Trofimov provides this report on the conflict in Syria and Iraq. Islamic state fighters from other countries are paid $800 per month compared to $400 for local fighters in Syria and Iraq. Fighters in the Free Syrian Army are paid $100 by comparison. Many of the fighters coming from Russia, western countries, and Arab countries see this as part of a visionary effort to create a new Islamic society, an experiment of sorts. In the process dislocating many of the local population and turning them into refugees going to Turkey and Jordan. Many of the 20,000 fighters crossing into the region from the Syrian border are veterans of other conflicts and bring previous experience. The Syrian city of Raqqa is described here by Trofimov as dominated by these fighters with much of the local Syrian population turned into refugees.

The P5+1 talks with Iran are stalled and not ending in agreement by August 2012. The former head of military intelligence of Israel, says the Obama administration needs to tell the Israeli parliament Knesset directly that preventing a nuclear Iran is a U.S. interest and the U.S. will take military action if needed. He points out that the U.S. with its larger operational capabilities can take additional time compared to the Israeli capabilities, but this goes against Israel's creed of not relying on the U.S. for its defense or outsourcing defense. For the Israelis to rely on the U.S. it needs this clear committment and statement of intention. In addition the Obama administration needs to take five steps to reassure Israel says Yadlin: a statement to Congress in writing that the president reserves the right to take military action, increased military presence in the gulf, provide advanced military technology and intelligence to Israel to enlarge Israel's window for military action in exchange for giving sanctions and diplomacy more time, talk publicly about the dangers of reconstitution of Iran's nuclear program, and commit to the security of U.S. allies in the gulf. The strategy Yadlin emphasizes is that if this is going to work for a peaceful goal, preparing for war is essential....

Russian oil policy at work in towns like Kalyazin, 100 miles north of Moscow, and across Russia. Gasification program is being extended, plan is to increase coverage from 53% to 60% of the people in Russia in the 2005-2007 program. Increase prices to discourage wasteful use and promote energy saving technologies in cooperation with German companies so that more gas is available for export at higher world market prices, especially to the European market. Use profits to promote exploration and increase exports. Germany gets 45% of its gas from Russia and has built close relationships with Gazprom. Ruhrgas owns 6.4% of Gazprom, and its CEO Burckhard Bergmann sits on Gazprom's Board. 2) The survey by Berlin pollster Forsa shows that 75% of Germans support the pipeline project, 45% consider Gazprom a reliable energy supplier vs. the 26% who consider Saudi Arabia as dependable. 3) At an industrial fair in Hanover German business leaders supportive of Gazprom as follows. Klaus Mangold for Daimler management board member considers it " a totally normal market economic process" for Russia to have threatended to supply China with the same gas if European countries cultivate other sources of energy supply. Ruhrgas, Essen based, is a subsidiary of Dusseldorf company E.O.N., and Wintershall, Kassel based, is a subsidiary of BASF. Wintershall management Board member Rainer Seele, speaks of not just partnerships but friendships. 4) Interlocking ownership of assets between Gazprom and the German companies. Gazprom 35% ownership of the assets in the WinGas Joint Venture, Wintershall gets 35% of the equity and 25% of voting shares in the gas field that supports the pipeline. Ruhrgas traded assets in Hungary for 25% ownership of the same gas field. 5) The German relationship under Merkel changes little because she has no options, German suppliers have long term contracts with Gazprom. This article shows how the Russian policy is being shaped on the ground in small towwns like Kalyazin. The one on Gazprom about "The Lines that Bind," shows how the policy is to build relationships with German suppliers, interlocking ownership of assets, increasing the supplies to Germany from the current 45% to over 50 %. Using German investment in joint venture with Gazprom for exploration and development and building pipelines and securing long term contracts at higher prices. Note the reference in article "Can Gazprom Keep the Gas On?" by BW's Moscow Bureau Chief, Jason Bush, BW July 31, 2006- ironically the policy that caused a lot of controversy between Russia and Ukraine about Russian energy prices will actually provide Gazprom with more profits to put into exploration. No indication that Gulf money is that much better spent this time, as another flood of petrodollars hits the Emirates and Saudi Arabia, with no idea for how long. The huge reserves of dollars built up by the large exporting nations of manufactured products and commodities may have created a huge surge in liquidity that indirectly caused the spending boom that fueled realestate and domestic retail markets in the USA from which the US will take a long time to recover. So these large surpluses of petrodollars cannot be looked at without some concern as they create distortions in the allocation of resources and in spending habits in different nations in the world economy and in different ways. A too low price of oil simply let fuel economy fade as a concern and let fuel economy standards become stagnant for over two decades and a splurge in light trucks and large fuel guzzling vehicles. The freespending buying habits sustained development in China but the low prices of lowend manufacturing goods also led to too much concentration on that kind of manufacturing in China leading to an environmental breakdown. And corrective action comes a llittle late when a lot of the damage has been done and only after this is the alarm raised and the corective action taken. Meantime while these excesses are taking place its seen as a strength as some industrial sectors grow richer and as soon as the excesses become a problem these very industrial sectors become a weakness. Take a look at the auto industry in the USA and the small manufacturers in Guangdong province in China....

The visit by Maliki and requests for aid and increasing investment in the oil industry, comes as Iran under president Rouhani improves relations with Turkey in late 2013 to head off increasing Sunni-Shiite sectarianism and conflict in Syria, Iraq and other parts of the Middle East.
