This report in WSJ looks at the Biden education, healthcare and climate change plan. It is part of the Families and Workers Plan put forward by president Biden for $3.6 trillion. This figure has now been lowered to $2 trillion and may drop crucial provisions for education such as the cost free community college which poses serious risks for working class families unable to afford community college, and skews education access even further to higher income families. It also lowers college attendance of American men, which is falling to alarming levels. The reason the plans are being whittled down is the 50-50 split between Democrats and Republicans in the Senate and the failure of Republicans and two Democrat senators Manchin of West Virginia, Sinema of Arizona to support community college access. Parts of the current bill support child care, access to affordable housing and in home care for elderly Americans. New elections for Senate and House of Representatives in 2022 would have to settle the issues related to financing assistance for families and workers as the Senate today is divided 50-50 between Democrats and Republicans. A separate Bipartisan Infrastructure package has the support of all in the US Congress to build bridges and roads, other infrastructure badly neglected by different administrations over the last 2 decades. ...

Indian exports to China declined in the covid pandemic years when China experienced little or no growth. This has worsened the trade deficit, yet this is temporary. Imports have worsened with Chinese dumping of products into the country. This should not alter India's policy of building close trade and investment relations with the US and the European Union as its main partners. This is also consistent with the prime minister's Atman Nirbhar Bharat policy. The author of this report in Hindustan Times says policy should integrate India with China and Factory Asia, yet this ignores India's growth trajectory as it is only now building up momentum and will for the next decade see the kind of growth Japan and China made in their peak growth period, even as China slows down and forms a smaller part of the global supply chain. US policy is for India to form the major part of the supply chain replacing China at some point as the leading supplier, even though it is moving gradually to get there. India should make policy as Modi has done for 2030, then 2047, and reach its own potential acting in concert with US and EU. ...

VW hopes to expand in India with a plan to increase market share from 2% to 10%. VW has a plant in Pune, and Skoda has a plant in Aurangabad. In contrast to China where buyers look for high tech features such as mobile connectivity, buyers in India are looking for affordable cars of good quality. VW is interested in the Indian market because further growth of car sales is expected doubling from 3 million cars in 2016 to 6 million in 2030, according to CAR automotive research center. Experts say the important thing in both success and failure is to understand what one did wrong, and take corrective action. Some go as far as to say failure is an event, and it ended yesterday. This is the way athletes and other people who overcome challenges that we read about have approached a failure or disaster. Some overcome physical handicaps with such grit that we find our failure to be tiny by comparison. Take for instance an athlete with burns on his feet from a fire, who is told he can never walk again, and he comes back to win an Olympics gold medal in running. It has just become hugely undervalued in the last 4 decades leading to some of the gaps we find in better grasp of economics, politics, physics, science, law, business, that have led to the Nation's relative decline since the 1980's. Hank Paulson, Treasury Secretary, Angelo Giamatti, Baseball Commissioner, Steven Spielberg, movie producer, Clarence Thomas at the US Supreme Court, Anne Mulcahy, CEO of Xerox, Mario Cuomo, governor of New York, and Harold Varmus Nobel prize winner in 1989 in medicine for his finding how genes origin in normal healthy cells that transform healthy cells into cancer cells, all had degrees in English. And many brought this passsion for language into other fields by adding degrees in law, medicine, science, other fields. How one can combine English with science is seen in the extraordinary example of the first American woman in space Sally Ride who had a degree in English alongside a degree in physics in 1973 and went on to get a PhD. in physics in 1978 from Stanford University. ...

Oil prices expected to drop from $70 per barrel to $60 per barrel in July 2026 easing oil crisis in advanced and developing nations. A drawdown of inventories by 163 million barrels happened to OECD countries in the 4 months of the Hormuz crisis. Advanced European nations will replenish their inventories starting in the 4th quarter, the US next year in 2027, China with a billion barrels in inventory is not in a hurry to replenish at this time. Factors improving the situation are that the UAE has increased production and sends it though Fujairah that is separate from Hormuz after it left the OPEC oil organization (which sets production quotas for members to control prices). Kuwait is doing the same. Saudis have also increased production routing it away from Hormuz. The advanced countries have learned from the Hormuz crisis. China has changed its oil consumption policy to use it more efficiently one of the big changes from the Hormuz crisis. Instead of importing 10 million barrels a day oil China now imports 6 million barrels a day. China was always a prolific user of oil and as long as oil was plentiful China did not pay enough attention on how to use oil as efficiently as some European nations and Japan are doing. During the crisis the rest of the world including India had time to figure out ways of running their economies using less oil and will continue to do so knowing that Hormuz had allowed one country (Iran) to put the whole family of developing nations in Africa and Asia, Latin America at risk. Hormuz channel itself has opened and about 40-60 ships are making their way through each day. There are risks that Iran will try to close Hormuz again or that the war will restart and this means all nations advanced and developing nations are finding and securing alternative oil supplies. US is also increasing production through its oil base and oil base of its allies, and American plus European oil companies will act to increase supplies and new sources of oil to prevent the world being threatened again in the way it was at Hormuz in 2026. ...

Medical insurance choices are complicated for a reason. This WSJ report says a PhD. is not sufficient to figure it out. They were designed this way to maximize profits from a government program by private insurers and capture as large of the market for the Medicare Advantage plans they offer. Heavy lobbying in Congress makes it possible to write legislation that keeps selecting coverage complicated.  The only way to clean up this mess is through universal health insurance, that is UN's SDG 3.8,  that is fair for all, which everyone can understand, and the US as an advanced technological nation can support. Reducing transparency works with heavy advertising for private insurers with Medicare Advantage Plans to capture the largest chunk of what the government spends. Medicare Advantage insurers capture $943 billion of spending on Part A & B Benefits compared to $693 for traditional Medicare.

Some Republicans are saying that it is time to give up the conceit that increasing the incomes of the upper classes will bring benefits to all Americans, and whether making individual tax cuts the priority is a policy that no longer works and can even bring disaster as it did for British prime minister Liz Truss recently. In this camp are Senators Josh Hawley of Missouri and think tank American Compass. Others including Marc Rubio no longer favor globalization and see it important for the US to bring back American manufacturing at every opportunity with incentives and government action as the Biden administration is currently doing. This is creating new faultlines in the Republican party between the people who support the party of Reagan and its priorities and others who are questioning whether Reagan is relevant anymore. The fight that delayed the election of Speaker McCarthy also brought out some of these fissures as a subsection of the party felt strongly that it was important to go after entitlement programs and other social spending by the Biden administration. This is creating a new situation in American politics and in world trade and economics as the Biden Administration is not meekly accepting the detours of so called Third Way Democratic and Labour politicians of the US and Britain such as Tony Blair, Clinton and Obama who let the traditional backing of the Democratic Party in the working class wither with ties to Big Tech and acceptance of Reagan type free trade policies for manufacturing that ignored American working class communities. Biden's recent success in fighting for railway trade unions in restoring fairness in vacation and sick leave is only one of the battles that Biden has shown he can fight for American workers. Republicans now face the prospect of appearing divided and ambiguous in their support of working class, and overdependent on cultural issues for working class support. A recent British study on Labour's prospects showed that a slight shift on cultural issues can create a strong shift and have a large impact in Labour forming a new government with a secure majority in parliament.   ...

The European Recovery Fund package finally gets settled after long negotiations over the weekend. It is settled by lowering the nonrepayable direct aid to countries hardest hit by the pandemic of 500 billion euros the initial target to 390 billion euros. The change was made to meet Dutch demands that are based on right wing parties in Netherlands critical of the deal and upcoming elections in the country. Mr. Rutte of the Netherlands held on to the end. He has been in power for about ten years by following the Dutch mood carefully. This time both Merkel and Macron, both France and Germany supported the 500 billion euro plan for nonrepayable aid to countries particularly in southern Europe that took the brunt of the pandemic- Spain, Italy and Greece. The EU's executive branch will now for first time issue debt on a large scale to fund this nonrepayable aid and additional loans of 360 billion euros. There is also a multiyear EU budget of 1 trillion euros for 2021 to 2027 designed to meet the goals of European recovery. The way the EU is setup a lone holdout or a small country like the Netherlands with the help of two other small countries Denmark and Sweden could hold up the agreement against the interests of the larger nations Germany, France, Italy, Spain, Portugal. Poland and Hungary also strongly supported the 500 billion euro target for nonrepayable aid. The combined population of these countries is about 314 million compared to just 17 million for Netherlands, 10 million for Sweden, and 6 million for Denmark. In addition Merkel has recovered her footing in Germany after the pandemic and most right wing parties in Europe have lost ground during the pandemic. That Mr. Rutte could push this far in the face of the need to show solidarity at a time like this shows weakness in the fabric and structure of the EU, and its rules and organizing charter. Normally a blocking minority would need 4 countries and 35% of the population to block EU proposals supported by the majority. This could be used if the blocking is seen as not in the common interest. In recent years most decision are made with unanimity, but this is one in which solidarity needed to be shown without the long negotiations taking some of the spirit and vigour behind the earlier plan. ...

Los Angeles Unified School District has voted for a ban on smartphone use in schools starting in January. Governor Newsom is proposing to have a state wide ban in California to support children and parents in school education. Florida and Indiana are Republican led states with state bans on smartphone in schools. New York Governor Kathy Hochul seeks one in 2025. California Governor Newsom says: "When children and teens are in schools they should be focused on studies, not on screens." He has four children in schools. Dr. Murthy says in NYT that children spending more than 3 hours a day on social media were feeling the double the effects of depression and anxiety symptoms. And the actual use is 4.8 hours per day for this age group.

George Washington shown in the early parts of the Seven Years War (1756-1763) that drove the French from Quebec and North America. In these early battles Washington fought in the Pennsylvania country near Pittsburgh under the British commanders against the Indians and the French. This taught George Washington many things about a war in America's vast forests, the risks and dangers, the best way to keep on fighting a long war in which the British would eventually fail to prevail. After defeat on 2 nights on frozen ice on a lake fleeing French and Indian forces Washington survives, and grasps the idea of divine providence in the struggle against colonial powers France and then Britain. This prepared Washington for a different strategy in the war against the British, learning from the defeats of the British by Indians in forest conditions with quick offense and quick retreats and no large engagements. The entire war was characterized by this quick offense, strategic retreats, and preserving the American army's strengths, as an approach to conduct the fight. Montgomery tried a direct march on Quebec and failed in the early days of the war of independence against British forces. This also reinforced Washington's strategic approach that the British would only lose in a long drawn out war under certain conditions, to avoid direct engagement with large armies or decisive battles till the right moment. Washington enlisted a young French officer Lafayette as a commander in his army knowing the importance of the French to neutralize the British naval power on the seas. When this stage was reached Washington could quickly move his army north to surprise the British by surrounding their forces under Lord Cornwallis resting at Yorktown, Virginia after being harassed in small engagements by American forces in the South. For that to happen Washington had the logistics feat to accomplish of moving cannon and forces up rivers and forests to the north, something practiced in the Pennsylvania region in the fight against the French and their Indian allies. The early part of the war the engagement with the French and Indians was formative for Washington and is the experience that is covered in the book "Young Washington," now made into a movie. The night spent on the frozen river in Pennsylvania country fleeing the Indians and French and surviving was always for Washington an act of divine protection. It may be also the reason why Washington saw his role not as his own but for a larger purpose, leading to handing over his appointment as commander in chief back to Congress in Annapolis in 1783 after the war had ended and peace treaty was signed. Apple follows Microsoft in increasing workers pay. Apple increased the hourly pay for workers to $22, increase of 45% over 2018. It follows Microsoft which has doubled its worldwide budget for meit based pay increases. Annual increases are moved up by 3 months and new pay increases take effect in July at Apple. Apple shares have fallen 21% this year to May, making stock based awards ineffective.  Apple has paused plans to call workers to office for at least 3 days a week as coronavirus cases rise again in California. Apple was one of the first companies to move to remote work in 2020. The pandemic has increased Apple sales tremendously of laptops and iphones so that the increase in workers pay was long overdue. In this sense the Biden administration has brought with it president Biden's genuine and deeply felt concerns for workers and families to the forefront of company and workers attention. Overall for private and government employers the first quarter of 2022 brought with it a 4.5% increase in workers pay, says the Labor Department. Inflation was higher and outpaced worker wage increases so that worker pay has more room to grow under president Biden's leadership. ...
