Britain's prime minister Boris Johnson lays out the rules for reopening in a 50 page document. It says people should use masks in public transport and outside. It also recommends people not use the subways at this time but use cars, bicycles or walking to work as better alternatives. Subway stations such as Waterloo were relatively quiet as people practiced guidelines and acted cautiously. The rules were seen as confusing but the prime minister says the reopening is much more complex than the closing which simply said "stay at home."

People were advised to work from home when possible and gave people in construction the ability to get back to work. Restaurants, hair salons, shops remain closed till a later stage. There is concern that cases could spike again and the prime minister clearly stated this would mean putting the brakes again. Britain is the second highest in deaths after the U.S.

Now that Carrie Lam and Beijing have backed down and withdrawn the extradition bill, the protests having made the statement, would continuing unrest and pushing Beijing too far be in their interests. Would it be in worldwide interests if that would worsen tensions from trade frictions, reducing levels of trust.

It might come as a surprise to know as Roshan Kishore points out in this analysis in The Hindustan Times that the educational levels and incomes of Tory or Conservative voters in the UK are the opposite of what they used to be. The graphs shown here show that as education levels increases in different income segments there are significantly more Labour supporters than Conservative supporters. For Rishi Sunak this means he runs into the same problems that faced Johnson and Truss, of matching austerity cuts in spending that will be unpopular with the lower income support base with lower educational levels in the Tory party. His privileged background will only make the cuts in the middle of interest rate hikes and inflation appear as basically unfair to this support base. This is what Gerard Baker pointed out in the WSJ calling it an invitation for "abject chaos" that comes from Tories trying to represent working class families. Others in the The Guardian call it some form of myth that is far from reality with the myth and reality getting further and further apart. ...

Elections to France's 13 regional councils is showing weak support for president Macron's En Marche party that was newly created by Macron. Macron's party won less than 10% of the vote in the regional elections. The Republicans, former president Sarkozy's party were written off after Macron's win. Instead the Republicans who are conservatives and represent the Gaullist tradition have revived under Sarkozy's health minister Xavier Bertrand. Mr. Bertrand now remains the main candidate with Macron for the French presidential election in 2022. Terrorist attacks, the sense of a lack of law and order, and the pandemic, have revived the conservatives in France. Brexit nationalism, the failure of the socialist Labor party and a shift of laborites in the north of England to the conservatives under Boris Johnson led to a Johnson win in British elections. A similar situation is unfolding in France. Xavier has served under presidents Chirac and Sarkozy, both in the Gaullist tradition. He was Sarkozy's spokesperson in 2007 and helped run Sarkozy's election campaign. Laurence Kotlikoff is a Boston University economist who calls the Obama administration's plans for fixing the financial system akin to "putting a Band-Aid on cancer." He outlines his own proposal in a book just out with the title: Jimmy Stewart is Dead. It calls for taking the risk out of the nation's financial system with "too-big-to-fail" banks, which threaten America's financial system, and may cost huge amounts of taxpayer money approaching by one estimate the entire unfunded liabilities of the Social Security System. He writes in the book that "the problem is the leveraging of the taxpayer by people with no formal training in finance or economics, no personal downside, an assortment of Napoleonic complexes, the money to buy ratings in New York and policy in Washington, and the ability to run circles around regulators." His proposal is to turn banks - intermediaries taking deposits and making loans- into institutions that connect borrowers and depositors with very safe mutual funds created for this reason. Each deposit would be pooled with other deposits in the new kind of mutual fund with all the money held in cash. These mutual funds would supply loans. This strips banks of their risk-taking function. It has attracted attention and support of Columbia University's Jeffrey Sachs and University of Chicago's Nobel Prize winning economist Robert Lucas. Most recently Bank of England's Governor mentioned Kotlikoff three times in a speech to Parliament as ideas worth looking at. With bankssstripped of risk-taking only one single Federal Financial Authority as the national regulator would be needed, instead of the myriad regulators in the current system that have failed in crises. MIT's Simon Johnson agrees that some strong action is needed and compares the need for action with what Theodore Roosevelt had to do to break up the once impregnable Standard Oil. By 1911 the Supreme Court had broken up Standard Oil into 34 companies....

A tentative Brexit deal with the EU is reached but it is not clear that it can win support of the Cabinet of prime minister Theresa May, even before it has any chance in the British parliament. March 29, 2018 is the 2 year period for negotiations to arrive at a deal with the EU. The pro-EU transport minister Jo Johnson resigned and called for a second referendum, saying that the decision in the first referendum to leave the EU was made because false prospects had been presented by the Leave EU campaign. 

Because of the issue of Northern Ireland the U.K would remain indefinitely in the customs union, and this is opposed by the Leave EU supporters in the Conservative party government of prime minister May.

48% of British voters see immigration as the most important issue, says Ipsos. And 31% say their local area is housing more than its fair share of asylum seekers growing to 61% of Reform UK voters. Reform UK is now leading party with 34% of the vote to Labour's 25% and Liberals 11%. The report in the WSJ on Augu 28 shows how the Labour government did not live up to it's talk on immigration. It also shows how the Conservatives and Boris Johnson failed by opening up non EU immigration from Asia on the grounds that it would bring in the brightest and yet dropped the basic college degree requirement paradoxically or carelessly. Lobbying from health care home care hugely increased migration for this field under Conservatives and is only now being reversed by Labour. Labour has been too slow and the culture of Britain and Labour has not changed enough to grasp the problem. Their are vested interests in Britain such as universities and home care health care that have influenced the conduct of policy so that migration on non-eu has replaced eu migration after Brexit, but not attracted the most qualified immigrants. The 4% of the British population that entered Britain after Brexit as immigrants, millions arrived and now when Labour is trying to bring this down faces a large number of dependent applications. University students are now bringing in their dependents at rates that have skyrocketed. ...

Focus on billionaires and remote parts of the world distract from the vital issues of infrastructure renewal, cost of living and incomes growth that affect everyday lives of Americans. In an economy the size of the US the $5 trillion of billionaires out of a $31 trillion US GDP, is about 15% of the nation's wealth. Many of the billionaires such as at Amazon lead product and service companies that generated new products and services. Five of the top 25 in the US are from Walmart a large retailer in the US, 2 from Amazon, three from Microsoft in personal computers, 3 from chemical industries.This accounts for 13 of 25 or half. Removing these billionaires would take out $2.5 trillion leaving the billionaires controlling 7-8% of the country's wealth. The focus by Bernie Sanders in the US and Jeremy Corbyn in the UK on remote spots in the world and on billionaires distracts from the real issues of cost of living, of incomes of ordinary families, of everyday issues of health and quality of life faced by all. It also does not help in the discussion because of the need to move away from the poor leadership of the Blair-Brown, Cameron- Johnson years and the Bush-Obama years in the UK and the US. Here no ideologies are needed just common sense solutions to common problems that affect lives of all the people, with the cooperation of all the people. ...

It has to be said that both McCarthy and Biden have shown patient leadership and an optimism about America in getting to an agreement on spending and the debt ceiling in May 2023. They are not taking chances as they sell the deal they made to their party in Congress. Biden feels confident that the agreement will make its way to his desk to be signed and he had spoken to McCarthy on Sunday afternoon "to make sure that all the T's are crossed and the I's are dotted." McCarthy says "more than 95% of those in the Conference were very excited. We are the first Congress to cut voter for cutting spending year after year." The deal basically freezes federal spending at 2023 levels till 2025 and allows some increase in defense spending and veterans benefits. It is about the physicians Vanessa van der Linden Mota, and Ana van der Linden Mota, her mother, who first alerted health authorites in Pernambuco about the cases of encephaly and the links to the mosquito Zika Virus in Recife, Brazil. From 147 recorded encephaly cases, and babies born with shrunken skulls or calcified brain structure in 2014 in Brazil, the cases reported jumped to 4,180 suspected cases. Estimates of cases by 2020 for such cases run up to 50,000 to 100,000 if the problem is not tackled. The family of the van der lindens come from Dutch-German immigrants settled in northeastern Brazil, a less developed region of the country. The family is unique with five doctors including neuro pediatricians Ana and Vanessa working in public hospitals in Recife , and father Helio a neuro surgeon. The entire state of Pernambuco has a total of 15 neuropediatricians, according to this report. The Ebola Virus emerged in countries such as Sierra Leone and Liberia which suffered from war and neglect of health infrastructure. Here in Pernambuco state, as reporters Johnson and Jelmayer point out, the problem stems from neglect in public health infrastructure, especially sanitation and drinking water for shantytown dwellers and vast majority of poor residents in a city of 3.5 million, typical of developing countries in Latin America and South Asia, where development in some parts of the country have lagged far behind, and where needed public health infrastructure investments have not been made. Lack of dependable drinking water means collecting water in containers that are susceptible to breeding mosquitoes, such as the mosquitoes carrying the Zika Virus. A public debate on the lack of attention by socialist and worker's party led governments to this type of infrastructure and transportation services was already underway in Brazil leading to widespread protests in 2013. A $226 million investment in a soccer stadium in Recife, and similar investments in other smaller cities in the northeast were made under the Worker's Party government. Large investments for the Olympics now come as the economy contracted in 2015, and Brazil is hurt by another boom-bust cycle with the slowdown in China- with fiscal austerity policies, a loss of a third in the value of its currency, and the popularity rating of the newly elected government from the Worker's Party in single digits....
