Only a fifth of parents in Britain understand the importance of childhood development between the ages one year to five years, even though most parents understand the importance of early childhood development. The Duchess of Cambridge says the early years are vital for a child's development and helps determine who he or she becomes as children grow up. The Duchess says " Our experiences in early childhood fundamentally impact our whole life and set the foundation for how we go on to thrive as individuals, with one another, as a community and as a society." Even as Britain's testing has reached 436,000 September many people who need a test with symptoms are not able to get one. Here the leader of the House of Commons says he has to isolate after one of his children had symptoms but after his own test had to wait several days for the result. The British Health Minister, Mr. Hancock, says people who have no symptoms are going ahead to take a test causing the problem. He says he does not want to create a barrier for those needing a test to be able to get one without eligibility tests, but some form of prioritization may be needed.

China adopts a two child policy nationwide in October 2015, abandoning a one child policy adopted in 1980. Experts had warned for years of a policy that would lead to fewer young people, and a rapidly aging society. UN forecasts show China will have about 400 million people over the age of 60 in 2030, 25% of the population in 2030, compared to 14% today if current trends continued. Growth of elderly people would burden the pension and health care systems. The birth rate of 1.4 children per woman is lower than in the U.S. today.

Chip performance that doubles every two years is now the norm. Costs decline proportionately. Of more concern today is investment that pulls educational levels up in schools at even a small fraction of that speed and this investment has sorely been lacking. About 275,000 people and 100,000 children are in the war torn area in northern Syria. The U.S. had called on Russia to stop the bombing campaign, but Secretary of State Kerry failed to persuade Russia to commit to a ceasefire. Russian people will vote on new constitutional changes proposed by president Putin. This allows Putin to serve without term limits. New changes also consolidate federal authority in the president including appointment of the prime minister and cabinet, and members of the upper house of parliament.

One of the changes is for a monthly wage of roughly $152 which is set above the poverty line guaranteed to all Russians. Russian is stated as the national language and children given priority, with maternity payments of $6800 from the first child.

After the surge in illegal migration, concerns about crime, concerns about integrating newcomers, cost and strain on social and public services, homelessness in cities, there is a sense that the pause will be a good thing to give the US an opportunity to reevaluate how it manages entry and integration of newcomers. Theodore Roosevelt's remarks in 1904 Message to Congress come to mind when he said about citizenship in the US- "The citizenship of this country should not be debased. It is vital that we kep high the standard of living of our wage workers, and therefore we should not admit masses of men whose standards of living, customs and habits are such that they tend to lower the level of the American wage worker. Above all we should not admit any man of an unworthy type, any man of whom we can say that he will be a bad citizen, or that his children will detract from instead of adding to the sum of the good citizenship of this country." This is not something new. Operation Wetback was conducted by no less than president Dwight Eisenhower in 1954 after the surge in illegal migration during the Truman administration during WW II. There was a similar sense then that the administration had taken up removal of migrants seriously and there were situations where illegal  migrants were loaded onto trucks, yet there was also a sense that there were problems with illegal migration surge that needed to be fixed including homelessness, strain on services, safety on the streets, lack of integration in culture and language. A pause means less population growth with declining population growth in the US. The natural population growth from births/deaths was 1.9 million in 2000, down to 1.1 million in 2017 and in 2025 was 519,000. At some point it will be declining, yet a pause is needed to get the citizenship education, the integration, the economic participation, the cultural side, strain on public services, to get this right. Another facet of this is its political context but all sides should think about the Nation and not politicize the issue. Outmigration to southern states and mountain states from California was 230,00, from New York 137,000, from 3 states, New Jersey, New York and Massachusetts about 30,000-40,000 in 2025. As a result the southern and mountain states mostly Republican may add 6-8 Congressional seats by 2028 or 2030.   ...

There are problems with TikTok as social media app that are shown under The Enemy Within in Movement for Global Literacy of Lyrarc.com that relate to global literacy of children spending many hours on the app taking time away from homework and reading, when over half of American children 12-18  perform below basic requirements on reading proficiency tests. Similar loss of reading comprehension in UK and France. China can regulate its internet by restricting it in ways that won't hurt literacy in China. India has banned the app.  There are problems with TikTok that relate to literacy and cultural literacy that Democrats or Republicans or the Supreme Court have failed to bring up let alone address. These concerns should grow in the minds of Americans concerned about preserving the cultural literacy that has existed in the US for the last 200 years- it is about who Americans are as a Nation of immigrants from Europe of the Renaissance and the Modern World. US is a mix of population from European nations of 204 million, of a black population of about 48 million in 2025, 7 million native Americans, and Spanish speaking Americans of 62 million, Asian population of 25 million. The US is at a critical juncture in deciding what kind of a nation it will be. Will it lose it's basic character of a nation which draws its inspiration from European civilization's defining characteristics of the Renaissance, the evolution of science and democratic forms of government leading to creation of the Modern World. The 25 million Asians immigrated to the US for a large part seeking this kind of modernization of society from what they left behind and this is largely true of Spanish speaking immigrants and Spanish settlers who settled California, Texas and Florida as Spain settled the American colonies before the English and French. TikTok ban opposed decreased from 2023 to end of 2024 by 18% from 50% to 32%, according to Pew Research. Pew does not say that this is the result of growing use of TikTok by teenagers and children for entertainment by 12-15% in the period 2023-2025. Between 2021 and 2023 use of TikTok in the US increased by 12% from 21% to 33% from which we can extrapolate that it increased by about 12-15% between 2023 and 2025 if it is growing at the same pace. Politicians oblivious of the effects on cultural literacy in the US are allowing it to be embedded in the US in ways that hurt basic reading and cultural literacy skills. ...

The children who were learning to read in the first year of the pandemic have the lowest reading proficiency in 20 years, US national data shows. It is tough to make up for learning loss. It could take five years or more for today's fourth graders to read proficiently unless the pace accelerates. Graduation rate from high school depends on how well third graders can read. Literacy levels at that age are critical. Reading affects the content they absorb in other subjects. Without any guide to tackling pandemic type learning loss its is mostly about winging it with educators hoping getting in more tutoring groups, more summer school will work. This report looks at educators in the Nashville School District and the results they have gained, the work that is being done.

Lyrarc's Movement for Global Literacy seeks to revive the practice of reading step by step including reading in English in the modern world, for improved functioning as citizens of the modern world, and enhancing the practice of reading for curiosity in different fields to expand one's horizons and that of society at large. The decline of reading is about 40% studies done by the University of Florida and the University College of London show, much larger than anyone thought possible over 2 decades in which the Nation has lost some of its dynamism. More shocking is that only 2% of 240,000 Americans followed in this study over 2003 to 2023, a mere 5000 parents out of 240,000 read to children every day. Equally shocking is that half of all Americans about 46% do not read at all and most have parents not in the habit of reading. Bad as 150 second attention span sounds  as average for Americans in 2004 UC Irvine professor Gloria Mark says this is now a mere 47 seconds. This is what social media and interactions with google, internet have done to America. The major loss is in the happiness that leisure reading and reading for fun gives us, the deep loss  for our mental well being that reduces stress and anxiety makes us feel better, says Sonke of the University of Florida study. ...

The U.S. birthrate edged up slightly for the first time since the recession of 2008 led American families of childbearing age to defer having children. There were 62.9 births for every 1000 women of childbearing age in 2014, increasing from 62.5 in 2013, according to the Centers for Disease Control and Prevention. The total fertility rate also increased slightly to 1.862 children in 2014 from 1.858 in 2013. This is below the rate of 2.1 children a woman would have over her lifetime to keep population at the same level, without immigration. Kenneth Johnson, a demographer at the University of New Hampshire, estimates about 2.3 million more births if the 2008 recession had not led women to defer having babies. In 2014 U.S. births increased 1.4% to 3.99 million children from 3.93 million in 2013. Women over 30 and better educated are showing a larger increase in births.

China's population decline and fewer working age people is likely to reduce the high capital accumulation that sustained rapid growth in the past. China's dependency ratio- population of children and elderly relative to the 15 to 64 year old age group went up to 46% in 2021 from 34% in 2010, says WSJ. This means less savings accumulation, and less of the enormous pool of cheap capital of the last 2 decades that led to fast growth. That period is ending. This makes the subsidy based approach to push key industries such as chips and solar panels in the past much more difficult in the future, says Nathaniel Taplin in the WSJ.

Two professors from the University of Nebraska offer ideas on spouses connecting with each other during retirement. Recognition of the new situation where old roles at work are behind and new relationships have to be cultivated is part of the answer. Building on the good emotional parts that went before is one way to build a connection. Recognizing that taking away work and children makes this different. That one has to build something new and exciting to replace that, to create new pathways to each other and to relearn some things, and build joy in a relationship by talking to each other and recognizing one's frailties openly, creating new meaning from old memories of doing things together.

Chuck Searcy, 79 years, was in the Vietnam War at Khe Sanh in 1968 as an intelligence officer. In 1992 he first sees unexploded ordnance- from US bombing in Vietnam. He has over many years cleared an unbelievable amount of these dangerous devices. 8 million tons of ordnance was dropped near Khe Sanh near the Ho Chi Minh trail from 1965 to 1975. About 100,000 people have died or sustained injuries. Hang Nam and Searcy founded Project Renew in 2001- since then almost a million tons of these explosive devices have been removed and children taught to stay away safely. Norwegian's People's Aid is also doing the project to cut injuries to zero. It operates 180 deminers.

Millenials group ages 18-49 who have decided to have zero children post pandemic is growing, as shown in this story in The Washington Post- with many graphs about what is really happening. A 2021 Pew Research poll shows 44% of childless adults ages 18-49 saying they do not want kids, or are not likely to have kids. This is up from 37% in 2018. And 56% of these people simply give no reason, just that- no kids. The difficult economic environment is part of this, so is the difficulty in raising kids that do better than their parents, the huge resources needed to raise good kids, all leading to this view among millenial women.

On CBS "Face the Nation" last weekend both Mark Warner and Senator Rubio expressed concern about unknown algorithms targeting 150 million young users in America. The problem extends beyond that into the effects of TikTok and other social media that is harmful to children taking so much of their time that basic civics, reading, sports and exercise, outdoor activities, suffers enormously. No other generation has faced this and the US Congress and the White House have fallen far behind the curve of setting the rules and regulating use of the new information technologies.

Over 4 million Italians are preparing to get back to work after 8 weeks in lockdown. Yet they face a major dilemma. How do you get back to work when schools and daycare centers are closed till the fall? They have to first figure out who will look after the children. Starting May 4, manufacturing and building businesses will reopen if following social distancing guidelines. Followed by shops, and public venues on May 18, and restaurants hairdressers on June 1. Other countries will be looking at how the reopening is tackled in Italy, and the problem of who takes care of children will also come up in the U.S. and other countries also. Grandparents were widely accepted as a solution for childcare in Italy. Yet this raises many questions about the safety of the grandparents and increases anxiety for the parents. The Italian government is providing financial aid to families for babysitting and more parental leave but this does not cover the costs. China's leaders meeting at the Third Plemum in November 2013 announced changes to the one-child policy. If either member of a couple is an only child the couple will be allowed to have 2 children. The result will be that most Chinese couples will be able to have 2 children. Demographic experts say this is unlikely to lead to a large increase in China's 1.3 billion population as a majority of only child parents live in cities where the cost of raising children is very high, and many parents will avoid the cost of a second child. In the past couples with both partners as only children, which is common in China's urban areas, have been permitted to have a second child but have not chosen this option because of the costs of housing and education. Rural families were allowed to have 2 children if the first child was a girl in the past. With the decline of the number of people of working age, and an increase in older retired people, this is also a way to address the problem of shortages in young people to work in manufacturing and assembly lines. This is needed to support an increasing elderly population....
