Samuelson says the bill in the U.S. Senate is symbolic because it allows companies to cite the undervalued renminbi as an illegal subsidy and have the Commerce Department impose duties on Chinese products. This would have to be done on a case by case basis, making it largely ineffective in dealing with the large trade deficit with China. He also cites the differences among economists that show a range between 1 million and 2.8 million jobs lost. The 2.8 million jobs estimate is from the Economic Policy Institute for the period 2001-2010. The 1 million is an estimate for 1990-2007, which estimates a loss of quarter of all manufacturing jobs. By WTO rules subsidies that are not targeted at specific industries or firms are allowed, according to lawyers. Which means China could appeal to the WTO, and impose retaliatory duties. In the meantime the trade deficit with China, with imports of $364 billion in 2010, and $86 billion in exports, would remain largely unaffected. This is the reason some Senators, including Republican Orrin Hatch (Utah), see this move as political posturing by President Obama and the Democrats, because the administration has no new proposals to address the trade deficit and the gradual erosion of America's manufacturing base. Samuelson cites Arvind Subramanium of the Peterson Institute, and his book "Eclipse: Living in the Shadow of China's Economic Dominance." Subramanium says what is at stake is not a temporary imbalance in world trade a happened with Japan in the 1980's, but a gradual shift to a system of trade in which China has preferential access to raw materials (oil, grain, minerals), subsidizes exports in new industries as it moves upscale from shoes and textiles to automobiles, aircraft and alternative energy, and changes the very nature of the global trading system as it becomes the dominant trading nation in the world. By Subramanium's estimate China's share of global trade increased from 1.6% to 9.8% in the 2 decades from 1990 to 2010. In two more decades he estimates China could increase this to 15% of global trade, significantly larger than the U.S. In a response to Congressmen, businessmen and policymakers wary of starting a trade war, Samuelson says there already is a trade war as a "fixed" system of trade undermines America's manufacturing and industrial base. The only difference being that today only one side is fighting that war, and America is slow to grasp the implications or its policymakers are clueless how to respond....

Everywhere he looks he says he sees that the plumbing has not changed with the realities. The editorial says the Chinese currency has come down 30% since 2005, and inflation in China is reducing the advantage China gains by keeping its currency valuation low. German banks have the largest exposure in Europe to Spain- $139.9 billion in 2012. Of this $45.9 billion is exposure to Spanish banks, according to the Bank for International Settlements. The Landesbanks in Germany have a large exposure in covered bonds to Spain, which are covered by collateral in the form of residential mortgages that have lost value and could lead to losses. At the same time they are not likely to default says Leef Dierks of Morgan Stanley, because they are used as collateral to borrow from the ECB. Some of these cedulas or jumbo covered bonds are trading at 52 cents on the dollar, according to Mr. Dierks. Geman banks have limited loss absorption capacity says Moody's. Moody's has reduced Germany's outlook to "negative" from "stable" for this reason, and warned Germany could lose its triple A credit rating.

The Shanghai Composite Index went up by 65% since July 1, 2014. On Jan 19, the Shanghai Index went down by 7.7% as Securities Regulatory Commission placed a 3 month bad on margin financing at brokerage firms Citic Securities, Haitong Securities and Guotai Junan Securities. All large state owned brokerage firms which were found to have violated securities rules on margin financing. Analysts say that the action by the regulator was to control risk on the stock market and give the the central bank, the People's Bank of China more room for monetary easing without negative side effects in the stock market, which had an extraordinary jump of 38% in the last 3 months. Margin financing has more than doubled in the last 6 months and accounted for 18% of average daily trading volume, according to an analyst at Credit Suisse.

The next president could come from the opposite party and the long term effects of this could benefit all parties, giving everyone a stake in making it work. The narrow view also overlooks the great benefits from this investment of $1 trillion for America's trading partners and allies in Asia and Europe, the American leadership role in CHIPS and Science as a result, and the respect of the world in the way America has handled its economic affairs. ...

For the first time in decades the U.S. trade deficit with China is falling significantly. China's exports to the U.S. dropped 12.5% to $296 billion in 2019 from $323 billion in 2018, according to Chinese customs data. Actually China's trade surplus with the U.S would have fallen even more had not the U.S. exports to China declined by 21%. With the Phase 1 trade deal negotiated recently U.S. exports to China will increase significantly, while 25% tariff on $250 billion in Chinese goods still in place limits China's exports. This means in 2021 and 2022 and years ahead China's surplus should shrink much faster achieving one of the principal goals of Mr. Trump and his trade negotiator Mr. Lighthizer. Mr. Lighthizer was chosen by Mr. Trump for having accomplished a similar goal decades back in the eighties with Japan's surplus. Even though China has not stated this in writing, American officials have said China will increase purchases of American goods and services by at least $200 billion over the next 2 years from 2017 levels. China and the U.S. have essentially agreed that the two economies so tightly intertwined works to the detriment of the U.S. with the Chinese surplus creating tensions. China will now have the European Union as the largest trading partner followed by south east Asian countries, and other regions. China decided that its priority is technological development and was unwilling to meet U.S. demands to reduce its efforts for technological competition and access to western technologies. Instead opting for shifting it economy away from dependence on exports to the U.S. in a gradual way. The other demand of the U.S. for stopping state subsidies is also a concession China is not willing to make as it sees it as an economic feature of its business model that is working and a competitive advantage.  This leaves the U.S. with a limited win so that trade and resulting jobs can be brought into favoring the U.S. a key Trump goal, and not a win in the technological competition with China which will continue. ...

The American Treasury Secretary who handled the 2008 financial crisis, Henry Paulson, gives the new US financial reform legislation an incomplete grade. His main concern is that the too-big-to fail risk in the US banking system continues, and without clear rules a lot depends on the regulators. He does not see higher capital requirements doing much to ease that problem, and sees another crisis in a few years as inevitable. Former SEC chief, Harvey Pitt, gives it an F for failure or an I for Incomplete. He sees it as a boon for lawyers, because it is not clearly written and leaves so many loopholes, to a degree that is simply astounding. He says it does nothing in the way of preventing another crisis. Does nothing for transparency, nothing for monitoring and action by regulators, all factors that led to the crisis of 2008. Nouriel Roubini gives it a C+, because it does little to fix the reasons why securitization failed and caused the crisis, and in this way will keep credit creation and expansion in a weak state. He sees this financial reform bill as a failed effort that is laying the ground for the next crisis, with little action in the "too-big-to-fail" area, a huge dilution of what former Fed Chairman paul Volcker had advocated in the Volcker rule, and no real impact on the risky trading of derivatives. Bill Gross of PIMCO gives his frank assessment in no uncertain terms. A D+ for this bill. It shows how lobbyists for the banks still control Congress he says. It would have been better to let Paul Volcker take charge completely, than to have the lobbyists dilute the critical reform proposals. Simon Johnson gives it the lowest passing grade at MIT, a B. The only large change he says, is the Kanjorski Amendment, which give federal regulators the authority to breakup the large banks. But he cautions that it may require another crisis for the regulators and Congress to "get it," and do what they should be doing....

Business Week's Michael Lewis has some serious questions and a message for investment bank Goldman. His questions- ACA was incompetent which is why it was chosen as CDO (collaterized debt obligation) manager. ACA was chosen by Goldman precisely because it did not know what it was doing and lost $900 million in the process. So too IKB, the dull witted German bank which lost $150 million. Goldman did not lose $100 million on the Abacus deal because Goldman was shorting the subprime market by March 2007 the time of the Abacus deal. Knowing this requires transparency of all dealings of Goldman's proprietary trading desk to understand real losses. Fab Tourre, the 27 year old Frenchman, is just a kid in this game. The real name behind this is Jonathan Egol. Who is this guy who clearly knew the subprime market was doomed in 2006 in remarks he made at the time.

Story about a Quant's life, this a math smart kid, Peter Muller, who worked for a risk analysis firm called Barra Inc in Berkeley, California, and later joins Morgan Stanley to help set up its Quant trading business. "Pairs trading" is one of the strategies Quants have used in the past in which two stocks which have a strong historical relationship provide clues as to how to short one and by another betting that the historical relationship will assert itself. "Statistical Arbitrage" is a more complex version of this and Muller's specialty was in this field at Morgan Stanley's Process Driven Trading Group (PDT). This Group produced profits from trading of about $3.5 billion in ten years upto 2006. This group now contains about $6 billion of Morgan Stanley's own money and accounted for 7.2 % of Morgan Stanley's net income with profits of $540 million in 2006. In the two weeks prior to August 9, Morgan Stanley's PDT lost about $500 million as the mortgage crisis broke out and put a wrench in the normal workings of the Quant's strategy and the fact that there are so many Quants operating with computerized trading may have added to the problem. the PDT has since recovered some of its losses. And its by no means certain that this has shaken Morgan Stanley's continued pursuit of income from Quant trading operations. The story thats told about Peter Muller is interesting as he tries everything to find happiness leaving his job for a while and playing his own music on albums and in the streets of Barcelona and New York city subway stations to soothe his restless soul and still comes back to his old job. During the presidential debates Donald Trump was asked about his proposal for a 45% tariff on imports from China to the U.S.. Trump's response was "if they don't behave." he would use this as a negotiating tactic against China. Senator Ted Cruz of Texas responded by reminding viewers of the high tariffs under Smoot-Hawley legislation that were one of the factors that created the Great Depression in the 1930's. Economist and former Federal Reserve chairman Bernanke is a student of the Great Depression, and says "it was highly counterproductive, it lengthened and deepened the Great Depression." Economist Peter Petri of Brandeis University in his study cited in this article, says that the tit for tat that starts with such a move could eventually cost the U.S. 1 million jobs. It might fix one problem the one of imbalanced trade with China his figures show, and create another huge problem the loss of markets for U.S. goods all over the world. Overall a 45% tariff would reduce U.S. merchandise imports by $383 billion and reduce U.S. merchandise exports by $658 billion, says Petri. Gordon Hanson, economist at the University of California, San Diego, who has actually shown how trade has affected different counties in the U.S., leaving some dependent on government assistance. Hanson sees this tariff as counterproductive, it makes the U.S. more self-sufficient but hurts U.S. exporters, would significantly hurt the tech boom, and reduce America's standard of living. The problem is that everybody can get into this in a tit for tat. France did this even before the Smoot Harley Act of 1938 was passed in 1930 with 60% increase in tariff on individual items, by higher tariff legislation in 1928. Close allies Canada followed quickly after Smoot Hawley increasing its tariffs, so did Great Britain. Unemployment went up significantly after 1931, worsened by weak banks and lack of support from the Federal Reserve. Trade with Mexico would come to a halt Petri shows, and the result would be more Mexicans trying to cross the border turning a relatively non existent problem of immigration in 2015 -with Mexicans preferring to remain home and net immigration dropping significantly following the 2008 financial crisis and the strict Obama policy of deporting illegal immigrants- into a real one. Trump says its just a threat, but it is likely to lead to a tit for tat response by China, then by U.S. allies, other trading partners. Consider that president Herbert Hoover opposed the Smoot Hawley bill for raising tariffs on industrial goods, and only proposed adifferent legislation reducing tariffs on industrial goods and increasing the tariffs on agricultural goods to give relief to American farmers. Politics intervened as Smoot from Utah and Hawley from Oregon, from mountain and agricultural states with a lack of understanding of how the international trading system works but as heads of two influential commmittes, the Senate Finance Committee and the House Ways and Means Committee, let politics overrride and pushed their legislation through Congress. In 1932 Smoot and Hawley were defeated for reelection, but the damage had been done, and promises of better conditions for workers and farmers never kept. A significant reason for the U.S. standard of living is that it is a leader in the global trading system. Even in 1945 and the years following the end of the war tariffs were higher in Britain and other countries. In return for this leadership the U.S. enjoys the advantages of the dollar being the main global currency, and the advantages of a world leading technological sector that has large global markets. Hanson and Autor have pointed out how imbalanced trade has hurt some counties in the U.S. This is a very real problem for workers in the manufacturing sector, as shown by elections in the midwestern states, Michigan, Ohio, Illinois and other parts of the country. The problem is compounded by the tech sector looking out for itself, the financial sector looking out for itself, and forgetting that we are all in the same boat. And that includes the Chinese who are in the same boat. China is doing a major shift in policy towards a consumer driven economy, and this needs to be accelerated for the benefit of ordinary Chinese. This makes the policy of a 45% tariff by the U.S. doubly unproductive because it hopes to add urgency to the problem of the U.S. trade deficit and manufacturing workers, but takes an approach that risks ending up damaging the global trading system by setting in motion a process that no one controls or can foresee the destination....

This report in the Hindusthan Times on president Trump's 25% steel tariff on steel imports focuses on the trade deficit with China of $375 billion in 2017. It shows the trade deficit for the month of February 2018 citing data from China as growing rapidly in 2018 over the prior year by 45%, even as imports went up only by 6.3%. In looking at coverage in the U.S. on this topic many of the reports in the Washington Post and the New York Times were critical of the tariff without mentioning the size of the trade surplus of China. Hardly any reports mentioned the growth by 45% in the February 2018 trade surplus of China with the U.S. over the prior year.  This report cites a tweet by president Trump that China was asked to come up with a plan to reduce its trade surplus by $1 billion in 2018, only 0.27% of the trade surplus, which looks strange as this would do little to change the trading relationship except that it puts pressure on China to change the direction of the surplus that is growing because of the strengthening dollar and the growth in the U.S.  This suggests that even with the 25% steel tariff America's basic problem of the imbalance in trading relationship with China will continue.  The headlines critical of Trump for starting a trade war therefore look strange in this context and show how little this subject is understood or debated with facts. Even today textbook economics principles are cited after two decades of hollowing out of industry in the midwestern U.S. and in Ontario, Canada. This led to public sentiment shift electing a liberal Justin Trudeau in Canada, and an outsider real estate businessman Donald Trump in the U.S.  For Democrats in the U.S. the support of marginal additional gains in trade with president Obama's push for another free trade agreement in the TPP may have cost them theiir working class base and the election.   ...

David Stockman was Budget Director under President Reagan and known for his prodigous grasp of statistics in the national budget. Here he takes on what he describes as disproportionately large and destructive banking system for the U.S. economy, which he says the nation desperately needs less of. He supports the small tax of 0.15% of the debts other than deposits of financial conglomerates. His words are some of the strongest yet to come from one of the most prominent people on Reagan's economic team about how the nation's banking system has beome unproductive in supporting economic activity which is its reason for existence. The destructive effects on social cohesion and the middle class is emphasized. He says for years the Fed has run an insanely loose monetary policy that has encouraged this behaviour and socially detrimental profit seeking by the banks and other companies. He sees the big banks as dangerous institutions in today's economy engaged in a bull market culture which believes in entitlement and profitseeking behaviours regardless of its detrimental nature for the national economy. The recent profits of the banks in 2009 and the resulting bonuses are a result of the Fed's easy money policy and bank's gambling at the Fed's monetary casino as he puts it, with money obtained at little cost from Fed-controlled money markets. This article helps to eliminate the distorted perspective in today's climate that paints criticism of splitting up the banks, or otherwise restricting banks in engaging in proprietary trading and risky behaviours, as government interference. As Stockman puts it these banks are already in some sense wards of the state and not private enterprises and this issue is not relevant. The question now is how to set things right and this involves possible solutions such splitting up banks that are too big to fail, restricting risky behaviours and preventing proprietary trading, and other actions as unusual steps for unusual times to get things working back to normal. In other times Stockman would not have said this in an op-ed piece if this were not so....

As Keith Bradsher of the NYT points out in this report too much may be made of the tariffs of 25% imposed by president Trump on steel imports. The effect Bradsher says on China is trivial because China imports make up a fraction of 1% or 0.1% of China's production, and only 2% of American steel imports. Most of China's aluminium is made into products such as auto parts and solar panel frames, and little of it is imported as raw metal. On the day the tariffs were announced, China's top economic official Liu He met with economic officials of the Trump administration and China's reaction was cautious and reflected the fact mentioned b.y Trump about its huge trade surplus with the U.S. of $375 billion in 2017. China's officials stated "that its dialogue with the U.S. was very useful, constructive, and helpful."  China's principal goals are first to preserve its broader trading relationship with the U.S. which gives it th $375 billion trade surplus for 2017 and creates millions of jobs in China, and to preserve its ability to invest in the U.S.  This has given China access to American technology and manufacturing expertise that would be difficult to develop independently. The Trump administration is meanwhile working with senior members of Congress to come up with new rules for tighter scrutiny of Chinese investments in the U.S. as a new phase of competition in technology takes place between China and the U.S.  ...

This report in WSJ looks at the unanimous vote in the House of Representatives delisting hundreds of Chinese companies trading on U.S. stock exchanges. The Holding Foreign Companies Accountable Act passed by unanimous voice vote in the House of Representatives after a similar vote in the Senate in May, and will be signed into law by president Trump. The law says foreign companies should be delisted if they fail to comply with U.S. Public Accounting Oversight Board regulatory agency's financial audits for 3 years in a row. The basis of the law is that all companies should be equally treated and required to meet U.S. regulatory standards to be listed. It also ensures safety for investors who may be defrauded of their money investing in companies that have not met such audit requirements. Wirecard in Germany and some Chinese companies have failed in the past because of lax overseas standards. This gives three years for the Chinese companies to prepare. This report also points out that the MSCI Index has 43% Chinese companies even more than before. American investors can still buy these stocks on the Hong Kong exchanges so that if fairness and investor protection should prevail American investors have to think and act along the same lines. China is also decoupling from the U.S. to some extent and pushing to have its companies listed on the Hong Kong Shanghai and  Shenzen stock exchanges. For these reasons the access to global capital is not likely to be affected by this law particularly with the behaviour of major American institutional investors. China is providing incentives to these investors even though it did not do so in the past creating another hurdle to the goal of creating a level playing field in regulatory requirements stock for all companies listed on American exchanges and safety for investors.  ...

Germany's chancellor Merkel draws attention to Russia's human rights record in a meeting with Russian president Putin in Moscow, Nov. 16, 2012. The German chancellor tells Putin not to be so sensitive to criticism from the opposition, saying before the meeting: "I ask that not every bit of criticism is seen as destructive. Open a German paper and read what is written there. If I were always getting offended, I would not last even three days in my job." Germany's special envoy to Russia, Mr. Schockenhoff, has been especially critical of Russian suppression of dissent and opposition groups. Russia's response is that it will talk to other countries as trading partners but not about its domestic affairs. The Russian government sees the two way trade of $120 billion between Germany and Russia as "an air bag" to prevent any significant deterioration in relations. Siemens signed a contract for 675 locomotives with Russian Railways during the Merkel visit.

Lehman used transactions called "window dressing" as a way to show that it was burdened with less debt than a correct accounting would show. This was done through Repo 105 transactions where the bank used repurchase agreements or repos- a form of short term borrowing that lets banks take on more trading risks. Lehman lowered the repo debt at the end of each fiscal quarter. The bankruptcy examiner's report shows that Lehman moved about $50 billion in assets off its balance sheet. Lehman labeled these transactions as securities sales instead of loans, to show investors that it was actually in better shape financially than it was in reality. This was done on a quarterly basis in 2007 and 2008, according to the bankruptcy examiner's report. The New York State Attoney General's office is investigating this and the role of the auditor Ernst and Young in approving this practice, which goes back to 2001.

From the 1950's to the 1980''s profits earned by financial firms excluding insurance and real estate accounted for 10% of total US profits. This grew to 22% by the 1990's and jumped to 34% from 2001 to 2005. A financial sector of this size becomes a danger for the US economy, especially with overleveraging, high-frequency trading, excessive risk-taking and other practices common before the crisis of 2008. It also does not add to the productive strength of the US economy, and diverts human and capital resources that can be productively used elsewhere in the US economy. A large sector also creates its own self-perpetuation mechanisms such as efforts to dilute or reduce the regulation needed for it to function safely and productively. By diminishing the power of the legislative and executive branches of the US government to regulate this sector, it also reduces public confidence in government.

The 525 seat Airbus A380 launched in 2007 is expected to reach the breakeven point in 2015. Higher deliveries of the A380 led to a 41% decline in net profit for the 3rd quarter 2014. Production improvements on the A380 increased operating income by 14%. This will enable Airbus to benefit from the fuel efficient long range A350, which completed a maiden flight in the 3rd quarter 2014, with the first deliveries by the end of the year. The A320 neo also will add to profitability, as it is sold out to 2020, according to UBS. The A380 will be profitable by 2020, with more investment needed to upgrade the engine's fuel efficiency to compete with Boeing's competing version, the 777X. The uncertainty is reflected in Airbus share price, declining 8% in 2014 and trading at 5.7 times earnings before interest, tax, depreciation and amortization, compared to Boeing's 8.7, according to FactSet.

The S&P is up 1.3% for the 1st quarter of 2014. The Dow Jones Industrial Average declined by 0.7% in the 1st quarter. Tech IPO's, biotechnology stocks, solar energy stocks and junk bonds pulled back in March 2014 after what were seen as excessive gains in trading. In the bond market the Barclays U.S. Aggregate bond index was up by 1.8% in the 1st quarter, as investors responded to dampening economic news and the emerging markets crisis. Analysts point to the 10.6% rise in S&P 500 earnings in the 4th quarter of 2013 over the prior year quarter, as giving earnings a chance to catch up to the higher P/E's and boosting prospects of stocks in the latter part of 2014. S&P 500 stocks trade at 15.2 times the next 12 months expected earnings figures, according to FactSet, compared to 13.2 and13.8 average for the last 5 and 10 years.
