, 2023, led to concern about the safety practices at American railroads in the efforts to cut costs. The National Transportation Safety Board has opened a probe into the safety culture and practices of Norfolk Southern. One practice called PSR or precison scheduled railroading has been used by railroads in America to cut costs. This means fewer employees, longer freight trains as long as 3 miles, and fewer locomotives. The result is that employees count went down from 159,000 in 2011 to 115,000 in 2021 a drop of 28% even when freight dropped by 11%. This increased profits resulting in higher dividends and stock buybacks, with a heavier workload and less time off  even for sick days until a threatened strike. President Biden intervened to set a new pay and work deal and an element of fairness for workers. ...
