Why the lessons of Wuhan have not been understood correctly says this WSJ report. Merely putting lockdowns is not enough, systematic testing and quarantining of the affected persons is needed for controlling the outbreak. The outbreak in Wuhan was controlled by sending affected persons to makeshift hospitals and temporary quarantine centers. Two hospitals were quickly setup in Wuhan in 2-3 days to isolate affected people from the rest.

It is slow but this is being done as New York sets up a makeshift mobile hospital with 1000 beds at the Jacob Javits Convention Centre. And London sets up 4000 beds at a conference centre in the city.

About 25 percent more Hispanics would be eligible to vote in 2016. Hillary Clinton planned early to mobilize the 27 million Hispanic voters in 2016. She had as the person leading her Latino Outreach effort an undocumented woman worker from Peru, who with other women built the organization from the ground up. Often women and their daughters would go from door to door to talk to Hispanic people and could see the anger among Hispanics in states such as Florida about Mr. Trump's statements. Only 48% of Hispanics voted in 2012 compared to 64% for whites, and the campaign was determined to change this and galvanize the Hispanic vote for Hillary in the way this had been done for black people during the Obama campaigns in 2008 and 2012. Hillary Clinton also changed her campaign theme to support immigration and a path to citizenship in a way that even president Obama had not done. Hillary was critical of Mr. Obama's deportation policy and the breaking up of families. She promised to act on immigration in the first 100 days. By building up a grassroots effort for the Hispanic community,  and also talking to Puerto Ricans who now makeup a large part of the changing demographics in Florida, Clinton was able to energize Latinos to vote in large numbers in 2016. In Florida about 1 million votes had been cast by Hispanics by Nov 6, 2016, out of 6.2 million votes, a 75% increase from 2012. Nevada saw a similar pattern of voting. ...

The 730 ton steel sphere in Taipei skyscraper 101 with 100 stories is suspended between several floors at the top of the building as a mass damper to take the violent swinging shock of earthquakes. It can cut the building's swinging in an earthquake by 40%. This has saved occupants during this week's earthquake in Taipei. Closed circuit TV footage shows the building hardly moving which is amazing. The technology is displayed openly in this building built in 2004 as the tallest in the world. In addition 380 piles are driven 100 feet into the ground. Taiwan is located in a seismic active zone prone to earthquakes.

Changes that president Biden is making to make certain that students who took out a loan of $30,000 for college do not end up paying for two decades, and be still owing $60,000. WSJ explains that the original student loan law written decades ago does not take into account the realities of today as young people are forced into long repayment plans and still cannot complete payment. When Daniel Henninger of WSJ Editorial Board says in the adjoining article/video that to get anything done with something like the current split Congress a newly elected Republican president would have to operate by executive orders and could get little done, he is referring to the stalled Ukraine aid legislation in the US Congress after passage 70-20 by bipartisan vote in the US Senate. Legislation is stalled in the 2022 newly elected US House of Representatives with a group of Republican Congressmen called the Freedom Caucus seeking to block all legislation if it does not get its way. The now famous line "dead on arrival" line of Speaker Mike Johnson of Louisiana for legislation passed in the Senate for Ukraine aid. Pew Research looks at the change in the House and explains. It says about 49 members of Congress are part of or aligned to this group. About 71% or 35 of 49 members have less than six years of experience which includes 9 freshmen, compared to 58% or 100 of 173 Congressmen of all other Republican members of Congress. And two thirds of Freedom Caucus are from the South compared to 46% of all other Republicans in Congress. It is striking that only three are from states such as Wisconsin, Illinois and Pennsylvania or a mere 6% for Northeast and Midwest.  ...

Gerard Baker of the WSJ writes about not getting involved in unnecessary wars and prudent interventions where necessary. He does not bring up the nuclear issue which is the only issue this war was about- is that a prudent intervention where necessary? The other issue is what the Anglo-Saxon,Saxon world and the Europeans think and feel about the Jewish state after the experience deeply unsettling  of World War II for western civilization itself. Throughout 2026 in Britain, UK, Australia and Canada, and in the  European Union, the people have stood by the Jewish people and the Jewish state while also respecting the rights of Palestinian people. Iran's hostility towards the Jewish state, to its elimination, is the reason for the conflict. Is prudent intervention necessary for the US in this context and what is the Anglo-Saxon and European attitude to defending western civilizations thoughts and sentiment?  What does a nuclear weapons state do to the situation in the Middle East- the Arab states and Israel? This is the main reason for the US involvement even as it is committed to no unnecessary wars. A naval blockade during Iranian closure of the Straits is not an escalation, the US did not bomb Kharg Island only imposed a naval blockade. The US is able to sustain this kind of blockade for a long period as it showed in Venezuela and shows in its backyard in Latin American particularly where it is essential that the US stop all drug smuggling on the seas. The Editorial Board of the WSJ has sent warnings to the DJT administration that it would be a mistake to not address the nuclear issue now and to separate it to a subsequent stage as mediators Pakistan and Turkey have arranged for reasons that are not in the US interest- because that would leave Iran to renege on promises and go for nuclear weapons  third time and repeat the failures of the Obama administration. It can be noted that the WSJ reflects the views of the business community in the US which is thoughtful and not prone to overreach or US interventions. Baker is not part of it after resigning as Editor in Chief in 2018. Yet the members of the Board include- Henninger, McGurn, Strassel, Riley, Finley, Noonan, Taranto, O'Grady, Jenkins and many others. It is unlikely that all of these members would have a drastic and strongly interventionist attitude. ...

The NYT's look at the televised debate between Macron and Le Pen for the presidential election. Macron has this to say in closing about Le Pen's shelving her plans for exit from the European Union compared to her position in the last election. Macron says Le Pen is being disingenuous about this, arguing that by reducing French contributions to the Eu budget and by ignoring fundamental rules of the EU such as freedom of movement and the single market, that would lead to a de facto exit from the European Union for France. One of the key questions is what would she or some other candidate such as Mr. Melenchon done differently than Mr. Macron- For the once in a century pandemic? Macron is not faulted by any one for the work done by two prime ministers he appointed for the task. What would she or some other candidate done differently for today's surging inflation, considering that it is happening worldwide? Are their aspects of France's welfare state, and her economy and the currency that are better protected under the European Union than in a situation of de facto exit. The absolute power in the French presidency is something that happened after a weak system of prime ministers and coalition governments in the period between the two wars, and that power used wisely enabled De Gaulle to take decisive steps  over a decade for France in the post war modernization of France. This was a problem for Melenchon with his calls for a new Republic and a new constitution. Yet many of todays problems of decaying communities and once prosperous industrial towns in decay in the north, northeast and the south require a next generation industrial revolution to bring manufacturing back to France and back to the European Union, and large scale investment in France, as is happening today in the US which is confronting the same problem.    ...

Now Vodafone experts say that individual projects and tasks make up 60% of work which can be done remotely. Only 40% of tasks require working in a team setting with other people. The 60% done individually can be done in a remote setting making it necessary to to adopt a flexible approach for best results. Here Nick Read, Vodafone CEO, says because of London's unique setting and exceptional access to the talent pool this will always be a good office location as a central office. Yet the new concept is for hubs all over the country so that Vodafone can tap into talent across the nation in diverse parts of the UK. Mr. Read looks at the views of employees and says this period has shown enhanced productivity with remote working. The additional challenge of balancing family and work can create some stress, and Vodafone has taken some steps to tackle this. It provides guidance to employees on how to handle work in a remote setting, limits meetings to 20 minutes with long separation between meetings. Vodafone is now designing offices in European locations based on what it has learned during the pandemic. In the Netherlands it is splitting the office and remote work 50-50 based on Vodafone's new understanding of the value of remote work. The expansion of the work day as employees handle other tasks, has to be handled well with some structure. The German idea of Feierabend, or end of working day, calling for a set time to disconnect the work day and do something else cycling, exercizing, something fun and relaxing to disconnect, is shown in Lyrarc. Other articles on working remotely in Lyrarc show that limiting intense concentration work to 4-5 hours is a good way to be at your best in productive work. This is because an 8 hour work day at the office has many distractions, meetings and interactions. Reliance Jio makes the highest bid and takes most of the 5G spectrum in India with a bid for $11.4 billion or over half of the 5G spectrum. The government had eased the size of investment by firms by allowing 20 equal instalments in payment and other measures. It sees opportunity in the US and is using a model where American EV makers license technologies from CATL and own the factory in the US that makes the electric batteries. It has done this with Ford Motor which has its own factory and uses a technology licensed from CATL.
