An important investigation by the Wall Street Journal looks at the 60 day sprint to find the origins of the Covid virus that killed about 6 million people worldwide, with excess deaths three times that. Did labs in the US and in China and scientists experiments cause this or did it happen naturally in the wilderness or in wild animal markets in China. Were other points of view excluded, asks the WSJ by NIC in it's 90 day sprint meeting with president Biden on August 24, 2021. WSJ Investigation says the FBI WMD scientist Banaan and scientists at the Defense Intelligence Council Hardham, Cutlip and Chretien were kept away from the president at a crucial final meeting of National Intelligence Council with Biden on the 90 day sprint to discover where this virus came from. Comparable is the  25 million people who died in the Black Death plague in Europe in 1348- Europe's population did not return to its pre-1348 level till the 16th century, says Britannica.  A scientist working at the FBI offices in Virginia Banaan was brought to main FBI offices for WMD to look into the origins of the virus in Feb. 2020. He and the FBI expected to be called in to see president Biden at a special meeting with Avril Haines, James Murphy of NIC. The FBI and Defense Intelligence Council scientists were not called in to see the president. Scientists on the DIC Council section on the Virus were not given a chance to share views or join the meeting by the Director DIC Scott Berrier who had his own theory on the virus, says WSJ. These scientists had done genomics research that showed a spike protein part of the virus that enable it to enter human cells was constructed in a lab, says WSJ. The WSJ investigation says the investigation sought by president Biden in a 90 day sprint was done with the National Intelligence Agency officials under Avril Haines, a State department official who joined the agency after the 90 day sprint, and James Murphy of the NIC who headed it's WMD section. WSJ report says the heads of Defense Intelligence Agency and NIC believed in what is called the zoonotics theory that the virus was of natural origins and simply transferred from animals to humans. A Lancet article in Feb 2020 by a group of scientists including Daczak of EcoHealth Alliance that supported coronavirus research at Wuhan had supported this theory in the interest of global cooperation to fight the virus but called any alternative explanations conspiracy theory, says WSJ, politicising something that should never be politicized.     ...

The U.S. Defense Department awards Boeing a $30 billion contract for aerial refueling tankers. The first phase of this deal requires building 18 aircraft by 2017. EADS, the European supplier that lost out on its bid, had planned to build the planes in Mobile, Alabama, EADS had support of some southern states. Boeing sent a design based on its 767 commercial aircraft. This gives new life to Boeing's 767 program which was launched in 1982 and is seeing declining orders- down to 50 orders. Boeing says this supports 50,000 manufacturing jobs at Boeing plants in Washington and Kansas, and at suppliers around the country. EADS said it would have brought jobs to the Gulf region and keep 48,000 Americans employed.

The U.S. and India face difficult trade negotiations as India moves to build its Make in India campaign, building capabilities of Indian manufacturing companies for global supply chains. Mr. Trump will sign a $3 billion defense deal with India for supplying helicopters and other equipment to India. Indian policy on trade is to ensure local content and transfer of technology to build capabilities of local companies. The goodwill generated by the visit by Mr. Trump to India, and deals on defense could lead to agreement on other trade issues, as India and the U.S. balance other considerations such as the rise of China into the picture. This will take time and is likely to be done after the elections. Differences on tariffs will continue in the same way that differences with China led only to a partial deal, with contentious trade issues on technology left for the future.

Gates was selected by Brzezinski to work in the White House, worked under Brent Snowcroft, and as head of the CIA (1991-1993) during the elder Bush administration. He was Secretary of Defense from 2006-2011, under presidents George Bush and Barack Obama, succeeding Donald Rumsfeld. He was succeeded by Leon Panetta, Chuck Hagel, and Ashton Carter. ...

Rationing of energy would happen if Russia completely cuts off gas supplies to Europe. Prices would essentially become meaningless, says this report. Supplies coming through Ukraine are limited to 18% with the rest of the 38% Russia supplies to European Union coming through other countries or new pipelines. LNG supplies from the US are increasing but not enough infrastructure has been built for this. This may explain also why Russia is acting now on NATO enlargement that it sees as its concern. Increasing shift to LNG and other supplies would make EU less dependent on Russia. NATO countries are also not spending enough on defense with Germany not yet at 2% and Scholz only going up to 1.5%. Russia has modernized its defense capabilities by comparison, the US mired too much in localized wars in Afghanistan and Iraq.  Russia was never "a regional power" as Mr. Obama had said with a vague understanding of European history, even while America's resources were wasted in two wars in Afghanistan and Iraq where American interests were not involved. This editorial says that those who argue that the spending in the current $1.2 trillion omnibus spending bill in Congress shows restraint by freezing spending for government agencies at 2010 levels, are missing the fact that the 2010 levels are at new highs. The nondefense discretionary spending in 2010 is 24% above that of 2008, and defense spending is 11% higher. This makes it that much harder to bring spending down in the future to 2008 levels.

Defense spending under the new Obama 2012-2013 budget for the fiscal year starting Oct. 1, 2012, is $525 billion, and an additional $88 billion for Afghanistan. This is $6 billon below the $531 billion budget for the 2011-2012 budget of $531 billion approved by Congress, $22 billion less than the Obama administration's proposed budget. An additional $115.1 billion was for Afghanistan. In a move to bring financial discipline to additional appropriations for foreign conflicts, the Obama administration is proposing in the 2012-2013 budget proposal a limit to "overseas contingency operations" appropriations. The total proposed is $450 billion for fiscal 2013 to 2021.

German chancellor Merz makes his frist trip to Asia starting with India. He sees India and Germany as natural partners and shifts the focus to India from China. Under Merkel Germany remained focused on China. This is changing now that Merz is chancellor. The winds of change are also blowing and the war in Ukraine, the distancing of the US under DJT, US and Chinese restrictions, require this change and Modi, Merkel step up to create anew strategic partnership. The EU and German trade is now set to increase significantly as India modernizes its economy. Merz and Modi see less dependence on Russia for oil and gas and defense needs. India seeks German technologies and capital to industrialize its economy. The scope is immense and both sides are at an historic opportunity. Merz is afar cry from the Merkel years when Germany never grasped India's potential and failed to invest in the German economy. Merz has put forward a $1 trillion plan to invest in modernization of Germany and India is the partner Germany has chosen as central to its plans. This brings the entire EU close to India and its aspirations to be a modern economy like the EU. This is a long term project that began today in Ahmedabad with the two leaders at ease at a Kite Festival in Ahmedabad after Merz visited Gandhiji's Sabarmati Ashram. And Merz showed he understood India-"We are in complete agreement in our assessment of Russia's war of aggression against Ukraine," Merz said. At the same time, he understood how India's dependence on Russian oil and gas had happened only recently. "Obviously, it is not that simple in India, and I am the last person to visit other countries wagging my finger at them." The patience is there as there is a meeting of minds for what is the largest project of its kind to 2037 and 2047 for 2 billion people pooling technologies, capital and talented engineers. ...

President Obama presents a $3.73 trillion budget proposal for fiscal year 2012, for the year beginning October 1, 2011. The budget calls for $1 trillion in deficit reductions over 10 years. Three fourths of this comes from spending cuts and the rest from tax increases or elimination of tax breaks. In fiscal 2012 the budget shows savings by reducing or closing 200 federal programs for deficit reduction of $33 billion. This includes a cut to the Low Income Home Energy Assistance Program of $2.5 billion. Most of the reductions are in the discretionary on-security spending portion of the budget, which is only 12% of all federal spending. No changes are made to Medicare or Social Security. Defense spending is cut by $78 billion over 5 years in this budget to bring the defnse budget to zero real growth. The Dept of Education funding would be increased from $64 billion in 2010 to $77 billion, with additional funding to increase the number of science, engineering and math teachers in schools by 100,000. The President's Deficit Commission recently proposed deficit reductions of $4 trillion over 10 years, including larger reductions in defense and reductions in spending on Medicare and Social Security....
