This mortgage crisis could last a long time. House prices now down 10% could fall 30%. Losses on these mortgages could total $400 billion or 3% of total economic output. Similar to the losses in the savings and loan crisis of the eighties. The complexity of the crisis cuts two ways in one respect it prolongs the crisis because it makes it very hard to figure out what is inside which kind of package of securtieis and who holds them. Mortgages are dispersed among banks and 11,000 investment pools each with hundreds or thousands of investors. And many of these pools have been further repackaged into specialized funds known as structured investment vehicles and collaterized debt obligations that were created for these mortgages. It requires huge computing power and lots of people to figure out what is inside each package of securties. And the other effect is that because of this opaqueness or lack of transparency no one in the banking system knows who has large exposure and may run into difficulties like a Northern Rock bank in Britain or a Citigroup or UBS so that banks are not keen on lending to each other and raises the bank lending rate to each other. Banks also want to increase their reserve as a cushion against hidden losses and so are afraid to lend and lend at higher rates and after asking for stringent terms from lenders. This will create a prolonged period of credit tightnesss which would affect business expansion in a serious way. On the other hand as said earlier it cuts 2 ways and the positive side to this is that the losses tend to be overestimated in a crisis with lack of transparency or high degree of opaquenesss as Seidman who was a key person in settling the Savings and Loan Crisis told the National Press Club this month. Another negative efect in terms of credit availability for business is that there is less demand for securities in this kind of environment and business cannot get that much money from the capital markets. Cerberus found this out quickly when it found few buyers for the securities it hoped to sell to fund a portion of its buyout of Chrysler. One thing that will help the US as this crisis plays out is the better picture for exports with a falling dollar.The larger companies with international operations will have more business overseas and will export more to other countries especially to the high growth countries like China, India, Russia and Brazil as well as other countries in South America, Asia and Europe. Infrastructure spending will be huge in these countries and companies like General Electric, Caterpillar and others will benefit and companies like GM will expand more overseas. This should help the dollar and the current account deficit in a few years. It would also cushion the blow from this crisis. Overall this crisis could play out for longer than 3 years if consumer spending deteriorates significantly in 2008-2009. ...

Patrick Buisson, a key Sarkozy adviser, who helped him win the presidential election in 2007, says Marie LePen's chances in the 2017 election are dimmer than people realize. Her Front National is popular in the north of France with working class people who formerly voted in favor of the Communist or Left parties. In the south of France in areas like Nice her niece Marion is popular with people who have social views on the right on abortion, and gay marraige. The problem is reconciling these 2 blocs of voters and the way Le Pen appears to have moderated her views on social issues. The opposing candidate from the Right parties formerly led by Sarkozy is Francois Fillon, actually prime minister for the full term of 5 years under Sarkozy. Fillon's views are closer to the FN voters in the south and opposes gay marraige and abortion, and has a strong foothold with Catholic voters in traditionally Catholic France. It is this split that hurts LePen who had hoped to run against Bordeaux mayor LeJuppe. The left parties are in disarray and likely not to be a factor. Another difference is that the voters in the south of FN do not see it the same way as FN voters in the north on issues of increasing the size of the state. Voters in southern France do not favor increasing the size of the state as Le Pen has promised and opposed by Fillon. Fillon has plans to cut France's large state employees by 600,000. France has a large state owned sector of companies and increasing the work week to 48 hours, reducing the state sector size to help private companies with incentives is seen as a way to increase productivity and grow the economy, plans supported by Fillon. A major problem for Marie LePen is her family name of Le Pen which Buisson says people in France associate with her father Jean LePen, and extremist positions. Buisson thinks Marie LePen will never be able to shake off this image in the second round of the election as she loses some of her right wing Catholic support to Fillon, and fails to attract enough working class voters in the north of France because of the family name. ...

The problems in Chase bank's Investment Office unit were first reported in the WSJ April 5, 2012. Large positions were taken by Mr Michael Iksil, a trader in the London office that ruffled credit markets. Iksil reports to Achilles Macris, head of the European operations of the Investment Office unit, and Macris reports to Ms. Drew. At the time CEO Dimon and other executives reviewed trading positions and made no changes in strategies. After April 13 earnings call losses increased to $200 million a day, and review teams assigned to look into this found errors in the way the hedges were conducted. In early May Chief Risk Officer John Hogan and Europe head Daniel Pinto monitored the situation. The hedges were designed to reduce risk in the eurozone financial crisis, but the complex transactions based on relationships between a number of derivative indexes for investment grade and junk grade corporate bonds in U.S. and Europe worked in ways that led to large losses, and were so complicated that they were poorly understood....

The Berlin conference in 2020 on Libya is an effort taken seriously by chancellor Merkel and French president Macron, supported by president Trump, for an "inner-Libyan reconciliation process" with "a sovereign Libya" that would prevent another larger large scale emigration to Europe from North Africa. On one side is a UN backed government of Mr. Fayez Sarraj, that controls Tripoli and the west and on the other a group of Militias under Mr. Haftar that controls the south and east.  Various foreign powers are fueling the conflict and the goal is have them disengage and drop support for their faction- Turkey for the Tripoli government and the Saudis and UAE, with Egypt, Russia supporting the rival government. All hope to gain influence, for what that means, at the risk of large scale refugees and further destruction, and dislocation of European unity through large scale emigration to Europe. It is almost like the Thirty Years War when Sweden, Austria, and the French fought proxy wars in Europe in other countries mainly in German states and central Europe. That period? - 1618-1648, losses of 8 million dead from wars, famine and plague, with loss of 20% of the German population. What started as Catholic- Protestant ended up with Austrian Hapsburg- French rivalry wars, today local religious factions conflict with secular factions ending with rival power conflict.  The foreign policy expert for Merkel Mr. Hardt says "it is key to the further stabilization of North and West Africa. If we succeed in leading Libya into a peaceful future, it would be a milestone for the entire region." ...

The tech boom bust since 2000 that has hurt America and Europe and which also laid the foundations for the loss of manufacturing and technology to China, ceding American leadership and critical advantage, is shown here in the WSJ. The role of the finance sector  is explained here. That has added one more factor to the factor of endless wars in the Middle East, where American and European investment in healthcare, education and new infrastructure was somehow diverted away, and much of America's and Europe's resources wasted- or not turned to the benefit of the people of America or Europe.  One financial firm that rode the tech boom to the hilt finds itself with unacceptable losses except in a severe recession. Tiger Global Management was using tens of billions of dollars from pensions, endowments and rich clients riding on some of Silicon Valley's hottest stocks.  With the plunge in tech stock values including startups in which Tiger pushed into aggressively now facing large losses after hyper valuations, Tiger's hedge fund which managed $23 billion at the end of 2021 was down 52% in 2022. Another of its funds that managed $11 billion has lost 62%. WSJ says this wiped out two thirds of the gains Tiger has made in the tech stocks since its founding. In addition large writedowns are expected on its venture funds valued at $64 billion at the end of 2021, says WSJ.  WSJ says cheap money (money somehow diverted from infrastructure and funding manufacturing in China instead of the US now goes by the misnomer cheap money) reshaped Silicon Valley in the last decade, as pension funds, rich investors and celebrities turned to well connected money managers such as Tiger to put money in tech stocks and startups. This WSJ report says compared to Sequoia Capital and an earlier generation of venture companies Tiger Global is simply not interested in management of companies it invests in, taking a broad brush approach, using Bain Capital for research, and trying to haul in a large load of fish like trawlers at sea hoping for some companies to make big gains. Many pension funds such as Calpers California's public pension fund invest in Tiger with a $400 million investment. WSJ also reports that Tiger Global's venture funds do not reflect the realities of the tech business as venture stocks will reflect the drop over 2022 and 2023, including its ByteDance Chinese tech investment which will need larger writedowns. Tiger has also not hesitated to get into cryptocurrency which has loss of about $1.5 trillion dollars. It is of interest to note that Julian Robertson, hedge fund manager of the 2000 period (when Clinton-Bush were US presidents) who ran Tiger Management provided the impetus for Mr. Coleman, then 25 years old, for the start of Tiger Global. Julian Robertson closed his fund in 2000 during the dot com bust. Coleman hired a Blackstone analyst and started on the next cycle of tech with social media platform Facebook now Meta, followed by China's JD.com as investments in a new China boom were started. The end result is that during a period of Middle East wars under Bush and Obama, and building dependence on Russian oil and gas supplies under Schroeder and Merkel, China was the gainer as the US and EU lost much of its manufacturing and technology to China. During this period US and Europe neglected investment in infrastructure that would benefit the people of America in ease of living and quality of life. Just as money was wasted in wars much of the tech investment was wasted. The companies that added value over time were started long before and relied on sales growth and new products that revolutionized their field such as Apple with smartphones that started well before the nineteen eighties, Amazon with logistics and its own style of management, Microsoft from an even earlier era. Tech monopolies Facebook, Google, and others would not be missed much in terms of real progress for the people of America. The cost is many decades of ceding manufacturing and technology advantage to China by US and the EU led by Germany. China 2030 and the war in Ukraine with China's support have shown how fragile the foundations have been with weak political leadership and a finance sector running backwards in terms of America's and Europe's strengths in new infrastructure, better healthcare, services and education for the people of America and Europe. Leaving it to the Biden administration and a new coalition of Greens and Scholz in Germany to begin the task of rebuilding America and Europe on strong foundations, including the dignity of the workers and families, that makes who we are and what we believe in, and why the free world believes in us. ...

The Bernanke Fed's low interest rates are hurting seniors and savers who are earning very little on their savings. This is taking money away from millions of savers and reducing consumption spending by seniors and savers. According to the Labor Department average annual investment income for 24.6 million American households headed by seniors over the age of 65 was $2,564 in 2009. This is down significantly from prior years. A survey by the Employee Benefit Research Institute shows that one in three retirees have had to dig deeper into their savings to cover basic necessities in 2010. With inflation at an annualized rate of 5.6% in the first quarter 2011, interest rates of 0.24% on savings accounts do little to cover inflation. There is a sense that this is hurting retirees who have lived prudently and worked hard and on savers of different ages. This actually discourages healthy savings that would protect Americans from job losses and build a safer future. American contributions to bank and 401 (k) accounts is only 4% of disposable income in 2010, according to the Fed. Another danger is that the smaller 401 (k) accounts of the average American family after losses in earlier stock market declines, will again be exposed to the fluctuations and risk in the stock market. This could happen as money is shifted to the stock market in the hope of earning better returns. Seniors are an active voting group, and voting patterns show a shift to Congressional candidates who question Fed policy....

Toyota showed a net profit of 290 billion yen or $3.71 billion for its fiscal first quarter. With its sharp rebound Toyota keeps it forecast of net profit of 760 billion yen, operating profit of 1 trillion yen, and sales of 22 trillion yen for the fiscal year through March 2013. Toyota set its annual production for the calendar year at 9.76 million vehicles, an increase of 23% over the prior year. By comparison General Motors showed second quarter profit of $1.85 billion, a decline of 38% from the prior year quarter, and Ford at 1.04 billion, a decline of 57%, with both companies showing losses in Europe. Toyota has smaller European sales as part of total sales. In the U.S. market Toyota expects market share to reach 14%, an increase of 1.1% from 2011, according to Takahiko Ijichi, senior managing officer.

St John asked for $10 million management fee from the state of Michigan for Michigan State University to use the hospital for training residents was this excessive for a hospital that was losing money, and could St John have come up with some agreement with Michigan State where they could still have kept Riverview and had support for the loss. The attached graph shows Ascension made $1250 million in 2007 , some of it on investment gains, considering what it did for the bad publicity for St John and for Ascension was closing Riverview the right decision, and was the payment of $1 million to Joseph CEO of St John the right thing to do given his role in closig St John. And did Ascension consider the devastating impact on Detroit of the closure, and its impact also on St John Hospital in the neighborhood bordering Detroit and Grosse Pointe a wealthy Detroit suburb, as the patients who used Riverview now crowded into St John Hospital thus resulting in similiar losses and the loss of patients from Gross Pointe at St John Hospital, creating the possibility of losses at St John Hospital. ...

For years the WSJ opinion editorials pointed out weaknesses in Fannie Mae and Fredddie Mac, and the possibility that the Government may have to bail out these companies because of their aggressive expansion and lack of adequate supervision oversight by the government or supervisory financial authorites. This time may have arrived as the 2 companies are the only ones left actively dominating the mortgage market, handling 80% of all mortgages bought by investors in the 1st quarter this year just as Wall Street retreated. This 80% is more than double their share of the market in 2006. But their combined cushion is $83 billion, capital required by regulators. And this supports a huge $ 5 trillion in debt and other financial committments. They suffered $9 billion in losses in 2006, and they are sitting on $19 billion in additional losses which have not beeen acknowledged according to analysts. These companies operate under an imbalanced arrangement where the ownership is by investors but the guarantees are from the government and the supervisory oversight is incomplete, with Congress not having authority over them. The regulators not having the authority or the charter to conduct adequate surveillance and supervision, and controls. The companies raised $13 billion from investors last year and regulatory filings show that they have $7 billion above required minimums for a safety net. But like many things in the financial system today these minimums set in another time and place may be entirely unsuited to the risks they are taking, and their is no effective supervision or controls in place. This is exactly what lays the situation ripe for a financial crisis if foreclosures throughout the country create huge losses for Fannie Mae and Freddie Mac, that this safety net is just both unsuited and never designed to handle for the situation today. And it takes too long for a lame duck administration or Congress without effective leadership in an election year to correct the regulatory errors in the Fannie Mae Freddie Mae situation- the lack of effective controls, regulation, and the lack of clear powers and authority of a financial supervisory authority over them....

The WSJ is still calling the president's stop fentanyl flows tariffs on CMC Canada Mexico and China economic tariffs in this editorial board opinion. It is incomprehensible that little or no mention is made in most of the media of the magnitude of injury to the US, the 490,000 deaths in America over 12 years as the result of Canada, Mexico and China not taking the needed action to stop fentanyl flows into the US. There is also the added factor of lack of a level playing field in trade which has resulted in the same communities in many cases having suffered from in the case of China loss of 25 million jobs over the last 10 years and loss of $250 billion in infrastructure and public services for schools, libraries, childcare, and health care clinics that were lost from losses in taxes for local communities in the US. This has decimated life in these communities and in small towns across America.  In the case of Mexico the illegal migrant flows that were not stopped at the border have put an added burden on already underfunded and strained public services in local communities in the US. This is the reason for much of the frustration and anger that has built up over time in these communities with the response from the DJT administration to find solutions. CMC countries could have taken action on their own, yet the US had waited too long for this action. Reciprocal in reciprocal tariffs is about fairness, a level playing field, something that China had agreed to in the spirit of the WTO entry in 1994 and American desire to aid China industrialize build a modern economy. Instead US business was coopted by China during the industrialization process 1995-2010, 2010-2020, including in the first term of the DJT administration even when tariffs were imposed. This happened with transfer of technologies happening late into the first term of the DJT administration 2016-2020, which has led to a much of the pent up frustration and action in the first 100 days of DJT in 2025.  ...

Does a 10% reduction in tariffs on China with the October 30 2025 agreement- made in Busan South Korea at APEC meetings- make a difference for companies relocating from China? It only does for smaller companies who are stuck with Chinese sources. Larger American companies prefer to diversify their supply chain and continue to relocate part of their factories to Vietnam, India and other countries knowing that the tariffs game will end up with allies EU, Japan and India in the 10-15% tariff range as a concession to US for putting up with trade disadvantages and job losses 2000-2025. China's will still be at 47% in comparison and the fentanyl issue causing serious questions to be asked by the American people which have not been grasped in China or even in the US by companies and politicians.   Does it affect the urgency and general shift out of China? The fentanyl issue is unlikely to change and it is likely to do lasting damage to China's credibility to a degree that it not clearly understood in China, and even not fully grasped even in the US today because of the sheer size of the number dead- more young Americans dead from fentanyl than in the Korean, Vietnam and First World Wars combined. Other issues are technology that has been transferred without a proper assessment of the importance to national security, the need to shift the manufacturing base back home that US industries have inadvertently and carelessly shifted to China in the disastrous Bush and Obama years 2000-2016, and for the jobs, the wages, and cost of living concerns when supply chains are outside one's control. This article asks the question about tariffs on India and Brazil as being contradictory and showing a lack of consistency in tariffs. India is compared to China with India facing a 50% tariff because of Russian oil purchases, and Brazil a 100% tariff related to treatment of former president Bolsonaro even though US has a trade surplus with Brazil. One expects that at some point India and the US will come to an agreement that lowers the tariffs in a way that was done with the European Union to bring it closer to 10%. China's tariff to be sure is still around 47% dropping from 57% a concession for rare earths and for the upcoming elections and economic concerns not because of policy intent which has not changed on  strong action for fentanyl which is also part of the Appeal to the People in the DJT base.   ...

The revised AIG rescue plan helps banks recover some of their losses on collateralized debt obligations and helps AIG by cancelling the credit default swaps it wrote on these CDO's, and thus helps shore up the financial system. This is what happened. During the boom period banks bought protection from the insurer AIG on securities backed by now-troubled mortgage assets. These securities are called CDO's or collateralized debt obligations backed by subprime mortgage bonds, commercial mortgage loans and other assets. Banks in the US, and Europe bought credit default swaps on these securities from AIG, and AIG promises to compensate them if the securites default. Now with the housing and the credit crisis the values of these CDO's plummet, banks go to AIG and AIG has to provide them collateral to help cover these losses of the banks. AIG ends up giving $35 billion in collateral to the banks including Goldman, Merrill, UBS, Deutsche Bank and others. The continuing fall in value of the CDO's meant AIG had to give more and more collateral to the banks leaving AIG severly exposed, which is along with other problems on its accounting books when the government stepped in in early October to bailout AIG with loans, with interest rates that became punitive for AIG leaving it in a struggling condition. What does the new revised plan do. It eases conditions on the interest rates and the New York Fed puts $30 billion of its money to buy the multisector CDO's at market prices averaging 50 cents to the dollar and AIG provides an additional $5 billion. With than one action banks get to recover their $35 billion and AIG gets to cancell its credit default swaps on these CDO's, in effect freeing AIG from thses swaps that were creating a hemorrhaging effect as it had to keep posting more and more collateral to banks, and banks got to recover the money on CDO's. In effect helping shore up the financial system. There are other problems at AIG but this was the biggest and most draining, and it helps AIG protect its other businesses, and banks get to put this dismal chapter behind them. ...

Dexia, the Belgian-French bank, reported a net loss of 11.64 billion euros for 2011, including 4.05 billion euros from selling Dexia Bank Belgium to the Belgian government in Oct 2011, and a 3.36 billion euro loss on Greek government bond holdings as a result of restructuring of Greece's debt. Other losses were 2.6 billion euros from an acceleration of the sale of a portfolio of U.S. mortgage backed securities, and about 1 billion euros from the sale of the Paris based public finance business to savings banks operated by the French government. Dexia ends up with a negative total equity of 320 million euros at the end of 2011. Dexia was one of the hardest hit European banks in the 2008-2009 financial crisis.

RIM's management change with new CEO Thorsten Heins is received positively by analysts as the co-CEO arrangement was not considered responsive enough to losses in market share- RIM's share in the smartphone market dropped below 10% in 2011. However the statement by Heins that there would be no "seismic" change at RIM was received with caution. One analyst pointed to the need for fresh thinking and thought it would have been better to bring in someone from the outside, though Heins only joined in 2007 and worked for 23 years at Siemens. AP Moller-Maersk, the Danish energy and shipping company, says profits will decline in 2012 from 2011 profit of 18.08 billion kroner ($3.1 billion). Maersk expects global demand for seaborne containers to go up by 4-6% in 2012, but sees lower traffic in the Europe-Asia trade lanes. Maersk has 16% of the container shipping market worldwide. The Maersk Line had losses of 3.4 billion kroner in the 1st quarter of 2012.

Bradsher, Tankersley and Cohen say in this NYT report- US industrial policy under president Biden corrects the failures of the past. Chinese experts in Hong Kong say the US and Europe deindustrialized their economies with pursuing of policies called "neo-liberal" but basically Reagan era policies that Democratic presidents Clinton-Obama imitated. As they deindustrialized it created disaffection among the struggling lower and middle income classes making $35,000-$106,000 that were big losers in the process, creating threats to democracy as financial and tech, plus pharmaceutical sectors took control of the economy. China's success comes from three decades of mastering the ways of practicing industrial policy that it can support private companies with low cost land, additional subsidies that reduce the cost of production and provide a buffer to absorb losses so that it could dominate key industries. Policies where textbooks and economists trained in the US failed utterly and completely leading to dangers to US democracy that we see as opportunities for good paying jobs in manufacturing disappeared for middle and lower income households from 1980 to 2020. These economists trained in the US always said see lower cost Chinese made goods means lower and middle income people pay less, never saying that this means all opportunities for better paying jobs in manufacturing will be lost for these classes in society. The tech and financial sectors had close ties to the new arrangement that turned manufacturing over to China from the Reagan era to the Obama and Trump era. Apple and Tesla and many industries benefitted from manufacturing mostly outsourced to China. ...

Gary Starkweather, son of a dairy farmer in Lansing, Michigan, invented the laser printer in 1977 with the Xerox 9700.  He did this while working for Xerox Corporation, with his idea that optical technology could be used to provide pulses of laser striking a photosensitive drum, with toner attaching to the spots touched by light, the toner then fusing to the paper. His initial idea was rejected by his bosses at Xerox so he got a transfer to the Xerox Palo Alto Research Center where he worked on developing the first laser printer and then better laser printers. Interesting and useful are his thoughts on productivity and use of technology. His views were that it was not a good thing having people pressured working from the 40 hour week to the sixty hour week. He also disapproved of the pressure for people to stay digitally connected all the time. For him the concern about the future of information technology was- can I still be human in the process. ...

Angela Merkel loses a local election in her region of Mecklenburg Pomerania in Germany. The CDU comes in third at 19% following the AfD anti-immigration party with 21%. The Social Democrats party gets over 31%. Commentators say this region is more likely to take an anti-immigrant stance, compared to other parts of Germany. The next elections are on Sept 18 in Berlin, which is very different from parts of the former communist East Germany. The CDU has embraced the themes of "homeland," and public safety, and Merkel says about the decision a year ago on immigration-"it was not about opening the border to everyone- it was about not shutting it to those who made their way to us from Hungary, on foot and in great need of help." Merkel is likely to regain her footing with voters, as the vote in Mecklenburg was more of a protest vote and Merkel has adapted current policy to check immigration. Peter Tauber, general secretary for the CDU, Merkel's party, sees the vote also reflecting anger of those who have lost out in the moves to globalization, and not just about immigration. ...

A decade after a precipitious decline in its stock price during the global financial crisis of 2008 stemming from its GE Capital unit, GE struggles with faltering stock price and poor performance stemming from other strategy errors in its core infrastructure business.  GE Capital is being shut down. Now one of its subprime lending units is likely to be put into bankruptcy protection. WMC Mortgage had losses under its GE Capital parent  of $1 billion during the financial crisis in one year alone. It has since faced a series of legal settlements and investigations. GE Capital has turned out to be a poor investment and a huge distraction for management for a company which considered its core business as infrastructure related.

This podcast in the WSJ by Sarah Randazzo shows how 15 months of the Theranos trial have revealed ways in which Silicon Valley startups raise cash. It shows the culture of creating hype and so called buzz behind startups that was lauded in business culture but has led to massive capital misallocation away from essential needs of society for infrastructure, health services, and education, investing in new technologies at home and fighting climate change. Many such situations are recorded in the pages of the WSJ, of hype and huge losses for investors in the last decade when some of the most egregious behaviour happened. Along with this was the acceptance in the business culture of shipping jobs and technology overseas, then shipping products halfway across the globe what could be easily be made in the home country- leading to a loss of control over the future and with it a loss of hope. The WSJ says the trial was a referendum on how Silicon Valley startups raise cash, with the jury finding Holmes guilty on 4 counts. The pandemic has led to rethinking and going back to basics, discarding all the unessentials or self-harm behaviours.  ...

This editorial deserves an award for best editorial on international economic matters in 2011. The editorial, goes right to the point, when it says the French, the Germans, and the European Central Bank are deluding themselves if they call this weeks resolution of the Greece debt crisis a realistic solution. It is anything but a solution. The Journal calls it a French deception. It is unworkable because the main problem, the high ratio of Greek debt to GDP -which is now 155% and is expected to reach 170% by the end of 2011- is sure to get worse under the arrrangement designed in the interest of French and German banks. Under the arrangement French and German banks and other creditors will get to double their return from 4-5% today to an effective interest rate of 10% if Greece grows by 2% a year, on 49% of the bonds they hold. These bonds will be converted into 30 year bonds. This effectively doubles the interest cost for Greece in servicing this debt. On the other approximately 51% of the bonds the French and German banks would redeem the bonds for cash and a triple A, sovereign zero coupon bond. The Journal asks what is the point of making Greece's debt problem worse than it is now and calling it a solution. The austerity cuts are already expected to lead to a deep recession, something that is also happening in Portugal, leading to a worsening of the debt situation. Creditors are not sharing in the losses under this arrangement, as Germany and the Netherlands have insisted. As the Journal points out they are instead taking out half of their investment and doubling their return on the remainder. And the fears of contagion for Spain are not lessened, as financial markets can clearly see through this for what it is- unworkable and unrealistic. ...

The mood in the UK is becoming less receptive to foreigners as job losses mount and the economy declines. For a long period under Labor administrations openness to foreign investment served Britain well. From 2004 to 2007 foreign investment accounted for 7.4% of UK's GDP compared with 1.4% in the USA and 1.6% in Germany. Immigration tripled under Labor governments. Now the mood is shifting as job losses mount. Unemployment which was 4.7% in 2005, was 6.3% in the 4th quarter of 2008. Estimates by IHS Global Insight, a forecasting firm, shows that unemployment could reach 10.5% by early 2011. Government figures indicate that the number of British workers in the country went down by 234,000 to 27 million in the last quarter of 2008. The number of foreign workers went up by 175,000 to 2.4 million. About 104,000 jobs were lost in the 4th quarter of 2008. During the period from 1995 to today manufacturing accounts for a smaller portion of the British economy, going from 21% to 14%. In this new climate French owner Total SA faced strikes at it Immingham oil refinery for not hiring British workers for an expansion at the refinery. It offered to set aside 102 of 200 temporary construction jobs for British workers. And public anger is evident about things that earlier would have aroused passing interest. One example was for a plan to sell part of the British postal service with the Dutch or the Danish as buyers. Another an award by the government to the Japanese of acontract to build and operate a fleet of high speed trains. And immigration is emerging as the third biggest ocncern of in the country, according to a survey by Ipsos MORI, after the economy and crime, the fourth being unemployment. Actually immigration and unemployment are strongly related, and both are related to the economy, all issues related to the steep downturn, especially to the collapse of the financial industry in London....

TEPCO will get government funds through a state backed institution set up by the Japanese government. This is estimated at $31-49 billion. TEPCO will in return set no ceiling on the total compensation to those affected by the nuclear disaster. Stakeholders in TEPCO will also have to offer their cooperation- meaning they will suffer losses. The governmet will also participate in running TEPCO through a special commission to ensure that the provisions of the deal are honored.

The Economist looks at the 3 options facing Britain and America to tackle the financial crisis, and evaluates each option for its merits. It says nationalization is an option, and adds that it supported the nationalization of Northern Rock in the UK early on. Where nationalization is the best option considering the scale of the problem, as in the case of RBS in the UK, this should be followed without exacerbating the problem by pretending that it can be avoided. With its huge losses and large committments by the government of Britain, the state ends up with majority ownership. So for individual banks this policy would be a good one. With the government on both sides of the table, this avoids the major problem of how to value the assets, and of the bank's shareholders plotting to grab taxpayer's money. Expect to hear more about nationalization as a best option under the circumstances, says the Economist. This may also be because the situation is likely to get much worse in 2010. The single most important criteria should be it says returning the individual bank to good health. The other option is to collect toxic assets in a bad bank, with the clean bank rid of these assets not having to set aside reserves for losses of an unknown magnitude. This helps get lending and credit starting to flow again if banks are more willing to lend. The third option is guarantees by the government regarding the bad assets and insurance. The Economist does not think the insurance and gurarantees offered by the British government recently will work by itself, and feels it should have been combined with the separation of toxic assets of banks in a bad bank. The Economist also feels scale will be needed considering the magnitude of the problem and its continual escalation....
