This at fair tax rate of a minimum of 21% instead of 15% would further cut the deficit by hundreds of billions of dollars after investing in the infrastructure and modernization of the economy that his predecessor has no plans for and instead given a tax cut to the corporations which studies show was really not paid for. Negotiating drug prices for Medicare with drug companies would save the country hundreds of billions of dollars. This could be reinvested in cutting child poverty, in free preschool education, in raising teachers wages. Sitting next to Jill Biden the First Lady was the prime minister of Sweden. What it told the US was that countries like Sweden and Finland in NATO had strengthened the alliance and it was for mere political reasons that Ukraine aid was prevented by his predecessor from being passed in the House after passage in the Senate by 70-30 with bipartisan support that also exists in the House. ...

American Enterprise Institute, conservative think tank, supports Kiel Institute of the World Economy figures that say European Union aid is about double that of the US to Ukraine. Quite the reverse was stated in casual seemingly reckless fashion to 67 million viewers by former president Trump. Moderator David Muir should have had the facts right before him to correct this as this was a much anticipated topic and perennial Trump gripe. The US is not getting creamed- no way, the Europeans are paying up and keen on doing so $187 billion to the US $98 billion. Even with the best of intentions on fact checking this is not good enough from ABC News, or for that matter the rest of the television media - the CBS's, Fox's, NBC's, CNN's, not to mention the internet media, a disservice to democratic process that is built on facts not delusion.  To someone working 2 or 3 part time jobs, or the less literate who can't do quick fact checks that can be time consuming, or educated viewers who hav little inclination to check so much that is being thrown at them- what does it mean to have grievance and grudge thrown at them leaving the impression that the US is incapable when it is in fact greatly strengthening NATO alliance including Sweden and Finland and ties with Western Europe that were damaged over time since the Reagan period in the 1980's.   ...

Germany is going through a second year of slight economic contraction. The newly elected government of chancellor Merz has setup a $1 trillion fund to invest in infrastructure and defense. This will increase the debt to GDP ratio from 62% much lower than other advanced economies to 75%, and could give the German economy a rebound with $500 billion for fixing aging infrastructure. Germany's unemployment rate stands at 6.3% in March 2025. The economy weathered a energy crisis with the cutoff of energy supplies from Russia during the term of chancellor Scholz. Infrastructure, child care, was neglected under Merkel and previous administrations as it was in the US under Clinton, Bush and Obama administrations. The 2009 financial crisis, the eurozone debt crisis and the pandemic, Ukraine crisis from 2009 to 2024 have provided headwinds for action to renew Germany till now. A $1 trillion new fund and removal of the constitutional brake under the newly elected parliamentary majority of the CSU/CDU, the SPD and the Greens is the first step with $500 billion earmarked for fixing aging infrastructure, digitization of the economy, and other investment. Jennifer Steinhauer of the NYT says the U.S. Congress is acting as a counter balance to  president Trump to maintain America's postwar policies common to both Republican and Democratic presidents and seen as part of core values- support for NATO and the mutual defense enshrined in Article 5 of NATO, support for the trans-Atlantic alliance. Senators in Congress are now voting overwhelmingly to support these values. This is seen in the manner the leading Republican on the Senate Foreign Relations Committee sees his job- to retake the important role Congress and the Senate Foreign Relations Committee has historically played in making foreign policy. His view is that the committee he chairs had become a kind of debating society. It is also seen in the way Corker handled a Russia sanctions bill giving Secretary of State Tillerson time to seek improvement of relations, and when time had run out pulling together all members of the Senate to pass the Russia sanctions bill. That bill passed the Senate by 97 for and 2 against in an overwhelming show of support for Congress to make its own foreign policy moves.  ...

They did not openly criticize Mr. Manchin, and appealed to his sense of history, his zeal for playing a leading role in a high stakes legislative deal. Schumer and Biden were willing to make some concessions for fossil energy now that with the war in Ukraine the US needed to export LNG to Europe to replace Russian supplies. China and India were still going to be using fossil fuels after COP26 and after the pandemic induced lower growth. The US had to find a different approach some fossil fuel concessions would make it possible to use it as abridge towards the larger goal of getting ahead on renewable energy in a big way. So much for political campaigning and talk of inflation, inflation comes in lower in September after DJT tariffs of 10-15% on EU, Japan and other trading partners. The higher tariffs on China are action needed to reduce trillion dollar trade deficits the world has with China, deficits that are economically destabilizing for the world economy, with supply chain concentration a serious problem. US inflation in September came in at 3.0 percent lower than expected.  One reason is that the headline numbers are high but in actual practice the tariffs are on average at 12.5% not 17% or 25% as headlines show. The tariffs vary by country and the US was careful to keep them at 10% for the EU and Britain and 15% for Japan, the key trading partners. China is an exception at 47% because it is US policy to reduce the world's 1 trillion trade deficit with China and cutting this is a major goal. For decades the US tried every possible way to bring it down to no avail till this effort with tariffs. Another is exceptions in products- for India this includes semiconductors, smartphones and pharmaceuticals. Another factor is that postpandemic inflation in 2021-2022 created higher profit margins in auto, retail and other sectors of the economy. As a result only 30-40% of the tariff gets passed onn to consumers. In autos only about 20% because buyers cannot afford the high prices. Some tariffs are still being negotiated and are a foreign policy tool to get India to stop funding Russia in the Ukraine war knowing that India was importing most of its oil from non-Russian sources till 2019. China is also funding Russia, that is true but the US can insist on exercising its leverage with Asian partners not China. With China the tariff on fentanyl and the overall 47% tariff- down from 57% after meetings in Busan, South Korea between Xi and DJT last month- shows the US takes the Chinese role in distorting world trade to its benefit seriously.  ...

Japanese prime minister Kishida joins president Biden in deciding not to run again with low popularity ratings and cost of living concerns of the public. The LDP administration of prime minister Kishida put through a $100 billion investment package to revive the economy in November 2023. In the first quarter of 2024 the Japanese economy GDP growth suffered from a 0.7% decline. Japanese prime minister Fumio Kishida of the LDP party popularity has remained at around 25% and Kishida has decided not to run again for prime minister. His term expires in 2025. A new LDP leader will be elected. This report says growing voices in the LDP party persuaded Kishida not to run and have a new leader. Inflation which was tame for over a decade has increased with surging prices for oil and gas after the Ukraine war. The situation is similar to the US and EU where rising prices have hurt ordinary people struggling to make a living. Kishida committed Japan to investing 2% of GDP on defense. The effects of economic developments is that the Japanese currency is weakening. ...

The US is supplying Europe with liquified natural gas so that Europe can cope with a threatened cutoff or slowdown from Russian gas supplies. Much of the LNG that normally would go to Japan, Taiwan and other Asian countries is being diverted to Europe with a threat of Russian invasion of Ukraine. The US, is with Qatar and Australia a major LNG producer. This WSJ report shows LNG tankers entering and unloading at the Gate Terminal in Netherlands, a key point for sending liquified natural gas to Germany. Italy has its own entry terminals for LNG tankers. This will help Europe deal with its winter needs, even though things will be very tight if a Russian cutoff happens. One aspect of this supply of LNG will cause economic hardship in Germany and this is the price of LNG gas which has soared to five times when delivered in the Netherlands compared to US prices. LNG in gas forms shrinks to one six hundredth its size in volume as a liquid, making it possible for one LNG tanker that is about the size of 4 football fields to hold enough gas to power 70,000 homes for one year. Most LNG tankers can be unloaded in one day and go straight into port because some LNG is lost as ships wait. Most of the bottlenecks are further upstream in the reconversion into gas of the LNG liquid and in connecting to the gas grid.  ...

This means future policy on Russia will be determined by the U.S. Congress, and with bipartisan support for such policies. President Trump reluctantly signed the bill, saying it took away from executive authority. Russia had hoped its efforts in favor of Trump would lead to an easing of sanctions, not grasping the role of Republicans in Congress who see interference in the democratic process in the U.S. in the same way as Democrats.

This report in the WSJ gives the background and positions taken by Patriarch Krill of the Russian Orthodox Church, and his support for the war in Ukraine as part of Russian lands nationalism. Russian lands nationalism is an idea that comes from the beginnings of the Russian version of Christianity that had its origins in Kviv Ukraine in the 10th century. Patriarch Krill has had a varied role questioning some some state policies and then backing off and supporting the state says WSJ. In 2011 patriarch Krill stood up for protesters critical of manipulation in parliamentary elections that year. Patriarch Krill grew up in the years of Soviet rule and was 24 in 1970 when he began his work in the church. He was rector of a seminary in Leningrad by 1984 and after being critical of the Soviets and war in Afghanistan was sent to Smolensk says this report in WSJ. After he returned he worked with the Soviet state, and after voicing concerns in 2011 about parliamentary elections described as manipulated he has supported the Russian state as it becomes assertive about Russian lands nationalism. To understand the Orthodox Church in Russia one has to know its presence in the post Soviet period. About 63% of Russians belong to the Orthodox Church. It also includes Ukrainians. After Crimean invasion by Russia the Ukrainian Orthodox Church that makes up one third of the Russian Orthodox parishes was recognized as a separate church by Patriarch Bartholomev of Constantinople. Patriarch Bartholomev and Pope Francis the two leaders of the eastern and western churches in Constantinople and Rome have been critical of Patriarch Krill and his support for the war and the idea of Russian lands nationalism. Since the war some parishes in Russia have signed a letter opposing the killing of brothers in Christ and one parish leader was fined $500 for his statements. There is now intense debate among Russians about what this war means in bringing conflict on brotherly peoples about their preferences in 2022 for aligning with Europeans in the western part of Europe. For most of Europe in the 21st century there is a big change, in the countries near the Baltic sea in Northern Europe, in countries in the middle of Europe, in Eastern Europe, the 21st century is seen as a time when states and peoples are making their own choices about freedom and what their preferences are particularly the young people. They no longer understand or conform to ideas of the earlier period or centuries. And this is what has made Ukrainian young people oblivious about what Russian lands nationalism means and its relevance today. Buddhism is today not prevalent in South Korea a democratic state and in China a Communist state in the way it existed for centuries. For it to be relevant people need to begin to believe in it as in Japan or Sri Lanka or Thailand. In the 21st century young people are making different choices and this may well be where the Ukraine war shows that people's choices count particularly in the 21st century, and it has little to do with the west or the US or NATO or even Russia. ...

African continent debt reached $1.1 trillion in 2024. About 900 million people live in African countries where interest payments on debt exceed money spent on healthcare and education. In Nigeria external debt is $40 billion, in Kenya $35 billion and Uganda $12 billion.  Take Nigeria with 220 million people. 40% of the revenue collected goes to meet interest payments on debt. For many African countries there is zero per capita income growth for a decade. During the 2010 crisis as interest rates reached new lows US and European Reagan era intellectuals including Democrats encouraged African countries to borrow at low rates and banks loosened restrictions putting more African countries into debt buildup borrowings. As interest rates went up the cost of paying the debt accumulated required more loans at higher interest rates. Nigeria paid a premium over that of 10% for a loan of $2 billion just for interest payments. The debt crisis means African currencies depreciate reducing purchasing power.  With war in Ukraine and Covid prices of food and energy rose. Only the strong and disciplined leadership and rapid industrialization provided breathing room as with Modi in India, Jinping in China, the African continent and Latin America lacked this and are feeling the pain. ...

Saudi Arabian deputy defense minister Prince Khalid says polls show Saudis younger than 30 years old favor improved relations with Israel. As a first step Israeli planes would be allowed to fly over Saudi Arabia and control over two islands in the region would be handed over to the Saudis.  President Biden as a candidate had concerns about human rights in Saudi Arabia. Following the war with Ukraine and improving Saudi Israel relations it now appears likely that this will have an impact in improving US relations with the Saudis. Prince Khalid visited Washington and William Burns has also visited the Middle East for the Biden administration as it seeks to get Saudi Arabia to increase oil production following the EU oil embargo on Russian oil.  Saudis under Prince Salman who heads the administration are pushing to modernize Saudi Arabia and build ties for a broader relationship with the world than the traditional ties in the Middle East of Arab countries.The Saudis are improving relations with India and India was the first country to ship vaccines to Saudi Arabia. UAE and Qatar have also improved relations with the Modi administration in India. With China  engaged in trade and technology friction with the US after US investment and aid to China during the last 2 decades and the long period of aid to China during the Japanese invasion, the US is building new relationships in Asia, the Pacific and the Middle East. The new Saudi US relationship would be different from that of the old Saudi relationship as Saudi remains a monarchy but under the new administration and a younger generation of Saudis sees itself as a modernizing influence in the region. Key points in Putin annexation speech are shown in the Washington Post. Putin presented an anti-western view that went over European history of colonialism in Africa and Asia. It presented a Russian nationalist view oof European powers and the US as trying to diminish Russia throughout history, that refers more to the British than for the country that emerged from British colonies in America with the idea that "all men are created equal." This was similar to a speech made at the beginning of the conflict in Ukraine that stated some of the same points. Putin referred also to the use of total bombing on Dresden, Hamburg and Cologne, by the US and Britain, and the nuclear bombs dropped on Hiroshima and Nagasaki by the US in 1945, the US action in the Vietnam war. Putin's view- "I emphasize that one of the reasons for the centuries old Russophobia, the undisguised malice of these western elites toward Russia is precisely that we did not allow ourselves to be robbed during the period of colonial conquests. We forced the Europeans to trade for mutual benefit." About this version of history of European colonial powers - it is not entirely true, because as Cambridge historian Brendan Simms points out in his  book-  Europe- the Struggle for Supremacy  from 1453 to the Present,  Russia is itself throughout this period one of these European powers. Russia was also one of the powers present in China before the Boxer Rebellion in 1900, and in 1901 when the concessions were drawn from China in that period. Of the military force of 19,000 that entered Beijing in 1900 and crushed the Boxer rebellion of local Chinese calling for ouster of foreigners from China, Britannica.com shows that most of the them came from Russian and Japan, with lesser numbers from Britain, France, the US and Austria Hungary.  After suppressing the Boxers the foreign powers including Russia, Japan, Britain, France, Germany, Austria-Hungary and also the US asked for reparations and concessions on Chinese ports. Tsingtao went to Germany, The British and Russians getting concessions in Tianjin. Only America stated under president Woodrow Wilson that the reparations were excessive. Wilson converted American reparations into funding for Beijing's first modern university Tsinghua University, where  many of China's leaders were educated. During the period 1901 to 1945 the US opposed British colonialism in India and China. The US opposition with its Pacific fleet was strong enough to prevent further division of China among the colonial powers. In the 1940's the US under Franklin Roosevelt and his representative in China General Jospeh Stilwell carried out the campaign against the Japanese invasion of China so that the national integrity of China could be preserved. Stilwell called for reforms of the corrupt Chiang Kai Shek Koumintang government which rejected Stilwell's advice. Leading to its gradual collapse to the Communists under Mao-tse-tung, as the popular support shifted. It is now known what exchanges took place between Franklin Roosevelt and British governments including Churchill and Clement Attlee, and it can be said that the US under FDR was always putting pressure on the British Empire to free India from colonial rule. In 1942 there is the letter from Gandhi at Wardha to Roosevelt asking for help just before the Quit India movement, and Roosevelt's response is clear in the way he told Churchill by 1943 that America would never go along with Britain's unfair and impoverishing rule of India after winning the war. Roosevelt did not need Churchill's "growling" response, he had already put the British as a junior and much diminished partner. American help was crucial in convincing the British to quit India, which is also why it happened so quickly after 1945.  During the Soviet occupation of Eastern Europe after defeating Germany in 1945, much of Eastern Europe came under Soviet and Russian domination. Poland was partitioned between Germany then called  Prussia, Austria and Russia, as colonial powers in 1772, followed by further partitions. The roots of the Ukraine crisis in some ways involve Poland and Polish history, as Lviv is only 70 kilometres from Poland. As the view on the Ukrainian side reflects this colonial history of Russia and of Germany in western parts of Ukraine. America under Abraham Lincoln fought a great war of Emancipation to live up to the document of the Declaration of Independence of 1776 that "all men are created equal." The United States of America did not look to colonial possessions for its wealth because of the abundant land in a new continent and the early developments of the Industrial Revolution. Of rail, steamship, of mechanized agriculture and industrial production, in the period after 1850 that made America unrivaled in its industrial strength right upto the 1950's, and  which continues to the present day.  The industrial development of of Japan and South Korea, then of China, and now in India would not be possible without the  hand extended out by America to nations in Asia,  a benevolent hand in creating a tide that lifts all boats. ...

Senior Republicans Wicker and McConnell both push for the putting pieces of the defense puzzle in place so that American can offer leadership to the world in the 21st century. Biden has put pieces of the puzzle on the economic front, these are the pieces in defense and security. On D-Day 80 senior Republican leader Mitch McConnell cautions against the lethargy of so called left parties and the isolationist tendencies of so called right parties. He says America should put preparedness first, that the better part of valor is to build credible defenses before they are necessary so that American leadership is not doubted further as it has been before. He commends the plan put forward by Roger Wicker in the US Congress Senate Armed Services Committee. The plan calls for raising defense spending to about 5% from 2.9% now over 5-7 years, with $55 billion more in 2025. Wicker says the military has a backlog of $180 billion just for maintenance. For the Navy 357 new ships by 2035, for the Air Force 340 additional fighters. This in light of China's additions and in light of the Russian economy being put into a position for a long term conflict with NATO over Ukraine.  ...

Yaroslav Trofimov gives his reflections on what the war means for Russia in this Essay in WSJ, and the sense within Russia that the war itself was a mistake. A result of miscalculations and a result that leaves Russia in no way better than it was in 2021 before the conflict. Hard won economic gains achieved by Mr. Putin during the last two decades have in fact been compromised by the conflict. No discussion has even been done on the transition away from fossil fuels that have been accelerated by the conflict. This is particularly relevant for Russia where the question of redundant fossil fuel assets during the rapid transition to renewable energy is a problem that needs to be tackled. The Ukraine diversion in this way affects the Russian economy and acts as a distraction from important economic goals. Global public opinion is also affected in ways that do not look favorable for Russia the longer the war goes on particularly the effect on food insecurity in poor countries, and energy security in Europe for poor households, the senseless destruction of infrastructure in Ukraine and millions of women and children displaced, all creating a sense of overwhelming moral failure. Mr. Modi of India is reported by FR24 to have told Mr. Putin at a meeting on September 15 that "this is no time for war." This is shown on today's pages in Lyrarc. How could it be a time for war when the pandemic has taken lives of over 1 million people in the US, over 2 million in Europe, millions in Asia, Latin America and Africa, and the world is only now coming out of it. The competition is not between countries for major power status but between countries on achieving better lives for its people, stronger economies, and better job, health, infrastructure and services to ordinary people, tackling problems on a common basis such as climate change. The propaganda war taking place in Russia and China, and anti-western sentiment promoted on Chinese social media Weibo with the linking of Ukraine with the issues China faces in Taiwan. A kind of Monroe doctrine thinking that prevails about legitimate spheres of influence of Russia and China. Under the Monroe doctrine the US considered South America its sphere of influence during the administration of US president Monroe in the 19th century when such thinking about spheres of influence prevailed. A closer look shows that this was a policy against restoring Spanish or French colonization of newly independent nations in South America such as Argentina, Brazil, Colombia, Peru, Chile and Mexico. It was put forth in an annual message to Congress in 1823 by president Monroe.  It had the support of Thomas Jefferson and James Madison, founding fathers of America. Originally it was intended to be a joint British-American declaration by Canning and Monroe. In this sense even the superficial notion of America supporting such spheres of influence is based on protecting liberty of nations that suffered colonization such as Mexico, Venezuela, Peru, Argentina and gained independence from Spain. Around 1823 when it was stated it was the British Navy that prevented any recolonization by Spain or France. Under president Theodore Roosevelt it was used to keep European powers from invading Venezuela in 1903 to enforce the payment of debts Venezuela had with European countries. ...

Japan has pledged to increase trade with India with $42 billion in investment in India over 5 years. In the 20 years 2000-2019 when Japan invested heavily in China, Japan invested only $32 billion in India. The US and Germany also invested heavily in China, compared to the investment in India.  Business in the US, Germany, the EU, and Japan integrated their economies with China over two decades. The Trump administration brought attention to the US working class and the effects of trade and investment that hurt workers in the domestic economy. The election of Biden in the US, Scholz in Germany and Kishida in Japan have shifted focus to the working class, inequality, lack of infrastructure investment in the domestic economy, and the effects of business decisions that cost jobs in the domestic economy. It is in this context that foreign investment is being shifted to India, Vietnam, and other manufacturing locations in Asia as the entire world supply chain is being reinvented to protect workers in the domestic economy, and the local economies. The pandemic and the war in Europe are now accelerating the reinvention of world supply chains.
