China's State Internet Information Office chief Lu Wei, 54, is a Communist Party official who assumed office in 2013. Lu Wei spent his early years as bureau chief of the state owned Xinhua News Agency in southern Guangxi Province. He was promoted to positions as secretary general and vice bureau chief at agency headquarters, and to vice mayor of Beijing in 2011, chief of the city's propaganda department. He came into prominence following an article in the Communist Party journal "Seeking Truth," after pointing out that China needed to manage the way information about the country and the Party is presented using the new information technologies. He also perceived the risks posed by distorted or incorrect information to financial markets, and economic security. This was confirmed the following year with the rapid spread of reports about a high-speed rail crash in Wenzhou, China, and in numerous other incidents following this, as social media reports that could not be confirmed spread quickly in out of control fashion. He now is the director of a new Central Internet Security and Informatization Leading Group, headed by president Xi Jinping, with the task of coming up with a policy for balancing views of openness needed for the economy with government views on internet oversight. This is not only a political matter, as Chinese officials face the challenge of how to get the public to vent views on critical matters such as public anger about pollution, food contamination, contractors and badly constructed housing in a recent earthquake, mismanagement in the railways ministry, and a whole range of issues related to economic development, health and public safety. ...

Russian proposals for settlement in Ukraine including giving up the whole eastern Donbass region, recognizing Crimea as part of Russia, and limiting its army and long range weapons. These are the same conditions set in 2022. There is a new situation developing in Europe as Germany, France, Britain and most of Eastern Europe looks to be firm in support of Ukraine. Germany is stepping up its military preparedness under chancellor Merz of the CDU led coalition government. The US under DJT is working under two pathways seeking engagement with Russia and at the same time seeking a way to settle the Ukraine conflict. With German, British and EU support it appears unlikely that Ukraine would agree to all the Russian terms as Russia is using some gains on the war front to gain a clear win in 2025. By 2026 with European support Ukraine may look for a settlement that offers better terms than currently offered by Russia. For the US DJT faces pressures from within the Republican party that would oppose giving Russia a win after its role as the aggressor in the Ukraine conflict, and after the bombing destruction of Ukraine's cities.   ...

In an address to supporters in Trivandrum PM Modi said he was gratified by the results in elections for the capital city of Trivandrum (Thiruvananthapuram), and wanted to make it India's model city., It reminded him he said of the situation in Gujarat when the BJP party won elections in Ahmedabad for the first time in 1987 for city government. By showing good governance in Ahmedabad, BJP was able to win elections in the state and provide good government and industrialization for Gujarat for the decades since 2001 when Modi formed the state government. This bodes well for Kerala said the Indian PM. Paid Leave for caregivers, parents, is a missing part of America's progress into a society that cares for women, children and elderly parents. America is the only nation among developed countries that lacks paid leave. Biden's Families and Workers Plan was designed to make this part of the fabric of American society. The 12 weeks paid leave originally planned is particularly needed for caregivers, mostly women, and is now down to 4 weeks. It was then taken out on the resistance of 1 senator from West Virginia out of 50 Democratic party senators. Women are hard hit during the pandemic and are unable to get back into the work force. Most Republicans if in the shoes of women as caregivers, or mothers needing maternity leave for children, would support this essential feature of a modern or well developed society, yet this is often missing as the nation is divided because about a third of Americans have paid leave and the rest lack paid leave. This piece of the bill for paid leave is now back in the bill in Congress, in another effort to get this through. ...

Reports by David Sanger and other reporters from the NYT on the situation in Ukraine as seen from the US, Russian, European, and Ukrainian sides. Russian president Putin sees Ukraine as part of the Russian cultural and economic sphere with deep ties to Ukraine in its history. The western parts of Ukraine near Poland and near the capital Kiev see their future more in relation to other Eastern European countries that have moved closer to or joined the European Union such as Poland and the Baltic republics of Lithuania, Latvia and Estonia. It is not clear even to advisors to the Russian government what Mr. Putin's intentions and plans are. Russia has not yet recognized the two breakaway republics in Eastern Ukraine based in Donestsk.  Some of the key points in Ukraine's recent history- one needs to know this because Ukraine has a difficult history in its relations with Poland/Lithuania and with Russia alternating over centuries, with neither relationship providing the kind of government that would have helped Ukraine's people. Formed only in 1991 the Republic of Ukraine has a long history since 1500 of being part of Poland and Lithuania, and later part of Russia, with some parts of Ukraine under the Austrian Hapsburgs till 1900. Ukraine was part of the Soviet Union in the 1920's to the 1950's in one phase in which it suffered badly with collectivization of agriculture under Communist Soviet leadership and famines. In the second phase of Soviet rule after the 1950's Ukraine made a dramatic recovery as Krushchev assumed control with Leonid Brezhnev who was from Ukraine. After 1964 Brezhnev ran the the Soviet Union till 1984 and this was a good period for Ukraine. The Soviet Union collapsed in 1990 and Russian leader Yeltsin separated Ukraine and Belarus to go their own ways as separate countries from Russia. For 1990-2000 Ukraine did badly losing about 60% of its GDP, a situation also experienced by Russia with economic instability. Russia recovered under Putin, yet Ukraine has struggled since because of mismanagement under different governments and widespread entrenched corruption.  Governments alternated in the period 2000 to 2020 between ones friendly to Russia and friendly to Poland and European Union. This happened in 2004 and again with protests in 2014. The protests in 2014 in Kiev and Lviv led to a government that favored closer ties with EU and NATO. It is this pendulum swing that is Ukraine's and Eastern Europe's experience in the 20th century and it continues into the 21st. What Russia wants is for Ukraine to not be a place for NATO operations, even if it is not allied to Russia after Russian president Putin was disappointed with the Russian allied government's performance under Yanukovich in the 2000-2014 period with corruption and mismanagement. France in the 16th and to 18th century is described by Brendan Simms of Cambridge in his new book on Europe, as needing the external danger for unity, and unity to meet external danger. This could be true also for Russia as the danger posed by NATO helps bring unity to Russia. And this could be a way to unify Russia and provide it with the confidence that it seeks in its effort for parity with the European Union and the US, China in the 21st century.   ...

There is serious lack of depth in leadership in the Tory party today. Names proposed in The Guardian for Tory leaders after the July 4 election should Rishi Sunak have to resign are clearly short of what Britain needs in leadership. It depends on which Tory MP can hold on to his seat. Suella Braverman, Priti Patel, Kim Badennoch, James Cleverly, Tom Tugendhat, Penny Mordaunt, all lack what is needed to lead the Conservatives on July 5, 2024. This has been true all through the last two decades.  David Cameron, Boris Johnson, Theresa May, Liz Truss who preceded Sunak for most of the last decade were also lacking in leadership. The decade wasted with Nigel Farage and David Cameron, Boris Johnson trying to get Britain out of the European Union has hurt Britain. Today most Britons want to go back to a Britain that is growing as part of the EU and Europe.

Voter sentiment changes in Italy for the Democratic party led by prime minister Letta, only a few months after the national elections. Under Letta who belongs to a younger generation of Italian leaders, the Democratic party which supports being in the EU and pro-growth policies, has staged a comeback in Italian mayoral elections for 67 cities. The party of Mr. Berlusconi lost ground, and the party of newcomer Beppe Grillo also lost ground. Voter turnout was 48.5%, after years of failed politics of the national parties in Italy. This is new reason for optimism for the future of Italy.

Geert Wilders Freedom Party wins 37 seats in the 150 seat Dutch parliament. Dilan Isigloz leading Rutte's party gets 24 seats who also seeks control of immigration.  Netherlands is already seeing a surge in sentiment against high levels of immigration. About a quarter of all immigrants, 403,000 in 2022 up 150,000 from 2021, 103,000 are from Ukraine and 257,000 or 64% are from EU countries (Statistics Netherlands). Mark Rutte's coalition government collapsed when he sought curbs on immigration. A left alliance got 24 seats and Timmermans's EU party got 24 seats.

Macron started out in the Socialist Party in Amiens, France. After going to elite schooling he joins the Socialist Party ministry of Francois Hollande. As Minister of the Economy he rises rapidly to replace Hollande with his own party called the Movement that he sets up and within a year wins presidential elections. The rapid rise, the lack of his Movement party having much experience and put together quickly with new younger people, his aloof presidency, and a lack of connection with the problems brought on by the deindustrialisation of France as production shifts to China, the problems of lack of work and cost of living in smaller towns in France, lead to Macron's loss of popularity. His party won only 10% of the vote in EU elections and 20% in the first round of Assembly elections in 2024. He is now allied with Sarkozy's Les Republicains, the very party he sought to replace by calling it old school and no longer relevant.  A small faction of the Les Republicains shifts out to ally with the National Rally of Le Pen and together the 2 parties seek a majority or near majority in the Assembly to take the prime minister position under Macron. The result would be a too young at 28 years Bardella as PM and the Socialist Alliance a close second in the National Assembly. Macron would have to come to terms with the Socialists he had abandoned to run the country and appoint Oliver Faure as prime minister if a second round gives his Movement and the Socialists over 50% of the vote. ...

This merger is part of a process that happened after 1970 when Penguin Books a national institution in Britain in the war years 1939-1945 was acquired by Pearson Plc, and later sold in 2013  to German publisher Bertelsmann. Penguin became a part of British culture because it sold a million cheap paperbacks at 6 pence in 1939 and continued to provide low cost access to books to all parts of the English speaking world from UK to Asia till the 1960's. The astonishing period of creativity and design of founder Allen Lane ended in 1970 after Pearson Plc focused on profitability and acquisitions. Under this new deal in 2021 a large part of the world publishing industry would come under the control of German publishing house Bertelsmann. Penguin Random House is owned by Bertelsmann and the deal would bring its rival Simon and Schuster under its control. The US Justice Department filed a lawsuit to block it. Attorney General Merrick Garland says- "American authors and consumers will pay the price of this anticompetitive merger- lower advances for authors, and ultimately fewer books and less variety for consumers." Penguin Random House already controls 22% of titles published in the US. The US publishing industry has already seen mergers leading to reduced competition. News Corp. acquired Houghton Mifflin Harcourt in May and merged it into Harper Collins. Largadere Hachette acquired Workman in September. ...

This WSJ editorial says the Syriza party referendum in Greece poses a threat to the efforts made by the centre right Partido Popular party government of prime minister Rajoy in Spain to implement economic reforms and generate long term growth. French regional elections show a defeat by Conservatives of Le Pen's far right party and president Macron's party. Conservatives maintained a lead of 10% of the vote over Le Pen's party. Macron's party failed to make it to double digits in the vote with about 7%. Sixty six percent of voters stayed away from the poll. The Conservatives and the Socialist parties did well holding on to their regions. This changes the landscape for the presidential election in 2022.

The Alternatives for Germany political party and the opposition to the euro inside Germany. The support for the party is not broad grass roots based and some observers see it as a movement of the elite. It was started by Hamburg economcs professor, Bernd Lucke. Many party members formerly belonged to the Christian Democratic Union led by chancellor Merkel. Over two thirds of the members listed on the home page for the party have doctorates. The new party could create uncertainty about the outcome of the German by drawing votes away from Merkel.

A Pew Research Center poll before April elections shows 70% of Indians dissatisfied with conditions in the country. 63% of those polled say they prefer the opposition BJP party to lead the next government, compared to 19% for the ruling Congress party. More significant was the favorable view of Narendra Modi by 78% of those polled, with only 16% holding an unfavorable view of Modi, the chief minister of the state of Gujarat which has seen fast growth rates. The Congress party has been hurt by a series of corruption scandals, weak leadership and poor management of the economy as growth slowed in 2012-2013.

The term "Reagan Democrats" emerged in the late years of the Carter administration, and again after Clinton, Obama took the shape of the Trump vote. By 2021 the situation has reversed with the Democratic Biden administration putting forward a program for revival with his $1.8 trillion Families Plan for infrastructure and for the benefit of America's workers, students and families. Changes in Eastern Europe, first with the departure of Sebastian Kurz after a second scandal. The Greens party in the coalition insisted that he resign. In the Czech Republic the government of prime minister Andrej Babis was voted out of office. A liberal-conservative three party coalition won 28% of the vote, and the Pirates and Mayors party won 16% of the vote. The two alliances won 108 seats in the 200 member lower house. Babis headed a minority government of ANO party, Social Democrats and supported by Communist party,(ANO is yes in Czech language), with many scandals, and opposed EU's climate change policies, says DW.com. 

With the changes in Austria this offers new opportunities for a closer European Union as Eastern Europe changes.

Over 100 women scientists are part of the Chandrayan moon missions of Indian space agency ISRO. Many are leader of project teams and head key parts of the scientific efforts of ISRO. Prime minister Modi says the moon mission shows the strength of women or 'nari shakti' and the potential of the younger generation of women for careers in science and technology. About 25% of the 16,000 employees of ISRO space agency are women, and Modi says "they will inspire women for generations to come." Women make up 43% of graduates in STEM scientific fields, yet when it comes to being part of scientific institutes or universities this drops to 14%, an imbalance that prime minister Modi and ISRO women seek to address. India's ruling Congres party suffered losses in the two major states of Uttar Pradesh and Punjab. In Uttar Pradesh, the socialist Samajwadi party gained an absolute majority of 224 seats in the 403 seat assembly. The Bahujan Samaj party of Kumari Mayawati lost its majority winning only 80 seats, the BJP won 47 seats and the Congress won only 28 seats. Rahul Gandhi of the Congress party campaigned heavily in the state and the results show that his campaign against Mayawati did not result in Congress gaining enough seats to form a coalition government with the Samajwadi party led by Mulayam Singh Yadav and his son Akhilesh Yadav. Yadav has held the position of chief minister three times before, and campaigned for greater rights for lower castes and for a quota in education and jobs for Muslims. His other campaign promises included increasing electricity production, and improving the business climate. In the Punjab state, the Shiromani Akali Dal party won 56 of 117 seats, with the Congress getting 46 seats. National elections will be held in 2014, and the results reflect a repudiation of the Congress party after corruption scandals, slower economic growth, and lack of clear policy direction....

UK prime minister Starmer gets new members for his cabinet after resignation of Angela Rayner as deputy prime minster and Minister for Housing. Peter Kyle is new Business Secretary and Steve Reed the new Housing Minister. After winning in a landslide with the Conservative vote being split between Reform UK and the Conservative party, the Labour party has struggled to win voter support in local government elections. The Reform UK is now ahead of Labour in polls with Labour seen as not taking a tough line on illegal migration or not walking the talk of a tough line at the elections in 2024 to fight the illegal smuggling of migrants across the Channel.

The calls for major changes in education and healthcare in a rebellious voter environment in 2016 by Bernie Sanders, represents a struggle for the soul of the Democratic Party between Sanders and Hillary Clinton's more incremental approach. The huge support from younger Americans for Sanders makes this a struggle for the soul of the party after the Obama years. Clinton's message is tempered with a realization that some of the changes in income disparities are a result of technological change and globalization, which does not resonate as well as the Sanders message that this is a result of rules being turned to their advantage by privileged groups. A similiar appeal on the right by Cruz says influential lobbies are writing the rules to their advantage, while also appealing to marginalized Americans, and struggles for the soul of the Republican party against the establishment politicians, governors such as Bush, Christie and Kasich, who have done poorly in Iowa.

The system worked in Denmark cutting by 90% the flow of migrants. In 2025 100,000 claimed asylum inUK half of them coming in small boats.  The asylum people placed in hotels has resulted in an outcry from locals in many British towns who see a way of life of the British people being pressured by the migrants some from remote countries with different cultures and leading to lack of safety for women on the streets. In Denmark without these changes the labour working class party would have lost power to a movement like that of Nigel Farage Reform UK which wants to shut the door completely on migrants. Public patience appears to be gone. Similar situations have happened in Dutch politics and is happening in other countries including Germany and France. ...
