The prospects for direct U.S. talks with the Taliban after the planned opening of a Taliban office in Qatar. The preliminary efforts were started by U.S. special envoy for S. Asia, Richard Holbrooke. Holbrooke died in 2010, and his successor, Marc Grossman, a former ambassador to Turkey, has continued the efforts as senior representative to Afghanistan and Pakistan. Grossman now has a team of officials from the Defense Department, the State Department and Intelligence agencies working with him. After a decade of war, a shift in public opinion in the U.S. to domestic issues, and a withdrawal date by the international forces set for 2014, the time appears right for the negotiations that would end this war. Grossman has the backing of Secretary of State Hillary Clinton in this push for a negotiated settlement with the Taliban. The recent deterioration of U.S. relations in Pakistan to a breaking point, the complex relationship between the Taliban and the Pakistan military, the growing unpopularity of the U.S. in Pakistan, the meaningless struggle with a Taliban with intrinsic links in the Pakistan military, and the fragility of the elected government in the country are other factors that may be leading the U.S. government to look at the bigger picture and grasp any opportunities towards a negotiated settlement. ...

The India Pakistan issues have already evolved into India China issues. And the competition between the US and China has consequences for India, the European Union and the rest of the world. As the US seeks to regain its industrial base and reduce overconcentration of manufacturing in China, India is at the stage of a manufacturing effort that is similar to Japan's in the 1920's and 1970's and China's in the 1990's. It will take place over the next two decades. This is the crucial event for Asia that will see the emergence of not two but three nations in Asia- Japan, China and India as modern manufacturing nations.  The talk about military action popular in the media misrepresents the real issues which are economic and ignore the turning point in 2025 with the Ukraine war putting the European Union and Germany's position of concentration of production in China as untenable. For the US DJT represents a second effort to bring serious manufacturing back to the US and allies such as India. This will be the deciding change in Asia and the world by 2030, 2035 and 2040, as India will make the decisive change to a modern nation similar to the US and Europe. All three countries in the South Asian neighborhood now face economic crisis of large proportions - Sri Lanka, Pakistan, and Bangladesh, all turning to the IMF for help. In the case of Sri Lanka there was help from the beginning from India. It was lack of jobs and not enough jobs generated even with a decade of 7% economic growth. It was in protests over job quotas reserved for independence soldiers that led to the ouster of Sheik Hasina's government. This report in NYT shows overdependence on garment exports which generated growth for decades under PM Hasina as having a drawback during Covid. The disruptions in the supply chain during Covid hurt Bangladesh when garment earnings dropped. At one point the industry was closed for months. India provided assistance including vaccines during Covid and India is the largest destination for Bangladesh exports with economic ties to 5 Indian states. The recovery from Covid has not been strong and has led to reduction in foreign exchange reserves. In 2022 Bangladesh turned to the IMF for assistance. Not enough jobs were being created for a large population. In 2000 the population was 129 million, in 2019 before pandemic 165 million. Today in 2024 it is 171 million, increasing by 33% from 2000. By contrast in a communist state Vietnam population increased by 22 million to 99 million or 29% in 2024 from 2000   Foreign exchange reserves dropped during the pandemic to $23 billion in July 2023, in the last 11 months it dropped by $4 billion to $19 billion. By comparison Pakistan's are at $13 billion, up $4 billion in 11 months. Foreign remittances from Bangladeshis overseas are another source of foreign exchange. The major problem of getting tax revenues with people and business not paying taxes due is a problem for Bangladesh and for Pakistan. India has made huge gains through GST and digitization of economy to get tax revenues to support economic growth and infrastructure. And under the leadership of prime minister Modi there is discipline, girt, a strategic focus, with good governance, that is similar to what helped transform Japan and China into industrialized nations. This is missing in Sri Lanka, Pakistan and Bangladesh and in Burma. This gives some idea why in the present budget north and eastern Indian states of Bihar, Orissa, Andhra Pradesh, with a combined population of 230 million people are in a specially designated region for development. It is a gathering momentum against centuries of foreign occupation and neglect similar to that seen in China. ...

The Economist cites a think tank that says about 600,000 young educated Kashmiri adults are jobless. Kashmiri religious and political leaders worry that their youngest followers might take up radical positions. The violent insurgency has so far subsided but is now replaced with stone pelting and hartals (strikes). The fear is that the influence of moderate leaders such as Mr Geelani, who is in his eighties, will be replaced with leaders who would reignite tensions and an insurgency. Dr Mushtaq Margoob, of the psychiatric hospital in Srinagar, talks about the throngs of patients with stress and anxiety, with the youngest the most damaged. He sees "a collective anger, a traumatized generation." A three man team, comprising 2 academics and a journalist, was sent by the central government to Kashmir to prepare a series of reports by talking to all sides in the conflict The team has proved ineffective as the members do not carry political weight to influence decisions. A Wahhabi organization, al Hadith is using Saudi funds to establish itself as a strong welfare, religious, and cultural force. The non-muslim minority in Kashmir sees al Hadith as bringing Saudi Islamization to a region long known for its Muslim's religious tolerance, building community centres, mosques, schools and clinics. Are there creative better ways to bring peace to Kashmir and redirect the resources India has to commit to the region, Pakistan has to commit to its border with India, and the U.S. has to commit to its ground war in Afghanistan. For now India is locked into a silence about Kashmir in international discussions, Pakistan is playing out its own "security objectives" in Afghanistan, and the U.S. is locked into its anti-terrorism objectives in Afghanistan. Only by connecting all these dots can peace and redirection of resources be achieved. The U.S., Pakistan and India, would come up with a creative solution only if each side finds itself pushed to the point where continued commitment of resources is no longer tenable because of economic crises, or the US and the Western alliance see the need to pull South Asia together to act as a balancing element in Asia in relation to China and Japan; and push for negotiations with an offer of stronger economic ties. ...

Some of the most vulnerable populations in the world during coronavirus are in India, Pakistan, Bangladesh and the surrounding regions, in Mexico, Argentina and Brazil, and in African countries. This report looks at the increase in poverty in Pakistan and increasing food insecurity with food prices increasing. Government priorities are a concern says this report. Malnutrition is increasing with estimates ranging and some as high as 40% of children. A PTI official of the government is cited here as saying that it could be as high as 50% of children suffering from malnutrition. One of the problems for food insecurity in the Indian region going back to the famines during the British rule in Bengal and the famines in Bihar during Congress rule after independence is that supplies are lacking of foodgrains or that the incomes have fallen so drastically that people could not afford to buy food. Governments stepped in after independence to provide foodgrains at subsidized prices. These programs need to be pushed to the forefront and and international assistance needs to be sought. Planning minister Asad Umar points out in this report in DW.com that millions of Pakistanis are falling below the poverty line increasing food insecurity at a critical time. He gives estimate that one out of four Pakistanis have had their diets reduced. There is every reason to support efforts for cross border supply of foodgrains between India and Pakistan as humanitarian approach in the coronavirus crisis even as differences exist over border regions- as such differences exist all over the world over borders but humanitarian approach has benefitted the entire region during the Bihar famines after independence with aid from the U.S. Johnson administration. At that time in 1966-67 the seriousness of the situation in Bihar was only gradually and reluctantly accepted by the institutions, officials and governments around the world, says Cambridge University Press looking back on that crisis. And it is to the great credit of the Johnson administration that it launched the subsequent efforts for the Green Revolution and foodgrain production involving Norman Borlaug and the Indian government. As the US gets serious about defeating the Taliban and Al Quaeda militants in Afghanistan and in Pakistan's border areas in Waziristan and the Northwest Frontier Province, and as Pakistan's army and government are at loggerheads and are also each in its own way unable or unwilling to take action against these militants operating out of or near the border areas between Afghanistan and Pakistan, it appears that the situation will result in the US having to make some tough decisions including going ahead anyway regardless of agreement with Pakistan. At the same time Defense Secretary Gates is saying that he wnats to see the Afghan army numbers to be doubled from the present 65,000 to be able to spread out across the country and not just be stuck in the urban areas. Any success the US and NATO see in Afghanistan would stem from some of these tough decisions including some tough decisions of a different nature that deal with Afghan government provincial officials tacit involvement in the opium growing areas. Like Iraq this will be a tough one for the US and the Europeans to sort out and make take a lot of patience and effort and some disappointments on the road before serious and lasting results that do not compromise basic American and European goals and intentions. With these goals and intentions the American and the Europeans seek to leave behind a peaceful modernizing state keeping its own faith and traditions with tolerance for others, at the same time that it respects women and economic development and modern education in science and technology that would make this development possible. And these goals would have to be applied as the vital test for the whole region Iran, Afghanistan, Pakistan, and India and for the basis of all policy towards the region, foreign policy, economc policy, development policy and regional issue policy like that of Kashmir. ...

Weak and poorly equipped public health systems, densely crowded conditions, make coronavirus spread extremely serious in South Asian and African countries. India imposed a complete lockdown of the entire country. South Africa imposed a 21 day lockdown enforced by the military. Decisive and strong action is needed early. Pakistan acted early to quarantine pilgrims entering the country from Iran. Pakistan's government has announced a $20 monthly wage subsidy for poorer households. The average in Africa is 20, according to the UN, and South Asian populations are also very young. Generally hotter climates may offer some offsetting factors to makeup for the lack of strong public health systems. India made major strides in direct deposit to bank accounts of 1.3 billion citizens by the government for many social safety net schemes in the last 5 years. It has also computer records of all citizens under a plan underway for a decade. The nationwide rollout of 4G mobile technologies has connected every citizen including remote areas. This should assist in the identification and isolation of affected areas and people. Other factors that mitigate the spread will be access to medicine when medicine and vaccine is developed for the virus. India has a large pharmaceutical industry, scientific labs and other medical resources similar to South Korea, which should help limit the affected areas and people. ...
