Cohen says a National Front victory is possible if enough voters who support the far left party of Melenchon do not vote for centrist candidate Macron, and enough voters of centre right Fillon supporting French culture and nationalism drift to Le Pen. As in the Dutch election with Moroccans derided by the far right the immigrant issue is a factor. Against this background is how events play out in the last weeks of the election. In March and April the events in the U.S. show a Trump administration moving to the centre, adopting a quieter and more constructive tone towards Mexico and immigrants. Relations with Russia have worsened after the U.S. response to the chemical attack in Syria, and the French public may now see this as a common threat to NATO and the European Union. As in the Dutch election a lot depends on the last weeks of the election and how well the centrist parties, the centre right and the centre left get their message across about what is to be gained by building anew on the foundations of the past without risking a lot on an uncertain path of referendums and exit from the European Union.   ...

Naoto Kan becomes Japan's new Prime Minister after the resignation of Hatoyama and his entire cabinet. Kan was a civil rights activist and was actively involved at the grass roots level. He is also known to have tried to control the bureaucrats and civil servants who have tended to be secretive and distanced from public opinion. As Health Minister in the mid 1990's, he exposed his own ministry for using blood tainted with HIV. He was deputy prime minister in the Hatoyama administration which lasted only 8 months.

On May 10, 2011, prime minister Naoto Kan of Japan says the plan for nuclear energy to account for half of Japan's energy needs will be rewritten from scratch. This will mean Japan will have to look at renewable energy and other sources seriously to complement a tightly regulated nuclear power energy source. In the past Japan has not given the emphasis to renewable energy that it has received in countries like Germany. The pro-nuclear lobby has also worked against the development of other renewable energy sources.

To correct misgivings in many quarters about Syrian refugees not finding a haven in Gulf states, this letter from the Cato Institute points out that the population of Syrian refugees living in the Gulf states including Saudi Arabia has gone up by 1.1 million by 2013 from the beginning of the civil war. He cites World Bank data showing 241,000 Syrians living in the Gulf states before the civil war. By 2013 that number is 1.4 million. For Saudi Arabia the figures are up from 111,000 to 1 million.

Starmer of the UK's plan for Ukraine is clearly a stop gap plan in the chaotic manner in which DJT plan for disbanding NATO was conducted. This gives time for the Europeans to act. Meanwhile Leyen's EU -Leyen was Defense Minister of the Federal Republic of Germany- put out a $158 billion plan for funding defense. Merz of the CDU is clear how his coalition with SPD will act for independence from America on Europe's defense. Within weeks or months one can expect the Federal Republic take the lead for the defense of Europe, with the partnership of France, and the Nordic countries of Sweden, Denmark, Norway, and the UK. As Merz said clearly- “My absolute priority will be to strengthen Europe as quickly as possible so that, step by step, we can really achieve independence from the USA." European perceptions of recent happenings in the Ukraine war and the war's progression from the beginnings over three years will matter in 2025 as Europe, as Germany, France and Britain take on the role of bringing a fair peace to Europe that closes the war and does the reconstituting of defense architecture of Europe under new institutions that needed to be taken up in the 1990's after the fall of the Berlin Wall. ...

According to a senior defense industry official Defense Secretary Robert Gates worries that counterinsurgency may not work in Afghanistan. According to the official even 40,000 troops would not give enough troop on the ground to protect the Afghns if the north and west continue to deteriorate. Gates is concerned about sending large amounts of additional US troops to Afghnistan. This is acountry with people very sensitive to occupying powers. A veteran of the soviet intervention there says they have an allergy to foreigners and attributes the soviet defeat to this. See the links in Intelilinks He is aware of the the dangers of this, if the expanded military footprint is seen as that of an occupying power especially when the government in Kabul is hugely unpopular, then this would galvanize new armed opposition to the US and draw US forces and NATO forces into aguerilla war of the type the soviet union faced there. It may do much worse if it galvanizes opposition in side Pakistan. The question Obama is focussing on is whether there is athreat to the US homeland security if other options than expanding troop strength are explored....

Prime Minister Naoto Kan says Japan needs to reverse its policy on nuclear power and gradually phase out nuclear power. He told a televised news conference: " We should aim to have a society that does not rely on nuclear power. In the future, we should have a society that can carry on without nuclear reactors." Nuclear energy provides about 30% of Japan's energy supply. Saying that the Fukushima nuclear plant disaster has changed his thinking about nuclear power, he added: "I have come to realize that this is a technology that cannot be controlled by previous safety measures."

NATO's new guiding document and security concept now includes China for the first time as a shared security challenge. In the past there were concerns about China yet Germany and France continued economic engagement with China as before. The clearly worded statement by Xi Jinping and Putin expressing strong disapproval of a world in which the US and the EU play a prominent leadership role, made just before Russia launched its attack on Ukraine, has changed the sentiment in Europe. It is now becoming clear to Germany that the world has changed.Under Merkel Germany expanded trade ties with Russia on energy and with China as a major trading partner. The first steps are now being taken to decouple the trading relationship with China and restructure Germany's trade away from China towards other parts of the world including India, Vietnam and other Asian countries. Mr Scholz pointed to this needed shift during the Trade Fair in Hannover. As part of this shift NATO now sees cooperation with Indo-Pacific partners Australia, Japan, and South Korea and India essential for meeting the challenge of Russia today and of China over the long term. The NATO document says about China that "its stated ambitions and coercive policies, challenge our interests, security and values." Here are some of the ways the world has changed today. There are new administrations and newly elected leaders in the US, Japan, South Korea, and Germany. The new administrations are led by leaders in Japan and South Korea that are keen on working hand in hand with the US to meet the challenge from China. In the US president Biden seems determined to build up America's strength to meet any challenges China can pose. In Germany the administration is run by the SPD socialists with the Greens and the Free Democrats coalition. The Greens led by Robert Habeck and Annalena Baerbock have taken a strong position to face up to Russia's invasion in Ukraine, and Mr. Scholz is following step by step and has distanced himself from old SPD and CDU policies of  Angela Merkel of close commercial ties with Russia and China.  Indian prime minster Modi was a close partner at the G7 conference in Munich, Germany. Brazil depends on private financing for agricultual production by farmers from companies like Cargill, ADM and Bunge. These companies finance about 40% of Brazilian farmers financial needs, though this year it may drop to 25% as credit tightens. They provide this money in advance cash payments and loans in exchange for future delivery of grain. This has led to a,rapid buildup of agricultural production and the infrastructure and roads needed, making Brazil the second biggest producer of soyabeans and accounting for 25% of world production. Now Bunge has cut advance cash payments by 70% since December 2007 according to company filings. ADM and Cargill have actually expanded the amount of credit available. But Soyabean and Corn Advisor, a consulting firm in Illinois estimates the cost of producing the 3 main crops in the state of Mato Grasso, the soyabeans, corn and cotton, will increase by 42% in 2008 over 2007. So farmers are faced with higher debt especially because this comes on top of accumulated debt from prior years when there were higher exchange rates in the early 2000's. Now Brazilian farmers are faced with falling crop prices, rising costs of farm supplies, unfavorable real-dollar exchange rates, and tighter credit, similiar to the situation playing out in the American farm belt. The plantings are smaller this year for soyabeans. And many farmers are forgoing debt payments and letting banks repossess farm machinery in Mato Grasso state. The overall impact of this will be lower global farm production and the impact will be felt in Brazilian GDP growth rates. ...

Prices have gone up by 50% in recent years and GDP has fallen in the three years of conflict with Russia.This article in the Economist magazine says young civil activists in Ukraine are working hard to set up institutions- sometimes parallel institutions such as the Reanimation Package of Reforms of 50 non-governmental civic organizations- that wil give Ukraine better governance after decades of corrupt governments. Online coverage on corruption is increasing creating an environment where the poor governance of the past is no longer the norm.The IMF which has a $17 billion loan package for Ukraine has ceased disbursements till Ukraine can take action against corruption and improve governance. The IMF insisted on the formation of the National Anti-Corruption Bureau. As the U.S., EU, and NATO, come closer to Ukraine, during a period of tense relations with Russia, the quality of Ukrainian governance is an important issue for formerly Communist Eastern European countries and for the rest of Europe. It all depends on civic society and young people with new aspirations to change the way things are done....

Jeremy Corbyn is elected by a landslide in a vote of party members to the leadership of Britain's Labor Party. Like Bernie Sanders in the U.S. Corbyn started out as a fringe candidate, but his campaign gained momentum as he barnstormed the country this summer and was able to draw large enthusiastic crowds. Corbyn has represented the Islington North constituency of London in Britain's parliament since 1983. Corbyn opposes the austerity policies of the Conservative Cameron government and military adventurism. He proposes what he calls "a people's quantitative easing" which would finance new investments in infrastructure, large scale housing, energy, transport and digital projects. He has apologized to students about the restoration of fees for education and loans replacing grants in universities, and would scrap tution fees, restore student maintenance grants, introduce universal childcare, support adult learning.The Bank of England would print money to support a national investment bank to provide the funding. Other funding would come from reducing corporate tax loopholes, and cutting into 20 billion British pounds of tax avoidance and 80 billion pounds in tax evasion. He favors immigration, and staying in the EU, opposes NATO membership on grounds that it has expanded too far to the borders of Russia....

It says the West - European and American leaders bear partial responsibility for the developments in Ukraine.  Another view that also is critical of the western leaders says that NATO's role needed to be redefined, Russia's role in security cooperation in Europe needed to be defined not in the old terms of European history but in a new way so that NATO did not become a new form of shifting Eastern Europe into the opposite of what it had become under the Soviet Union. The western leaders of the last 20 years never addressed these issues and allowed them to be decided by default by different countries in Eastern Europe, just as they engaged in small lengthy wars in remote corners of the world - in Afghanistan to Iraq. In Biden's favor the midterm elections showed that for all the concerns about that election Mr. Biden navigated each situation well drawing support from all segments of the population. There was much skepticism about the passage of legislation to invest trillions in chips, science and infrastructure, Yet by winning two key votes of Manchin and Sinema president Biden got the job of investing in America done. The Inflation Reduction Act also kept the president's priorities for helping the average worker and families. At the outset of his campaign for 2024 president Biden faces low ratings. Nate Cohen points to lower support from non white voters. Yet when one looks at the 2020 elections and the last midterm elections it is clear that America is moving back to the days when white voters in all income groups support of the Democrats remained strong. The Obama period could be a temporary situation of Democrats having lost their anchor in manufacturing communities and trade unions as well other segments of the population, depending on 90 percentage points of minority support to pull through. Biden is headed back to the days of Wilson,  FDR and Truman, when whites less educated or more educated gave their support to the Democrats. This makes independent voters crucial and Biden's appeal has to be based on how much he can deliver to voters in infrastructure, in jobs and in hope- the prospects of America for the younger generation. Economic prospects of America can further improve in 2023-2024 as Biden's program for Investing in America moves forward rapidly.    ...

Comments in the WSJ on the Trump - Putin meeting in Helsinki, and what the U.S. president should watch for in conversations and negotiations.  It says Mr. Putin's top priority is to shore up his prestige at home, to enhance his political standing. It says Mr. Trump is intent on showing the two countries can get along well but is skeptical of Mr. Putin's intentions on arms control and other issues. The efforts to increase the discord between the European Union and the U.S. are seen by the WSJ as Mr.Putin's effort to erode the will of the West to add to its capabilities. That any American president has to be wary of this effort especially in light of recent events.   From Mr. Putin's point of view the Russian economy is now in much better shape than when the "liberals" were running the country with a collapse of the Russian currency. The need to restore Russian prestige. That the expansion of the EUropean Union and NATO to the borders of Russia, and the situation in first Georgia and then Ukraine, required Russia to respond to protect its defense from foreign threats.This led to wars and intervention in Georgia and then Ukraine as part of Russian policy in response to advances of the West to its borders, and support of proxy governments in the Middle East. The response to economic sanctions was to turn to influence elections in the U.S. and Europe and the U.S. to soften sanctions. On the issue of sanctions this has not happened and the goal of Russia is to mitigate the effect of sanctions. ...

Obama speaking of Russia as a regional power and ignoring Russia is now seen as a mistake, says this report in the Guardian. It showed a poor understanding of Russia after the collapse of the Berlin Wall and the collapse of the Soviet Union. The impoverishment of Russia that followed with the lack of foreign reserves and the collapse of the ruble currency, created a strong mistrust among Russians of a western model of development without modification to suit the country and its people. The decline in the lifespan of Russians was shown in a cover article in the WSJ around 2000 and shown in Lyrarc at the time. In some of the early articles on Putin and Russia during the first five years of the Putin presidency that were shown on Lyrarc, Putin expressed an intense desire for Russia not to be seen as a banana republic for concentrations of financial capital in the US. Such was the situation at that time, and the memory is still there for Russians and for Mr. Putin. Ukraine and NATO are just layers on top of what has happened earlier. One sees this in Germany with the rise of the Afd in East Germany after the unification left people in the eastern part around Leipzig nostalgic for the German Democratic Republic of Soviet days. Reunification meant the loss of most of the young people to the western part of Germany, and insecurity for the elderly, people on pensions, job insecurity, for people in the east under the capitalist model without any modifications. ...

Pakistan has moved ahead in developing its nuclear arsenal. The production of uranium and plutonium for bombs and developing new weapons to deliver them has actually been accelerated during the recent period of unrest in Pakistan. Four years ago Pakistan had an estimated 30 to 60 weapons. Hans Kristensen, is the director of the nuclear information project at the Federation of American Scientists and author of the annual global nuclear weapons inventory published by the Bulletin of Atomic Scientists. Kristensen says it is not unreasonable to say that Pakistan has produced at least 100 weapons. Simon Gregory, Director of the Pakistan Security Research Unit at Britain's University of Bradford, puts the number at between 100 and 110. India is estimated to have 60 to 100 nuclear weapons. A 2008 agreement that lets India purchase nuclear fuel for civilian purposes was a motivation for accelerating nuclear weapons development in Pakistan. In December 2008, Peter Lavoie, the US intelligence officer for South Asia, told NATO officials that despite impending economic catastrophe, Pakistan is producing nuclear weapons at a faster rate than any other country in the world," according to classified State Department cables released late last year by the Intenet site WikiLeaks. This leak angered the Pakistan army chief Gen. Kayani who said "the real aim of US war strategy is to denuclearize Pakistan."...

President Obama ordered the surge in 2010 for 30,000 additional troops in Afghanistan. There are now 150,000 NATO troops in Afghanistan. Of these two thirds are Americans. The goal of the surge was set by President Obama as " disrupting, dismantling, and defeating al Quaeda and its extremist allies" in Afghanistan. Yet the fact remains that official estimates on the coallition side are for only about 100 or so al Quaeda militants operating in Afghanistan. The war in Afghanistan is being fought with Taliban insurgents in Afghanistan who also live in the mountainous region that comprises Pakistan and Afghanistan, and has some form of clandestine support from sections of the Pakistani military and intelligence services- the Pakistani military having played a critical role in the formation of the Taliban from its inception to act as Pakistan's proxy in that region. With the democracy protests in the Arab world in 2011, al Quaeda does not fit into the existing mood in the Middle East and the Muslim world. Considering these facts- and the mood favoring American disengagement on the part of America's allies in the Afghan government and Pakistan's military, and the American public mood favoring disengagement, the Taliban seeing their conflict as purely domestic and little to do with al Quaeda- the situation is likely to move in the direction of phased American withdrawal. ...

America has its own conversation points. Ischinger says we would love to vote in the US election as it affects us greatly. Americans would love to vote in the German and French elections as it affects us. As America fights to give workers and families their rights and invests trillions of dollars in infrastructure when will Germany and France do this? When will Germany and France fight to give all workers and families opportunity to get ahead and make a decent living? Are Germany and France aware that the Biden-Harris, Biden-Walz fight is for domestic policy to determine foreign policy and this is the domestic policy of America. Wolfgang Ischinger ,who heads the Munich Security Conference Foundation, writes in NYT about the importance of keeping the conversation with European allies going. He says US and European Union do not have a common policy towards China and this needs to be discussed and clarified. US and EU need to come closer for NATO to carry out it's mission now that the EU countries are shouldering a fair share of the defense burden in percentage of GDP devoted to defense. Ischinger says the Europeans are not investing defense dollars efficiently and developing European arms suppliers. His third point is that there should be consistent application of rule of law, democracy and western values in policy to build the alliance. He remains blissfully unaware that the same divisions that are fostered in America exist in Europe and some of them started in Europe- for Europe to be strong it must invest in its People, in workers and families and in infrastructure, domestic policy will become foreign policy.    ...
